Preliminary Survey for Setting Evaluation Standards of Wood Pellet Safety (목재펠릿의 안전성평가 기준 마련을 위한 예비 조사)

  • As the use of wood pellets increases, there is an increasing interest in the safety of the wood pellets themselves to avoid physical and chemical damage to people and the environment. This study investigated the contents of nitrogen, sulfur, chlorine, arsenic, cadmium, chromium, copper, lead, mercury, nickel, zinc, and cesium in wood pellets distributed in Korea as a preliminary survey for establishing safety evaluation standards for wood pellets. Nitrogen, sulfur, chlorine, and heavy metal contents of wood pellets produced in Korea met the specification for the 1st grade of wood pellets determined by the National Institute of Forest Science and the specification for the commercial and residential wood pellets of A1 grade determined by the ISO and the evaluation standards for wood pellet safety determined by the Korean Forest Service. However, among imported wood pellets, some wood pellets contained nitrogen, sulfur, chlorine, and heavy metal exceeding the safety evaluation standards. Cesium radioactivity was not detected in domestic wood pellets. Cesium radioactivity was detected from wood pellets imported from Japan, but it was below the limits specified in the wood pellet safety evaluation standards. In conclusion, by establishing safety standards for wood pellets, we believe that safe wood pellets will be used.

A Revisit to the Forest Policy of Korea during the Period of 1906-1910 under the Spheres of Influence of Japan - With a Special Reference to an Attempted Incident of Wando Bongsan - (통감부시기(統監府時期)(1906-1910)의 삼림정책(森林政策)에 관한 고찰(考察) - 완도봉산(封山) 불하미수사건을 중심으로 -)

  • In the paper, the forest policy of Korea during the period of 1906 to 1910 under the spheres of Japanese influence was revisited by considering the incident of attempting sales of the old Crown forest reserve in Wando to a Japanese business man with a failure and the national forest policies of the Residence General in Korea of the Japanese Imperial. The factors, both the internal and external, behind the scene of the incident are considered for the explanation for the development of the incident with the forest reserve in Wando. The forest policy during the period considered involves the exploitation of virgin forests in the northern provinces near the rivers bordered with China and Russia, the introduction of forest law, which is the first modern regulation enacted with the heavy influence of the Japanese interest in the colonization of Korea. The intentions of the Japanese Colonial Power for the exploitation of forest resources in Korea were interpreted by investigating the report on the situation of forest ownership in Korea prepared by Japanese forest officers who surveyed the Korean forest areas by sampling just before the beginning of colonization.

동서 광역개발 협력체계구축 방안 - 광양만, 진주권 개발을 중심으로 -

  • 전라남도와 경상남도는 강 하나를 사이에 둔 아주 가까운 이웃이며, 주민생활권이나 지역경제권이 상로연계성을 갖고 있다. 뿐만아니라 사회, 경제 문화와 보유자원의 여러 측면에서도 상로 본완적 성격을 갖고 있는 지역이다. 따라서 대승적 차원에서 볼 때 국토의 균형박전을 도모하고 진정한 동서화합을 위해 상로연계성을 갖고 있는 광양만, 진주권 광역새발을 공동으로 추진하여 동시화합의 대전기를 마련하는 계기로 삼아야 할 것이다. 이러한 차원에서 동서지역의 광역개발 필요성을 요약하면, 첫째, 최근 일정지역의 행정구역을 넘어서 인구와 물자 및 자원의 이용이 활발하게 이러나고 있어 통합적 계획 및 집행이 요구된고 있다. 따라서 광양만 진주권개발은 2개도에 걸쳐 광역개발권역을 설정한 우리나라 최초의 시범적인 계획으로써 세계적인 관심을 보이고 있다. 둘째, 국가경쟁력을 강화하기 위한 신산업지대의 조성과 연계교통망의 구축이 요망된다. 셋째 국토균형발전을 위해 수도권에 대응한 지방거점 도시권의 육성이 팽배하며, 넷째, 중북투자를 피하고 상호보완적인 기능을 극대화하여 진정한 동서화합에 대한 시대적 여청이 증대되고 있는 시절이다. 따라서 광양만 진주권 광역개발의 기본구상은 우선 경제적 물리적통합으로 실절적인 동서이익을 보색하는 차원에서 추진되어야 한다. 그리고 광양함을 국제물류의 중심지로 확충하고 주변지역에 대규모 물류 유통 및 국제기능을 유치하여 국제적 교류거점으로서의 기반 조성을 강화 하여야 한다. 또한 국제관광벨트 및 신산업지대의 형성과 함께 세계화 고속화에 걸맞는 교통기반시설을 정비하는 한편 자연친화적인 개발전략을 이룩함으로써 지구촌 경제하에시 지역균형개발과 지역의 국제경쟁역 확보차원에서 실현되어야 한다. 나아가 과양만권과 진주권의 경제 사회적인 통합을 달성함으로써 국민적 염원인 동서화합의 장으로 승화 발전 시킬 수 있도록 공간구조 및 기능의 분담배분이 요구된다. 기능은 동시지역을 연결하는 통합적인 기능 분담으로 과양만은 생산 및 물류지원기능의 강화와 전주 사천권은 첨단산업 연구 및 지원기능의 강화차원에서 배분이 요구된다. 이러한 광역개발계획이 세계적으로 추진될 때에 진정한 동서화합은 가능할 것이다. 따라서 진정한 도서화합을 유도하기 위해서는 광역개발을 실펀하기 위한 제도적인 협력체계의 구축이 요구된다. 동서지역의 광영개발을 위한 협력체계의 구축 방안은 첫째, 양 지역간에 협약제도르 도입함으로써 광역개발의 집행력을 강화하여야 한다. 즉, 개별 개발사업별로는 협약이 체결됨으로써 자치단체간의 역활분담이 분명하고 여차별 예산의 확보는 물론 사업시행이 구체화 될 수 있기 때문이다. 둘째는 양 자치단체간의 광역행정을 진담하는 기구의 절차가 필요한다. 광역개발 계획 추진 뿐만아니라 실질적으로 양권역이 공존공영을 위해 필요한 사업들을 추진 할 수 있도록 협의회 기능을 보완한 새로운 전담기구의 설치가 필요하다. 셋째. 광양만 진주권 광역개발 계획은 동서지역의 화합이라는 상징적인 의미를 지니고 있다. 따라서 중앙정부는 동서지역간의 진정한 화합을 유도하기 위해 제주도개발 특별법과 같은 �G동서지역개발 특별법�H을 제정하여 종합적이고 체계적인 개발을 유도 하여야 한다. 지역발전을 이룩할 수 있도록 자속적인 노력이 필요하다.

