A Study on Asset Valuation Method in Educational Facilities Delivered by BTL (BTL 사업 학교시설의 자산 가치평가 기법 연구)

  • A number of BTL projects for educational facilities have been augmented because of the increase of newtown development and deflationary policy of class size for learning efficiency. As the operation and maintenance costs rapidly increase, the budget for operation and maintenance is expected to be short. Therefore the asset management maximizing asset value is required to clarify the budget plan and distribution and provide a qualitatively high service. The main objective of this research is to establish asset valuation process in educational facilities delivered by BTL project. In order to meet the research objective, the asset valuation process is established by literature reviews, expert advice, and lessons learned from the developed countries. The developed process includes depreciation by internal accounting law, the core element of valuation, and asset valuation process. The results of the research will be help to offer the qualitatively high service and explain the standard of budget plan. It will assist commencing the asset management system.

  • The government abolished the existing method to calculate the construction price by the quantity take-off and pricing. It has introduced a new estimating system which uses the actual cost data on the basis of actual contract unit price. However, in the case of the current method to calculate the estimate price of BTL educational facilities, it is difficult to prepare an accurate ground for calculating unit prices due to a lack of standardized work breakdown structure (WBS) and guidelines for the detailed bidding documents. Thus, this research aims to establish WBS using the actual construction price on the basis of the actual bidding documents for the previous construction of BTL educational facilities. This specific WBS can be differentiated from the general WBS which is not suited for construction of the educational facility. It makes possible to build the construction information classification system and it helps to systemize the maintenance and repair cost items.

  • Recently, the educational facilities were 45% among total damaged facilities from the Po-Hang earthquake. Consequently, the seismic reinforcement of existing educational facilities were ended up attracting people's interesting. However, research is insufficient to consider that how far technology has been developed. Therefore, the purpose of this study is to investigate the level of domestic guideline research by comparing to foreign guidelines in regard to seismic reinforcement methods applicable to existing educational facilities. To achieve the objective, first, the current status of seismic reinforcement projects in domestic educational facilities was analyzed. Second, the domestic and foreign seismic reinforcement methods guidelines for structural, non-structural was compared. Third, the improvement directions for future guidelines were suggested. As a results, the improvement directions of domestic seismic reinforcement methods guidelines were proposed. First, the structural seismic reinforcement strategy needs to be segmented. Second, it is necessary to analyze about non-structural guidelines based on additional cases. In the future, this study can be used as a basic material for developing seismic reinforcement methods guidelines in domestic existing educational facilities.

  • The domestic seismic retrofit guide was primally enacted in 1988, then the mandatory target have been consistently. As a result, the rate of earthquake-resistant is achieved 58.3% in public facilities. On the other hand, the rate of earthquake-resistant is low as 24.8% in education facilities. As education facilities damaged from Gyeong-ju, Po-hang earthquake occurred in South-Korea and the rate of earthquake-resistant is low, the seismic retrofit of existing education facilities got to be ordinary people's interest. Therefore, domestic researchers have been developed seismic retrofit methods which can apply to existing educational facilities, It is expected to become more active in the future. However, it is insufficient to consideration that how far domestic technology has been developed. Therefore, the objective of this study is to measure the level of domestic research through comparative analysis between domestic and foreign researches that seismic retrofit methods which can apply to existing educational facilities.

  • 최근 다양한 분야에서 Virtual Reality(가상현실) 기술을 이용하여 개발 및 응용시스템 환경을 구축하고 있는 실정이다. 본 논문에서는 효과적인 입체 3-D 시각적인 인터페이스, 내비게이션(Navigation)과 주요설비(facilit) 조작 등을 통하여 효율적인 교육효과를 지원하는 사이버환경 구축에 관하여 서술한다. 이러한 환경구축의 목적은 학생들(발전소 운전원 및 신입생)에게 원자력발전소에 대한 적절한 지식과 기술을 제공하고, 이러한 액티비티들을 통하여 효과적인 경험 취득 및 지식습득에 도움을 주려하느데 있다. 본 논문은 영광1호기 원자력발전소를 대상으로 3D 입체영상을 구현하여 발전소 운전 중에 가보지 못하는 위험한 시설물 및 기기들을 사이버 환경에서 볼 수 있도록 도와주며, 인터넷 인증을 받고 들어온 사용자에게 시설물 및 주요설비를 web browser를 통하여 자습 및 복습할 수 있는 환경 구축에 관하여 서술한다.

