A Study on the Minimization of Problems of the Direct Payment for Subcontractor's Work in Public Construction Project (공공건설사업(公共建設事業) 하도급대가(下都給代價) 직접지급(直接支給)의 효과분석(效果分析)을 통한 문제점(問題點) 저감방향(低減方向)에 대한 연구(硏究))

  • To execute a construction project, many construction participants are engaged in the project. Especially many subcontactors role is very important, but their contract statute seems weaker rather than prime contractor. So to protect the subcontractor and to activate fair subcontract, Fair Transactions in Subcontracting Act was enacted. Direct payment to subcontractor clause of the act can protect subcontractor from the fear of insolvency of prime contractor, on the other hand can cause dispute about the interpretation of defect liability. Therefore the positive act and regulation were examined, and the effects of direct payment to subcontractor were analyzed. And the treatment direction of direct payment were suggested in this paper. Summary is as follows; (1) Statute of subcontractor for the ordering subject must be considered (2) Contract relationship must be reflected in the performance bond, subcontract bond, and subcontract construction conditions (3) To clarify the defect liability for the direct payment, retainage to guarantee the repair during contract period may be reflect on the subcontract construction conditions.

Utilization of Peace Dam for Conservation Purpose (이수측면에서 평화의댐 활용방안 연구)

  • In this study, the method of Increasing the flood control as well as conservation effects is studied by joint operation of Hwacheon and Peace Dam. After completing the second phase of the construction of the Peace Dam, the dam crest height will be increased from 225m and the storage capacity will also be increased. If storage capacity is increased and gates are installed, it will assist not only flood control but also conservation of the entire Han river basin. Considering the change of conservation levels, the change of the restricted water level of the Hwacheon Dam in flood season, and the inflow change into the Peace Dam through the simulated reservoir operation, the annual average power of Hwacheon Dam with 95% reliability, annual firm power, the volume of water supply is calculated. As a result, when the conservation level of the Peace Dam and the restricted water level of the Hwacheon Dam are increased, the generation capacity will be improved. However, even though the inflow decrease, the generation capacity will not be affected. If the inflow decrease under the same conditions, the water supply capability will be reduced to the range from 35% to 40%. It is necessary to increase conservation level to keep the same water supply capability.

Improvement Scheme of Lease Rate Assessment System for Terminal Operating Company's Wharf (부두운영회사(TOC)제 부두 임대료 체계 개선방안)

  • This study proposes the improvement scheme of the current lease rate assessment system (2003~2014), as a major problem solving area, for the Terminal Operating Company (TOC)'s wharf since the introduction of the TOC system in 1997. The study considers the reform system using three criteria: standardization, simplification, and fairness. The final alternative presented by the study adopts the lease rate assessment system, which newly reflects changes of facilities' property values for aprons, combining it with the related fees of the Korean seaport dues for open storage yards, warehouses (shed), passages, buildings and lands within leased facilities. The proposal anticipates that the new system will not only minimize stakeholders' confusion, but also resolve the main problems within the current system. The study, further, introduces the adjustment ratio, which will make the new lease rate of the apron equal to the current lease rate of a berth, for the individual TOC's wharf, in order to prevent a sharp increment in the lease rate of the apron. This is because the government or port authorities as lessors, need to give priority to lightening the burden of TOC's costs under the deteriorating business environment such as the slowdown in port throughputs' growth. This study makes a contribution by suggesting a new lease rate assessment system for the TOC's wharf, reflecting the value of property as well as leading to its simplification and standardization. Additionally, it may lead to the improvement of fairness by applying the same rate to all leased wharfs for the lease rates of open storage yards, warehouses (shed) and passages. However, it has a limitation that hinders the fairness: the lease rate for the apron cannot be imposed in proportion to the leased area, by applying the individual adjustment ratios. In the future, those adjustment ratios should be, gradually, rationalized to be the same target ratio (0.5) for each wharf, following an improvement in the terminal operating business environment.

