  • It was amazing that efficiency of bureaucratic system, when Marx Weber presented theory of bureaucracy. Now, Government and Bureaucratic organization are confronted with a forked road of change. The purpose of this paper is not so much to force choices among the alternative visions of governance but rather to make the choices available to governments more evident. Any choice of paradigms for government and administration is unlikely to be Pareto optimal, but we should be clear about what we receive and what we sacrifice when we make these judgements about governance. Today, government and public bureaucracy must be changed. There are needed an innovation of government and public bureaucracy. It must be changed concepts from government to governance. Governance is a national management.

The Effects of Bureaucracy and Control Mechanisms Based on the Length of Relationship on Commitment and Relational Satisfaction of Franchisee (관계기간에 따른 통제기제 및 관료화가 프랜차이즈 가맹점의 결속과 관계 만족에 미치는 영향)

  • The purpose of this study is to investigate three issues. First, we investigated four control mechanisms that might increase the franchisee's perception of franchiser commitment: a franchiser's TSIs, relational norms, monitoring, and qualification programs. Second, we proposed that appropriateness and efficacy of these control mechanisms in fostering franchiser commitment might be changed over the relationship life cycle. Third, we examined how bureaucracy and levels of franchiser's commitment related to relationship satisfaction. Through empirical analysis, research results indicate that a franchiser's TSIs and relational norms are positively associated with the franchisee's perception of franchiser commitment. In detail, what increase franchisee's perception of franchiser commitment in short-term relationship are franchiser's TSIs but relational norms are more important in the long-term relationship. In addition, the results show that franchisee's perception of franchiser commitment, participation and formalization are positively related to relationship satisfaction.

  • 지금 우리의 대학은 객관성이 결여되어 있고 보직 우선주의가 지배적이다. 1인당 국민소득 1만달러시대, 우리 대학의 국제화를 앞당기기 위해서는 권위주의적 관료행정을 속히 청산하고 외국 유학생을 30% 수준까지 유치할 수 있도록 하는 대학환경의 개선이 선행되어야 함은 물론 정부의 대학연구비에 대한 대폭 증액이 있어야 하겠다.

  • Alvin Toffler는 인류 발전 과정을 세 가지 변화의 물결, 즉 유목 채집 사회에서 농경 사회로의 변화, 산업혁명에 의한 농경 사회에서 산업 사회로의 변화, 그리고 1950년대부터의 후기 산업화 사회로의 변혁으로, 산업 사회에서 정보 사회로의 변혁이 일어나기 시작했으며 탈대량화, 다양화, 지식기반 생산과 변화의 가속이 시작된 시기였다. Herman Maynard와 Susan Mehrtens는 ICT (Information Communication Technology: 휴대폰 등), 인터넷의 발달로 제4의 물결이 시작되고 있다고 주장한다. 이전의 사회 변혁들은 물질 생산이 따르는 가시적인 변혁들이었으나, 디지털 혁명은 시민사회의 참여 확대를 통한 민주주의의 진화된 형태를 가능하게 하고 있다. 지금 우리가 경험하고 있는 제4의 물결의 시작은, 시민사회의 정책 참여와 견제가 효과적이고 효율적으로 이루어지기 시작하는 초고도 정보화 사회의 시작을 의미하며, 정책 결정 자들은 정책 결정 과정에서 그들이 보유하던 절대 영향력의 일부분을 시민사회에 이양됨을 막을 수 없을 것이다. 이러한 대변혁의 시대에 관료주의, Digital Divide, 그리고 시민 참여와의 상관관계를 이해하는 것은 매우 중요하다. 본 논문에서는 시민 참여에 대한 관료주의의 방침과 태도, 제4의 물결의 정책 민주화와 Digital Divide로의 영향 분석을 통하여 정책 결정 자들과 그들의 환경으로의 파급 효과를 논증한다. 본 연구는 이러한 분석과 논증을 통하여, 정책조직들과 시민사회와의 신세기의 바람직한 동반자적 입지 구축에 기여 할 것이다.

  • At first, the railway was built mainly for military purposes by Japan. After the annexation by Japan, the Korean railway became a means of colonization for Japan but the railway also promoted modernization. As a new transportation medium, it influenced economic, cultural and social development. Until now, research identifying the properties of the railway in the Japanese colonial period has been insufficient. In particular, microscopic study of the influence of the railway on social change has been insufficient. In this study we investigated the properties of Japanese colonial period railway. This paper will help further to clarify the properties of the railway in the Japanese colonial period.

