WWW의 편리한 인터페이스, 뛰어난 접근성과 공유성으로 인해 웹을 이용한 GIS 서비스는 필수적으로 여겨지고 있으며, 기존의 다양한 시스템간의 상호 운용성 또한 점점 강조되어 지고 있다. 웹을 이용한 GIS 서비스를 제공하기 위해서는 1) 기존에 구축되어 있는 다양한 GIS 서버를 이용할 수 있어야 하며, 2) 방대한 양의 지도 데이타 전송으로 인한 응답시간 지연을 해결해야 한다. 이 논문에서는 Open API를 이용한 개방형 클라이언트와 클라이언트에서의 지도 데이터 캐슁 메카니즘을 제시한다. 본 논문에서 제시하는 WWW 기반 GIS는 소프트웨어간의 분산 객체 기술인 CORBA를 이용하는 3계층 구조이다.

최근의 사회경제적 변화는 그 속도가 빨라짐과 동시에 불학실성이 극도로 높아짐에 따라, 대기업을 비롯하여 과거 큰 성장을 이루어왔던 기성기업들의 기존 사업 강화와 미래 성장동력 확보가 더욱 어려운 현실이 되었다. 이러한 불확실성이 높은 기업환경에서 내부 시스템에만 의존적인 전략으로는 한계가 명확하여, 기업들이 외부의 자원을 활용하여 내부적인 대규모 투자 위험을 줄이고 신규사업의 불확실성에 대처하는 개방형 혁신전략이 필수적으로 받아들여져 왔다. 이러한 개방적 혁신 전략의 중요한 수단으로서 CVC(Corporate Venture Capital)는 그동안 미국을 중심으로 40여년간 활발히 활용되어 왔고 학문적 연구 대상으로 자리 잡았으나, 한국에서는 극히 일부 기업을 통해서만 전략적으로 운영되어 왔고 그 구분도 명확하지 않아 CVC에 대한 연구가 상당히 미약한 실정이다. 본 연구에서는 국내외의 기존 연구 결과들을 분석하여 CVC에 대한 정의와 운영상 특징에 대하여 살펴보고, CVC가 운영 기업 및 벤처기업의 기술혁신과 가치제고에 미치는 제반 조건들의 분석을 통하여 CVC가 성공적인 양방향적 성과도출을 만드는 최적의 모델을 도출하여 보았다. CVC는 첫째, 불확실성이 높은 산업에 속한 기업들간의 투자관계가 성립될 때, 둘째, 설립 시 전략적인 포커스가 명확할 때, 셋째, 모기업이 영위하는 산업과 같은 분야에 속한 벤처기업들에 투자하며 동시에 서로가 공유 할 보완적 자산이 존재할 때, 마지막으로, 금융적 성과에 대해서 해당 매니저에 대한 성과보상을 일반 벤처캐피탈과 동일하게 지급할 때 가장 성공적인 성과를 만들어 낼 수 있음을 알 수 있었다. 이를 통해 도출된 시사점들을 바탕으로 더 많은 기성기업들이 성공적으로 CVC를 운영한다면, 신성장동력 확보와 대기업-벤처기업간 상생혁신을 이룰 수 있을 뿐만 아니라, 창업문화 확산에도 기여를 할 수 있을 것으로 기대 한다.

As to the recent advances in computer technologies and high-speed networks, telecommunication services and provision of multimedia services will be provided on the basic of a new software architecture adapting networking infrastructure on open information networking architecture. In this paper, the video conference services has been selected as a target service example because it is expected to become one of the most important services on the full service network. In fact, it can be viewed as the basis for providing telecommunication services such as video telephony and video conferencing. This paper presents the prototyping of TINA (Telecommunication Information Networking Architecture) based desktop video conference system using the concepts of session management. The prototyping of desktop video conference system aims at assessing TINA concepts and refinement of the mapping between session graph and connection graph, and provides object modeling methodologies towards distribution and objected-orientation.

This paper describes an advanced unified communication system. The advanced unified communications mean a service that integrates basic communications such as call, SMS, email, and chatting with social networking service considered as a new communication channel, presenting a unified user interface. The advanced unified communication system is composed of advanced UC(Unified Communications) applications, open UC service platform, and UC back-end servers. The advanced UC applications consist of web-based application and smart phone application. The open UC service platform provides a variety of service components that enable the third party applications to access basic communications and social network services within an enterprise. The UC back-end servers provide server functionalities for call, SMS, email, and chatting.