  • Although infrastructure cost comprises the great proportion of residential development cost, all of it tends to be borne by land developers which develop large area. This brings about free-riding by adjacent small development or built-up area, followed by the equity problem in terms of infrastructure development cost sharing and the privatization of development gain. This study aims to establish the method to analyze free-riding on the transportation infrastructure(roads) and investigate empirically how much the free-riding occurs. It sets several development scenarios to calculate the part generated by Bucheon Sangdong district, the case area of this study, of all the traffic flow on the roads. The Network analysis is used to estimate the proportion, by development scenarios, of traffic flow, travel time, and travel cost. As a result, the developer of Bucheon Sangdong district is responsible for 83% of the construction cost of selected roads. The methodology and empirical result of this study would contribute to determine who are liable for the infrastructure facilitation and to estimate how much of the cost the obligators have to share.

  • 건설기술과 산업의 발전에 따라 구조물은 대형화되어 가고, 건설공사의 급격한 팽창으로 골재 수용량이 급증함에 따라 천연골재자원은 점차 부족현상을 면치 못할 처지에 있다. 또한, 무리한 천연골재의 채취는 자연환경을 훼손시킬 뿐만 아니라 자연보호 측면에서도 심각한 공해문제로 대두되고 있어 공급량 부족현상은 날로 심화되고 있다. 이에 세계 몇몇 나라에세는 산업부산물을 이용한 골재 생산으로 공해예방과 폐기물 활용방법을 연구하고 있다. 산업부산물중 플라이 애쉬 생산량은 전 세계적으로 매년 약 2억여톤에 달하고 있으나 이중 일부만 활용되고 있는 실정이다. 이와같은 부산물을 활용하기 위한 일환으로 산업부산물인 PFA(Pulverized Fuel Ash)로 만든 인공경량골재의 년생산량이 영국은 600,000$m^3$, 미국은 300,000$m^3$이며, 매년 증가주세에 있다. 고성능 경량골재 콘크리트는 단위중량의 증가없이 내구성과 강도를 향상시켜 실용화 측면에서 경제적인 효과가 있으며, 플라이 애쉬로 만든 경량골재는 시멘트와의 친화력이나 접착면에서 우수한 것으로 알려져 있다. 본 시험에 사용한 골재는 플라이 애쉬로 만든 인공경량 조골재와 강모래이고, 결합제로서 프틀랜드 시멘트를 사용하였다. 부수적인 결합재로서는 플라이 애쉬, 슬래그, 실리카 흄을 사용하였으며, 고성능 경량골재 콘크리트를 개발코자 재령 28일과 180일의 압축강도가 각각 50MPa와 60MPa가 되도록 배합설계를 하였다. 본 연구에서는 플라이 애쉬, 슬래그, 시리카 흄과 같은 산업부산물을 혼입했을때 경량골재 콘크리트의 압축강도, 휨강도, 동탄성계수, 공극체적, 공극률, 단위중량, 공극 크기별 분포등의 변화를 실험적으로 구명하여 재반 구조용 콘크리트에 활용하기 위한 기초자료를 마련코저 한다.있어 특정한 발육단계의 난포 사망기전을 연구하기 어렵다. 또한 난포는 생체 내에서 다양한 호르몬을 동시에 분비하기 때문에 특정한 난소국부호르몬이 사망기전에 미치는 영향을 조사하기 힘든 점이 있다. 최근 들어 난포체외배양이 다양하게 개발되면서, 이러한 어려운 점을 극복할 수 있게 되었다. 본 논문은 각 발육단계의 난포를 절단해 체외배양하면서, apoptosis DNA 절단 현상을 이용하여 각종 난소국부 호르몬들이 난포발육단계별로 사망기전에 미치는 영향을 요약해 보였다. 난포는 발육하면서 점차 복잡한 호르몬 경로를 생존을 위해 필요로 한다. Prevulatory난포생존에 필요한 난소국부호르몬들은 early antral 단계의 난포에서는 그 미치는 영향이 감소되다가 preantral단계의 난포에서는 영향을 전혀 미치지 못했다. 단지 예외는 cGMP처리로써, 세포내 cGMP수준을 일정하게 유지시켜주는 것이 난포발육단계에 무관하게 생존에 중요한 인자로, 장래 연구는 난포 세포내의 cGMP수준을 조절하는 기작을 규명하는데 있을 것이다.인정되지 않았다. 7. 농지보전 처리구인 배수구와 초생수로구는 비처리구에 비해 낮은 침두 유출량과 낮은 토양유실량을 나타내었다.구보다 14% 절감되는 것으로 나타났다.작용하는 것으로 사료된다.된다.정량 분석한 결과이다. 시편의 조성은 33.6 at% U, 66.4 at% O의 결과를 얻었다. 산화물 핵연료의 표면 관찰 및 정량 분석 시험시 시편 표면을 전도성 물질로 증착시키지 않고, Silver Paint 에 시편을 접착하는 방법으로도 만족한 시험 결과를 얻을 수 있었다.째, 회복기 중에 일어나는 입자들의 유입은 자기폭풍의 지속시간을 연장시키는 경향을 보이며 큰 자기폭풍일수록 현저했다. 주상에서 관측된 이러한 특성은 서브스톰 확장기 활동이 자기폭풍의 발달과 밀접한 관계가

