회원사 탐방-21세기의 선택-항공우주산업과 기술을 선도하는 항공우주연구소를 찾아서

  • 지난 4월 25일 종합과학기술심의회에서 국책사업으로 "다목적 실용위성 개발사업"의 기본계획, 개발체계, 정부부처간 역할분담 등 세부계획이 심의.의결을 거쳐 확정되었다. 이 사업은 오는 97년까지 정부지원 1천4백15억원 민간출연 2백35억원을 포함 총 1천6백50억원을 투입하여 해양탐사.환경관측.과학실험 등에 활용할 수 있는 지구저궤도용 다목적 실용위성을 개발 발사하는 것을 목표로 추진되고 있다. 다목적 실용위성 개발사업은 추진 체계 및 일정이 최종 확정됨에 따라 항공우주연구소를 사업총괄 주관기관으로 오는 9월부터 본격적으로 착수될 전망이다. 인공위성연구센터가 우리별 1호와 2호를 성공적으로 발사하여 우리나라 위성분야의 새로운 장을 열어 놓은데 이어 다목적 실용위성 개발사업이 구체화 됨에 따라 사업의 총괄 주관기관으로 선정된 항공우주연구소를 탐방하여 홍재학소장과 대담을 통하여 구체적인 사업추진 계획과 전망을 조명함은 물론 우주 첨단과학 기술의 산실인 항공우주연구소의 활동상황과 앞으로의 포부를 들어 보았다.

A Study on the Development of Information Strategic Planning for Green & Smart IT in Government-supported Research Institutes : Focused K Research Institute (정부출연 연구기관의 그린&스마트IT 정보전략계획 수립에 관한 연구: K연구원을 중심으로)

  • Typical areas of recent changes in IT field is the progress of the Green & Smart IT. The primary purpose of this study is to establish information strategic planning for Green & Smart IT of government-supported research institutes. To this purpose, we developed the information strategic planning for Green & Smart IT environment based on the comprehensive analysis about the status of the related policy trends and relevant organizations' business. In particular, the establishment of information strategic planning was to target K research institute, a representative institute in the field of information analysis and distribution in Korea. And we developed implementation projects and long-term road-map for its effective and efficient promotion. Through the evaluation of priority testing based on their importance and viability of business to targe derived implementation projects, 12 critical implementation projects were selected. Then the target system and concrete action plan for each critical implementation project were presented. Based on the results of this study, we provide government-supported research institutes with useful implications for establishing a correct orientation for the introduction and promotion of Green & Smart IT in the future.

  • KREONET is a national research network that supports research and development of advanced scientific application for about 200 KREONET members including national research institute, government office, university and research institution of commercial company with high performance networking service. In order to fulfil user satisfaction, this paper provides a solution for the issues in KREOENT service through investigating problems and analyzing user satisfaction survey during 2014 and 2015. Moreover it offers KREONET promotion strategy with user customization service.

  • Research Institutes of Government has produced various information about research, seminar, recent research trend, and so on. This information flows into project management organization and institute management organization. It is necessary to connect information systems of these organizations and institutes. The existing systems connect with self-defined protocol between the organizations and the institutes or HTML parsing method. but, these methods have many drawback for expanding and changing problem. This paper designs and implements science and technology information connection system using RSS.

  • This study analyzes the current status of research data management at NST-affiliated government-funded research institutes for the purpose of promoting the sharing and use of research data, and based on this, suggests methods for establishing a research data sharing and management system. The survey on the status of research data management was conducted twice in 2022 and 2023 for a total of 20 research institutes. In addition, difficulties and areas that need to be improved in the management and sharing of research data were identified, and based on this, methods for establishing a research data sharing and management system were proposed by dividing them into policy aspects, system aspects, and linkage system construction aspects. In order to establish a research data sharing system, it would be desirable to prepare a policy basis and present contents such as the definition of research data, scope of application, contents of management, utilization method, and leading institutes. In addition, for systematic and unified research data management, it would be recommended that each institute will establish and manage a repository and management system. By linking this with DataON, the national research data platform, and providing one-stop services, the accessibility and usability of data will be improved.

창의성경영과 R&D성과의 관계에 관한 탐색적 연구 - 과학기술분야 정부출연연구기관을 중심으로-

  • The purpose of this study was to explore the effect of creativity management factors on R&D performance. To do this, the data(885 cases) was collected from 19 Korean Government-supported Research Institutes, and 3 hypothesis derived from model of creativity management(after here CM) were tested. Major findings are as follows: 1) CM factors are grouped into diversity, autonomy, connectivity, redundancy and flexibility factors; 2) The factors that can explain R&D performance are connectivity, autonomy, diversity and flexibility factors; 3) All CM factors have significant relationship with satisfaction of the employees; 4) Flexibility and connectivity factors give effects on turnover intention of the members. This study has some limitations in model building and empirical testing. But this study provided the theoretical and managerial implications about CM and R&D management, especially Government-supported Research Institute.

A Study on Awareness and Experience of Data Publishing by Scientists (과학기술분야 연구자들의 데이터 출판경험 및 인식 연구)

  • This study aims to investigate the awareness and experiences of domestic researchers regarding data publishing, which has been recognized as a new channel of data sharing as scholarly communication evolves in the open science environment. A survey is conducted among researchers from five government-funded research institutes in the field of science and technology and members of the GeoAI Data Society to confirm the awareness of data publishing. As a result of the study, domestic researchers recognized providing explanations for data, stable access to data, citation, and quality assurance through peer review as the advantages of data journals. On the contrary, a low level of recognition for data paper as one of the research outputs was presented. With regard to the properties of data publication, the respondents answered that the data description, metadata description, and permanent identifiers are highly related, however, their recognition of the relation between the properties of data publication and the data submission to a repository and data peer review was relatively low. Finally, to expand the data publication, the need for the development of an editorial system that supports data paper peer review and cross-linking to a data repository as well as the development of a repository that supports data citation was identified. This study on the domestic researchers' experience and awareness of data publishing can provide insights for the implementation of data publishing services and infrastructure in the future.

An Exploratory Study of the Relationship Between Creativity Management Factors and Perceived R&D Performance in Korean Government-Supported Research Institutes (창의성경영과 지각된 R&D성과의 관계에 관한 탐색적 연구 - 과학기술분야 정부출연연구기관을 중심으로 -)

  • As the recent research environment and research paradigm have become data-driven, Open Science, based on openness and sharing of public research results, has emerged as a global agenda for scientific research. National policies for sharing and re-use of research data from publicly-funded research are in effect globally. Therefore, in Korea, it is urgent to build policies and infrastructure for sharing and re-use of research data. In this paper, we investigate the current status of research data management of science and technology research institutes in Korea. We conducted in-depth interviews with researchers from 22 research institutes belonging to the National Research Council of Science & Technology, and 20 universities in Korea, asking about terms of creation management utilization of research data, willingness to share data, and needs for sharing and re-use of research data. From these interviews, we drew implications for open research data and future directions.

Researcher's Needs from KISTI Content Curation (KISTI 콘텐츠 큐레이션에 대한 연구자들의 요구)

  • Content curation aims to limit the user's experience to the most necessary content; to do this, it is necessary to identify users' information needs. Given that KISTI's Content Curation Center was established in 2018, it had little information about its users. This study intends to investigate what content scientists want to see from KISTI and how they want it curated. It investigated researchers who worked for government-funded research institutes through online surveys and telephone interviews. This study's results helped me review the current practice of KISTI content curation and give some suggestions to improve future practice. They present information on content and content curation services required by researchers; therefore, they can be used as a reference for information agencies (e.g., libraries, data centers) to improve their content curation practices.