공공기관에서는 인터넷 방송 서비스를 통해 문자, 그림, 사진, 영상, 음악 등 다양한 멀티미디어 정보를 제공하고 있다. 일반 지상파 tv방송과는 달리 공공 인터넷 방송은 양방향으로 커뮤니케이션이 가능한 웹 미디어 플랫폼을 통해 실시간으로 정보를 주고 받을 수 있을 뿐만 아니라 이용자가 원하는 정보를 주문하고 서비스를 받을 수 있어 공공기관과 이용자간 소통수단으로 활용되고 있다. 그러나 공공 인터넷 방송의 시청률과 참여하는 양방향 콘텐츠의 다양성 측면을 분석해 보면 예상과 달리 이용실적이 저조한 것으로 나타나고 있다. 이러한 문제의 주요한 원인으로는 근래에 들어 확산되고 있는 스마트 모바일 환경에 실시간으로 대응하여 공공미디어 서비스를 제공하지 못하는 공공미디어 접근성의 한계와 인터넷이라는 양방향 미디어 플랫폼을 지향하면서도 제공하는 공공콘텐츠는 공급형 중심의 콘텐츠 성격을 벗어나지 못한다는 점을 들 수 있다. 본 논문에서는 이러한 공공 인터넷 방송의 문제점을 사용자 접근성과 양방향 콘텐츠 활성화라는 측면에서 분석하였다. 그 결과 공공 인터넷 방송 플랫폼의 개방성이 필요한 것으로 나타났으며, 다양한 스마트 모바일 환경에서 공공콘텐츠의 생산, 게시, 공유가 자유로운 공공 미디어 플랫폼 형태가 필요한 것으로 나타났다. 이를 바탕으로 HTML5, SNS플랫폼 연계 등이 포함된 개방형 공공 미디어 플랫폼 모델을 정의하고 이를 기반으로 양방향 공공콘텐츠를 활성화 할 수 있는 공공 미디어 서비스 모델과 이를 구현한 구축 사례를 제시하였다.

Research information services such as ScienceON, RISS, and DBpia used by researchers during the R&D process mainly consist of a user interface in the form of a portal and search functions that respond to demands. However, the importance of open collaboration that freely shares and utilizes the research process and results and provides various tools and services necessary for collaborative research is gradually increasing, so there are also limitations to these service roles. Thus, we design WithON, which provides collaborative research environments of a preemptive response method, focusing on a personalized user interface to support the entire R&D cycle. We expect WithON would fundamentally change the existing research information services into collaborative research-centric ones.

Due to the development of spectrum use technology and various services based on radio spectrum, the scarcity of spectrum has been heightened. In this circumstances both the efficiency and fairness of spectrum use need to be raised. Open spectrum access can be a useful approach for both goal. For the open spectrum access the legal institution needs to be reformed to enable it. From the starting point of spectrum use till the end of spectrum use there can be various issues of rights and obligations. So the legal institution for various legal status of spectrum use and establishment and continuous management of DB and fast and respectable dispute resolution mechanism is required.

In the digital age, the most basic unit of records management is a document file. Depending on whether each document file is produced in an open standard format or an exclusive proprietary format, there is a cost difference in the process of use and long-term preservation. As government agencies moved to cloud-based business management systems, web-based document editing software was newly adopted. They had the opportunity to select a new file format for web-based document editing software. This paper deals with strategies to maximize the advantages of open standard formats while considering the legacy public document production practices. It introduces ISO/IEC 26300:2006 ODF, ISO/IEC 29500:2008 OOXML, KS X 6101 OWPML, etc. as open standard formats, and looks at considerations when choosing a format and web-based document editing software. In addition, it proposes a strategy to maintain the format of document files shared in cloud storage as an open standard format.

Quality assurance is a central issue concerning higher education and distance education. The purposes of this study are to analyze cases of quality assurance system in overseas open university and to draw implications which help establish quality assurance system in domestic distance education institution. UKOU and UT are mega-university with more than 100.000 enrolled students. They have centralized quality assurance system and quality assurance department that is responsible for building and installing quality assurance for effective quality control. In addition, They have quality improvement culture that seeks continuous improvement. Members of the University share awareness of the importance of quality assurance and evaluate and monitor their work. Because results for quality assurance of education is not tangible, quality assurance system is carefully planned over a long period of time as is necessary to proceed in integration.

The purpose of this study is to analyze the needs of teachers as main users to make suggestions for active use of educational information sharing system. The study sets three research tasks about the problems of the current system, improvements, and desired content from the perspective of teachers. To collect specific opinions, we conducted an open questionnaire survey and made a qualitative analysis using the NVivo 10 program. The present system has such problems as functional issues, lack of data reliability, systemic problems for sharing and use. We suggest that in order to enhance Web site services, authoring tools for editing contents and new search engines with customized search function need to be provided. In addition, the open market service system has to be established, so that teachers can actively create, share, and distribute to meet the various needs of teachers. Finally, to promote free access to the system, copyright issues need to be resolved to prevent the potential digital piracy.