Research Administration Efficiency of Science & Technology Research Institutes: Advancing Computer Systems and Burnout (과학기술 공공연구조직의 연구행정 효율성: 전산시스템 고도화와 직무소진에 대한 탐색적 이해)

  • This study seeks to shed light on the importance of "advancing administrative computer systems" for research administration efficiency, building upon prior literature, and aims at extending the scholarly discussion on the efficiency of research administration itself. To this end, two research questions were addressed. First, this research explores how research administrators perceive the advocated "advancement of administrative computer systems" in achieving research administration efficiency. Second, it investigates how external bureaucratic control affects burnout among administrative personnel engaged in research administration, and how burnout impacts the research-administration relationship, trust, and ultimately performance. The analysis of interviews and surveys yielded several results. For one, through the analysis of interviews conducted in the field of government-funded research institutions, it was found that "advancing computer systems" is met with practical concerns and skepticism, while also recognized as having the potential to contribute to the efficiency of research administration. Furthermore, it became evident that complex issues are intertwined. From a contrasting standpoint opposing computer advancement, the view that institutional regulations and cultural efficiency should take precedence over technology appears valid and raises a crucial point for consideration. On the other hand, regression analysis related to burnout shows empirical evidence that increased control by central government bureaucrats over administrative staff in government-funded research institutions leads to higher levels of burnout. Such elevated burnout is shown to have detrimental effects on trust between researchers and administrative personnel, as well as on overall performance. Through these discussions, we aim to stimulate academic and government interest in research administration efficiency.

The Influence of Environmental Dynamism on Opportunism in Terms of Control Mechanism and Bureaucratic Structuring (환경의 동태성이 통제 메커니즘과 관료적 구조화를 매개로 기회주의에 미치는 영향)

  • The purpose of this study is to investigate the direct and indirect modes of influences environmental dynamism exerts on opportunism, one of important relationship factors. This study particularly delves into the indirect modes of influence in terms of control strategy (control mechanism) and control structure (bureaucratic structuring). To this end, a survey research has been conducted of 200 suppliers in business relationships with Korean hypermarket retailers. An analysis of the collected data indicates that while environmental dynamism has a positive influence on the control mechanisms such as monitoring and incentives, it does not have a negative influence on the control structure such as participation. And then it has a positive influence on the opportunism of suppliers. In addition, participation has a negative influence on the opportunism, but monitoring and incentives do not have a negative influence on it. This study discusses how both retailers and their suppliers should respond to the domestic retail business environment with highly dynamic characteristics, in order to achieve a long-term win-win partnership with one another. It also presents ideas to retailers with regard to what kinds of management strategies and management efforts required to effectively control the opportunism of suppliers.

  • In today's world, the ability to adapt to the rapidly changing environment is fundamental to the survival and success of any organizations. This is particularly true for the Korean retailing industry which is in the throe of sweeping developments. Against the backdrop of an increasing importance of the environmental factors, it is imperative to look into what efforts are required of corporate enterprises in order to achieve successful long-term partnerships between and among the parties involved in the retail value chain. In spite of the critical importance of the need to understand the environmental factors and their influences on the retail value chain, a serious theoretical and empirical study into this subject has never been conducted. Moreover, previous research has overlooked the various mechanisms influencing the value chain in terms of ,control strategy' and 'control structure'. The purpose of this study is to investigate the direct and indirect modes of influences environmental dynamism exerts on opportunism, one of important relationship factors.   • Since 1990, descriptive studies about the concept of client advocacy have been published in the health journals. However, empirical studies of the concept are still lacking. There are not enough bases to apply the concept of client advocacy in nursing practice. The purpose of this paper is to encourage empirical research about client advocacy by clarification of the concept and to discusses application of the theory in child healthcare. The literature was reviewed that empirical studies on client advocacy conducted after the year 2000. The changing trends in the client advocacy concept was examined; it was changed from the philosophical concept to nursing action and changed from individual advocacy to collective advocacy, with the rise of the self advocacy concept. The research trends on client advocacy evolves from descriptive study to quasi-experimental study and instrument development study, with diversification and expansion of research methods, advocates, clients and settings. The advocacy role of the nurse in child healthcare is significant due to the child's lack of self determination ability. In ill child care, the application of individual advocacy is potent, while in healthy child care, collective advocacy, policy advocacy, and social advocacy is effective.
