  • 앞으로 10년간 세계의 생물다양성 보전을 위한 유엔 생물다양성협약 당사국 총회가 2022년 12월 캐나다 몬트리올에서 열린다. 전 세계 전문가와 정책입안자들이 여러 내용을 다루지만 그중에서도 염기서열 정보에 관한 내용을 집중적으로 소개한다. 우선 생물다양성협약에서의 이익공유에 관한 내용은 북아시아 원산인 콩을 현재 대량으로 재배하고 수확하고 있는 미국, 브라질 등의 사례를 선별하여 소개한다. 이어서 생물다양성협약 체결 전후의 생물자원에 대한 인식 변화로 인해 국제적으로 합의한 나고야 의정서의 주요 핵심 내용을 발표한다. 그러나, 최근의 합성생물학은 유전정보만을 가지고 설계자의 의도대로 실물 생물자원 없이 새로운 생물과 원하는 물질을 합성할 수 있기에 국제적으로 마찰이 발생하고 있다. 유전공학과 합성생물학에서 가장 기본적으로 이용하고 있는 유전정보를 생물다양성협약에서는 어떻게 정의하고 있는지, 그리고 이익을 어떻게 공유하는지 알아본다. 생물자원 이용 국가들은 유전정보는 물리적인 실체가 없기에 이익공유대상이 아님을 주장하면서 유전정보는 원하는 누구에게나 이용되어야 한다고 보고 있다. 반면 생물자원 풍부국 입장은 생명과학기술 발전으로 인해 원산지 국가의 허가 없이 생물 유전정보를 활용하는 것은 생물 주권의 침해로 보고 있으며, 유전정보를 실물 생물자원과 동일하게 취급하여 나고야 의정서상의 이익공유를 요구하고 있다. 유전정보에 대한 대한민국의 공식적인 입장과 제 14차 협약 총회에서 합의한 결정문을 소개한다. 또한, 2019년 생물다양성과학기구(IPBES)에서 지구의 생물다양성과 생태계를 평가한 보고서에서 생물 멸종의 위협요인으로 제시된 토지이용 변화, 남획, 기후변화, 오염, 외래종에 대한 문제점을 기반으로 작성된 post-2020 생물다양성협약 10개년 실행 목표를 알아보고 2022년 12월 개최하는 제15차 당사국총회의 주요 의제에 대한 전망과 최근 문제가 되고 있는 '공동의 그러나 차별적인 책임(CBDR, Common But Differentiated Responsibility)'의 개념을 소개한다.

The Characteristics of Submarine Groundwater Discharge in the Coastal Area of Nakdong River Basin (낙동강 유역의 연안 해저지하수 유출특성에 관한 연구)

  • Submarine groundwater discharge (SGD) in coastal areas is gaining importance as a major transport route that bring nutrients and trace metals into the ocean. This paper describes the analysis of the seasonal changes and spatiotemporal characteristicsthrough the modeling monthly SGD for 35 years from 1986 to 2020 for the Nakdong river basin. In this study, we extracted 210 watersheds and SGD estimation points using the SRTM (Shuttle Radar Topography Mission) DEM (Digital Elevation Model). The average annual SGD of the Nakdong River basin was estimated to be 466.7 m2/yr from the FLDAS (Famine Early Warning Systems Network Land Data Assimilation System) recharge data of 10 km which is the highest resolution global model applicable to Korea. There was no significant time-series variation of SGD in the Nakdong river basin, but the concentrated period of SGD was expanded from summer to autumn. In addition, it was confirmed that there is a large amount of SGD regardless of the season in coastal area nearby large rivers, and the trend has slightly increased since the 1980s. The characteristics are considered to be related to the change in the major precipitation period in the study area, and spatially it is due to the high baseflow-groundwater in the vicinity of large rivers. This study is a precedentstudy that presents a modeling technique to explore the characteristics of SGD in Korea, and is expected to be useful as foundational information for coastal management and evaluating the impact of SGD to the ocean.

