선박교통관제 기본계획에 따라, 우리나라는 '26년까지 전 연안해역에 관제구역을 설치하여 안전관리를 강화할 예정이다. 본 연구의 목적은 관제구역 사각지대를 없애고 연속적인 관제 실현을 위한 관제구역 간 정보공유 활성화의 필요성을 제안하는 것이다. 이를 위해 우리나라 연안해역을 대상으로 해상교통 및 해양사고조사를 통해 우리나라 연안해역의 해상교통환경을 분석하였다. 그리고 해상교통관제사를 대상으로 설문조사를 실시하여 VTS 센터 간 정보공유 현황을 조사하고 문제점을 도출하였다. IALA에서 권고하고 있는 IVEF 서비스의 현황을 조사하고 정보공유 활성화를 위한 방안을 제시하였다. 본 연구의 결과를 통해 관제구역 간 정보공유의 필요성을 확인하고 나아가 IALA 표준을 개정할 수 있는 기초자료로 활용할 수 있을 것으로 기대한다.

최근 해양사고 및 해양오염사고로 인하여 해상교통관제 역할의 중요성이 재인되어 해상교통관제 역량강화의 필요성이 대두되었다. 해상교통관제 역량을 강화하기 위해서는 인적요소인 관제사의 업무역량 강화가 무엇보다 중요한 요소 중 하나이다. 따라서 이 연구에서는 해상교통관제와 유사한 업무를 수행하고 있는 항공 및 철도관제사 제도와 외국 선진 항만 관제사의 자격제도, 평가제도 및 교육제도를 분석하여 해상교통관제사의 실정에 적합한 제도개선 방안을 제시하고자 한다.

Since March 15, 2022, the korea coast guard has revised the qualification standards for VTSO so that they can take the VTSO recruitment test under the korea coast guard without boarding experience to diversify their recruitment routes. By this study, we looked into VTS working circumstances and reviewed important provisions about enactment and revision of VTS regulations and VTS certificate system so far to compare and analyze pros and cons of each control task performance method by illustrations which are occasions in both home and foreign control operation. And also, I suggest ways to improve VTSO task in future make a VTSO credential demonstration system settle down successfully.

자율운항선박 개념이 등장함에 따라 이를 관제하는 해상교통관제에도 선박 변화에 따른 대응이 필요하다. 본 연구의 목적은 인공지능의 한 분야인 기계학습을 통해 해상교통관제사가 교통 관리를 위해 선박에게 교신을 시작하는 시점을 일반화하는 것이다. 이를 위해 부산 북항의 7일간 교신 시작 시점 데이터를 이용해 알고리즘을 개발했다.

Vessel Traffic Service (VTS) area presents a complex traffic pattern due to ships entering or leaving the port to utilize port facilities, as well as ships passing through the coastal area. To ensure safe and efficient management of maritime traffic, VTS operators continuously monitor and control vessels in real time. However, during periods of high traffic congestion, the workload of VTS operators increases, which can result in delayed or inadequate VTS services. Therefore, it would be beneficial to predict traffic congestion and congested areas to enable more efficient traffic control. Currently, such prediction relies on the experience of VTS operators. In this paper, we defined vessel traffic congestion from the perspective of a VTS operator. We proposed a method to generate traffic networks using historical navigational data and predict traffic congestion and congested areas. Experiments were performed to compare prediction results with real maritime data (Daesan port VTS) and examine whether the proposed method could support VTS operators.

해상교통관제제도는 공무원인 해상교통관제요원에 의해서 통제되는데 실효성을 확보하기 위해서 공권력이 투입되는 과정에서 선박소유자에게 손해를 입혔을 경우 구제수단으로서 국가배상법의 적용여부를 살펴볼 것이다. 해상교통관제의 경우 공무원이 과실이나 부주의로 인한 선박이 충돌 좌초 등의 사고가 발생하였을 때 국가배상법 제2조 공무원의 위법한 직무행위로 인한 손해배상에서 국가배상이 성립하기 위한 요건이 충족되는지 확인한다. 해상교통관제관련 손해배상을 국가배상보다는 전문적인 해사행정법 체계내에 특별법 규정을 둔다면 포괄적이고 추상적인 국가배상법의 요건에 의한 적용보다는 전문적이고 특수한 상황에 적합하여 진일보하는 계기가 될 것이다.

국내에서는 원활한 물류 수송과 도로 이용자의 편의를 위한 해상교량 건설 등 대규모 해상공사가 활발하게 추진되고 있다. 하지만 항만 및 주요 항로를 횡단하는 해상 교량과 시설물이 해상이용자의 통항 안전과 효율성에 대한 충분한 고려 없이 경제적인 측면만을 부각하여 건설되고 있다. 이로 인해 VTS 관제구역내 위치하는 4~9년 공사기간의 대규모 해상공사와 해상교통안전 확보를 요구하는 해상교통관제센터 및 선박운항자의 어려움이 반복되고 있는 실정이다. 이에 본 연구에서는 경인항VTS 관제구역에서 진행중인 영종도와 청라를 잇는 제3연륙교 건설의 해상공사가 해양사고 등 선박교통 위험성과 VTS 업무에 영향을 미치는 요소를 살펴보고, 이에 대한 대응 방안을 고찰해 보았다.

관제대상 선박의 다양화, 대형화, 교통 흐름의 다변화 등으로 인해 관제 업무의 중요성이 더욱 강조되고 있다. 본 연구에서는 관제사의 업무부하 요인을 운영체제, 관제사, 물리적 환경, 관제 시스템으로 구분하였다. 4가지 영역에 대하여 기존 연구를 분석하고, 이 중 물리적 환경에 초점을 맞추어 관제센터(부산항, 진도연안)에서 평가를 수행하였다. 조도, 소음, 전자파 그리고 작업자세에 대하여 분석을 하였다.

The quality of service provided by Vessel Traffic Services depends on the tasks characteristics and the work environment of Vessel Traffic Service operators. In this paper, the working conditions of Vessel Traffic Service operators are analyzed in order to propose methods to improve the working environment of Vessel Traffic Services and to provide high quality service through them. The questionnaire survey was conducted for Vessel Traffic Service operators working at 20 Vessel Traffic Service centers. It is expected that it might be used as the basic data for improvement of work environment and organization of Vessel Traffic Service center in the future.
