A Study on the Improvement of Airspace Legislation in Korea (우리나라 공역 법제의 개선방안)

  • Recently airspace became a hot issue considering today's international relations. However, there was no data that could be fully explained about a legal system of korean airspace, so I looked at law and practice about korean airspace together. The nation's aviation law sector is comletely separate from those related to civil and military aircraft, at least in legal terms. The Minister of Land, Infrastructure and Transport shall carry out his/her duties with various authority granted by the "Aviation Safety Act". The nation's aviation-related content is being regulated too much by the Ministry of Land, Infrastructure and Transport's notice or regulation, and there are many things that are not well known about which clauses of the upper law are associated with. The notice should be clearly described only in detail on delegated matters. As for the airspace system, the airspace system is too complex for the public to understand, and there seems to be a gap between law and practice. Therefore, I think it would be good to reestablish a simple and practical airspace system. Airspace and aviation related tasks in the military need to be clearly understood by distinguishing between those entrusted by the Minister of Land, Infrastructure and Transport and those inherent in the military. Regarding matters entrusted by the Minister of Land, Infrastructure and Transpor, it is necessary to work closely with the Minister of Land, Infrastructure and Transport when preparing related work guidelines, and to clarify who should prepare the guidelines. Regarding airspace control as a military operation, policies or guidelines that are faithful to military doctrine on airspace control are needed.

  • If the location information of a great number of cars kept for business with telematics terminals is acquired and managed efficiently, this information forms the foundation for controlling cars and traffic flows. The studies on the pure spatial indices have focused on the efficient retrievals. However, the acquisition and management of the terminal location of moving objects are more important than the efficiency of the query processing in the moving object databases. Therefore, it will be need to adopt parallel processing system for the moving object databases which should maintain the object's current location as precise as possible. This paper proposes a location management system using CDMA communications of telematics terminals. More precisely, we propose a architecture of spatial indexing mobile objects using multiple processors, and also newly propose a method of splitting buckets using the properties of moving objects in order to minimize the number of database updates. We also propose a acquisition method for gathering the location information of moving objects and passing the information of the bucket extents in order to reduce the amount of passed messages between processors.

  • The 21st century is often referred to as maritime age. The sea is a rich repository of natural resources, comfort shelters and the hopes and dreams of human being. But there is always possibility of disaster as well as hopes and dreams. Although there have been many advances in the ship building technology, the risk of accidents is on the increase due to the increase of maritime traffic and the revitalization of marine leisure. I like to refer to the systematic search and rescue system for the rapid response by analyzing recent marine accidents. For the safe navigation, it is necessary to establish institutional systems such as ship technology, navigation equipments, excellent human resources, traffic control, etc. and navigation components also have to be well organized each other. It is also necessary to build a prompt accident management system. The search and rescue system for the rapid response and the way of reducing the incidence of marine accidents were reviewed through the analysis of recent marine accidents.

A Study on Antecedents and Consequences of Franchise System Fairness (프랜차이즈 시스템 공정성의 선행요인과 결과요인에 관한 구조방정식 모형분석)

  • The objective of this research is to find out antecedents and consequences that would affect franchisee's fairness in a franchise system. The factors of antecedents include support, reward and communication, and those of consequences consist of commitment and profit. With a survey of the 120 stores of N franchise, the country's outstanding food service company, the results of structural equation model show that support and reward in its headquarters scheme had an effect on distributive fairness in franchisee's fairness sense, but did not influence procedural fairness. However, communication affected both distributive fairness and procedural fairness. On the other hand, distributive fairness and procedural fairness impacted relationship of a franchise system and commitment in variables. And only distributive fairness influenced profit.

