Analyzing the Location of Urban Neighborhood Parks Using GIS and AHP Techniques (GIS와 AHP 의사결정 방법을 이용한 도시 근린 공원의 입지 분석)

  • City's inhabitants should be able to utilize a variety of urban infrastructures and public facilities in a way of possessing the convenience, amenity, and safety of urban life. Most of the city government, however has established a policy for making and providing urban park facilities based on a very simple quantitative criteria rather than the qualitative criteria such as appropriateness, utility, accessibility, equity so far. Especially in the case of urban neighborhood parks, the usefulness to the inhabitant and accessibility to the parks may be questionable. In this study, we intended to analyze the spatial equity and distribution characteristics of urban neighborhood parks and to select several potential facility sites required in the study area using GIS's spatial analysis functions. Finally this study analyzes the possible location of an urban neighborhood park in terms of objective criteria and AHP techniques.

A Study on the Problem Analysis of Designation and Management of the Zone of Urban Nature Park (도시자연공원구역 지정 및 관리상의 문제점 분석)

  • This study was performed with the purpose of providing basic data for the improvement of zoning regulations of urban nature park by analyzing the present problem which occurred during last 6 years from the year of 2005 when the program was introduced for the first time. The study was processed first by the analysis of the cases of problems evoked by citizens, second the other problems was delineated by interviews of officials, at last the validity of all of the problems was verified by a group of professionals through delphi method. The results can be summarized as follows. 1. In relation to the designation and management of urban national park areas, designation criteria, designation process, maintenance, laws and regulations and 20 other items were found to be problematic. After Delphi method, 5 items were removed and 2 added. The results showed that there were 17 problematic items in total. 2. Regarding the problem of criteria for designation, which are, lack of priority(weights), lack of objectivity due to the difficulty to use quantitative evaluation method, incompatibility for contaminated land environmental impact assessment, incompatibility of land suitability assessment, lack of detailed field survey standards, lack of national park area standards, and 6 other items. 3. Regarding the problem of designation process, which are, the occurrence of civil appeals for designating a new national park, the needs of feasibility study on the urban national park areas constructed before urban national park guidelines came out, lack of a comprehensive review of the boundaries set when determining national park area management plan, poor temporal and financial conditions for an accurate field survey, and 4 other items. 4. Regarding the problem of maintenance management, which are, lack of management system in each space, lack of effectiveness of Urban Nature Park Area Management Plan among master plans for park and green areas, the occurrence of dual managers due to dual natures such as purpose area and city park, lack of professional manpower to manage park areas, and 4 other items. 5. Regarding the problems of regulation guidelines, which are, lack of separate urban park area management plan, incompatibility of the permitted facilities in the park to the park area standards, lack of feasibility study on urban park areas, and 3 other items.

A Study on Business Value for the Creation of a Private Park regarding Long-term Non-executed Urban Parks - Focused on Long-term Non-executed Neighborhood Park in Gwangju Metropolitan City - (장기미집행 도시공원의 민간공원 조성을 위한 사업성 연구 - 광주광역시 장기미집행 근린공원을 중심으로 -)

  • The study shows solutions of long-term unexecuted urban park and activation plans to facilitate the business promotion of Private Park Developers. This study conducted a feasibility analysis to determine if the business of a special case is applicable. The result of this study is as follows about three long-term unexecuted urban parks in Gwangju Metropolitan City's City Park. First, the three long-term unexecuted urban parks in Gwangju Metropolitan City's City Park are the forest type Neighborhood Parks. Businesses of a special case's park developing cost(average 0.4%) have a relatively low percentage. It is most affected by Land Compensation(average 33.8%) and building construction expenses(average 59.1%). Second, long-term unexecuted urban parks' Land Compensation and building construction expenses seed capital are excessive. The Bongsan Park balance floor space index is 179 percent; a reasonable profit floor space index is 220 percent. The Mareuk Park balance floor space index is 351 percent; a reasonable profit floor space index is 420 percent. The Jungoe Park balance floor space index is 327 percent; a reasonable profit floor space index is 400 percent. Third, to facilitate the business of special cases in deliberating, Bongsan Park should change its second class general residential area. Jungoe Park must change the quasi-residential area and semi-residential area. Mareuk Park must change the general commercial area. In this way, the feasibility of promoting private park projects will be improved.

