교통경찰제복에 관한 디자인개선 방향에 관한 연구

  • 본 연구에서는 교통경찰의 다양한 활동 속에 교통 경찰제복은 경찰의 활동성과 함께 대외적으로 경찰의 자긍심과 품위의 고취가 필요하며 또한 능동적이고 기능적이면서도 환경에 어울리는 시각적 세련미와 함께 한국의 차별화 된 상징적인 이미지가 나타나야 한다. 이 중 가장 활동성이 많은 남자 교통경찰복을 선택하여 현재 광주지역의 20∼50세의 교통경찰을 대상으로 설문지법에 의해 교통경찰 제복의 착용 만족도와 디자인만족도 등을 조사하고 이를 아이템별, 연령별 등으로 비교 분석하고 수집된 자료를 토대로 한국교통경찰 제복디자인을 제시하고자 하였다.

An Analysis of Civil Complaints about Traffic Policing Using the LDA Model (토픽모델링을 활용한 교통경찰 민원 분석)

  • This study aims to investigate the security demand about the traffic policing by analyzing civil complaints. Latent Dirichlet Allocation(LDA) was applied to extract key topics for 2,062 civil complaints data related to traffic policing from e-People. And additional analysis was made of reports of violations, which accounted for a high proportion. In this process, the consistency and convergence of keywords and representative documents were considered together. As a result of the analysis, complaints related to traffic police could be classified into 41 topics, including traffic safety facilities, passing through intersections(signals), provisional impoundment of vehicle plate, and personal mobility. It is necessary to strengthen crackdowns on violations at intersections and violations of motorcycles and take preemptive measures for the installation and operation of unmanned traffic control equipments, crosswalks, and traffic lights. In addition, it is necessary to publicize the recently amended laws a implemented policies, e-fine, procedure after crackdown.

  • By materials of traffic safety public corporation, from 2007. 1. 1 to 2007 12. 31, for a year. traffic accidents took place in korea were 211,662 accidents. By this 6,166 people were death, and 335,906 people were wounded. In Gwangju metropolitan city, in 2007 year, 7,881 accidents took place and 152 people were death and 12,728 peoples were wounded, in 2008 year, 8,231 accidents took place and 138 people were death and 13,533 people were wounded. Death people reduced but accidents numbers were in creased 4.4%. Meanwhile, government did various traffic policies to reduce traffic accident. But still, disgrace of underdeveloped country in traffic division couldn't take off. Moreover, traffic safety unconcern of general country people are very deficient. In this research, as the basis of Gwangju province police agency, in traffic accident the present state, I am' going to analyse the part of directly related to citizen life and centering death accident and to present traffic police activities for prevention of traffic accidents.

  • By the statistics of traffic safety public corporation as of Feb. 2009 year, in domestic 16,861,965 cars were registered and in this Gwangju is registered by 476,149 cars. Except Ulsan, compare to other metropolitan city, vehicles numbers are fewer. Then, as of 2009. 4. 9. by the announcement of National land and marine ministry, the operation distance of passenger cars of Gwangju metropolitan city is 40.9 km per 1 day and the most highest in the whole country. On the one hand, by the materials of traffic safety public corporation, from 2007. 1. 1 to 2007. 12. 31 for a year, traffic accidents of Korea were 211,662. By this, 6,166 people were death, 335,906 people were wounded. This mean about 17 people death and 920 people wounded per day. In Gwangju metropolitan city, last year 8,231 traffic accidents took place and 138 people were death and 13,533 people were wounded. This while government did various traffic policy to reduce traffic accidents and some degree were progressive. But still the actual circumstances is that disgrace of traffic undevelopment country can't take off. Moreover, the concern for the traffic safety of feeling of general people is very deficient. In this research, with the help of Gwangju province police station. analysed traffic accidents reality of 2009 year March and this is going to look around spring season traffic accidents prevention activities and spring season means from March to June.

