Basic Principles for Establishing Legal Regime of Environmental Health in Korea (환경보건 관련 법제도 수립의 기본원칙에 관한 고찰)

  • It has been widely accepted that the environment is an important determining factor of human health. Appreciating the relationship between the environment and human health, Korean government has begun to deal with issues of environmental health. The government proclaimed the year of 2006 to be the first year of Environmental Health and established "The Environmental Health Plan for the next 10 Year". In order to achieve the goals in the plan, there are necessary considerations such as support systems for environment health related research, investigation, law, institution, administration, and so forth. This study suggests basic principles required to establish a legal regime of environmental health which is to implement the environmental health policies in Korea. Several cases of foreign legislation and policy relevant to environmental health are reviewed. Also, existing related legal system in Korea are analysed considering legal and institutional elements for establishing an effective environmental health policy. The main purpose of amending legal system related environmental health is to protect both public health and the soundness of ecosystem. To reach the goals effectively, the concept of 'environmental health' should be clearly established and presented. In addition, an advanced prevention system, including investigation and prevention of the cause of environmental diseases and risk assessment based on the precautionary principle, are substantial in the environmental health legislation. Also the environmental health law should guarantee public participation in decision making as well as the first consideration of susceptible or vulnerable population. This study concludes that the expected legislation related to environmental health should be a nonnative instrument not only for integrating each environmental protection scheme but also for establishing and implementing the policy.

  • 우리나라에서는 대하천정비사업을 통해 주요 국가하천마다 보와 제방을 신설 및 보축하여 홍수의 방어 및 예방에 힘을 기울이고 있으며, 근래에는 이러한 정비사업이 완료되어 가고 있는 상황이다. 제방에 대한 정비사업의 내용은 보축 및 신설이 주를 이루나, 제내지의 성토와 제외지의 보강 및 저수로의 준설 등도 함께 수행되었다. 이러한 정비사업의 영향으로 지하수 및 하천의 흐름양상은 정비사업 전과는 다르게 변화 될 것으로 추정되며, 이는 제방 안정성에 영향을 줄 수 있는 중요한 문제로 판단된다. 따라서, 이와 같은 지하수 및 하천흐름의 변화양상이 제방의 안정성에 얼마나 영향을 미칠 수 있는지 정량적으로 분석할 필요가 있을 것으로 보인다. 특히, 대하천정비사업으로 지반누수를 방지하기 위한 제내지 성토나 퇴사제거를 위한 하천준설 등이 수행되면서 제방의 외적인 환경들이 많이 변하게 되었으나 이에 대한 정량적인 연구들이 거의 수행되지 않은 것으로 판단된다. 따라서, 본 연구에서는 낙동강과 회천 합류부에 위치한 율지제를 대상으로 이곳에 설치된 간극수압계의 데이터와 2차원 침투해석 프로그램인 SEEP/W를 이용하여 제내지와 제외지 표고변화에 따른 파이핑 안정성을 분석하였다. 그 결과 제내지 표고가 상승하면 파이핑 안전율이 증가하고 표고가 하강하면 안전율은 감소하는 것으로 나타났다. 한편, 제외지의 표고변화는 제방안정성에 거의 영향을 주지 않으며 오히려 하천수위의 영향을 지배적으로 받는 것으로 판단된다. 따라서, 제방안정성을 확보하기 위해서는 기초지반의 경우, 제내지측을 상승시키고 하천수위를 하강하는 것이 효과적일 것으로 판단된다.

The Effect of Sewer Pipe Retrofit on The Operation of Sewage Treatment Plant in Rural Area (농촌 지역의 하수관거 정비사업이 하수처리장 운영에 미치는 영향)

  • Recently, rural areas are rapidly developing, while existing infrastructure is inadequate and aging compared to developing rural areas. The most representative of these is the sewer system. Therefore, in this study, the rural area of Gyeonggi A city was selected as the study area and analyzed the effect of the sewer maintenance business on the operation of the sewage treatment plant. The analysis items were pollutant treatment efficiencies, the changes of inflow sewage amount, sewage concentration, influnet load, and C / N ratio by comparing before and after the development. As a result of the analysis, the sewage amount increased significantly after the development, and the sewage concentration increased after the development and the load of the sewage in the wastewater treatment plant also increased after the development. And improvement and management of inflow of unidentified water such as infiltration water and influent water in the sewage pipe was improved due to improvement of sewage pipe, which is considered to have affected the increase of C / N ratio and the improvement of TN and TP removal efficiency. The results of this study can be used as a representative example of the sewerage maintenance project in the rural area that positively influenced the operation of the sewage.

A Study on the Improvement of Systemicity and Compatibility in The Framework Act On Science And Technology (과학기술기본법의 체계성 및 정합성 제고를 위한 개정방안)

  • Recently, as the role of science and technology in social domain is more increased and the creative economy becomes a important matter in national development strategy, it is necessary that the improvement of legal system on science and technology for efficiently responding to paradigm shift into Innovation driven science and technology policy. Especially, The Framework Act On Science And Technology as a general and basic norm on science and technology policy is necessary to revise in systematic and substantial aspect in order to correspond with changed environment and current of the times. The Framework Act On Science And Technology was established in 2001 and revised several times, but substantial amendment reflecting the political facts as the need to demand was insufficient because it was revised only related with restructuring the government organization and changing the S&T Policy Coordinating Committee system. And therefore, this paper aims to review the problems and complementary factors and suggest the improvement draft on The Framework Act On Science And Technology. According to study, the revision methodologies are following : first, the Chapter and Paragraph of the law should be restructured to improve the systemicity, next the comprehensiveness, effectiveness, connections with related special laws and compatibility of the law should be complemented by adding the new provision or amending the inadequate provision to improve the position and function as a general and basic norm.