  • 최근 드론 및 ICT 융·복합기술은 산업 전반에 걸쳐 새로운 대안을 제시하고 있으며, 종전의 산업은 데이터 생성·가공·활용의 효율성, 경제성, 안전성 등의 장점을 들어 빠른 속도로 관련 ICT와 의 접목을 시도해 왔다. 이를 통해 과거의 기술과 방식에서는 찾아보기 힘들었던 다양한 형태의 결과물을 제시하는 등 데이터 기반의 4차산업혁명이 선도하는 변화가 곳곳에서 일어나고 있다. 국토교통부에서는 2018년부터 중앙·지자체·공공기관 소속직원을 대상으로 드론 조종인력 양성사업을 시작으로 2019년 국방·치안·환경·안전·측량 등 10개 분야에 드론 활용 임무특화교육을 진행해왔으며, 2020년도에는 시설물 점검, 불법행위 추적 감시, 수자원 관리 등으로 교육 분야 추가하는 등 활용범위를 확대해나가고 있다. 경기도 안전관리실(안전특별점검단)에서는 이러한 국가정책의 방향에 맞춰 새로운 기술과 융합을 시도하고자 2020년부터 '드론 등을 활용한 시설물 안전점검 고도화 연구'를 시작으로 절토사면 및 옹벽 등 시설물 안전점검과 하천 및 우수저류지의 유지관리에 ICT 융·복합 기술 및 분석용 S/W 등을 적용하고자 하였다. 본 연구에서는 드론 및 LiDAR 등을 활용하여 하천, 배수로, 우수저류지 등에 대해 공공관리주체가 실시할 수 있는 유지관리점검 및 현황분석 방법에 관한 것으로서 「하천법」, 「자연재해대책법」, 「시설물의 안전 및 유지관리 실시 세부지침」, 「우수유출저감시설의 종류·구조·설치 및 유지관리 기준」 등에서 정한 사항에 대해 적용하였다. 이를 통해 하천, 우수저류지 등 수공구조물의 홍수위 변동성 평가, 홍수조절부 용량검토 등 홍수방어 능력에 대한 유지관리 차원의 공공관리주체 역할을 강화하는 제도적 측면을 검토하고, 드론, LiDAR 등의 ICT 융·복합 기술 활용 확대를 통해 예산절감 및 공공안전 강화에 기여할 수 있을 것으로 판단된다.

  • It is necessary to hold the school safety manual because recently, the safety-related accidents occur frequently in schools. Accidents can occur inside of schools as well as out of schools, and they can be classified with human accidents, traffic accidents, fire accidents, and explosion accidents. Safety-related accidents occurring in the school are dangerous because nobody can predict them. Illegally infringing violence, targeting unspecified and a lot of people, informs the parents and persons concerned to education of danger. School safety manual, never precedented before, describes epoch-making educational methods for students' safety. It describes safety security such as refuging ways at an emergency, the way to recognize danger for elevated safety based on prevention education, the use and practice of checklist for related facilities, and the implements and facilities for school personnels and students. So, the school safety manual is an important guidance for safety education at the level of prevention from various accidents which occur inside the school as well as out of the school. It presents a variety of prompt response after an accident. At the same time, it checks facilities and dangerous factors in schools and facilities for safety, and analyzes special factors based on them. So it will present the status of safety management of existing facilities and implements, the installment of new facilities and implements, and the way to secure safety for use.