  • Background : A large number of pollutants such as sulfur dioxide, nitric oxide, carbon monoxide, particulate matter, and ozone influence on the body. These pollutants put a burden on the lung and the sequelae resulting from the oxidative stress are thought to contribute to the development of fibrotic lung disease, emphysema, chronic bronchitis and lung cancer. Also, carbon monoxide generated from the incomplete combustion of carbon-containing compounds is an important component of air pollution caused by traffic exhaust fumes and has the toxic effect of tissue hypoxia and produce various systemic and neurologic complications. The objective of this study is to compare the difference of pulmonary function and serum carboxyhemoglobin(CO-Hb) level between the traffic policemen and clerk policemen. Method : Three hundred and twenty-nine of traffic policemen, and one hundred and thirty clerk policemen were included between 2001 May and 2002 August. The policemen who took part in this study were asked to fill out a questionnaire which included questions on age, smoking, drinking, years of working, work-related symptoms and past medical history. The serum CO-Hb level was measured by using carboxyoximeter. Pulmonary function test was done by using automated spirometer. Additional tests, such as elecrocardiogram, urinalysis, chest radiography, blood chemistry, and CBC, were also done. Results : $FEV_1(%)$ was $97.1{\pm}0.85%$, and $105.7{\pm}1.21%$(p<0.05). FVC(%) was $94.6{\pm}0.67%$, and $102.1{\pm}1.09%$, respectively(p<0.05). Serum CO-Hb level was $2.4{\pm}0.06%$, and $1.8{\pm}0.08%$(p<0.05). After correction of confounding factors (age, smoking), significant variables were FVC(%), $FEV_1(%)$ and serum CO-Hb level(%)(p<0.05). Conclusion : Long exposure to air pollution may influence the pulmonary function and serum CO-Hb level. But, further prospective cohort study will be needed to elucidate detailed influences of specific pollutants on pulmonary function and serum carboxyhemoglobin level.

A Study on Privatization of Traffic Policing (교통경찰업무의 민영화에 관한 연구)

  • Modern society often faces 3Cs:change, competition, and customer. The main issue of today's police science study, therefore, circles around how public police effectively cope with the radically changed environment. As one of the workable and appealing policy tools to reform the police, the privatization has been not only strongly supported in terms of a theoretical study, but also widely used in practice all over the world. However, Policing has been widely regarded as an exclusively public-sector activity conducted by sworn officer, but a large and increasing share of the aggregate demand for public safety and security is being handled by the private sector. This study examines on the very practical one, how contracting out, most widely used as the privatization alternatives, is perceived and put into practiced in the field of traffic police services. This study is intended to examine recent shifts toward privatization of traffic policing. Although some people regard police services as inappropriate for privatization, most everyone else have persuasively considered that many police services are not public goods or, at least, not pure public goods. We can consider that there are three types of privatization with respect to traffic policing, that is, user-financed police services, contracting out, and some degree of service shedding. As society changes, so must traffic policing. And it is needed to enhance the ability of traffic police and private to accomplish their primary mission, to serve and protect the public.

  • 경찰에게 요구되는 사회적 기대는 당시의 현실 사회가 처해진 상황에 따라 상이하다. 한국의 교통은 산업화와 더불어 급격하게 발전해왔다. 현재도 진행되고 있다. 그러나 이러한 전 국토적인 교통환경 변화를 긍정적으로만 이해할 수 없다. 예컨대, 기동성을 갖춘 '위험'을 양산하는 부작용을 파생했다는 측면 등도 부정할 수 없기 때문이다. 현 단계에서 경찰의 차량을 이용한 치안활동의 중요성을 인식할 필요가 비교적 분명하다고 할 수 있다. 본문에서는 경찰차량추격 활동의 정책지원을 모색하기 위한 당면과제로서 관련 통계수집을 위한 콘텐츠 개발을 검토했다.

Attributions of traffic accident: The differences between the drivers and the traffic police (도로교통사고를 유발한 원인의 설명: 운전자와 교통경찰의 관점 비교)

  • The present study explored the major behavior patterns of drivers and the environmental settings having an effect on traffic accident using the data collected from drivers and traffic police. Drivers and traffic police read questionnaire which contain the passible causes of traffic accident and selected the major causes on the basis of their latest accidents. Unexperienced drivers were forced to answer the questionnaire by referring to their friends and neighborhoods. The results showed that the major causes of traffic accident were connected with the driver's factors. The most important cause of traffic accidents was inattention/incautiousness. The next were lack of competence, skill, and experience. One interesting fact was that drivers and traffic police attributed differently. Drivers pointed out the lack of ability coping with an emergency and the insufficient skill of defensive driving as causes of the traffic accident. On the other hand, traffic polices indicated the intentional violations such as the disregard for traffic rules, trespassing on the central line of the roadway, speed limit violation, and breaking into the vehicle's line. The implications for appling the this results to driver education institutions were discussed.

A study on improving the organizational structure of traffic safety facilities operation using a delphi technique (델파이 조사에 의한 교통안전시설 관련업무체계 개선방안)

  • This paper attempts to find an improved organizational structure for operating the traffic safety facilities. Currently, police is in charge of the facilities while the local government is in charge of its budget. By doing so, many inefficiencies and problems occur in these things. A delphi technique is used to survey these inefficiencies. Problems, and improved role and organization by three expert groups in local government, police and university The survey results are analyzed by each expert group as well as by the total group. The multidimensional scaling technique is also used. The most preferable answer is to newly establish a traffic experts' agency under the local government. The second preferable answer is to set the current traffic police under the control of the local government.
