  • Recently, with the demand for airservice increasing and localization accelerating, airport construction is booming. However, in the case of an unsuitable airport site selection, it might cause a reduction in airport service and a decrease in airport demand. Thus, it is necessary to construct a representative airport and choose a suitable site selection method for economical and efficient airports in order to make the utmost use of airport functions. In this study, GSIS was used to select the airport site and applied to case study areas. GSIS could present a new method for efficient and scientific analysis in airport site selection including various factors over an extensive area. The use of both, the paired comparison method and the delphi method, could improve the objectivity of analysis results in the process considering the relative weight grade of data and priority order of analysis factors, used in airport site selection.

  • Airport facility is infrastructure that become external credit worthiness and linear measure of country competitive power. Among them, an airport electric power receiving and distribution facility is very important. In this paper, sorted domestic airline as 4 grades by code to accomplish standardization for airport electric power receiving and distribution facility. And established define and coverage about electric power receiving and distribution facility. And then analyze problem of existing airport and presents standardization.   • 지진해일은 대규모 인명피해는 물론 가공할만한 파괴력으로 해안시설물, 즉 원자력발전소, 항만시설물, 연안공항 등을 파괴시킬 수 있다. 따라서 해안에 국가기간시설물을 건설할 때는 반드시 급습 가능한 지진해일을 설정하여 예기치 못한 지진해일의 급습에 대하여 안전한가 여부를 검토해야 한다. 본 연구에서는 부산광역시에 건설 예정인 가덕도 신공항에 대하여 지진해일 급습 가능성을 예측한다. 기존의 수치모형을 이용하여 공항부지에 영향을 끼칠 가능성이 높은 지진해일을 설정하여 수치해석을 수행하고 안전 여부를 검토한다. 본 연구에서 고려된 지진해일은 기 발생한 역사 지진해일과 발생 가능한 지진해일, 즉 가상 지진해일 등이며, 수치모형은 우리나라에서 많이 사용되고 있는 전파모형과 범람모형인 HYCEL-NAMI와 HYCEL-RUNUP을 결합하여 사용한다.

  • 해양을 무대로 한 육지공간의 창출은 21세기 들어 더욱 본격화될 전망이다. 이웃나라 일본에서는 이미 신오사카 국제공항이 완전한 인공섬에 건설되었고 우리나라도 인천국제공항이 기존 영종도 인근을 매립한 인공섬에 건설중이다. 3면이 바다인 우리나라에서 해양매립 공간 창출은 시급한 과제이지만 국내 기술수준은 아직 열악한 실정이다. 그러나 국내기술도 해양연구소, 각 대학 연구소 및 현대ㆍ대우ㆍ삼성중공업 등 민간기업 연구소에서 기술개발에 박차를 가하고 있어 머지않아 국제수준의 기술확보에 기대를 걸고 있다.

Repetition and Inertia of Policy Failure -Focusing on the Case of Yangyang International Airport (정책실패의 반복과 관성에 관한 연구: 양양국제공항 사례를 중심으로)

  • This study analyzed the repeated causes of policy failure focusing on Yangyang International Airport cases. Yangyang International Airport, which opened in 2002, was built with about 360 billion won, but it is considered as a representative example of policy failure of local airports. According to the policy failure theory, the failure factors of Yangyang International Airport are anlyzed by rationalistic, political, and environmental complexity viewpoint. The results are as follows. First, from a rationalist point of view, Yangyang Airport failed to achieve the policy goal of securing passengers and revitalizing local economy, This is due to the pressure of politics and the lack of geographical infrastructure. Second, the failure of the stakeholders to resolve conflicts in the flow of politics can be seen as the conflict between the airline and the airport, and the failure to reconcile conflicts between the government and the airports on the low cost airline permits and subsidies. Third, from the viewpoint of environmental complexity, Yangyang International Airport can be regarded as a failure to adapt to environmental changes such as the opening of nearby expressways and railway lines, and the sharp decline of Chinese tourists. This study sugeests the establishment of an independent organization that can prevent unreasonable business promotion by politics in the case of large scale national projects, the linkage with the surrounding infrastructure and related businesses in the case of transportation facilities such as airports and railways, and institutionalization of cooperative governance for coordinating conflict among stakeholders.
