An Estimation of Residents' Willingness-to-pay for Urban Farming in the New Development Areas: Focused on Bundang and Dongtan (신도시 내 도시농업 도입에 대한 거주자 지불의사금액 추정: 분당, 동탄신도시를 중심으로)

  • Recently multifaceted advantages of urban agriculture are emerging in civil society and related policy arena such as food safety, environment, and social welfare. This study tried an estimation of residents' willingness-to-pay for urban farming to examine feasibility of using part of urban green infrastructure as urban farm (e.g. allotment garden). A survey targeting Bundang and Dontan new-town residents was carried out and willingness-to-pay for urban farm rental was estimated by contingent valuation method (CVM). The estimated rent was cross-checked with the rental cost and travel cost paid by hobby farm users in the outskirt of metropolitan area. The result of this study showed that the potential demand for urban farming is ample if urban farms or allotment gardens are planned within new development areas. That is, 72.6 percent of new-town residents questioned had intention of using allotment garden within urban parks and green spaces. Estimated willingness-to-pay for renting a plot, $16.5m^2$ of urban farm, was about 236,000 won(KRW), which is higher than rent for a plot of allotment garden which is located out of city. Variables which were statistically significant to estimated willingness-to-pay for urban farming were sex, age, and occupation of respondents, among other explanatory socio-demographic variables, while expected frequency and duration of visit to urban farm were insignificant.

  • This study is the results to survey on the problems and improvable Policies for current escalation system in construction contracts, through a Delphi survey to experts. From the survey results, it is desirable to decide the fluctuation rate of construction cost, which is the requirement of escalation clause, on the basis of inflation rate or construction cost index. The desirable price fluctuation rate is proposed as a $3\%$ level. However, it is difficult for construction companies to cope with the sudden increase of material price in advance, arising from short-term shock factors such as exchange rate and international raw material's price. Accordingly escalation system for specified materials, as an exceptional mode, should be introduced. As a method to calculate the fluctuation rate, ARCA(adjustment rate for the categories of articles) is more desirable than ARI(adjustment rate for an index), because the ARCA can be more reflected the characteristics of each construction work.To rationalize the ARI method, it is needed to announce the wage index, material index and machinery expense index via detailed classification by construction types. Also, it is desirable to prescribe the bidding date as a starting date of the price change, rather than contact signing date. considering the price change can happen since the biddiilg stage.

  • Cost of construction project have to be estimated based on drawing before execution. Cost estimate and check would be performed numerously for preparing general outline of requirements and determining the budget at conceptual planning stage, for obtaining decision on every matter related to design, specification, construction and cost at design stage, and for predicting bidding cost. Thus, importance of cost estimation cannot emphasize too much in construction. However, there are lack of standard estimation method, process, and cost analysis method, that square foot estimation method is as used as eyer, in Korea. Thus, This research present the direction for improving cost estimation and management in construction; It is demanded that establishing standard data base methodology, multi-level database model CUBE, and standard cost planning process, choosing cost estimation methodology according to objectives and cost planning process, and making more experts.

  • The purpose of this study is presume that reasonable construction period of constract and appropriate number of persons for works according to reconstruction. This study is presume reasonable construction period of constract and appropriate number of person of reconsruction with a case study out of apartment R.C construction. The result of this study are as follows: 1. In case of four building of apartment Resonable constrution period: 750days$\sim$800days, the average(1day) number of persons under working: 63.5 persons. 2. In case of four building of apartment Resonable constrution period: 850days$\sim$900days, the average(1day) number of persons under working: 100.6 persons. 3. In case of four building of apartment Resonable constrution period: 1000days$\sim$1050days, the average(1day) number of persons under working: 145.0 persons.

Improvement of Quantity Take-Off and BoQ through the LOD Criteria Analysis of BIM Models (BIM 모델 표현 수준(LOD) 분석을 통한 내역체계 개선방안 연구)

  • Recently, BIM has been actively introduced in construction projects. In particular, the introduction of BIM in cost estimating process is expected to improve the accuracy and efficiency of the cost estimate. However, the quantity calculation and BoQ documents preparation process still require manual work. Although the BIM model may support quantification process, it is still problematic that the level of detail of the model must be very detailed to meet the items in BoQ. To address this, it is necessary to analyse the LOD criteria and to analyze the extent to which quantity can be computed according to the level of detail in the BIM model. For the analysis of LOD-based work items, the work item grades were divided into A,B, and C. In this study, the ratio and cost of each item that can be calculated at the LOD level in the detailed design phase are reviewed for each type of work, and the method for improving the quantity calculation using BIM is proposed. In the LOD 300 stage(Detailed design stage), the largest number of items in the class B, the major improvement class, are window and glass work. In addition, the most expensive type of work was analyzed by reinforced concrete work. In the future, it is necessary to suggest appropriate improvement way for items with high item ratios and items with high cost ratios. The results of this study are expected to be used as a BIM-based cost estimation or as basic data for improving the current BoQ system.

  • This research has been Initiated to provide an effective management tool for budget control of the public projects using EVMS. Barriers to implementing the tool for the domestic public projects are identified : no PMB (Performance Measurement Baseline) for budget control, management by BOQ(bill of quantity), no systematic planning and control. To eliminate these barriers, an integrated cost and schedule management process model using EVMS is proposed. This model is composed of six sub processes : organizing, scheduling, budget allocating, establishing PMB, managerial analysis, change incorporation.

