To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

The Japanese government has announced that it would invest 30 billion yen in iPS cell research for the next 10 year, and the Japan National Assembly has made an act that supports the iPS cell research. This study analyzes 1) the current trend and application field of stem cell research under Japan; 2) recent policy and regulation change in stem cell research and its application under Japan. This treatise reviews about "Act for Promoting Regenerative Medicine", "Act for Assuring Safety of Regenerative Medicine", and "the Revision of Pharmaceutical Act under Japan. This study may serve as the fundamental reference for the improvements of legal and institutional systems with regard to regulations on the stem cell research under Korea.

Japan came to result in enacting and enforcing the law on rationalization of service pertinent to the Private Detective Service Law in order to rationalize the illegal service realities of private detective service dealers and detective agencies, which were flooded in 2006. Since the enactment of the law, the problems are still taking place in relation to Japanese private detective service as of 2012. However, Japan's regulatory agencies can be known to revise the corresponding statute and to make effort to improve consciousness of agencies in order to improve these problems. Accordingly, it can be considered to be great in implication as for our country's introduction of private investigation service in the future. Arranging these contents, they are as follows. First, it is improvement in problems related to other statutes according to performance of private detective service. Second, it is reinforcement in management of private detective service violators. Third, it is propulsion of rationalization in cost according to a contract of private detective service. Accordingly, it can be considered to be necessary for being newly legislated at the 19th National Assembly from the perspective dubbed development and social right f unction in private investigation industry, by further supplementing Japan's these problems and arranging improvement plans so that the corresponding service called private detective service can do more public function in society.

The development of North Korea's nuclear weapons has worsened to the sixth nuclear test in 2017, and despite the sanctions of the international community including our government, we have not been able to offer clear solutions and alternatives, and the current measures are not enough in case of North Korea is using nuclear weapons. This study suggests how we should be prepared against the use of nuclear weapons under the premise that North Korea will never give up development of nuclear weapons under any circumstances. The first chapter outlines the current status of our preparedness if North Korea makes a nuclear attack. The second chapter analyzes and evaluates the power of nuclear weapons and North Korea's nuclear weapons threat. In the third chapter, we analyze North Korea nuclear attack and analyze the wartime emergency situation and civil defense posture. Finally, in order to implement the solutions presented in the text, we will identify priorities and summarize further developments.

This study explored the life of social workers by applying the photo Voice research method. Participants selected three themes through group discussions and shared the daily life of a social worker through photos they prepared in relation to each topic. Through this process, they shared their own experiences on 'difficulties related to work activities,' 'factors that create positive aspects that motivate social workers,' and 'factors that create negative aspects that demotivate social workers.' Using these three themes and 11 sub-themes, the participants shared their own experiences as social workers in the workplace. In order to improve the quality of life of social workers, we proposed amendments to related laws such as the Labor Standards Act, and also proposed legislative and institutional measures such as the enactment of policies related to personal safety threats.

Quarrying industry is typical industry that troubled between the market and government regulations in the forestry. Especially, it is difficult to consider aspects of economics and environment, landscape, disaster at the same time. Therefore, Quarrying industry need revised statutes according to regulatory reform and mitigation. This study conducted to provide basic data for regulatory reform and mitigation in quarrying industry. We surveyed 22 article of mountainous districts management act and lower statutes to employers and business interests on quarry 55 places in the Republic of Korea. As a result, fulfillment status of environmental damage reduction and disaster prevention were satisfactory. But fulfillment status of landscape damage reduction were not applicable. This result is due to the social mood that emphasizes the forest landscape. But there is need to improve the efficiency of grit chamber through present standard on effluent(water pollution prevention). In conclusion, policies should be established for realistic regulation and developed industry to quarrying industry.

This research compares and analyzes the legal deposit of national online electronic publishing and related laws that were recently amended in order to preserve the exponentially increasing number of electronic books(e-books). Based on the analysis, it also seeks ways to initiate a legal deposit system of e-books in South Korea. The research, therefore, defines the exact range and types of e-books. This research proposes three conditions to introduce the legal deposit system in order to preserve South Korean e-books. The first is to establish a clear definition and classification of e-books as data subject to legal deposit for preservation purposes. The second condition is to establish a legal system in order to deposit and collect network(online-exclusive) type e-books. The final condition is to reflect the opinion of publishers and to create security measures against any loss of the companies.