Dietary sodium and potassium intake of Koreans estimated using 2 different sources of their contents in foods, Food & Nutrient Database and the Korean Total Diet Study : a comparative study (우리 국민의 나트륨 및 칼륨 섭취량 평가: 식품별 영양성분 함량 DB와 한국형 총 식이조사 기반 추정량 비교 연구)

  • Objectives: Based on the results from the Korean Total Diet Study (KTDS), the sodium (Na) and potassium (K) intake of Koreans were estimated and compared with intake estimates from the Food & Nutrient Database (FNDB), as in the Korea National Health and Nutrition Examination Survey (KNHANES) to verify the validity of these estimates. Methods: One hundred and thirty-four representative foods (RFs) covering 92.5% of the total food intake of Koreans were selected, and 228 pairs of corresponding 'RF x representative cooking method' were derived by reflecting the methods used mainly in terms of frequency and quantity in their cooking. RF samples were collected from three cities with a larger population size in three regions (nine cities) nationwide, and six composite samples were made for each RF, considering its regional and/or seasonal characteristics. One thousand three hundred and sixty-eight 'RF x representative cooking method' pair samples were prepared, and the Na and K contents were assessed using inductively coupled plasma atomic emission spectrometry (ICP-MS). The Na and K intake of the Korean population was estimated by linking the content with the food intake data from the 7th KNHANES. Results: The mean Na and K intake of Koreans were 2,807.4 mg and 2,335.0 mg per person per day, respectively. A comparison with the Na and K intake from KNHANES, including only RFs of KTDS, showed comparable results with less than 5% variation. While the contribution and ranking of food items to Na intake were similar between KNHANES and KTDS, there were differences in K intake. This was attributed to the large discrepancies in the K content of rice and coffee between KTDS results and the values in the 9th Revision of the National Food Composition Table used in KNHANES. Conclusions: The Na and K intake of Koreans estimated based on the KTDS, which performed nutrient analysis on samples prepared to a 'table-ready' state using foods of the representative collection, was similar and comparable with that of KNHANES. This supports the validity and usefulness of FNDB-based nutrient intake estimation at the population level. The list of nutrients studied in KTDS is expected to be expanded, allowing for intake estimation of nutrients with currently insufficient or absent information in the FNDBs in use.

Development and Application of a Coastal Disaster Resilience Measurement Model for Climate Change Adaptation: Focusing on Coastal Erosion Cases (기후변화 적응을 위한 연안 재해 회복탄력성 측정 모형의 개발 및 적용: 연안침식 사례를 중심으로)

  • Climate change is significantly affecting coastal areas, and its impacts are expected to intensify. Recent studies on climate change adaptation and risk assessment in coastal regions increasingly integrate the concepts of recovery resilience and vulnerability. The aim of this study is to develop a measurement model for coastal hazard recovery resilience in the context of climate change adaptation. Before constructing the measurement model, a comprehensive literature review was conducted on coastal hazard recovery resilience, establishing a conceptual framework that included operational definitions for vulnerability and recovery resilience, along with several feedback mechanisms. The measurement model for coastal hazard recovery resilience comprised four metrics (MRV, LRV, RTSPV, and ND) and a Coastal Resilience Index (CRI). The developed indices were applied to domestic coastal erosion cases, and regional analyses were performed based on the index grades. The results revealed that the four recovery resilience metrics provided insights into the diverse characteristics of coastal erosion recovery resilience at each location. Mapping the composite indices of coastal resilience indicated that the areas along the East Sea exhibited relatively lower coastal erosion recovery resilience than the West and South Sea regions. The developed recovery resilience measurement model can serve as a tool for discussions on post-adaptation strategies and is applicable for determining policy priorities among different vulnerable regional groups.

  • Followed by 'start-up', the theme of 'scale-up' has been considered as an important agenda in both corporate and policy spheres. In particular, although it is a term commonly used in industry and policy fields, even a conceptual definition has not been achieved from the academic perspective. "Corporate Growth" in the academic aspect and "Business Growth" in the practical management field have different understandings (Achtenhagen et al., 2010). Previous research on corporate growth has not departed from Penrose(1959)'s "Firm as a bundle of resources" and "the role of managers". Based on the theory and background of economics, existing research has mainly examined factors that contribute to firms' growth and their growth patterns. Comparatively, we lack knowledge on the firms' growth with a focus on 'annual revenue growth rate'. In the early stage of the firms, they tend to exhibit a high growth rate as it started with a lower level of annual revenue. However, when the firms reach annual revenue of more than 100 billion KRW, a threshold to be classified as a 'middle-standing enterprise' by Korean standards, they are unlikely to reach a high level of revenue growth rate. In our study, we used our sample of 333 companies (6.7% out of 5,000 'fastest-growing' companies) which reached 15% of the compound annual growth rate in the last three years with more than USD 100 million. It shows that sustaining 'high-growth' above a certain firm size is difficult. The study focuses on firms with annual revenue of more than $100 billion (approximately 120 billion KRW) from the 'Inc. 2020 fast-growing companies 5,000' list. The companies have been categorized into 1) Fast-growing companies (revenue CAGR 15%~40% between 2016 and 2019), 2) Hyper-growing companies (40%~99.9%), and 3) Super-growing (100% or more) with in-depth analysis of each group's characteristics. Also, the relationship between the revenue growth rate, individual company's strategy choice (market orientation, generic strategy, growth strategy, pioneer strategy), industry/market environment, and firm age is investigated with a quantitative approach. Through conducting the study, it aims to provide a reference to the 'Hyper-Growing Model' that combines the paths and factors of growth strategies. For policymakers, our study intends to provide a reference to which factors or environmental variables should be considered for 'optimal effective combinations' to promote firms' growth.