금융자산(金融資産) 수익률(收益率)과 기대(期待)인플레이션 - 한국금융시장(韓國金融市場)의 실증연구(實證硏究) -

  • 본 연구에서는 우리나라의 금융자산, 특히 회사채와 주식이 인플레이션과 관련하여 어떠한 행태를 보이는가를 실증적으로 살펴본다. 1976년부터 1992년까지의 기간중 채권 및 주식수익률에 피서가설이 성립하는가의 여부, 주식수익률과 기대인플레이션과 관련된 Fama의 허구성가설 및 Geske & Roll의 역인과성가설 등을 공적분관계검정 및 VAR모형의 예측오차 분산분해등을 통하여 포괄적으로 결정한다. 이를 위하여 본 연구는 다음과 같은 순서로 진행하였다. 첫째, 단순정태회귀분석을 통하여 우리나라 금융시장에서 주식이나 채권이 기대된 인플레이션이나 예상치 못했던 인플레이션에 대해 얼마나 인플레이션방어수단으로 유효한지를 살펴보았다. 우선, 회사채수익률의 경우 피서가설의 성립을 기각하기 어려웠다. 반면, 주식의 경우에는 피서가설이 성립될 수 없음은 물론이고, 대부분의 선진국가들처럼 기대인플레이션에 주식수익률이 만대방향으로 반응하는 것으로 나타났다. 주식수익률을 설명하는 변수에 예상되는 산업생산증가나 통화량증가를 나타내는 변수들을 추가하여도 주식수익률과 기대인플레이션간의 부의 관계는 여전히 유의적인 것으로 남아있었다. 따라서 파마의 주식수익률과 기대인플레이션간의 허위관계가설은 우리나라 주식시장에서는 적용되지 않는 것으로 나타났다. 둘째, 단순정태분석에서 활용된 여러 회귀식들이 가성적회귀관계(假性的回歸關係)를 나타내는 경우를 확인하기 위하여 공적분관계가 형성되는지를 검정하였다. 그 결과, 회사채수익률과 인플레이션은 공적분관계가설이 기각되지 않았으나, 주식수익률과 기대인플레이션간에는 공적분관계가 나타나지 않았다. 공적분관계에 입각하여 오차수정모형을 추정한 결과, 회사채수익률의 변화는 단기적인 인플레이션의 동태를 예측하는데 있어서 도움을 주지만, 기대인플레이션 및 예상산업생산증가률의 변화는 주식실질수익률의 단기적 동해예측에 개별적으로는 도움이 되지 못하였다. 마지막으로 여러 변수들의 관계를 사전적으로 설정하지 않고 VAR 모형의 오차분해를 통하여 인과관제를 분석한 결과, 주식수익률과 기대인플레이션이 허구적(虛構的)인 관계가 아님을 시사하고 있다. 그러나, 주식수익률변동은 예상산업생산증가에 의하여 어느정도 설명이 가능하고 대부분의 경제변수에 대하여는 외생적인 성격을 강하게 보여주고 있어서, 기대인플레이션과의 인과관계에 있어서도 선행적인 위치를 지지하고 있다.

  • The domestic maritime environment shows higher frequency of maritime accidents amidst greater traffic volume arising from increasing international seaborne trade and maritime leisure activities. To reduce such maritime accidents, there exist various kinds of safety navigation devices in the ship bridge aimed to mitigate burdens of navigators and support their accurate decision making. Amongst is the AIS considered very important, which is an automatic tracking system to assist understanding of the circumstances in the vicinity by receiving information of other ships and also sending its own; where the information contains errors initially, however, such wrong information is periodically transmitted, accordingly giving rise to hindrance sometimes in decision making by shore operators or ship navigators at sea. This study is to propose the error data and field management algorithm using fuzzy theory toward improving reliability and accuracy in ship related information received from AIS.