Performance Evaluation of PCR Kits for Detecting Genetically Modified Crop Ingredients (유전자 변형 작물 성분 검출용 PCR Kit의 성능 평가 연구)

  • The different social reflections about the benefits and the potential risks of genetically modified (GM) crops have evolved with .different reactions in different countries. Many countries including Korea are working toward setting down new guidelines. Korea requires companies to label all food that contains more than 3% GM ingredients. One of the rapid and convenient detection methods of GM ingredients is amplification of the introduced DNAs by polymerase chain reaction (PCR). Many PCR kits for this purpose are commercially available. The objective of this study was to evaluate performance of commercialized GM crop detection kits. The results showed that 6 out of 15 kits tested did not meet the requirements even purposed by the manufacturers themselves in terms of stability, reproducibility, and detection limits, suggesting a potential quality control problem in their design stage or production line. The evaluation also suggests that, although the duplex and triplex detection kits allowed unambiguous detection in a single PCR reaction, the monoplex detection kits were the most sensitive to the detection of GM ingredients. The detection limits also differ between soybean and corn. Results from this study will be useful in the development of sound qualitative tracking systems of GM ingredients for monitoring throughout the cultivation of GM crops, their trans-boundary movement, and food production using GM grains as well as for complying with government guidelines associated with GM crops.

  • Recently, PC-based control is incredibly developed in the industrial control field, but it is difficult for PLC programming in PC. Therefore, I need to develop the softeware PLC, which support the international PLC programming standard(IECl131-3) and can be applied to diverse control system by using C language. In this paper, I have developed the ISPLC(Intelligent Agent System based Software Programmable Logic Controller). In ISPLC system, LD programmed by a user which is used over $90\%$ among the 5 PLC languages, is converted to IL, which is one of intermediate codes, and IL is converted to the standard C rode which can be used in a commercial editor such as Visual C++. In ISPLC, the detection of logical error in high level programming(C) is more eaier than PLC programming itself The study of code conversion of LD->IL->C is firstly tried in the world as well as KOREA. I developed an execution engine with a good practical application. To show the effectiveness of the developed system, 1 applied it to a practical case, a real time traffic control(RT-TC) system. ISPLC is minimized the error debugging and programming time owing to be supported by windows application program.

