The purpose of this study is to report the effect in treating a patient with delayed union of 4th toe distal phalanx fracture with a combination of Korean Medicine treatment. We treated the patient with acupuncture, cupping, pharmacopuncture, moxibustion and herbal medicine, from March 3, 2018 to June 25, 2018 (total 33 times). The numeric rating scale (NRS), X-ray were applied as outcome measures. After complex Korean medicine treatment was carried out, delayed union of 4th toe distal phalanx fracture was improved and pain was reduced. This result shows that Korean medicine treatment may be an effective option for delayed union. Further clinical studies are needed to clarify the effect of Korean medicine treatment on delayed union.

Objectives The anti-inflammatory and anti-arthritic effects of Youngseonjeatonguem (靈仙除痛飮, YSJTU) was evaluated in a cellular model using RAW264.7 macrophages, which are involved in osteoarthritis (OA), and an animal model using Sprague-Dawley (SD) rats, and a possible mechanism of anti-arthritic actions of YSJTU was presented. Methods RAW264.7 macrophages were activated by lipopolysaccharide (LPS). The production of pro-inflammatory cytokines (tumor necrosis factor [TNF]-𝛼, interleukin [IL]-1𝛽, and IL-6) and inflammatory mediators (nitric oxide [NO] and prostaglandin E2 [PGE2]) was determined by ELISA and Griess assay, respectively. Western blot was performed to determine inducible nitric oxide synthase (iNOS) and cyclooxygenase-2 (COX-2) expression. OA was induced by intra-articular injection of monosodium iodoacetate (MIA) into the right knee joint of SD rats. Results In RAW264.7 macrophages, YSJTU reduced LPS-induced production of TNF-𝛼, IL-1𝛽, and IL-6. In addition, YSJTU inhibited LPS-induced production of NO and PGE2 by suppressing iNOS and COX-2 expression. In SD rats, YSJTU improved MIA-induced OA by reducing swelling, skin heat, and cartilage degradation. In addition, YSJTU reduced serum levels of TNF-𝛼, IL-1𝛽, and IL-6, along with its significant decrease in serum levels of NO and PGE2. Conclusions These results suggest that YSJTU may exert anti-arthritic effect, at least in part, by inhibiting macrophage-mediated joint inflammation.

Objectives This study is designed to evaluated the safety of peony root extract tablet in healthy male volunteers. Methods 12 healthy male volunteers were recruited, and this study was conducted by a single center. The safety was evaluated by collecting laboratory test and vital signs of volunteers. As the registration process, 12 subjects were assigned by serial number. To evaluate safety, vital signs were checked and blood samples were collected 4 times during the screening period, pre & post-administration (after 8 hours) and post-administration (after 7 days). The difference in variables was summarized by the mean±standard deviation. The normality test was carried out using the Shapiro-Wilk test and Kolmogorov-Smirnov test. When normality is fulfilled, a paired t-test is applied and the significance level was p<0.05. And the incidence of all adverse effects and serious adverse effects are shown in percentage. Results In the case of vital sign, body temperature (BT) (℃) was 0.06±0.05 ℃ (p=0.008), and there was a statistically significant difference in before and after administration. However, clinical symptoms were not occurred and BT (℃) of all subjects before and after administration showed values within the normal reference value. There was no significant difference from the control group in all other vital signs and laboratory test data. And no side-effects associated to clinical trial drugs were followed. Conclusions The peony root extract tablet was considered to be safe for healthy male volunteers.

