Analysis of the Customs Procedures Modification to facilitate the Movements of Goods (물류촉진형 통관제도 구축방안)

  • This thesis describes the key elements for efficient customs clearance system which can facilitate flow of maritime container cargo in the pier area of Busan port, on the basis of considering great changes on international trade environment, development of customs clearance system, variation of commercial container traffic, and diverse views originated from field experience in the distribution industry. To facilitate the flow of maritime containers, reform plan of bonded-transportation and import declaration is proposed to relieve the customs restriction during the days from discharging cargos to taking them into bonded warehouse. Also, various plans to strengthen maritime security, such as customs exam of high-risk export cargos in loading port, pre-declaration of transit container replacement, container tracing system, are proposed to improve Busan port's competitiveness in safety.

  • In this paper, Seoul(25 regions), Jeonbuk(14 regions), Busan(16 regions) of 277 agencies for the based local governments were selected and reviewed an ordinance status and related laws. Based on information systems of self-regulation, the ordinance within the self-regulation for each region is being operated in the annexed form analyzed by the survey. A total of four categories(resident registration numbers, cell phone number, home number, income) by reference to the part that refused to disclose personal information, the survey analysis. Through this, The government manager who is frequently job rotation and consulting staff can understand and review the regulations by proposing the improving solution of the municipal rules. In addition, I suggested control item addition so that they can facilitate the municipal format revised review and verify the annexed form using Personal Information Management System.

A Fundamental Study on Advanced VTS System through Statistic Analyzing Traffic Accidents in VTS area (해양사고 통계분석을 통한 VTS 개선방안에 관한 기초연구)

  • Although it is expected to provide fundamental data for advanced VTS system by analyzing traffic accidents in VTS area, there is no quantitative analysis to find it.. In this research, it is examined and analyzed marine casualties records(1999-2004), data of Port-MIS and data of each VTS center. The results of this research are as below. 1) It is necessary to reduce traffic accident and to improve VTS operating system. 2) It is discovered for statistical discrepancy between vessels controlled by VTS and vessels not controlled by VTS in accident cause, visibility, perception distance and cause of late perception in collision accidents 3) It is necessary for VTS assistance to be positive and to made in ample time consecutively. 4) As the result of traffic accident prediction model, it is necessary to develop a system improving VTS operators' ability to identify dangerous ships.

Distortion Invariant Vehicle License Plate Extraction and Recognition Algorithm (왜곡 불변 차량 번호판 검출 및 인식 알고리즘)

  • Automatic vehicle license plate recognition technology is widely used in gate control and parking control of vehicles, and police enforcement of illegal vehicles. However inherent geometric information of the license plate can be transformed in the vehicle images due to the slant and the sunlight or lighting environment. In this paper, a distortion invariant vehicle license plate extraction and recognition algorithm is proposed. First, a binary image reserving clean character strokes can be achieved by using a DoG filter. A plate area can be extracted by using the location of consecutive digit numbers that reserves distortion invariant characteristic. License plate is recognized by using neural networks after geometric distortion correction and image enhancement. The simulation results of the proposed algorithm show that the accuracy is 98.4% and the average speed is 0.05 seconds in the recognition of 6,200 vehicle images that are obtained by using commercial LPR system.

  • Foodborne diseases (FBD) pose significant public health problems and economic losses worldwide. In recent years, emerging foodborne diseases have resulted mainly from novel bacteria, viruses, protozoa, mycotoxins, prions in animal and plant sources. The consumption of unsafe food contaminated with harmful bacteria, viruses, parasites or chemical agents or naturally occurring toxins results in high morbidity and mortality. However, estimating the incidence and burden of FBD is a huge global challenge due to the difficulty in food source attribution to specific pathogenic or chemical hazards, underreported cases, diagnosing how infections are transmitted or when a person is infected are not well understood and thus makes the control of FBD very challenging. Therefore, implementing comprehensive food safety strategies and policies, enhancing surveillance, ensuring resilient health system, and intensifying education and training to ensure safe food and prevent foodborne diseases is everybody's responsibility.

Real-Time Forecasting of Flood Runoff Based on Neural Networks in Nakdong River Basin & Application to Flood Warning System (신경망을 이용한 낙동강 유역 하도유출 예측 및 홍수예경보 이용)

  • The purpose of this study is to develop a real-time forecasting model in order to predict the flood runoff which has the nature of non-linearity and to verify applicability of neural network model for flood warning system. Developed model based on neural network, NRDFM(Neural River Discharge-Stage Forecasting Model) is applied to predict the flood discharge on Waekwann and Jindong stations in Nakdong river basin. As a result of flood forecasting on these two stations, it can be concluded that NRDFM-II is the best predictive model for real-time operation. In addition, the results of forecasting used on NRDFM-I and NRDFM-II model are not bad and these models showed sufficient probability for real-time flood forecasting. Consequently, it is expected that NRDFM in this study can be utilized as suitable model for real-time flood warning system and this model can perform flood control and management efficiently.

  • The purpose of this thesis was to design and develop an effective e-PBL(Problem-Based Learning) for cultivating consciousness of information and communication ethics. The proposed e-PBL is based on PBL which is one of the constructivism teaching-learning theories. Online learning and face-to-face classes were systematically combined for achieving the teaching-learning goals. And the main module for online learning run on Moodle, an open source learning management system. To examine educational effectiveness of the proposed e-PBL, an experimental study was conducted through the education content and method to the subject of two class in the second-grade of university located in OO city. For experiment 60 students(treatment group=30, control group=30) are participated. And they were randomly assigned to one of ten subgroups, comprising of six students, respectively. The results of this study showed that the education using proposed e-PBL is more effective in cultivating consciousness of information and communication ethics and learners responded positively than the education using traditional face-to-face PBL learning method.

  • As the implementation of export controls is spreading, the importance of classifying strategic items is increasing, but Korean export companies that are new to export controls are not able to understand the concept of strategic items, and it is difficult to classifying strategic items due to various criteria for controlling strategic items. In this paper, we propose a method that can easily approach the process of classification by lowering the barrier to entry for users who are new to export controls or users who are using classification of strategic items. If the user can confirm the decision result by providing a manual or a catalog for the procedure of classifying strategic items, it will be more convenient and easy to approach the method and procedure for classfying strategic items. In order to achieve the purpose of this study, it utilizes deep learning, which are being studied in image recognition and classification, and OCR(optical character reader) technology. And through the research and development of the support tool, we provide information that is helpful for the classification of strategic items to our companies.

  • This paper aims to show the development pattern of the impact of artificial intelligence on the arts and culture according to the scenario analysis, and suggests the direction of the arts and culture content industry in the future. We assume four scenarios based on creativity of artificial intelligence beyond humans and controllability for them, then explore the path leading to each scenario. In addition, for the most ideal route to coexist with artificial intelligence, we propose the provision of safety system for human and artificial intelligence, innovation of the education system, and preemptive investment from now on.