A Study on the Ransomware Detection System Based on User Requirements Analysis for Data Restoration (데이터 복원이 가능한 사용자 요구사항 분석기반 랜섬웨어 탐지 시스템에 관한 연구)

  • Recently Ransomware attacks are continuously increasing, and new Ransomware, which is difficult to detect just with a basic vaccine, continuously has its upward trend. Various solutions for Ransomware have been developed and applied. However, due to the disadvantages and limitations of existing solutions, damage caused by Ransomware has not been reduced. Ransomware is attacking various platforms no matter what platform it is, such as Windows, Linux, servers, IoT devices, and block chains. However, most existing solutions for Ransomware are difficult to apply to various platforms, and there is a limit that they are dependent on only some specific platforms while operating. This study analyzes the problems of existing Ransomware detection solutions and proposes the onboard module based Ransomware detection system; after the system defines the function of necessary elements through analyzing requirements that can actually reduce the damage caused by the Ransomware from the viewpoint of users, it supports various OS without pre-installation and is able to restore data even after being infected. We checked the feasibility of each function of the proposed system through the analysis of the existing technology and verified the suitability of the proposed techniques to meet the user's requirements through the questionnaire survey of a total of 264 users of personal and corporate PC users. As a result of statistical analysis of the questionnaire results, it was found that the score of intent to introduce the system was at 6.3 or more which appeared to be good, and the score of intent to change from existing solution to the proposed system was at 6.0 which appeared to be very high.

Performance Analysis on Collaborative Activities of Multidisciplinary Research in Government Research Institutes (국가 출연연구소의 협업적 융합연구 성과 분석)

  • 'Technological convergence' is the recent innovation trend which facilitates to solve social crux as well as to generate new industries. Korean government research institutes (GRIs) have taken a pivotal role for economic growth which capitalized on technology-oriented strategies. Recently, the policy interests on the transition of their role and mission towards multidisciplinary research organization is increasingly shed lights. This study regards the collaborative activities as one of the key success factors in the multidisciplinary research. In this sense, this study sets research purposes as follows: First, we intend to define a concept and to confine a scope of multidisciplinary research from the view point of R&D purposes and problem-solving process. Second, we categorize the collaboration and the relevant performances which reflect the characteristics of the multidisciplinary research. Third, we analyze the characteristics of collaborative activities and the effects of strength on the research performances. To this end, this study conducted a survey of 104 research project directors, which have experienced at least one of two types of multidisciplinary research projects through National R&D project or NST (National Research Council of Science & Technology) convergence research project. Then, we conducted regression analysis by utilizing the survey results in order to verify the relation between the collaborative activities and the performances. As results of analyses, first, the diversification of collaboration partners was a salient factor in the process of knowledge creation. Second, collective works among the researchers in similar area and domain enhanced mission-oriented technology development projects such as patent creation or technology transfer. Third, we verified that the diversity of created knowledge and the degree of relation continuity between researchers increased in the condition of guaranteeing individual researcher's independence and autonomy as well as sharing various technological capabilities. These results provide the future policy directions related to the methods to measure the collaboration and performance analysis for multidisciplinary research.

A Study on Site Evaluation Process for Thalassotherapy Complex (해양치유단지 조성을 위한 입지평가프로세스에 관한 연구)

  • The objective of this study is to suggest the evaluation method, the evaluation index and items, and evaluation criteria for rational and systematic evaluation of the thalassotherapy complex site. Evaluation items and indicators are determined based on overseas cases of thalassotherapy complex, the central governments' thalassotherapy business policy, and the local governments business plan. 3 major evaluation items, 8 middle evaluation items, 5 small evaluation items and 26 evaluation indexes are selected as evaluation items. The evaluation criterion for each evaluation index is then determined. As per the evaluation process, first, weights are assigned to the evaluation items by an evaluation committee composed of experts. Secondly, each committee member assigns a weight and a score to each evaluation indicator for evaluation score calculation. This score is then multiplied by the weight of the evaluation item to determine the final score for each evaluation index. The ultimate scores of all the evaluation indexes are then added to the evaluation score of each committee member. Lastly, the arithmetic mean of the evaluation scores of all committee members becomes the final evaluation result of a site.