Effect of the Private-Initiated Park Development Project on Ecosystem Services of an Urban Park - Focused on the Central Park in Gwangju, Gyeonggi-Do - (민간공원 특례사업이 도시공원의 생태계 서비스에 미치는 영향 - 경기도 광주시 중앙근린공원을 중심으로 -)

  • As the Private-initiated Park Development Project (PPDP) is being actively implemented, there are concerns about the deterioration of ecosystem services due to the development of long-term unexecuted urban parks. This study aims to analyze the impact of the PPDP on the ecosystem services of urban parks by examining Central Park, which is PPDP No. 1 in Gwangju, Gyeonggi-do. A study was conducted using system thinking to comprehensively understand the changes in the ecosystem services due to the PPDP. As a result of the study, the first reason for implementing the PPDP was the local government's lack of financing. Second, it was found that the creation of urban parks through the PPDP initially deteriorated cultural services yet improved them over time, while the regulating and supporting services continued to decline. Third, trade-offs appeared between urban parks' ecosystem services (i.e.., cultural services, regulating services, and supporting services). Through this, it was confirmed that it is necessary to prepare measures for planning and managing urban parks that can reduce the trade-off between the ecosystem services of urban parks. The results of this study suggest that it is necessary to understand the relationship between environmental changes and ecosystem services over time when establishing urban park creation plans and management.

A Multilevel Analysis on Factors Affecting Companion Animal Ownership among Elderly Persons (노인의 반려동물 소유에 영향을 미치는 요인에 관한 다수준 분석)

  • This study investigated factors that are associated with companion animal ownership among urban elderly persons. This study was based on data from 2014 Seoul Survey, and a total of 4,717 people aged 60 years or older were selected for the analyses. Community level data were from 2014 Seoul statistics and they included park area per person, number of elderly recreational facilities, and number of public sports facilities based on 25 districts of Seoul Metropolitan City. This study examined differences between companion animal owners and non-owners concerning individual level factors and community level factors. Factors that are associated with companion animal ownership were examined using multilevel logistic regression analysis. Among individual level variables, companion animal ownership was associated with gender, marital status, income, number of household members, and housing type. Among community level variables, park area per person was a significant factor that is associated with companion animal ownership. Study findings can be used Based on study findings, implications of the study and directions for future research are discussed.

Habitat Quality Analysis and Evaluation of InVEST Model Using QGIS - Conducted in 21 National Parks of Korea - (QGIS를 이용한 InVEST 모델 서식지질 분석 및 평가 - 21개 국립공원을 대상으로 -)

  • Among protected areas, National Parks are rich in biodiversity, and the benefits of ecosystem services provided to human are higher than the others. Ecosystem service evaluation is being used to manage the value of national parks based on objective and scientific data. Ecosystem services are classified into four services: supporting, provisioning, regulating and cultural. The purpose of this study is to evaluate habitat quality among supporting services. Habitat Quality Model of InVEST was used to analyze. The coefficients of sensitivity and habitat initial value were reset by reflecting prior studies and the actual conditions of protected areas. Habitat quality of 21 national parks except Hallasan National Park was analyzed and mapped. The value of habitat quality was evaluated to be between 0 and 1, and the closer it is to 1, the more natural it is. As a result of habitat quality analysis, Seoraksan and Taebaeksan National Parks (0.90), Jirisan and Odaesan National Parks (0.89), and Sobaeksan National Park (0.88) were found to be the highest in the order. As a result of comparing the area and habitat quality of 18 national parks except for coastal-marine national parks, the larger the area, the higher the overall habitat quality. Comparing the value of habitat quality of each zone, the value of habitat quality was high in the order of the park nature preservation zone, the park nature environmental zone, the park cultural heritage zone, and the park village zone. Considering both the analysis of habitat quality and the legal regulations for each zone of use, it is judged that the more artificial acts are restricted, the higher the habitat quality. This study is meaningful in analyzing habitat quality of 21 National Parks by readjusting the parameters according to the situation of protected areas in Korea. It is expected to be easy to intuitively understand through accurate data and mapping, and will be useful in making policy decisions regarding the development and preservation of protected areas in the future.