A Study on the Characteristics of Bonding Strength by Types of Repair Materials by Mechanical Pressurizing Equipment(MPE) (기계식 가압장비(MPE)에 의한 보수재 종류별 부착강도 특성에 관한 연구)

  • In the existing research paper, we developed Mechanical Pressurizing Equipment(MPE) that can apply a certain amount of pressure and found out about improving the bonding strength of repair materials constructed in the repair section, and if pressurized, the bonding strength could be increased. In this study, the pressure of Mechanical Pressurizing Equipment(MPE) was changed to 0, 10, 30, 50, and 80 kPa, and the test was conducted to select effective pressure by measuring the flexural, compressive, and bonding strength of the specimens and deformation of the pressure plate at the age of 3 and 28th days. As a result of the test, 30 kPa was the most efficient pressure for the MPE. After producing the specimen with three types of repair materials with different main components, the bonding strength was measured according to dry and wet conditions, construction site (ceiling, wall and floor), and whether or not pressurized, on the 3rd, 7th, 14th, and 28th, indicating that the repair materials mixed with cellulose fiber was most effective for the MPE.

Development of numerical model for estimating thermal environment of underground power conduit considering characteristics of backfill materials (되메움재 특성을 고려한 전력구 열환경 변화 예측 수치해석모델 개발)

  • The thermal analysis of an underground power conduit for electrical cables is essential to determine their current capacity with an increasing number of demands for high-voltage underground cables. The temperature rises around a buried cable, caused by excessive heat dissipation, may increase considerably the thermal resistance of the cables, leading to the danger of "thermal runaway" or damaging to insulators. It is a key design factor to develop the mechanism on thermal behavior of backfilling materials for underground power conduits. With a full-scale field test, a numerical model was developed to estimate the temperature change as well as the thermal resistance existing between an underground power conduit and backfill materials. In comparison with the field test, the numerical model for analyzing thermal behavior depending on density, moisture content and soil constituents is verified by the one-year-long field measurement.

  • There are a lot of curved subway stations in Seoul metropolitan area. These must be straightly constructed as many as possible. But some of stations are roundly designed and built in order to avoid pre-existed underground obstacle such as basement of high rise building, underground gas or water pipe line and subway stations from another line. As shown fig 1, one of the biggest problem occurring curved subway station is considered large gap between platform and vehicle when vehicle completely stop at the station. The gap potentially is in existence to subway passenger as very dangerous factors in rush hours. If passenger accidentally drop their food or leg between this gap when they get on the train and train leaves station, the passenger will be seriously injured by vehicle. In this paper, various design and instruments are introduced and best solution for this matter will be presented. In order to eliminate any possibility of accident happened gap between platform and vehicle, KRRI(Korea Railroad Research Institute) have been developed new safety instrument. These technologies were applied for patent by KRRI. These mechanisms will provide confidence as well as safety to Korean subway passenger

