The purpose of this study is to examine and analysis the problems in managing 'Business Transaction(Danwi-gwaje)' of regional local government, and propose implications. The study points out the problems emerged in the operation process of Business Transaction including creating of Business Transaction and Business Transaction Profile, setting retention period and filing records, and gives concrete example of them. It concludes with presenting improvements and considerations in managing Business Transaction for systematic and efficient records management.

A source of records is critical and highly valuable for records management. The compositions and functions of an administrative organization, which is the source of public records, are changing according to its frequent reorganizations. In particular, changes in local governments are frequent, and the possibility of change increases over time. The processing department is responsible for various records management tasks as the source and producer of records; however, its scope of qualifications is unclear. As such, this study aims to clarify these sources of records and suggest ways to improve their management. For the objective, this study selected D regional local government and analyzed the forms and frequency of its administrative organizational changes. In particular, the processing department's modified organizational functions and compositions due to reorganizations were also examined. Through the analysis, problems concerning records sources that could arise from changes in the administrative organization and processing department were identified, and improvement plans for records management were suggested.

본 토양오염실태조사 사례는 환경부(토양보전과)에서 선정한 전국 158개 폐금속광산에 대한 정밀조사사업(2001-2003년) 중 1차년도 사업으로 수행된 경상북도, 경상남도, 대구광역시, 부산광역시 등 4개 광역자치단체(19개 지방자치단체)에 소재하는 영남권역 32개 폐금속광산 토양오염실태조사 결과의 일부로서 경남 거제시 하청면에 소재하는 동아광산에 대하여 현지조사를 실시하고 토양 및 수질오염 실태를 파악, 오염지역에 대한 적절한 복원방법을 제시한 연구사례이다.

인류가 살아온 역사는 재난을 극복하기 위한 과정의 연속이였다. 효율적인 재난 대응을 하기 위해서는 중앙정부 뿐만 아니라 지방자치단체도 통합관리체제로 재편되어야 할 것이다. 기초자치단체의 재난관리체계가 상당히 미흡한 상태이기에 광역지방자치단체와 긴밀한 상호공조체제 유지로 역할 분담을 명확히 하여 신속하고 체계적인 대응체계를 구축하고, 재난관리 전문인력을 집중 육성 및 구난장비의 확충과 더불어, 국민들의 안전의식 수준을 향상시키고 위기 상황발생시 극복할 수 있는 가상체험 훈련 등을 통하여 유사시에 대비할 수 있도록 한다. 또한 재난관리 정보시스템을 설계하고, 재난관리 대응매뉴얼을 활용하여 재난시 국민들이 슬기롭게 대처하여 재난피해를 최소화 하는 방안을 강구하여야 한다.

민선지방자치제가 실시된 지 10년이 지난 지금 지방자치단체간 소모적인 경쟁보다는 생산적인 협력이 중요하다는 분위기가 고조되고 있으며, 행정구역 경계를 넘어선 지역개발 협력 모델이 구체적으로 논의되고 있다. 특히 도시가 점차 확장되면서 그 주변지역을 망라함에 따라 연담도시권은 생활권 경제권역을 공유하게 되어 각종 행정사무에 대한 상호 협력의 필요성이 증대되고 있으며, 교통, 공공시설, 수질, 대기 등의 문제들이 중요한 이슈로 부각되고 종종 지역간 갈등의 주원인으로 나타남에 따라 이러한 사안들을 협의할 수 있는 지역단체간 협력기구에 대한 중요성이 대두되고 있다. 금번 해외정책연수기간 중 방문한 SCAG(Southern California Association of Government) 와 ABAG(Association of Bay Area Governments) 는 미국의 광역도시계획기구 (Metropolitan Planning Organization: MPO) 중 하나로, 광역행정의 추진 및 정부간 갈등 조정, 협력 촉진의 역할을 수행하고 있어, 작금 우리의 행정현실에 대해서도 시사하는 바가 크다 하겠다.

Since the problems associated with disaster management have been at the core social issues in Korea, this study analyzes the relevant ordinances of the metropolitan city of Busan and its 16 autonomous subregions, called gu in Korean language, based on the evaluation model of disaster management organizational system, which consists of interrelatedness, professionalism, integrity and responsiveness. As a result, the ordinances related to responsiveness are the most frequently identified in the ordinances, followed by interrelatedness, professionalism and integrity. A range of suggestions are discussed, including: establishing cooperative network between officials and the community; and restructuring of the work system for unity.

The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.

This study analyzed the status of urban agricultural regulation of metropolitan governments on supporting multi-dimensional values to suggest a direction for improving urban agriculture regulations. Moreover, a Delphi survey was conducted to derive ways to identify improvement opportunities for functions that showed relatively insufficient support for urban agricultural regulations. As a result of the study, 12 out of 17 metropolitan governments and 116 of 226 municipalities have enacted urban agricultural regulations. However, the enactment of urban agricultural regulations has generally declined since 2011. Analysis of the contents of the urban agricultural regulations showed that they focused on matters relating to the creation and expansion of the foundation of urban agriculture. Among the multi-dimensional values of urban agricultural regulations, the foundation for supporting the securing of green spaces and utilizing food production functions was most widely available. On the other hand, the foundation for support of resource recycling, healing and health, social welfare, economic imbalance mitigation, and job creation functions has been shown to be relatively insufficient. A Delphi survey conducted to determine potential measures to improve urban agricultural regulations to support these functions found that 17 of the 18 ordinance improvement measures were valid. Therefore, to revitalize the multi-dimensional values of urban agriculture, it is first necessary to enact new ordinances. Also, to revitalize the multi-dimensional values of urban agriculture evenly, it is necessary to revise the ordinances to include resource recycling, healing and health, social welfare, mitigation of economic imbalances, and job creation functions. In this process, the development of urban agriculture technology, legal review of various urban farming spaces, and fostering of industries related to urban agriculture are necessary. Above all, steady interest in the multi-dimensional values of urban agriculture and the efforts of local governments to foster urban agriculture must be supported.
