Environmental degradation and economic bipolarization have become major issues as the aftermath of the globalizing capitalism. Commons have received attention as an alternative to capitalistic use of resources. The most representative is the neo-institutionalist approach where Elinor Ostrom's study summarizes fundamental principles of common resource management. Maria Mies also insists that co-relationship in a community is the most essential to manage common resource successful. In a similar vein, this study attempts to prove that common resource management can create solutions to socioeconomic problems and ways to prevent resource scarcities in the future. Jeju-Haenyeo community is chosen as a successful case to be examined based on the fundamental principles of commons and community. Qualitative surveys have preceded for Jeju-Haenyeo to elaborate and extend the aspects of common resource use and management. This study can bring a positive influence on understanding the Jeju-Haenyeo community and other common resources management institutions.

In this study, we analyzed the effects of how Human resource management affects the knowledge sharing that facilitates organizational performance. Human resource management has received very little attention in the study of knowledge management. However, main drivers of knowledge activities are individual members of an organization and thus knowledge management strategies should be discussed in relation with human resource management. The results show that human resource management was significantly positively related to knowledge sharing, and the relationship between human resource management and organizational performance was partially mediated by knowledge sharing. Lessons and implications of this study for management leadership are presented.

Grid 컴퓨팅에서 실제적이고 특정한 문제들은 자원공유, 동적인 문제 해결, VO등과 같은 것들로서, 이는 단순 파일 공유 뿐만 아니라 컴퓨터, 데이터, 소프트웨어 그리고 다른 자원들에 직접적으로 접속하는 것이다. 이러한 공유는 고도의 제어가 요구되는데, 자원 공급자와 사용자들은 공유할 자원이 어느 것이고, 공유는 누구에게 허용할 것인지 그리고 공유가 일어나는 상황에서 조건은 어떠한 유형인지 명확하게 규정하여야 한다.

인터넷 기반 자원 공유 시스템은 네트워크에 연결된 피어의 자원을 이용하여 고성능의 컴퓨팅 구현을 위한 시스템이다. 인터넷 기반 자원 공유 시스템의 가변적인 환경은 피어의 등록 및 삭제가 자유로워 연산 처리에 대한 신뢰성 문제를 발생시킨다. 본 논문에서는 인터넷 기반 자원 공유 시스템의 신뢰성 향상을 위해서 이기종 시스템간의 협업 그룹을 생성하여 관리하는 협업 관리 시스템을 설계한다. 효율적인 협업 관리를 위해 이기종 피어를 관리하는 협업 그룹을 정의하고 계층 구조의 중간DB서버를 제안한다. 그리고 협업 관리 시스템에서 제공되는 협업 그룹 서비스, 디스커버리 서비스, 작업 관리 서비스를 제안한다.

As resource sharing becomes more active and complicated in academic libraries, a better understanding of how librarians-a key stakeholder-view the current level of resource sharing is needed. Using survey method, this study collected data regarding the Perception of 78 librarians with regard to interlibrary loan, document delivery, union catalog construction, shared acquisition, and community building. Overall, the respondents evaluated well-established forms of resource sharing(interlibrary loan, document delivery, and union catalog construction) more positively than less-well developed ones(shared acquisition and community building). Correlation analysis between perception of library/individual characteristics was conducted. Barriers to each of the five areas of resource sharing are also identified in the study.

협동적 게임 이론(cooperative game theory)은 다중 사용자들이 어떻게 하면 한정된 자원을 효율적이고 공평하게 공유할 수 있는지에 촛점을 맞추며 이론적인 바탕을 제공한다. 본고에서는 다수의 멀티미디어 사용자들이 협동적 게임 이론중 협상 해법(bargaining solutions)을 이용하여 어떻게 통신 및 네트워크 자원을 효율적이고 공평하게 공유할 수 있는지 알아본다. 또한, 이러한 협상 해법들을 바탕으로 한 자원 공유가 멀티미디어 사용자에게 어떠한 의미를 갖는지 알아보도록 한다. 마지막으로, 이러한 게임 이론을 이용한 자원 관리가 다양한 형태의 통신 및 네트워크에 어떻게 사용될 수 있으며, 미래의 활용 가능성을 알아보도록 한다.

WebDAV(Web-based Distributed Authoring and Versioning)는 웹 기반의 분산 저작과 버전관리를 지원하는 표준 명세로서, 인터넷을 통하여 다양한 콘텐츠의 비동기적인 협업을 지원하는 표준 하부구조를 제공한다. 특히 WebDAV의 속성 관리 기능은 자원의 주요 정보를 속성으로 설정하여 관리할 수 있는 기능이다. 이러한 WebDAV의 속성 관리기능을 이용하는 경우 사용자 측에서 자유롭게 속성관리가 가능하여 웹을 기반으로 하는 협업시스템 및 자원공유 시스템을 개발하는데 매우 유용하게 활용될 수 있다. 본 논문에서는 웹을 통한 문서 및 데이터의 관리를 제공하는 응용시스템의 개발을 효율적으로 지원할 수 있도록 한 WebDAV 프로토콜의 확장과 이를 이용하여 기업내에서 생성되는 기술문서 및 도면 문서에 대한 협업을 지원해주는 도면공유시스템을 개발하였다. 확장된 WebDAV의 기능을 이용하는 경우 응용시스템 개발자는 사용자 속성을 정의함으로써 어플리케이션을 간편하게 설계할 수 있게 되며, 기존의 웹 서버에서는 복잡하게 구현해야했던 자원에 대한 잠금관리 및 버전관리 기능도 지원받을 수 있게 된다.

In this paper, we describe the design and implementation of ObjectPeerWork, which is a framework for the development of shared object model-based P2P(Peer-to-Peer) applications. The shared object model can prevent the computing power decrease on the way of resource management by incorporating the resource management function into resources themselves, and raise reliability on shared resources by improving the security problems. Also this model assures expandability by means of distributed component-based request broker manager and module container. The ObjectPeerWork based on this shared object model is a framework which makes the implementation of the enterprise information system possible, and makes distribution of the computing power and efficient resource management possible by improving the weakness in the general P2P model.

The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

Main drivers of knowledge activities such as knowledge sharing and utilization are individual members of an organization and thus knowledge management strategies should be discussed in relationships with human resource management. This study analyzes the effects on knowledge sharing and knowledge utilization of human resource management practices such as training, participation in decision-making, performance appraisal and compensation system in local government. The results show that training and performance appraisal and compensation system are significantly influential factors for the knowledge sharing and knowledge utilization. Lessons and implications of this study for management leadership are presented.
