  • 기후변화는 범지구적으로 당면한 과제로서 국제적으로도 이에 대한 저감 완화대책 수립 및 시행에 힘쓰고 있다. 이러한 세계적 관심에 따라 최근 우리나라도 국가 물 안보에 대한 보고서 등의 개정에 관심을 기울이고 있는 실정이다. 그러나 이러한 당면한 문제에 대한 계획을 수립하기 위해서는 무엇보다도 직면하고 있는 사실에 대한 이해가 필요하다. 특히 우리나라의 경우에는 비록 국토가 좁은 나라에 속하지만 호우의 계절적 지역적 편차가 큰 편이기 때문에 무엇보다 지역별 변화에 대한 연구가 필요한 실정이다. 지금까지의 수문학 분야의 기후변화에 대한 영향 연구는 대부분 유역을 중심으로 수행되어 왔다. 이는 자연현상을 모의하기 위해서이나 실제적으로 국가예산 계획수립 및 투입은 주로 지자체단위로 이루어지기 때문에 지자체별 영향에 대한 연구도 매우 중요하다. 따라서 본 연구에서의 지역적 범위는 지자체단위로 하였다. 이러한 지역별 분석의 범위는 최소 단위의 의사결정자들을 위한 범주가 되면 이상적이겠지만 실제적으로 이는 여러 가지 이유로 어려운 점이 있기 때문에 본 연구에서는 우리나라의 광역지자체를 공간적 범위로 설정하였다. 또한 기후변화 시나리오는 IPCC(Intergovernmental Panel on Climate Change) 4차 보고서의 탄소배출 시나리오 중 널리 사용되고 있는 3종(A1B, A2, B1) 선정하였으며, GCM은 4종(CNRM: CM3, CSIRO: MK3, CONS: ECHO-G, UKMO: HADCM3)을 적용하였다. 최종적으로 각 광역자 치단체별-시나리오별-GCM 별로 4개의 기간 구간 (2080-2009, 2010-2039, 2040-2069, 2070-2099)으로 나누어 평균 일최대강우량 및 연총강우량의 변화를 분석하였으며, 이러한 분석법은 일본 국토교통성의 경우 이러한 방법에 일최대강우량에 적용하여 미래 기후변화로 인하여 치수안전도 변화 분석에 활용한 바 있다.

  • Development of AI and big data-based algorithms to advance and optimize the recognition and detection performance of various static/dynamic vehicles in front and around the vehicle at a time when securing driving safety is the most important point in the development and commercialization of autonomous vehicles. etc. are being studied. However, there are many research cases for recognizing the same vehicle by using the unique advantages of radar and camera, but deep learning image processing technology is not used, or only a short distance is detected as the same target due to radar performance problems. Therefore, there is a need for a convergence-based vehicle recognition method that configures a dataset that can be collected from radar equipment and camera equipment, calculates the error of the dataset, and recognizes it as the same target. In this paper, we aim to develop a technology that can link location information according to the installation location because data errors occur because it is judged as the same object depending on the installation location of the radar and CCTV (video).

Analysis of Accident Modification Factors (AMF) for Roadway-Rail Grade Crossing Accidents with Baysian Method (베이지안분석을 이용한 철도건널목 Accident Modification Factors (AMF)에 관한 연구)

  • This study develops Accident Modification Factors (AMF) of countermeasures with Baysian method which are newly proposed for reducing Roadway-Rail grade crossing accidents. This study proposes a new "Bayesian Analytical Framework" for countermeasure assessment which combines "Subjective" Prior Information with "Logical" based Information. The newly proposed "Bayesian Analytical Framework" consists of the following three steps: The 1st step - Countermeasure Selection, Choice of Participants, Selection of Crashes; The 2nd step-Development of Crash History Manual and Countermeasure Evaluation Manual; The 3rd step-Development of AMFs through sound statistical tests. This study used the Komogorov-Smirnov(K-S) Test to determine whether two unknown distribution functions associated with the two populations are identical. The results of the study are that individual responses did not meet the K-S test of identical distributions. while individual vs. group distributions are identical. This indicates that combining the input of several people reduces the impact of individual subjectivity and assumptions and is important for developing a repeatable distribution to develop sound AMFs of countermeasures for reducing Roadway-Rail grade crossing accidents. The procedures of the AMF development conducted in this study can be used to estimate the safety effects of countermeasures for road segments and intersections, in addition to Roadway-Rail grade crossings.

