  • 21세기는 분명 경제력이 세계를 좌우하는 시대가 될것이 틀림없습니다. 특히 경제력은 최첨단 과학기술이 주류를 이룰것으로 보입니다. 그러나 정부의 조직법상 각부처의 과학기술정책을 총괄 조정하도록 되어있는 과기처는 실효성을 꾀할수 있는 아무런 수단도 갖고 있지 못하고 있으며, 부처 서열상 최하위에 있어 정책수단을 종합집행하기가 극히 어렵습니다. 따라서 정책기구의 중복성을 피하고 정책수단을 종합할수 있도록 과기처에 예산심의권을 부여하는등 과학기술자원을 효과적으로 동원할 수있는 방향으로 과기 행정체계를 대폭 개편해야 할 것입니다

  • This paper aims to review the regulations in the field of science and technology administration, especially the legal regulations in the management of public technologies. For this purpose, after reviewing the legal system and contents of regulation, analyze and estimate the adequacy and validity of them. So that, in this paper it is layed emphasis on that whether the regulation system is proper in point of legalism or theory of regulation law, and the regulations are appropriate when comparing with that of foreign countries, and the improvement is necessary in operating regulation system itself.

  • This study analyze the relationship between S&T policy and the R&D performance plans of GRIs which lack relevant research through quantitative information analysis. KISTI which is focused on the case is an ICT-based GRI that is sensitive to changes in the internal and external environment, and the impact of government S&T policy changes on KISTI's R&D performance plans was analyzed in depth.

  • Recently, according as the weight of science and technology in the national development has been more increased, each nation have consolidated policies and legal systems in the field of science and technology. South and north korea have also treated science and technology as an important matter, and have continuously conducted reorganization of administrative framework and related law and regulation since the latter of 1990's. This paper aims to present a useful reference materials in policy-making by investigating the current application state of the fundamental law of science and technology in south and north korea. For this purpose, after reviewing the structure and content not only of the provisions about science and technology in constitutional law but also the general law of science and technology in south and north korea, compare and analyze differences and similarities of them.

  • Since military weapon accidents or breakdowns are directly linked to enormous damage, it is important to analyze the causes of weapons system accidents. Recently, in the defense sector, there have been cases in which budget has been saved through analysis of the causes of frequent breakdowns and improvement activities that have occurred in the process of operating weapon systems since 2015. But due to the nature of the defense sector, it is not easy to collect data and studies on weapons system accidents have been insufficient so far. Therefore, this study aims to investigate the causes and types of military weapon accidents by collecting military weapon accident data for military weapon systems and analyzing trends by weapon system classification through the analysis process. It analyzes statistically and visually through social network analysis, NodeXL. It is expected that this study will help improve the stability of the weapon system by reducing the number of military weapon accidents and failures.

  • Geographical Informal ion Systems have become useful tools for improving the administrative management of local governments. Despite its innovative aspects, GIS implementation in local governments has yet to be actively carried out, utilized in only a few occasions in establishing comprehensive plans or conduct ins model system developments. This can be basically attributed to technological, institutional, and economic difficulties, that is, a lack of understanding of GIS technology, database development, and the required institutional support. Using Seoul as a case study, this study analyses the potential and effectiveness of GIS and examines strategies of implementation, thereby suggesting basic policy direct ions for GIS investment in local governments.

  • The Nobel Prize, which began in 1900, has already produced more than 1,000 winners worldwide. However, South Korea has failed to produce a Nobel Prize winner in the field of science. In order to make the Nobel Prize possible in science, many concerns and improvements are needed in many ways, including scientific administration, bureaucracy, and public education. In the field of science administration, authoritarianism seem to be a major stumbling block. Developing scientific technology by policy means and achievement of scientific technology to make money are not healthy foundation for the Nobel Prize. School education to enhance the value of creativity and challenge in needed. Social awareness is needed to value creativity and challenges. Acceptance of fails is required to succeed. It can make money to study things that don't pay. The Nobel Prize can be approached without the recognition of the Nobel Prize.

  • National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.