Appropriateness Check of the Existing Depth-averaged Velocity Conversion Factor in River Discharge Measurement Using Surface Velocity (표면유속을 이용한 하천유량측정에 있어서 기존 수심평균유속환산계수의 적정성 검토)

  • 전자파표면유속계를 이용한 홍수유속측정에 있어서 수심평균유속환산계수로 0.85를 표면유속에 일률적으로 적용하도록 제시하고 있다. 그 동안 이의 적절성 여부에 대한 논의가 꾸준히 지속되어져 왔다. 이에 전자파 표면유속계를 개발하고 상품화하여 보급시킨 개발 주체의 입장에서 이에 대한 검증을 시도하였다. 이의 검증을 위해서 가장 중요한 것은 정해진 측정지점의 유량측정시각의 정확한 유량을 파악해야 함은 필수조건이다. 하지만 유량측정지점의 유량의 참값은 알기는 참으로 어려운 일이다. 이에 지금까지는 댐의 방류량을 참값이라고 가정을 하고 여러 가지 기기를 이용한 유량측정을 실시하여 각 기기의 측정오차를 비교하는 기준유량으로 댐방류량을 이용하였다. 따라서 본 연구에서는 방류량의 정확성 파악에 의하여 수심평균유속환산계수의 적정성 여부를 검토하고자 하였다. 또한 이에 대한 이론적인 접근의 방법으로서 유속분포곡선식으로부터 수심평균유속환산계수를 산정하여 이를 기존에 표면유속을 평균유속으로 환산하기 위해서 적용하였던 계수와 비교를 하였다. 기존의 수심평균유속환산계수로 이용한 0.85에 대한 이론적인 검증을 위해서 Power law형의 유속분포식으로부터 수심평균유속환산계수를 유도한 결과 하상의 재료에 따라 0.833 (거친 하상)~0.875 (부드러운 하상)의 범위에 분포하였다. 이는 환산계수로 이용하고 있는 0.85는 유속분포가 크게 변동하지 않은 경우에 수심 평균유속을 환산하는데 이용함에 무리가 없음을 보여준다. 기존의 대청댐 방류량을 이용한 수심평균유속환산 계수를 산정한 결과를 분석한 결과 환산계수가 0.828~0.868의 범위에 분포하고 있다. 즉 기존의 수심평균유속환산계수로 이용을 하고 있는 0.85와 비교했을때 ${\pm}3%$의 오차를 보이고 있음을 알 수 있다. 대청댐 방류량에 대한 검증을 위해서 여러 가지 기기를 이용한 동시 유량 측정을 실시하였고, 전자파표면유속계로 측정한 표면유속에 기존의 수심평균유속환산계수 0.85를 적용했을때의 유량산정 결과를 다른 방법에 의한 측정 결과 및 방류량과 비교를 실시하였다. ADCP 측정은 유량조사사업단과 한국수자원공사 충청지역본부의 도움을 받아 실시하였는데, 유량조사사업단은 9회 측정하여 평균한 유량이 242.0 cms, 충청지역본부에서는 6회 측정하여 평균한 결과가 234.6 cms이었고, 전자파표면유속계로 측정한 표면유속을 이용하여 산정한 유량이 249.0 cms이었으며, 동시유량 측정당시 방류량은 242 cms이었다. ADCP를 이용한 유량측정에 있어서, 각 측정시의 유량측정 오차가 최대 20% 까지 나타나고 있다. 반면 대청댐의 발전 방류량은 거의 일정한 수준을 유지했던 것을 감안할 경우 유량측정 기간에 하류의 조정지댐으로 인한 배수효과의 영향으로 ADCP를 이용한 유량측정값에 변동이 발생한 것으로 추측된다. 전반적으로 부자를 제외하고는 사용된 유량측정 방법들이 거의 동일한 값을 보임을 알 수 있다. 또한 표면유속에 기존의 환산계수를 적용하여도 유량산정이 다른 방법과 유사하게 산정됨을 알 수 있다.
