  • Purpose: The purpose of this study was to develop a wisdom scale among Korean elderly with high validity and reliability. Method: The process of the development of this scale follows: A conceptual framework was identified based on literature a review of the elderly and discussion with experts in physiology and sociology. Total 128 items were developed. Through reliability testing, factor analysis, 60 preliminary items, and 4-points scale were selected. By a means of the internal consistency for 60 items, 33 items were deleted. Finally, 27 items were remained. To verity 27 items, factor analysis, reliability testing, and correlation were done. Data were collected from 480 elderly subjects in Daegu, Kyungpook Province, and Busan, Kyungnam Province from August, 2008 to February, 2009. Results: From the results of the factor analysis for 27 items, 3 factors were extracted. These factors were labeled as 'empathic emotion', 'self-reflection', and 'bitter experience of life'. Cronbach's Alpha for the 27 items was .921 and correlation coefficient of ego-integrity was .69. Conclusion: An exploratory study of the variables related to wisdom among the elderly is needed for criterion validity of this scale. A study on wisdom for different age groups is needed for re-verification.

  • KARI plans to launch Korea Pathfinder Lunar Orbiter (KPLO) to the Moon by December 2020 for the first step of the Korea Lunar Exploration Project. This orbiter will be launched to obtain lunar exploration technologies and science data in advance before launching a main orbiter and a lunar probe. This paper describes the verification of thermal design for the orbiter. It is exposed to more extreme thermal environment than that of low Earth orbit satellite due to the heavy infrared emission of the Moon. Accordingly, a thermal design considering this environment is needed to maintain the temperature of payloads and components equipped in the orbiter within operating temperature range in all orbits. We performed the thermal analysis for Earth-Moon transfer orbit, lunar mission orbit and lunar eclipse required for thermal design verification of the lunar orbiter. As a result, this thermal design met the design requirements.

  • This paper will address why records management innovation needs to be considered and sought again in 2017 when Korea's new government was inaugurated, and it suggests the direction and strategies of the innovation. Now is time to inherit the innovative spirit of Roh's Participatory Government based on new methods and contents with immanent criticism. This paper proposes the innovation for the "records management by everyone," where everyone involved needs to participate in and proceed with the innovation for the sake of democracy. Not just government offices but also corporations and even ordinary people need to participate in the process of records management and share the results. Records management is necessary and required in places where democracy is practiced, where historical events occur, and where technologies are continuously innovated around the world. This paper proposes 12 strategies and 35 tasks in 6 sectors where records management is required at present. In addition, it also suggests a methodological innovation for using the latest technologies, communicating with every entity, and governing decision-making.

  • Building and researching high definition maps that support autonomous vehicles, one of Korea's key challenges for the future, are being actively propelled in both private and government sectors with the goal of fast commercialization. Under this perspective, update methods that secure up-to-date information are emerging as key tasks. To provide a plan for establishing efficient renewal systems for high definition maps, we analyzed the present condition of road types, causes of road changes and its annual change rates, and examined where and how such road change information is managed. Furthermore, the method of collection and detection of road change information and the renewal system of high definition maps are defined based on the current study. At the end of the paper, a step-by-step renewal system is proposed through the examination of renewal cycles, contents, and region of high definition maps.

  • This paper showed results of the risk management project in detail which was conducted by National Archives of Korea(NAK) in 2010. In the project NAK examined its long-term preservation business of electronic records using DRAMBORA(Digital Repository Audit Method Based on Risk Assessment). NAK has defined 44 different risk elements related to its business activities, assessed and classified them into several grades according to the severity calculated by risk probability score and risk potential impact score, and developed precise management plans for two of the most serious risks. This paper introduced the management plan for one of them. The risk was numbered with NR04 and described by 'Loss of integrity of records information'. This paper explained mitigation strategies, contingency organization, disaster control responsibilities, and personal mission cards for the NR04. This paper planned to give comprehensive understandings to Records Management Organizations about the risk management approaches as an effective way for business management through the case study.

  • The study aims to explore the alternatives through case analysis in the UK, which is quickly responding with appraisal policies and guidelines appropriate to the digital age. Through a theoretical study, it was confirmed that the concept of appraisal in the digital age was extended to decisions on which records to be created and acquired, and in this context, that the value of records needed to be determined at the earliest point in their life cycle. Furthermore, the advantages of macro-appraisal methods and the inevitability of expanding appraisal groups were outlined. Based on this discussion, the change in the British public record appraisal policy was discussed from a policy perspective, and the current British public record appraisal system was analyzed. Based on the analysis of various policy statements and guidelines, general appraisal criteria, 60 operation selection policies and appraisal processes were discussed. As a conclusion, this study discusses various alternatives to appraisal policies in the digital age.

  • In the era of big data, analyzing not only structured data but also unstructured data is emerging as an important task. Official documents produced by government agencies are also subject to big data analysis as large text-based unstructured data. From the perspective of internal work efficiency, knowledge management, records management, etc, it is necessary to analyze big data of public documents to derive useful implications. However, since many of the public documents currently held by public institutions are not in open format, a pre-processing process of extracting text from a bitstream is required for big data analysis. In addition, since contextual metadata is not sufficiently stored in the document file, separate efforts to secure metadata are required for high-quality analysis. In conclusion, the current official documents have a low level of machine readability, so big data analysis becomes expensive.

  • The purpose of this study is to propose a plan to implement the comprehensive linking system centered on identifiers in order to provide seamless academic information services to researchers. To achieve this goal, interviews were conducted with 17 researchers from five centers and one secretariat belonging to KISTI. The contents of the interview are about the establishment and management status of the identifier of the academic information service DB. As a result of the interview, it was found that the identification rate for identifiers such as KOI was high in the case of domestic articles DB, but the identification rate for global identifiers such as ORCID was low in the case of foreign articles DB except for DOI. To solve this problem, this study proposes the council for joint use of a comprehensive linking system to build the comprehensive linking system model centered on identifiers. The joint use council will be organized around domestic academic information distribution institutions, and the council is expected to discover and implement new services through ID linkage by collecting foreign identifiers.

  • Like most developed countries, South Korea is experiencing a severe lack of seafarers. Because young people's demands for a high quality of life has led them to seek shore-based careers. The wage difference between seafaring and shore-based careers has been decreasing gradually, however South Korea's unique Boarding Service Reserve System Policy has helped recruit and retain young sailors and, since 2017, the government has focused on creating new jobs and stabilizing the status of irregular workers in both private and public sectors. It specifically established the Economic, Social & Labor Council to carefully analyze seafarers' employment stability, which previously had been overlooked in the country. This research used the Binary Logit Model (BLM) to analyze the determinants of seafarers' employment stability in both permanent and non-permanent positions. We found that seafarers' employment stability correlated highly with their education level. This means that seafarers who graduated from the above mentioned two maritime universities would have more job stablity than those who graduated from maritime high schools or general universities. Other independent variables, such as the shipping company, vessel, hip management companies, work assignment, rank, and license had no significant impact on employment stability.