이 연구는 오늘날 일할 기회를 상실하고 있는 지역 청년세대에게 일할 기회와 사회탐색 경험을 제공하면서 소득을 보장해 줄 수 있는 방안을 '일자리보장제'에서 찾고자 한다. 일자리보장제는 일할 의지와 능력이 있는 모든 시민에게 정부(지자체)가 일자리를 제공하는 것으로 기본소득의 개념에 가까우며, 이 연구에서는 청년세대를 대상으로 검토하였다. 이를 위해 사회적경제인 환경친화적, 가족 친화적 마을기업과 연계해 일과 사회적 가치 경험, 소득보장을 지원할 수 있는 추진체계를 제안하였다. 청년세대의 시대정신은 사회발전에 있어 중요한 견인차 역할을 하여야 한다. 그러나 고용 없는 성장시대의 사회양극화 현상 속에서 사회발전의 주역이 돼야 할 청년세대들이 노동권과 생존권을 보장받지 못하고 희망을 잃어가고 있는 것이 오늘날 우리 사회 청년의 현실이다. 청년실업이 심각한 사회문제가 되면서 지자체마다 청년구직을 위해 청년수당이나 취업지원사업 등을 추진하고 있다. 광주광역시 역시 2017년부터 「광주청년일경험드림」사업을 추진해 청년구직자에게 공공기관 및 기업에서의 일 경험과 일정 소득을 지원하고 있다. 이 사업은 청년들에게 일과 소득지원 측면에서 만족도가 높은 편이긴 하지만, 단시간·단기간 근무로 인한 업무습득의 한계와 정규직 전환의 문제는 해결되어야 할 숙제로 지적되고 있다.

본 연구는 광주지역의 연구개발(R&D)특구를 지정 육성하기 위한 정책수립의 선행연구로서, 연구개발특구의 지정을 위한 광주지역의 여건과 잠재력 분석, 특구 지정의 당위성, 특구지정과 육성을 위한 구체적인 추진방안을 고찰하는 것이 주요 목적이다. 광주지역은 쾌적한 자연환경을 보유하고, 광산업과 가전산업의 연구개발 활동이 특화되어 있고, 지역내의 대학과 연구소에서 우수한 연구인력을 확보할 수 있으며, 대덕-대구-광주를 연결하는 광역적 테크노벨트의 구축이 가능하기 때문에 특구지정과 육성의 타당성을 확보하고 있다. 특히 광주지역 연구개발특구의 지정과 육성을 통해 국가경쟁력의 제고, 국토의 균형발전, 서남권 지역경세의 활성화, 혁신 클러스터 구축을 통한 지역발전의 성장동력 확보 등이 가능하다. 연구개발특구의 지정과 육성을 위해서는 R&D 기반구축 및 혁신역량 강화, 창업 및 기업활동지원 프로그램 구축, 연구역량 강화를 위한 산업화 지원프로그램 실시, 핵심전략산업의 클러스터 구축, 연구개발특구지정을 위한 지원체계 확립 등이 필요하다.

오늘날 금융자본의 세계화가 진전됨에 따라 금융위기의 발생가능성과 세계경제의 불확실성이 한층 더 높아지고 있다. 한국에서 IMF 금융위기는 사회 전반의 구조조정을 추동시키면서 양적, 질적 경제적 변화를 일으키고 있어 본 연구는 광주지역의 경제적 공간의 변화를 살펴보았다. 광주지역경제에 영향을 크게 미치는 산업은 서비스업과 수송장비제조업 등을 들 수 있는데 이들 산업은 IMF금융위기의 경제적 침체의 영향을 민감하게 받았고, 대신 고무 .플라스틱.기계장비.전기전각 부문의 제조업은 상대적으로 영향을 적게 받았다. 공간적으로는 서비스업의 감소로 도심지역의 상업이 쇠락하고, 첨단산업육성을 통한 위기 극복의 노력으로 인해 광산업 집적공간의 형성과 벤처기업이 입지한 창업보육센터나 벤처빌딩과 같은 미시산업공간이 나타나고 있다. 그러나 첨단산업의 지방뿌리내림은 첨단산업의 수도권 집중의 구조적, 지리적 한계를 지니고 있으며, 따라서 지역혁신체제의 구축에 대한 연구가 필요하리라 생각된다.

