본 연구에서는 우리나라 교육의 근본적인 문제를 학교교육의 저효율과 시험 위주의 교육왜곡이라는 두 가지 문제로 파악하는 한편, 과열된 과외, 치열한 입시경쟁, 미흡한 교육투자 등을 핵심문제로 보는 기존의 시각을 비판하였다. 또한 우리는 학교교육의 저효율과 시험 위주의 교육왜곡이 '교육실패'라고 부를 수 있을 정도로 매우 심각한 수준에 도달하였다는 것을 실증적 근거를 통하여 보여주고자 하였다. 본고에서는 우리의 교육실패에 대한 원인으로서 중앙정부의 교육부와 지방교육자치단체인 교육청이 우리 교육의 거의 모든 과정을 일일이 규제하고 통제함으로써 교육주체들의 유인(incentive)을 빼앗아가고 있는 점에 주목하였다. 우리의 교육실패는 교육부문에서의 정부실패라는 점을 강조하였다. 이러한 시각에서, 1980년의 교육개혁은 정부규제를 오히려 강화하여 문제를 해결하고자 하였다는 측면에서 실패한 개혁이며, 1995년의 개혁은 방향 설정은 제대로 되었으나 실행과정에서 많은 문제가 있었음을 지적하였다. 또한 향후 교육개혁의 방향으로 보다 과감한 규제완화(deregulation)와 분권화(decentralization)를 제시하였다. 구체적인 정책 대안으로는, 대학의 학생선발의 완전한 자유화, 시 도 교육청의 시 도청 관할로의 통폐합, 자립형 사립중고등학교 및 탈규제학교제도의 도입, 교원인사제도의 개혁, 과외에 대한 정부규제의 철폐 등을 건의하였다.

Local governments in Korea, sixteen in total, shall establish local government archives to and manage preserve their permanent archives to comply with the Public Records Management Act amended in October 2006. National Archives of Korea(NAK) directed the local governments to recruit legally qualified archivists by the end 0f 2006 and to plan on the establishment and operation of the local government archives by the end 2007. However, none of the government archives was established by far. Government officials in NAK and the local governments raised the limits of the budget and human resources. What is more serious is that they don't concern why the archives are necessary and what missions and functions the archives should have. In this paper, I summarized the present situation and problems in establishing the local archives, and what we will do to establish normal government archives. First, local governments should establish "local government records commissions" and employ qualified archivists. The local government records commission should comprise concerned and qualified members. The records commission, as a policy and decision-making body, should make plans and implement the plans to establish the local archives, establish professional training programs to produce qualified archivists, promote local archives community activities, determine operational issues, and make a long-term development plan satisfying local demands. Second, the local government archives share existing repositories of NAK. Third, after the establishment of the archives, the local archives should perform normal records and archives management of the local governments as records acts mandate, do general records surveys and appraise the records created in the local governments. The local government archives should collect valuable local archives including private archives, and arrange and make usable them to provide access. They also promote and coordinate various cultural heritage community activities related to the local archives.

농림축산식품부는 지난 11월 11일 "무허가 축사 개선 세부실시요령"을 지방자치단체에 전달하고, 이에 대한 교육을 순차적으로 실시하기로 했다. 농림축산식품부, 국토교통부, 환경부가 합동으로 만든 "무허가 축사 개선 세부실시요령"에는 올해 3월 25일에 개정된 "가축분뇨법 시행령 및 시행규칙"을 보완하는 내용이 담겼다. 농림축산식품부는 2018년 3월까지 무허가 축사를 적법화 할 계획이다. 이번 호에서는 무허가 축사 개선 세부실시요령 중 낙농육우 부문에 해당되는 내용을 발췌했다. 목장마다 무허가 축사 보유 실태가 다른 만큼 꼼꼼히 살펴보고 도움을 받는 것이 좋겠다. 보다 자세한 사항은 농림축산식품부나 시군 축산담당과에 문의하면 안내받을 수 있다.

경기도 안산시에 위치한 경기테크노파크(원장 배성열)는 '산업기술단지 지원에 관한 특례법' 에 의거해 현재 광역지방자치단체별로 설립된 전국 16개테크노파크중 하나다. 1998년 개원이후 유망벤처기업의 발굴육성을 비롯,교육 훈련,정보교류, 연구개발 등 중소기업을 위한 지원활동을 펼쳐왔으며 산업자원부 ,경기도, 안산시의 재정.행정지원을 바탕으로 한양대학교를 비롯한 인근 6개 대학을 연결해 경기도 중소기업을 위한 연구지원활동을 하고있다. 현재 59개 중소벤처기업이 입주해 있고 연구개발, 시제품 생산, 품질인증, 위탁생산, 마케팅, 경영컨설팅 등을 지원받고 있다. 경기지역의 명실상부한 첨단지식산업 육성의 요람으로 자리매김하고 있는 경기테크노파크를 찾아가본다.