  • The purpose of this paper is to suggest guidelines for building up an integrated information network(IIN) model that enable to enhance production, flow and use of knowledge and information. The IIN consists of five areas of key infrastructure, such as, education, R&D, labor market, school-industry cooperation, and lifelong education information infrastructure. Based on the analysis of current situations and problems of each information infrastructure, this paper raises variety of issues and solution for the IIN model. Directions for building up the IIN includes both information base infrastructure and information support infrastructure.

  • 일본 환경행정의 총사열탑인 환경청이 발족한 것은 1971년 7월 이엇으며 기문 현안중이었던 환경행정의 기초가 될 과학적 데이터의 수집을 위한 연구 기관의 설립이 1974년 3월에 자성현에 있는 연구학원 도시내에 일본 국립공해연구소가 탄생함으로서 실현되었다. 동연구소는 「인간활동의 결과로 발생한 인간자신과 환경에 대한 위협을 제거하는데는 인간의 지헤 밖에 없고 이일에 기초가 되는 환경과학의 연구를 촉진시키기 위하여 공해연구소가 설립되었다」고 연구소의 존재의의를 밝힌다. 당초 40여명이었던 직원이 현재 154명이 되었고 연구부문과 연구 실험시설도 정비되어 이제 연구소로서의 면모를 갖추어 가고 있다. 각 연구동의 건설과 식물 실험용 환경조절장치와 같은 대형 실험 연구시설이 들어앉게 되었고 특히 최근에 3개의 최신 시설이 완성되었다. 즉 대형 광학화 스모크 챔버(Smog Chamber),주우트론(동물 실험용 환경조절 시설),그리고 애크워트론(육수환경 실험 시설)으로 이들 시설을 사용하여 환경과학을 위한 본격적인 실험연구를 시작할 채비가 갖추어졌다. 이 3개 시설을 중심으로 일본 국립공해연구소를 소개한다.

  • Research data means data in the form of facts, observations, images, computer program results, recordings, measurements or experiences on which an argument, theory, test or hypothesis, or another research output is based. Data may be numerical, descriptive, visual or tactile. Scientific research is changing because of the paradigm shift. It is all being affected by the data deluge, and a data-intensive science paradigm is emerging. Hence, paradigm shift in scientific research led to increase of value and importance of scientific data. Essential to the creative research and development for scientific data can be reused efficiently is the sharing and utilization of establishing management system. Establishing of management system for sharing and utilization of scientific data should be done at the national level, but compared with Europe, Australia, the United States, China, the management system of Korea doesn't have not linkage or efficiency or internal stability. Australia, the United States, China continues to expand a Mid- and Long-Term policy making, legislation, its investment in infrastructure, so as to promote the utilization of data, such as collection, management and maintenance of scientific data through the relevant agencies at the national level. This study consider legislation cases and management policies of the above countries to the end to that establish management system for the efficient and fair sharing and utilization of scientific data and the legal system, and that provide scientific data legislation and policies related to the future of our country.

  • This study has been carried out to lay out a scheme to increase the recreational functions of the forests through improvement of trail environment. To achieve the objective, environmental characteristics of the trails, actual condition of the users, and status of the park management were investigated in the suburb parks of Tokyo, Japan in 1996. As the results, the managing agency of investigated parks has been set itself to activate the use rather than environment conservation and improvement of recreational environment in forests. However, for taking into account the behavior and the purpose of visits in forest, the enhancement of scenic quality and amenity in the parks is a pressing need in recreational conditions. Therefore, to increase the recreational functions in forests, selection of courses and keeping of natural trails in good condition, control of users to ensure amenity, introduction of planting methods to enhance scenic quality and educational effects, and management to efficient conservation of nature ecosystem are required.

CTS: A Cluster System Test Suite for Preventive Maintenance (CTS: 예방 정비를 위한 클러스터 시스템 검사 도구)

  • Cluster systems have been widely used for solving problems in various application domains, and regarded as useful high performance computing resources. As the number of cluster system user is increasing, it is no less important to maintain stable operation than to improve cluster system performance. Although hardware preventive maintenance is important for keeping normal operation, the testing tool which can be used for general cluster systems during maintenance has received little attention. In this Paper, considering hardware Preventive maintenance, we suggest a testing tool for hardware of cluster system. The cluster system testing tool which is named CTS(Cluster system Test Suite) has two check routines; one for memory, and the other for NIC respectively. The CTS is designed to support the common features of general cluster systems and all the Jobs such as setting test conditions to querying the results can be done entirely within an integrated GUI environment. CTS is used as the testing tool for two kinds of cluster systems during maintenance, and the experimental results show that CTS reports useful information for cluster systems management.

  • 지금까지 본 원고에서는 한국과학기술원의 SPIC에 대해 연구의 배경과 필요성, 설립목적과 구성, 연구목표 및 과제의 추진체계 그리고 추진전략 및 산업화 계획에 대해 설명하였다. SPIC는 최근 신설된 센터이기 때문에 지속적인 조직의 정비도 필요한 상황이나 활발한 연구활동을 통해 최근 SPIC 워크샵을 개최하여 세부과제별 1차년도 상반기 연구성과를 발표하고 연구내용에 대한 토론 및 공유하는 시간을 마련하는 등 연구에 끊임없는 박차를 가하고 있다. SPIC의 설립은 소프트웨어 공학 분야에서 프로세스 개선을 위한 장기간의 연구를 위한 기반을 마련했다는 큰 의의를 지니고 있으므로 보다 많은 학계와 산업체의 관심과 높은 수준의 연구가 필요한 것으로 보이며 앞으로 국내외 프로세스 분야의 발절에 기여를 할 것으로 기대된다.
