A Study on Future Tasks for Development of Korean Art Archives : Focused on the Process of Establishment of "THE Art Archives, Seoul Museum of Art" (국내 아트아카이브의 발전을 위한 과제 모색 서울시립 미술아카이브의 조성과정을 중심으로)

  • Since early 2000s, there has been a growing interest in art archives. Despite of the interest, there are only studies which did not suggest cases that the system of art archives was constructed, but had just theoretical discussions. This article reports the organizations & functions, rooms & locations, materials, acquisition institution and its limitations of "The Art Archives, Seoul Museum of Art" and describes in the archival aspect, the process through which the system of "The Art Archives, Seoul Museum of Art" had been constructed. This study reviews the implications of the archives which were established through the process, and the tasks to develop the art archives in Korea.

Aboriginal Community Archives in Australia and Current Meaning of "Parallel Provenance" (호주 원주민 공동체 아카이브와 '평행출처주의'의 현재적 의미)

  • The purpose of this study is to trace the formation process of "parallel provenance" concept in the context of Australia's aboriginal community archives development and draw its implications for contemporary rebuilding of domestic "past affairs-related committee archives". Focused on historical development of aboriginal community archives in Australia, this writing divides its development into three periods: colonial archives, post-colonial archives, and contemporary archives and investigates each period's distinct features in managing and building of aboriginal community archives. First of all, for colonial archives, it pays attention to Australia's archival tradition, which focused on current record-keeping and then development of multiple provenance resulted from this tradition. Second, for post-colonial archives, it examines the appearance of aboriginal people as the subject of documentation category and name indexing on them. Finally, for contemporary archives, it analyzes current activities of Australia's academic world of archival science for overcoming "the otherness" of aboriginal people through conceptualization of "parallel provenance". Conclusively, through current meaning of parallel provenance, this study draws implications for democratic contemporary rebuilding of domestic past affairs-related committee archives, in which historical victims become the subject of archives.

  • This article purposes to define archival justice and suggest democratic modeling of the archive on the Truth and Reconciliation Committee (TRC), which is focused on victims of state violence. These purposes come from critical mind that the absence of framework of the records management for collective memory would cause incorporation of TRC archives into mainstream archives systems in which voices of victims have been marginalized. This article intends to expand theoretical prospects of documentation of past affairs through applying humanistic and theoretical frameworks differently from institutional and policy approaches on restoration of collective memory. In order to do this, this article first considers archival justice as archives building in which state violence' victims are pivotal and then extracts theoretical frameworks for building the archives based on archival justice from recent discourses of post-colonial archives and community archives. As the next step, it criticizes current conditions of TRC archives in Korea on the basis of extracted theoretical frames and finally suggests realistic models in which each theoretical frame could be applied effectively into TRC archives that is focused on victims.

  • This paper introduces the process in which the Center for Freedom of Information, founded for the public's right to know by disseminating public information, was created . Building archives with scarce resources and capacities has resulted in a number of troubles and frustrations, and the need for reorientation. However, through the contributions of many people empathizing with the unique needs and meanings of citizen-led archives, difficulties were overcome, and archives were built. This paper summarizes the specific difficulties and capabilities required in this process, especially the knowledge and assistance needed in the field of records management. Although much research is necessary, the archives serve as an example of remembering and reconstructing the past when the 1997 Crisis Archives had shaken all the foundations of people's lives, and a tool to guide decision-making.

An Exploration of the Possibilities for Archival Art as Local Community Archive: Gyeonggi Archive Exhibition and Seongbuk Documenta Exhibition (지역공동체 아카이브로서 아카이브 예술의 가능성 탐색 연구 - 경기아카이브 전시와 성북도큐멘타 전시 사례를 중심으로 -)