태양간섭현상 예측을 위한 프로그램 개발

  • 태양물리연구실에서는 춘 추분기를 전후한 일정 기간 사이에 수분 정도 발생하는 태양간섭 현상을 예측하기 위하여 프로그램을 개발하였다. TU 미디어에서 제공해준 3개의 통신위성 PAS-8, TELSTAR-10, MEASAT-1에 대한 2006, 2007년도 춘 추분기의 통신장애 자료와 계산한 자료를 비교 분석하였고, 이를 이용하여 2009년도 추분기의 태양간섭 현상 시간을 예측하였다. 태양위치변화 계산은 NASA/JPL에서 발행하는 DE406 역서 자료를 이용하여 정밀도를 높였으며, 지구 타원체 모델을 통해 기지국에서의 정확한 태양 및 위성의 고도, 방위각을 구하였다. 또한 기지국 안테나 이득률을 계산하여 기지국 안테나에서 예상 되는 태양 간섭 시간을 얻어 냈다. 기지국 안테나의 빔 패턴은 안테나의 중심 부근에서 가장 강하게 나타나며, 중심에서 멀어질수록 특수한 감쇄 형태를 보인다. 이러한 빔 패턴은 안테나의 이득률과 관련이 있으며, 빔 패턴의 적분을 통해 얻어진 이득률과 태양 디스크가 얼마나 안테나의 범위에 들어오는가에 따라 안테나에 수신되는 전파의 강도가 달라진다. 이러한 강도 변화량을 계산함으로써 태양 간섭 시간을 계산할 수 있다. 본래 안테나 빔 패턴은 개개의 안테나에 따라 다르며 직접 측정하여 얻을 수 있다. 사용한 빔 패턴 모델은 ITU에서 채택된 WARC-79 모델을 이용하였고 모든 위성 기지국 안테나의 빔 패턴은 이 모델에서 벗어나지 않는다. 이 연구에서는 빔 패턴 모델을 적용하여 기존의 TU미디어 성수기지국에서의 태양간섭 시간을 다시 계산하였다. 또한 새롭게 KT 용인 위성 관제센터의 자료를 추가하여 태양 간섭시간을 계산하고 예측하였다. 위성데이터는 기존의 PAS-8, TELSTAR-10, MEASAT-1 통신위성과 KT에서 운용하고 있는 무궁화 3호와 무궁화 5호 통신위성 자료를 사용하였다. 이러한 계산 방법은 전국 임의의 지역에서 춘 추분기에 발생할 수 있는 태양간섭 시간을 예측하고 적용할 수 있다.

A Study on Priority Allocation Algorithm According to Air Traffic in Aeronautical Communication Environment (항공이동통신환경에서 항공교통량에 따른 우선순위 할당 알고리즘에 관한 연구)

  • According to the recent increase in air traffic a more efficient air traffic flow control is required. This paper proposes the algorithm for efficient air traffic flow control. Aeronautical communication environment is different from the common communication environment since it needs a direct communication between stations (or airplanes) and requires a strict priority for safety message. Moreover, the wide area for basic service causes high propagation delay. In this paper, by using existing CSMA/CA Media Access Control (MAC) protocol, we set the message priorities according to air traffic condition (congestion airport area, approach control area, En route area, and ocean area). This prioritization scheme enables the data transmission with higher access probability. Simulation results confirm that our protocol shows better performance in terms of channel efficiency and success probability compared to exisiting CSMA/CA protocol.

  • The productivity and growth pattern of Sargassum confusum (Phaeophyta, Sargassaceae) was investigated in Ohori, east coast of Korea, from March 1983 to April 1984. S. confusum shows an obvious seasonal variation of the growth by passing through the germinative, vegetative, reproductive and decaying phases for about an year. The mean length of tagged individuals shows a positive correlation with the water temperature during the growing period. The growth is depressed at less than 1$0^{\circ}C$ in February, and accelerated at above 15$^{\circ}C$ in May. The rapid growth (1.29 cm/dry) occurs at 15-l8$^{\circ}C$ during May-June and the maximum length is shown at 20-21$^{\circ}C$ in early August. Daily net production estimated by the oxygen light and dark bottle method is 11.2 g C/$m^2$/ day in June. The annual value calculated by the integration of the daily net production, growth rate and biomass is 745 gC/$m^2$/yr. Net production estimated from the biomass change only is 287 gC/$m^2$/yr. But this must be an underestimated value, because the loss of considerable biomass by shedding is not included.

  • The cost of deploying Geological and Environmental information gathering systems, especially when such systems obtain remote sensing and photographic data through the use of commercial satellites and aircraft. Besides the high cost equipment required, adverse weather conditions can further restrict a researcher's ability to collect data anywhere and anytime. To mitigate this problem, we have developed a compact, multi-spectral automatic Aerial photographic system. This system's Multi-spectral camera is capable of the visible (RGB) and infrared (NIR) bands (3032*2008 pixel). It consists of a thermal infrared camera and automatic balance control, and can be managed by a palm-top computer. Other features includes a camera gimbal system, GPS receiver, weather sensor among others. We have evaluated the efficiency of this system in several field tests at the following locations: Kyongsang-bukdo beach, Nakdong river (at each site of mulkeum-namji and koryung-gumi), and Kyungahn River. Its tested ability in aerial photography, weather data, as well as GPS data acquisition demonstrates its flexibility as a tool for environmental data monitoring.