이번 연구에서는 재난관리 교육프로그램 개선을 위해 민방위재난안전교육연구원의 교육과정에 중점을 둔 전문가들을 대상으로 AHP분석을 실시하여 교육과정 개혁의 우선순위를 분석하였다. 분석 결과 재난현장지휘시스템에 대한 이해가 가장 중요한 분야로 인식되고 있으며, 재난관리 교육훈련 과정에서 대응현장에 적용되는 표준조치절차(SOP)에 대한 이해와 획득이 중요한 분야로 인식되고 있다. 따라서 재난관리 교육 프로그램 개선을 위한 현장지향적 재난대응역량 제고를 위한 교육 프로그램 부문 강화가 필요하다. 특히 재난현장에 참여하는 다양한 정부기관과 중앙정부 및 지방자치단체 관계자들의 현장 이해도 제고를 위한 교육이 이뤄져야 한다.

본 논문에서는 재난 시 보다 안전한 생활을 할 수 있을 것인가에 관심을 가지고 있다. 재난을 당하기 전에 재난에 대해 미리알고 몸으로 체득하는 다양한 형태의 안전교육이 활성화 되고 다양한 프로그램이 개발되어 모든 사람이 동일하고 신속한 대처를 통해 피해를 최소한으로 줄일 수 있는 방법의 모델을 찾아 보고 안전 취약계층인 어린이, 장애인, 노인세대에 대한 안전교육이 강화되어야 하고 또한 주민들이 자발적인 교육을 통해 실질적인 재난 상황에 대처할 수 있는 다양한 교육 내용도 개발하고 다양한 계층별 교육 프로그램도 개발이 이루어져야 한다. 전문화된 안전교육 인원의 확보 전략과 전문인력의 적재적소에 배치될 수 있도록 활용계획 등 내실 있고 효과적인 프로그램도 가져야 한다. 특히 재난에 대처하는 안전문화로 발전은 지역사회 시민, 지방자치단체, NGO, 기업 등이 다양한 행동 주체로 의사 결정을 공유하고 상호조정과 협력하는 형태의 장기적인 네트워크를 지속적으로 구축을 통해 안전문화가 정착할 수 있는 토대를 마련할 수 있다.

Since elderly welfare centers were designated as leisure facilities for elders by the Welfare of the Age Act enacted in 1981, they have been built in cities and provinces, but services provided by the facilities have not been diverse. Furthermore, thanks to the full enforcement of the local autonomy system, the number of elderly welfare centers is increasing rapidly. In the Honam area, 36 elderly welfare centers were in operation in 2005, but most of them do not reflect the characteristics of the aged population and the corresponding locality. Neither are there service programs nor detailed plans for spatial structure or layout for such sonics programs. Therefore, this study classified program spaces and analyzed space locations in elderly welfare centers in the Honam area, and investigated the spatial layout of each facility including counseling spaces, medical and rehabilitative spaces, social education spaces, welfare spaces and management spaces. The ultimate purpose of this study is, based on the results of the analysis and investigation, to present basic materials necessary for designing the spatial structure of elderly welfare centers that satisfies various services in consideration of the local characteristics of the Honam area.

한국 사회는 빠르게 다문화 사회로 진입되고 있어 인구 구성과 집단이 다양해 질것으로 전망하고 있다. 다양한 형태의 가족 중 중도입국 청소년들의 비율이 점점 증가하고 있다. 대부분의 중도입국 청소년들은 준비가 전혀 이루어진 않은 상태에서 우리나라에 입국하는 실정이므로 언어장벽에서 진로장벽에 이르기 까지 매우 취약한 여건과 불안정한 환경에 처해 있는 것이다. 이를 해결하는 방안으로 국가나 지방자치단체는 물론 각급 교육기관에서 다양한 프로그램으로 서비스가 지원되고 있으나 사업 간의 중복성과 일부 비효율적인 전달체계와 운영, 예산과 인력 낭비로 인하여 효과성을 낮추는 경향이 있다. 본 논문에서는 중도입국 청소년들의 발달주기, 학령주기, 한국어 구사 능력에 따라 개인의 능력에 따른 맞춤형 언어교육으로 올바르게 성장하도록 도움을 주는 방안을 제시한다. 제시한 내용은 이중언어 교육방법과 발도르프 교육 프로그램을 준용한 교수-학습 방안이다.

4.16 참사 이후 재난 발생 시 황금시간(Golden Time)에 중요성이 대두되어 초기대응 교육이 사회 전반적으로 확대되었고, 소방청과 지방자치단체들도 황금시간 안에 구조인력들이 빠르게 도착할 수 있도록, 인력과 지부를 확장하고 새로운 시스템들을 도입하고 있다. 이런 상황에 맞추어, 현재 진행되고 있는 초기대응 안전교육 또한 변화가 필요하다. 안전교육의 필요성을 가지는 안전의식을 토대로 하여, 위기상황판단과 표준행동요령등의 가장 기본적인 안전교육에 중심을 두고, 다양하게 발전되는 새로운 시스템을 이용할 수 있는 안전교육을 통해서 재난이 발생할 때 인적·물적 피해를 최소화할 수 있도록 해야 한다.