  • Profound changes have occurred in the archival landscape since the advent of community archives and the global spread of archival art. This trend can be seen in Korea where a noticeable growth in archival arts and local community archives can be observed. This study explores how archival arts in Korea function when they are specifically intended to play a role in local community archiving. For this purpose, we analyzed the 'Gyeonggi archive_Now (2018)' and 'Seongbuk Documenta (2016-2018)' exhibitions, which were both exemplary cases of archival arts exhibited in connection with local community archives. Based on the analysis of the Gyeonggi Archive, which was aimed at strengthening the local identity of Gyeonggi Province, as well as the analysis of Seongbuk Documenta, which focused on the loss of place that resulted from redevelopment projects in the area of Seongbuk-gu, this study identifies the multiple roles of artists in archiving work. This study also reveals the variety of archiving works that exist and illuminates the value that such initiatives have in constructing local identity and reviving a sense of place. In particular, this research shows that archival art has the potential to empower local community archives while also providing opportunities to boost artistic creation. Our research concludes by highlighting the necessity of promoting the right environment and conditions that are required for archival arts if they are to play a role not only in keeping records and memories but also in producing further knowledge and discourse in a local community.

  • In this study, the local archives suggested that consideration should be given to creating your strategy to the corridors of the local archives to Busan Sanbokdoro to build a acquisition of strategies to establish.   • This study aims to implement a model for developing participatory labor archives for shipbuilding labor archives in young-do, Busan, and to find possibilities of building digital labor archives as participatory ones. The methodology of locality documentation has been applied, and locality archives accepting participation of people with experiences from shipbuilding industry have been examined. Omeka was applied because it is an open-source software and provides additional functions which support various user participations and web-publishing. Following the the model, firstly, a preliminary investigation was conducted and research of participatory agents and records was proceeded. Secondly, it collected and described information of the agents and records by institutions with records and provenance. Thirdly, it developed archival contents specific to events, persons and workplaces in association with archival information. For the follow-up study, plugins were installed and tested to apply for further experiment with participation.

A Study on the Tottori Prefectural Archives, Japan (일본 돗토리현 아카이브 연구)

  • With the enactment and enforcement of the 「Public Records and Archives Act」, the Tottori Prefectural Archives newly enacted the "Records Management Ordinance" through a comprehensive review of the previous archive function. In accordance with this ordinance, which came into effect in April 2012, Tottori Prefecture expanded the records management institutions (Public Security Committee and Police Headquarters, etc.) A series of archive systems were improved, such as the expansion and reinforcement of the authority to appraisal and select. In addition, the Tottori Prefectural Archives went further and implemented the "Ordinance on the Preservation of Historical Documents, etc." from April 2017. Through this, the municipalities unit basic local government's record management support work was set as a unique function of the local archive, and a linkage and cooperation system was established for the preservation of private records of the prefecture area as well as the basic local area together with cultural heritage institutions such as museums and libraries. As a reference case that continuously guarantees the performance of various activities based on the mission and vision of the local archives in Korea that aim for 'autonomy of records' on the poor archival culture soil, it is worth paying attention to the case of continuous record management reform of the Tottori Prefectural Archives through the enactment of the original role and function of the archive.

A study on Transformation of Archives System and Archival Science (아카이브와 기록학 전환을 위한 시론)

  • This article argued for the need for a transformation of archives system and archival science through a review of the archival circles' discussion of dismantling and reconstructing the current national archive system. By sharply contrasting the cases of civil society 'archiving activities' with the cases of 'national archive sites', we attempted to present solutions to the current archive system from a micro perspective. In this process, the need for a shift in archival research methodology centered on archival materials was derived in relation to the deepening of awareness of archival information organization and hierarchical description to ensure archive accessibility and the meaning of policy shift.

Research on Records and Archival Management of Local Governments in Japan : Focusing on the Case of the Establishing a Local Government Archives in the Nagano Area (일본의 지방 아카이브 연구 나가노 지역의 기초 자치체 아카이브 설립 사례를 중심으로)

  • This paper focuses on the phenomenon that basic municipalities in Nagano Prefecture, Japan, have established archives in the last two to three years, and examines the background and causes. The movement of establishing a continuous archive of regional historical associations that encompassed several regions beyond a specific municipality exerted great influence. The linkage and cooperation activities of The Japan Society of Archives Institutions also acted as a major factor. These examples of municipal archives in Nagano Prefecture will give prospects and implications that can facilitate the establishment of a local archive in Korea.