Objectives The purpose of this study is to evaluate the safety of Ojeok-san extract powder and soft extract in healthy male volunteers. Methods Randomized controlled, cross over study was carried out in healthy male volunteers. Total 27 of 31 subjects meeting the inclusion criteria were enrolled and three subjects for waiting were included. To each group 12 subjects were randomly allocated by random number table. Group A took the extract powder in the first period and then took the soft extract in the second period. Group B took the medicine in the opposite order. Trial was conducted through two times of hospitalizations and all subjects had a seven-days of wash out period. Vital sign and laboratory test were checked before and after the medication. The mean difference of safety evaluation variables were analyzed by paired t-test (p<0.001) or wilcoxon signed rank test (p<0.05). The mean difference between two groups were analyzed by independent t-test (p<0.05) or Mann whitney test (p<0.05). Results As a result of all data related to vital sign and laboratory test in both group, There were no significant differences associated with the clinical trial drug between before and after the medication. And there was no adverse event associated with the clinical trial drug. Conclusions Both Ojeok-san extract powder and soft extract were found to be safe for healthy male volunteers.

연명의료결정법의 정식 명칭은 '호스피스 완화의료 및 임종 과정에 있는 환자의 연명의료 결정에 관한 법'이다. 이 법은 호스피스 완화의료에 대한 것과 환자의 연명의료 결정에 대한 것을 규정하고 있다. 특히, 후자의 연명의료결정에 관한 부분은 법제정 과정에서 법 종교 의료 윤리 등 다양한 분야에서 논박이 있었지만 2018년 2월 4일부터 시행되고 있다. 법학에서는 이 법이 생명이라는 법익과 관련되어 있어 형사법적, 민사법적으로 중요한 의미를 갖는다. 이 법이 탄생되기 위해 두 번의 변곡점이 있었다. 첫째, 1997년 '보라매병원 사건'에서 의사를 작위에 의한 살인방조죄로 판결한 사건 둘째, 2009년 '김 할머니' 사건에서 회생할 수 없을 경우 가족 등이 진술한 환자 의사에 따라 연명 의료를 중단할 수 있다는 대법원 판결이다. 연명의료결정법은 헌법상 생명권과 자기운명결정권이라는 기본권 충돌이 발생한다. 두 기본권이 서로 상충 할 때에는 어떠한 기본권을 우선해야 하는지가 실질적으로 문제되는데, 이익형량을 통한 규범의 조화로운 해석을 통해 해결해야 한다. 또한 이 법의 흠결과 문제점을 고찰하여 개정작업이 진행되어야 한다.

형사소송법 제106조에서 '범위를 정하여 출력 또는 복제하는 방법이 불가능하거나 압수의 목적을 달성하기에 현저히 곤란하다고 인정되는 때에는 정보저장매체 등을 압수할 수 있다'의 규정과 제122조에서 '급속을 요하는 때'의 예외 규정을 근거로 스마트폰 압수·수색과정에서 범죄혐의와 관련성에 대한 구분 없이 정보가 무분별하게 탐색 복제되는 등 기본권을 침해하고 있으며, 영장주의 원칙에 반하는 위법한 집행이 되고 있는 실정이다. 이에 본 연구에서는 긴급압수 후 사후영장 발부 전에 별건의 범죄혐의를 확인하거나 증거로 활용한다면 위법한 압수에 해당할 수 있는 디지털증거 압수·수색 원칙의 문제, 디지털정보의 검색과 추출과정에서 참여권 보장의 문제, 스마트폰 정보에 대한 무결성 확보 등을 문제점으로 도출하였다. 이러한 문제점을 개선하기 위해 사전영장 없는 범죄사실과 관련성이 없는 정보의 탐색이나 추출 금지, 정보검색이나 추출과정에서 피압수자의 참여권 보장 및 디지털증거 분야 전문가로부터 조력을 받을 권리 보장, 무결성 확보를 위한 절차적·실체적 적법절차 준수 등 개선방안을 제시하였다.

To understand and predict destination choice behavior for urban parks, two hypotheses, which are based on extended Fishbein model, were proposed and tested in Kwangju. Data was analyzed by the citizens of Kwangju and by target markets segmented by demographic variables. Analysis by the citizens of Kwangju showed that postulated hypotheses are true. However, they were partially thru in the other cases : it was a general tendency that suggested model applied well in the high-involvement product. Among the demographic variables, sex was the most useful to understand park choice behavior. Park management directions were suggested, and several future research implications were discussed.