  • Parks in order to find the inspiration and implication from their construction. The research is focused on a few cross-sectional city wall parks, which are Huangchenggen city wall park, Ming city wall park and Yuandadu city wall park. to come to the conclusion, it defines the generic concept of city wall park, clarifies the transitional process of the city of Beijing, organize the current situation and basis of the construction of the Beijing city wall parks. besides, by analyzing the Beijing city wall parks' specific construction manners including the basis of their planning, the support by government, planning functionality, landscape theme arrangement and gardening arrangement, the research puts forwards their construction characters and drawbacks. through comprehensive analysis on the aspects above, a series of inspirations are obtained for the construction of city wall parks. these include: specialized and legally valid regulation systems need to be setup before planning; government and citizens' proactive support is necessary for the protection of ancient city wall ruins and the construction of the city wall parks; when planning, existing situation should be utilized to the maximum extent, efficiency of space usage should be improved through smooth connection between different spacial locations.

A Study on Changes and Meanings of Seoul Boramae Park as a Park Created in Relocated Sites (이전적지 공원으로서 서울 보라매공원의 변화와 의미)

  • Seoul Boramae Park was opened on May 5, 1986, after the Republic of Korea Air Force Academy relocated to Cheongju City in 1985. This study aims to examine the birth and evolution of Seoul Boramae Park and diagnose the park's value being transformed from the former site of the Air Force Academy. Policy reports and newspaper data were analyzed as a research method, focusing on Seoul public records. The study results are as follows. First, Seoul Boramae Park is a large-scale park created before the policy for parks on relocated sites we enacted. Second, Seoul Boramae Park has historical value as an urban park where memories and traces of the Air Force Academy overlap. Third, Seou Boramae Park contributed to regional change by promoting the public value of parks created on the relocated sites with an urban planning method. Seoul Boramae Park has implications for Korean landscape history as a case of securing large green areas in Seoul and presenting its function and roles as a park created on a relocated site.

Effects of Types and Locational Characteristics of Urban Parks on the Apartment Price (도시공원의 유형 및 입지적 특성이 공동주택가격에 미치는 영향)

  • This research aims to analyze the effect of different types of urban parks and their locational characteristics on the apartment price in the entire metropolitan area of Busan, Korea. Although an urban park is an environmental good that influences the surroundings in many ways, most of the previous studies have underestimated its impact on the value of the surrounding area. This research focuses on the economic value of urban parks by understanding their relationship with the value of the apartments in the surrounding area with its significance in their physical and objective characteristics. Furthermore, the research emphasizes the different typological characteristics of urban parks in the analysis. In summary of the result, the number of levels (stories) and units of the apartment complex, ranking of the contractor, age of a park and accessibility to sub-central are positively related to the price of apartment units. On the other hand, the total area of apartment complex, the age of apartments, the distance to the nearest park and accessibility to civic-central or regional district are negatively related to the price of apartment units. Having a plan for constructing a park is also positively related to the price. For the typological characters of a park, neighborhood park, small-sized park, and sports park are positively related to the price, while children's park is negatively related to the price of apartment units. Considering that the price increases as the distance to the nearest park decreases, people prefer to live near the benefits that urban parks provide. In order to maximize the value and benefits that parks provide, it is necessary to approach them creatively.

A Study on Park Service Provision Assessment in Busan Metropolitan City (부산시 도시공원 공급적정성 평가에 관한 연구)

  • The objective of this research is to assess the level of urban park service provision in comparison to demand population size by region (e.g., dong) in Busan metropolitan areas. To this end, a park service provision assessment index is utilized. The index is built upon the difference between planned and actual levels of park service provision. For each region, planned level is obtained by multiplying the per capita service amount by the number of residents in that region. Actual level is estimated based on Huff model, where distance between parks and residential locations are explicitly accounted for in model building. Empirical analysis was carried out for Busan Metropolitan Area. The result shows that Gumsung-dong, Chunga-dong and Dongdaesin3-dong are well supplied with park service, while Hadan1-dong, Goejung2-dong and Joorae3-dong are under-provided when per capita service provision amount and the extent of service area are set to $6m^2$ and 1km, respectively. It is argued that those regions that suffer from under-provision need to be highlighted such that a priority is given to those areas for establishing new urban parks when renewing urban management plan.
