A Study on the Index to Evaluate the Homepage of Local Governments on the Scope of the Urban Planning Information (지방자치단체 홈페이지에서 도시계획관련 정보의 제공 실태 분석연구)

  • With the rapid development of information and communication technologies(ICTs) and the explosive increasing of inter net users, we can find municipal information in Internet Homepage of local governments without visiting City Hall. And most part of municipal information are related with urban planning and geographic information. In this paper 1try to propose the index to evaluate the sites of urban planning information in the homepage of local governments which are classified 3 Groups. The first group is called information providing and composed with 4 categories and 20 items. The second Group is Communication between local government and citizens with 3 categories (12 items). And the third Group is Internet GIS with 2 categories (8 items). And 1 propose that we have to recognize the internet as the technological media to broaden the opportunities for the community people to participate in the policy-making in reference to their political demands.

A Study on the Database Construction and the Management System Development of Water-Facility Using GSIS (GSIS를 이용한 상수도시설물의 데이터베이스 구축 및 관리시스템 개발에 관한 연구)

  • The purpose of this study construct water-facility Database and to develop its management system using GSIS. We used route system and event table that are data model in GSIS for the construction of water valves on water facility pipe. A water-facility management system using GSIS was developed and was actually applied for the city of Yosu and compared with conventional water-facility management systems in terms of workability, information searching cost, and database management efficiency. The system has also been compared with those of two other local governments in terms of functions, process time, and conveniences. The generalization of the work model for water-facility system was also attempted based on the data collected from three local governments and it was revised by the work model of the wide area water-facility system. The generalized work model in this study was compared with other two local governments' work models. The generalized work model will enable local governments to develop more efficient and economical water-facility management system by GSIS in future.

  • The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.

  • Local governments are required to take measures to prevent occupational accidents under Articles 4(2) and 4(3) of the Occupational Safety and Health Act, and this study suggested the necessity of establishing an IT-based integrated safety and health information sharing system for serious accident reduction and safety and health management through the case of Incheon Metropolitan City. Recently, as local governments have established labor and health ordinances and basic plans, the need for an independent integrated safety and health management system based on local industrial characteristics has increased. It is necessary to establish a cooperation and support system with basic local governments and hub institutions, share integrated safety and health information with related institutions and organizations, and play a pivotal role in regional safety and health management by managing occupational accident statistics and implementing basic policies. The system through local governments' safety and health management will reduce serious accidents in the region, and the comprehensive safety and health management system for small businesses and projects ordered by local governments will strengthen the operability of the site, which will be effective in preventing critical accidents and industrial accidents.

  • 본 연구의 목적은 우리나라 17개 광역자치단체의 건강검진 수, 암진단 수, 자원봉사자 모집 수 등의 데이터를 관련 예산과 시설, 장비 수와의 효율성 평가를 위해 DEA분석을 실시하였다. 이를 통해 각 지역별 보건의료와 관련한 효율성을 지역별로 비교할 수 있다.

Task Contents, Organizational Structures and Work Relations of ICT Departments in Korean Local Governments (광역자치단체 정보화 조직 역량 분석과 발전모델 제안: 업무, 구조, 관계를 중심으로)

  • This paper explores alternative organizational models for ICT units of local governments, while analyzing the task contents, organizational structures and work relations of ICT departments in 17 Korean metropolitan provinces. We employed both quantitative and qualitative methods including in-depth interview, open-ended survey, and hard data analyses to collect a wide variety of information on organizational performance, human resource development, and task characteristics of ICT units. As strategies to enhance task contents, organizational structures and work relations of ICT departments, we suggest four ideal ICT organizational models for local governments: Relation Model, Resource Model, Curation Model and Creation Model.

  • 최근 대도시 지역의 오존오염이 문제가 되면서 중앙정부를 비롯하여 여러 지방자치단체에서 이에 대한 대책을 수립ㆍ시행하고 있다. 환경부에서는 고농도 오존에 대한 긴급처방으로서 '단기대책'과 보다 시간을 요하는 '중ㆍ장기 대책'을 수립하여 제시하고 있으며(환경부, 2000), 서울, 인천, 경기 등의 지자체에서도 오존오염을 주 대상으로 하는 대기질 개선대책을 수립하여 시행하고 있다(경기도, 2000; 서울특별시 2000; 인천광역시, 2000). 그러나, 환경부 및 지방자치단체의 다양한 노력에도 불구하고, 오존경보제가 도입된 1995년 이후 오존주의보 발령횟수와 발령지역이 계속 증가 추세에 있다. Status and Improvement of Metropolitan Government Urban Agriculture Ordinances for the Enhancement of Multifunctionality in Urban Agriculture (도시농업의 다원적 기능 활성화를 위한 광역지방자치단체 도시농업 조례 현황 및 개선 방향)

  • This study analyzed the status of urban agricultural regulation of metropolitan governments on supporting multi-dimensional values to suggest a direction for improving urban agriculture regulations. Moreover, a Delphi survey was conducted to derive ways to identify improvement opportunities for functions that showed relatively insufficient support for urban agricultural regulations. As a result of the study, 12 out of 17 metropolitan governments and 116 of 226 municipalities have enacted urban agricultural regulations. However, the enactment of urban agricultural regulations has generally declined since 2011. Analysis of the contents of the urban agricultural regulations showed that they focused on matters relating to the creation and expansion of the foundation of urban agriculture. Among the multi-dimensional values of urban agricultural regulations, the foundation for supporting the securing of green spaces and utilizing food production functions was most widely available. On the other hand, the foundation for support of resource recycling, healing and health, social welfare, economic imbalance mitigation, and job creation functions has been shown to be relatively insufficient. A Delphi survey conducted to determine potential measures to improve urban agricultural regulations to support these functions found that 17 of the 18 ordinance improvement measures were valid. Therefore, to revitalize the multi-dimensional values of urban agriculture, it is first necessary to enact new ordinances. Also, to revitalize the multi-dimensional values of urban agriculture evenly, it is necessary to revise the ordinances to include resource recycling, healing and health, social welfare, mitigation of economic imbalances, and job creation functions. In this process, the development of urban agriculture technology, legal review of various urban farming spaces, and fostering of industries related to urban agriculture are necessary. Above all, steady interest in the multi-dimensional values of urban agriculture and the efforts of local governments to foster urban agriculture must be supported.

A Study on Introduction of Autonomous Police System in Korea (우리나라 실정에 맞는 자치경찰제 도입에 관한 연구)

  • The purpose of this study is to establish the Police Reform Committee on May 10, 2017, with the aim of enforcing the nationwide autonomous police system in 2020. In addition, the government is promoting reforms of autonomous police and investigative structures, On April 5, 2018, a special committee of autonomous police system consisting of academics, civic groups, and legal professors was established. In 1991, the local council was established in Korea. In 1995, the local autonomous government era was launched with the election of local autonomous governors, but the field of security did not bring decentralization. This study suggests direction of organization and manpower management, personnel management and distribution, financial management, and political neutrality in order to introduce autonomous police system considering regional characteristics. Also, it should be promoted in the direction of maximizing the advantages of the decentralization system and national police without causing civil unrest and social disorder caused by the introduction of the rapid system. Self-governing police should reflect on the trend of autonomous decentralization in order to secure the Republic of Korea with a more secure policing policy, along with organic cooperation and mutual competition system with the national police.
