  • A new process for polymeric gate insulator in field-effect transistors was proposed. Fourier transform infrared absorption spectra were measured in order to identify ODPA-ODA polyimide. Its breakdown field and electrical conductivity were measured. All-organic thin-film transistors with a stacked-inverted top-contact structure were fabricated to demonstrate that thermally evaporated polyimide films could be used as a gate insulator. As a result, the transistor performances with evaporated polyimide was similar with spin-coated polyimide. It seems that the mass-productive in-situ solution-free processes for all-organic thin-film transistors are possible by using the proposed method without vacuum breaking.

  • Agricultural environment of Lam Dong province, which is located in central highland area, is totally different from that of other lower areas in Vietnam. In Lam Dong province, abundant plant resources were naturally grown such as pine trees, taxus, and wild orchids, which can grow in high mountainous area. In Lam Dong, the field proportion of perennial crops was higher than that of annual crops. However, the field proportion and yields of vegetables were highest among the all cultivated crops, estimating 38% (36,552ha) and 72% (993,082MT), respectively. Especially in Da Lat, vegetables, flowers, orchids, and industrial crops were mainly produced because this area is geographically close to Ho Chi Minh city. And also in Da Lat, 64% (8,447ha) and 36% (4,777ha) of farm fields were used for producing annual and perennial crops, respectively, and the yields of fresh vegetables in this area was estimated to 213,478MT which was 21.5% of the whole yields in Lam Dong province. Thus Korea, Taiwan, Japan, France, and Holland have invested to agriculture in Da Lat for producing and exporting flowers, vegetables, and tea. In 2009, flower cultivation area of Da Lat was over 55% in Lam Dong province and average amount of values were 9,781 million USD, which was higher than that of al other crops. Thus following strategies could be suggested for the development of agriculture in Lam Dong province. The first, agricultural cooperation with Da Lat, Lam Dong, should be characterized to horticulture and floriculture, followed by supporting both appropriate R&D techniques and equipments. And then agricultural system should be made in relationship with the local companies. Finally, agricultural cooperation program should be conducted toward the direction for both donor and recipient countries.

  • Many researchers have been focused on polymer electrolyte membrane (PEM) to improve performance of a fuel cell. Sulfonpolyimide with hydrocarbon was synthesized from ODA (4,4-diaminodiphenyl ether), ODADS (4,4-diaminodiphenyl ether-2,2-disulfonic acid), NTDA (1,4,5,8-naphthalenetetracarboxylicdianhydride) and CSA (chlorosulfonic acid). In order to estimate the feasibility as a fuel cell, the performance of sulfonpolyimide was analyzed through a swelling degree, IEC (ion exchange capacity), ion conductivity and TEM (transmission electron microscope). As the results of this performance test, swelling degree, IEC and ion conductivity were 37%, 0.06 meq/g and 0.08 S/cm respectively, when the CSA concentration was 0.4 M. It was thought that sulfonpolyimide could be used as a fuel cell through improvement of electrolyte membrane.

  • The purpose of this study is to explore the history of the relationships between Japan and the Pacific Island Nations in the context of its ocean policy, and to survey the current situation. Particularly, this paper inquires into how Japan's maritime policy, nuclear policy, and official development assistance policy have affected relationships with countries in this region. Firstly, this paper gives a brief overview of the socio-political situations of Pacific Island Nations. Secondly, the history of the 'Southward Advance Theory' adopted as national policy by Japan in the Meiji era is summarized. Thirdly, how Japan successfully re-entered this region despite conflicts surrounding the nuclear issue after the Second World War is explored. Lastly, this paper investigates how official development assistance and PALM (Pacific Island Leaders Meeting) helped to develop relations between Japan and the Pacific Island Nations.

  • Supplying stable electric power is one of the important objectives of the Official Development Assistance (ODA) because it is strongly related with improving living standards and income levels in the region. However, rural areas in many developing countries are not properly connected to national power grids, and even areas connected to national power grids are frequently blacked out due to limitations in power capacity. These lack of electric power is a major obstacle to improving income levels and improving living standards in those areas. The Korea-Tanzania Innovative and Energy Center (iTEC), which was established by Seoul National University in cooperation with the Nelson-Mandela Africa Institute of Science and Technology and Technology (NM-AIST) try to build a small solar power plant using a smart-off grid in rural area of Tanzania, where there is no electricity. 10 kW and 7 kW solar power plants are built in Mkalama Village in Kilimanajaro Region and Ngurdoto Village in Arusha Region to provide power to about 50 households each. In addition, smart monitoring systems were installed to collect data about status of power system and power consumption of each house. iTEC seeks for sustainable improvement the income level and quality of life of rural residents in developing countries through the construction of small solar power plants using smart-off grid, and the implementation of various connected projects.

  • Korea received foreign aid for science education in 1960-70, now, Korea is one of the most advanced countries in the world and provides not only official development assistance through government grants or ODA but also private aids through voluntary services to less developed countries. Korean science teachers have been offering voluntary services in Timor-Leste since 2004, starting on personal level and now by through the Korean Science Teachers Association. This study aims to describe the voluntary activity by Korean science teachers in Timor-Leste, to analyze the conflict points revealed in the activity, and to search the meaning of the activity in respect of science education. This study used methods like document analysis, interview of the participants, participants' observation, a case study, and member check. This activity has involved various conflicts in finance, curriculum, pedagogy, educational instrument, environment, language, chronological issues, and perceptions. This activity was not a one-sided offer of aid, but an opportunity for personal development and self-reflection, and a basis for discussion on science education. There are many difficulties in this work, which is carried out at the teachers' own expense. More concern should be paid on this volunteer service from educational institutions and academic world.