  • Nowadays the rapid change in construction environment getting more globalized and complicated has caused lots of unexpected risks from inside and out of the country, so more sophisticated construction management strategies are being strongly needed. This paper suggests a risk management model with which we can estimate the appropriate contingency by quantifying the amount of probable risks immanent in large construction projects, which have a high degree of uncertainty in the anticipation of the total construction cost. To develop the model, the risk factors that make cost variations are elicited based on the real data of the contingencies assigned to the past projects. Furthermore, the influential relationship of risk factors is structured by applying the CRM(Cost Risk Model) which is the synthetic model of Monte Carlo Simulation, Influence Diagram and Decision Tree. The ultimate outcome of this research can by validated by tile case study with a large construction project performed.

법령과고시(1) - 하도급 거래 공정화에 관한 법률 일부 개정

  • '하도급 거래 공정화에 관한 법률' 법률이 일부 개정되어 지난 5월 28일 공포되었다. 이 법령은 오는 11월 29일부터 본격 시행된다. 개정된 주요 내용은 ${\Delta}$계약체결일로부터 30일 이내에 원사업자는 수급사업자에게 공사대금지급 보증 ${\Delta}$공사대금 지급수단이 어음인 경우 만기일까지, 어음대체 결재수단인 경우 하도급대금 상환기일까지 대금지급 보증 ${\Delta}$공사이행 중 원사업자가 공사대금 지급보증 사유 소멸 시 소멸일로부터 30일 이내에 공사대금 지급보증(다만, 일정한 경우 보증 제외) ${\Delta}$원사업자가 수급사업자에게 공사대금 지급보증을 하지 않은 경우 수급사업자가 한 계약이행 보증을 청구할 수 없도록 했다. 이로써 그동안 어음 수령으로 보호받지 못했던 대금지급 보증을 받을 수 있게 되었고 원사업자의 대금지급보증 면제사유(신용등급 A 이상, 발주자 대금직접지급, 한 건의 공사금액이 천만원 이하)가 소멸된 경우에도 30일 이내에 대금지급 보증을 해주는 등 대금지급 보증 범위가 넓어져 보증금을 원활히 받을 수 있게 됐다. 또한 원사업자가 대금이행 보증을 하지 않을 경우 하수급인의 계약 불이행을 사유로 계약이행 보증을 청구할 수 없는 조항이 신설되어 앞으로 대금지급보증 교부율이 높아짐은 물론 하수급인에 대한 보증을 주로 하는 대한설비건설공제조합의 보증 리스크 감소 효과가 기대된다. 대한설비건설협회(회장 이상일)와 대한설비건설공제조합(이사장 김기석)은 그동안 대부분의 하도급업체인 회원 및 조합원사의 권리보호와 원도급자의 불법 불공정 하도급 거래행위를 개선하기 위해 국회, 국토교통부, 공정거래위원회 등 관련부처에 지속적으로 건의하며 제도개선을 추진해 왔다. 이같은 협회와 조합의 공동노력에 의해 이번에 공정거래위원회에서 일부 개정한 것이다. 개정된 하도급거래 공정화에 관한 법률은 다음과 같다.

건설현장 여성근로자의 안전보건 문제점

  • 사회적으로 여성의 지위가 상승하고 역할이 강조되면서 거의 전 산업분야에 걸쳐 여성의 진출이 매우 활발해지고 있는 실정임에도 아직 건설업에 있어서 여성의 역할이나 참여도는 매우 낮은게 현실이고 또 기존의 건설업에 참여하고 있는 여성근로자들도 단순 사무보조 또는 단순 일용노무직에 불과한 현실이다. 여기 약 20여개의 현장을 공사규모, 종류, 기간, 금액, 각각의 시공사별로 표본 추출하여 각 현장의 안전관리자들에게 설문 받은 내용들을 보면 건설업에서의 여성근로자들이 얼마만큼이나 안전, 보건상으로 소외되고 관심밖에 있는지 잘 나타나 있다 하겠다.(중략)

Status of Waste Incineration Processing in the Country (국내 폐기물의 소각처리 현황)

  • 환경산업에 대한 관심이 고조되는 가운데 국내 환경산업의 실태는 어떠한가\ulcorner 60년대 중반 태동 하여 70년대 후반 몇 백개 업체가 형성되면서 비로소 환경산업이라고 불리우기 시작했다. 그후 지속적인 성장을 이룩하면서 80년부터 92년까지 연평균 증가율 13.8%를 보이며 92년 말 등록된 방지시설업체 수는 총 7백27개업체가 되었다. 한 업체당 연간 평균 공사금액 또는 91년에 비해 92년에는 약 3억 원 정도 늘어난 것으로 나타났다. 그러나 물가상승 등을 고려해볼 때 오히려 업체들의 경영상태는 악화되었으며 영세함을 벗어나지 못하고 있다고 할 수 있다. 기술적인 측면을 살펴보면, 92년 국립환경 연구원 등 전문기관에서 평가한 국내환경기준은 선진기술을 10 0으로 기준하였을 ㄸ 폐기물 소각기술은 20-30%, 대기, 수질오염 방지기술은 60-80% 정도인 것으로 나타났다. 즉, 폐기물소각기술은 선진국에 비해 다른 분야보다 훨씬 더 낙후되어 있는 것이다. 국내 폐기물 처리가 거의 매립에 의존하고 있는 것을 보아도 미루어 짐작할 수 있다.