The Legal Protection Scope and Limitation of Information (정보의 법적 보호범위와 한계)

  • "Information", which is circulated in society by information technology development represented by computer, has brought innovation not only to physical civilization, but also deep into our daily lives. This is to say that information has brought fundamental change to its form of existence, and value system through being faster regarding the circulation and the way of management being diverse. As time goes by, this kind of change would stimulate more changes to be made as the development of scientific civilization. Therefore, informatization is one of the important characteristic that defines modern society's essence, but on the other side, information has been taken advantage of that temperament and abused in a lot of different ways. "The Law Regarding Computer Network Diffusion Expansion and Usage Promotion"(1986), as a counterplan of informatization is our nation's first Act about informatization, which enacts national policy and system about this issue. Since then, many laws has been enacted down to "Private Information Protection Act"(2011), forming a comprehensive system. The basic background of these laws are based upon the premise that even if the place where the information is managed is virtual space, rules that are considered valid in the real world should be basically applied in the virtual space. Therefore, the violation of the law in the real world is also considered the violation in the virtual space. This direction of current law regarding information is shared with both the theories and the reality. However, current law system and notion are based upon the premise that the law regards material objects, thus the characteristic of the information, which is "Immaterial Being" is not reflected. Also, the management and approach to this issue is allopathic, exposing many problems. Thus, this paper examines the way of protecting information stipulated in the current law, contemplates its protection scope and limitation, and seeks the direction of the improvement, based on the critical mind explained above.

Set Up and Operation for Medical Radiation Exposure Quality Control System of Health Promotion Center (건강검진센터의 의료방사선 피폭 품질관리 시스템 구축 운영 경험 보고)

  • In this study, standard model of medical radiation dosage quality control system will be suggested and the useful of this system in clinical field will be reviewed. Radiation dosage information of modalities are gathered from digital imaging and communications in medicine(DICOM) standard data(such as DICOM dose SR and DICOM header) and stored in database. One CT scan, two digital radiography modalities and two mammography modalities in one health promotion center in Seoul are used to derive clinical data for one month. After 1 months research with 703 CT scans, the study shows CT $357.9mGy{\cdot}cm$ in abdomen and pelvic CT, $572.4mGy{\cdot}cm$ in brain without CT, $55.9mGy{\cdot}cm$ in calcium score/heart CT, screening CT at $54mGy{\cdot}cm$ in chest screening CT(low dose screening CT scan), $284.99mGy{\cdot}cm$ in C-spine CT and $341.85mGy{\cdot}cm$ in L-spine CT as health promotion center reference level of each exam. And with 1955 digital radiography cases, it shows $274.0mGy{\cdot}cm2$ and for mammography 6.09 mGy is shown based on 536 cases. The use of medical radiation shall comply with the principles of justification and optimization. This quality management of medical radiation exposure must be performed in order to follow the principle. And the procedure to reduce the radiation exposure of patients and staff can be achieved through this. The results of this study can be applied as a useful tool to perform the quality control of medical radiation exposure.

Patient Radiation Dose Values During Interventional Cardiology Examinations in University Hospital, Korea (심장혈관 조영술과 심장혈관 인터벤션의 환자 선량 평가)

  • The use of cardiac angiography (CA) and the interventional procedures is rapidly increasing due to the increase in modern adult diseases. Cardiovascular intervention (CI) is an examination method where radiation is applied to the same area for a long period, and thus may cause skin injury. In this study, we investigate the diagnostic reference level (DRL) of the cardiovascular intervention (CI) carried out by medical institutions and use it as a tool to reduce patient exposure dose. In this study, the DRL was set by acquiring information about the cumulative fluoroscopy time, cumulative fluoroscopy dose-area product (DAP), radiography DAP, cumulative DAP, air kerma, number of video clips, and the total number of images from the cardiac angiography and interventional procedures performed on 147 patients. The DAPs corresponding to the DRL of cardiac angiography(CA) and that of the interventional procedures were shown to be $44.4Gy{\cdot}cm2$ and $298.6Gy{\cdot}cm2$, respectively; the corresponding DRLs of fluoroscopy time were shown to be 191.5s and 1935.3s, respectively. A DRL is not a strict upper bound for radiation exposure. However, the process of setting, enacting, and reviewing the DRLs for the dose by medical institutions will contribute to a reduction in the unnecessary exposure dose of patients.

A Study on the Characteristics and Policy Demand of the Unmanned Vehicle Industry in Gyeonggi-do (경기도 무인이동체 산업 특성과 정책수요)

  • As the intelligent revolution triggered by digital technology, unmanned vehicles such as self-driving cars, robots, and drones appeared, which brought about innovative changes in the industry. Gyeonggi Local government has established both an ordinance and a basic plan regarding unmanned vehicles. It is time to prepare a data-based policy by understanding the current state of the unmanned vehicle industry in the province. As a result of the survey, the unmanned vehicle industry in Gyeonggi Province is 25% of the nationwide, and more than 88% is concentrated in the southern part of Gyeonggi Province. The land sector such as the robot and autonomous vehicles are focused on 71.4% and the aviation sector such as drones are 26.7%. However, unmanned vehicle companies in Gyeonggi-do are mostly small-sized businesses with less than 10 years of experience and are in the stage of introduction and growth level. They have a plan to improve technology through continuous R&D by hiring human resources. Therefore, Gyeonggi-do needs to consider policy support for sustainable growth of start-up and small enterprises and for fostering professional manpower and technical skills as well as for establishing an unmanned vehicle industry network to create, share, and spread knowledge.