An Study on Securing the Stability of Road Sign through Analysis of wind data according to types of measurement (계측 유형별 풍속 데이터 분석을 통한 도로표지의 안정성 확보 방안에 관한 연구)

  • Recently, interest in safety has been increasing in every area, especially in the field of transportation. The accurate evaluation of the stability of road facilities is needed to improve the level of safety in the field of transportation and the application of new technologies is required to reduce the number of natural disasters. In this study, the wind data were compared and analyzed according to the type of measurement, and an evaluation of the stability of road signs using the wind data was conducted. In addition, a stability plan to secure road signs was elaborated and its effect on the wind load was analyzed. It was found that the wind data measured by a mobile atmospheric observing system (MAOS) was 2.43 times bigger than that measured by the Korea meteorological administration (KMA) and road weather information system (RWIS). In terms of their stability, the road signs were susceptible to failure caused by gusty winds and it was found necessary to ensure their stability. In the future, it will be possible to evaluate the stability of road facilities using road line weather data and the application of wind load reduction technologies is expected to improve road safety.

  • As long span and complex bridges are constructed often recently, safety estimation became a big issue. Various types of measuring instruments are installed in case of long span bridge. New wireless technologies for long span bridges such as sending information through a gateway at the field or sending it through cables by signal processing the sensing data are applied these days. However, The case of occurred accidents related to bridge in the world have been reported that serious accidents occur due to lack of real-time proactive, intelligent action based on recognition accidents. To solve this problem in this study, the idea of "communication among things", which is the basic method of RFID/USN technology, is applied to the bridge monitoring system. A sensor node module for USN based intelligent bridge system in which sensor are utilized on the bridge and communicates interactively to prevent accidents when it captures the alert signals and urgent events, sends RF wireless signal to the nearest traffic signal to block the traffic and prevent massive accidents, is designed and tested by performing TinyOS based middleware design and sensor test free Space trans-receiving distance.

Comparison of Airport Emergency Plans in Korea and Japan and Survey of Emergency Response of Airline Employees at Check-in Counter (한·일 공항비상계획 비교 및 체크인카운터의 항공사 직원 비상대응 실태조사)

  • This study is a basic study to improve responsiveness in the event of a disaster in the landside area of the Airport Passenger Terminal, and it investigated the airport emergency plan and the status of emergency response in the event of a disaster by the airline's ground staff. The Airport Emergency Plan examined the airport evacuation plan of Korea's Gimpo Airport and Japan's Ministry of Land, Infrastructure, and Transport, confirming that the domestic airport emergency plan was not specific. In addition, a survey of 100 airline ground employees working at check-in counters found that 69% of the respondents were unaware of their role in disaster situations, 90% were not educated in emergency response and 98% were not trained in disaster training in landside areas. Cross-analysis confirmed significant results in the safety of the airport where the service life worked and whether it was a role in the event of a disaster. Therefore, it is suggested that the airport emergency response plan should be improved to improve the ability to respond to disaster sites in the landside area of the airport passenger terminal and that the airline's ground staff should be educated and trained to enhance disaster response.

A Study on the Perception of Policy Targets to Improve the Effectiveness of Child Safety Measure - Focusing on Children, Guardians, and Workers in Children's Facilities - (어린이 안전대책 실효성 향상을 위한 정책대상자 인식조사 연구 - 어린이, 보호자, 어린이이용시설 종사자 중심으로 -)

  • Purpose: This study aims to come up with improvement measures to improve the effectiveness of child safety measures. Method: The current status of child safety accidents was investigated and implications were deduced by analyzing major child safety measures by government department in the past. In addition, a perception survey was conducted on 1,000 people including children, guardians, and children's facility workers who are subject to child safety policies. Result: Regarding the safety of children's living space(environment), 35.3% of guardians answered that more than 1/3 of them were not safe. Both guardians(95.3%) and children's facility workers(89%) answered that there was the highest risk of 'traffic accidents', and the second risk factor was parents(carelessness of workers at children's facilities) and children's facility workers(careless of guardians at home). Looking at the risks by place, "road and sidewalk" was the most dangerous place and for child safety, guardians(64.3%) and workers (78.3%) both said that the role of "parent" is the most important. For improvements to prevent child safety accidents, the response rate of "strengthening safety management of road traffic facilities" is the most necessary with 75.8% for guardians and 65% for child use facilities. Conclusion: The reinforcement measures to strengthen the effectiveness of child safety measures are as follows. First, in order to ensure the continuity of child safety measures, it should be operated effectively so that those subject to the establishment of the Comprehensive Plan for Child Safety, which took effect in August 2022, can feel it. Second, in order to improve the sensitivity of children's policy targets, promotion measures that take into account the characteristics of each child safety field should be continuously strengthened. Third, it is necessary to expand safety infrastructure for each field to secure child safety. Fourth, it is necessary to strengthen safety education that can ensure safety for children themselves and to come up with detailed measures to make safety education for parents(guardians) mandatory.