재난은 인류의 발전과 더불어 다양하게 발생되어왔다. 최근 21세기 들어 발생하는 재난은 그 현상이 더욱 다양하고 복잡하며 그 피해의 정도가 대규모로 진행되는 경우가 많아 졌다. 태풍, 집중호우, 강풍, 폭설, 지진, 황사 등의 자연재난은 지구온난화현상으로 국내뿐만 아니라 전 세계적으로 커다란 영향력을 미치고 있으며, 화재, 구축물의 붕괴, 지하철사고, 테러 및 감염병 등의 사회 재난도 더욱더 증가하고 있는 추세이다. 나아가 사스, 메르스, 지카 바이러스 및 대형 테러 등 전 세계적 차원의 사회 재난의 발생 또한 급증하고 있다. 이와 같이 현대사회에서 발생하는 재난는 개인이나 국가의 정책만으로 예방하고 관리할 수 없는 특성이 있다. 따라서, 자본주의 경제의 한축을 이루고 있는 기업의 재난을 관리하여 연속성을 확보하고 더나아가 리질리언스(Resilence)를 보장하기 위한 일환으로 2007년 7월 재해경감을 위한 기업의 자율 활동 지원에 관한 법률(이하, 기업재해경감법 이라함.)이 공포된 지 약 10여년이 경과하였다. 이는 법 제도화를 통하여 기업의 재해경감활동을 지원하기 취지에서 출발한 것 이다. 그 후 현재 까지 어느 정도의 발전이 있었지만 경과 년 수에 비해 아직 미흡한 실정이다. 이후 그 기업들이 좀 더 원활하게 재해경감활동을 위한 계획을 수립, 실행, 검토 및 유지하기 위한 지침으로서 기업재난관리표준을 2010년 4월 2일 제정하였고 이후 재해경감활동 수립계획을 제정하여 시행하기에 이르렀다. 또한, 기업재난관리표준은 제정된 이후 2013년 12월 9일 전면 개정작업을 통해 경영관리 프로세스 모델(Plan-Do-Check-Act)이 적용된 관리체계를 접목시키고 용어정의를 국제표준과 일치시켜 기업재해경감활동 상의 혼선을 방지하기 위한 노력을 하였다. 현 정부에서는 주무부처가 바뀌고 조직이 변화되어 행정안전부고시 제2017-1호(2017.07.26.일)로 개정되어 현재에 이르고 있다. 본 논문에서는 기업재난관리표준과 연관된 제반 법령 및 규정 등에 대한 법적성격 과 지위를 규명하고, 기업재난관리표준의 관련분야 적용 시 문제점 및 바람직한 제도개선 방향을 제시하고자 한다.

The anchorage among harbour facilities should ensure sufficient water surface area for safe anchoring. A general method is to consider the L.O.A of the target ship and the depth and bottom quality of anchorage to calculate the water surface area of anchorage. However, the gross tonnage is used as a unit of the ship capacity standard of anchorage based on the detailed rules for harbour facilities operation in Korea. In this study, the gross tonnage is converted to L.O.A to calculate the actual anchoring radius of the target ship. This actual anchoring radius exceeds at 25 anchorages (among 90 anchorages) compared with the designated water surface area. Therefore, as an improvement plan of the ship capacity standard for anchorage, L.O.A should be used as a unit for anchorage based on the detailed rules for harbour facilities operation and related Korean maritime laws.

This study aims to examine the current procedure of the adequacy review system of public standards for records management developed and disseminated by the National Archives of Korea and to explore improvements to utilize them as basic data to solidify the operation of standards. The study identified the shortcomings of the system with examples of international standards and Korean industrial standards. It also analyzed the history of standardization promoted by the National Archives of Korea. The analysis showed that most of them are simple revisions, such as changes of terminology and standard names according to law amendment. The frequency of standardization by standard also showed a significant difference. In addition, it was found that the adequacy review process or results were not disclosed clearly. As such, the study proposes various improvements to solve these problems, namely, improving standardization for the records management system, establishing detailed procedures for deliberation, and establishing evaluation standards for adequacy reviews.
