건축공사의 적산은 제시된 설계도나 기지 시방서에 의하여 공종별로 수량을 산출하고 그 명 수량에 소요단가를 정한 금액을 합산하여 공사비를 적출하게 된다. 공사량을 적출하고 공사비를 계산하는데 있어 기본 지침서가 되는것은 정부(건설부)제정 건축적산비율 및 건설공사 표준품셈이 있다. 공종별로 주요하다고 생각되는 1981적용 건축적산비율의 내용과 적산하는데 필요한 자재의 규격 및 1981적용 건설공사 표준품셈을 근간으로한 일위대비표를 건축사 여러분이 실용함에 있어 다소나마 도움이 되지 않을까 생각되어 본지를 통해 소개한다. 본지의 지면관계상 상세하게 또한 전공종을 다 소개하지 못하는 것을 아쉽게 여기면서 지면이 허락하는데로 또한 자료가 정리되는데로 계속해서 소개해 드리고자 한다

건설산업기본법 시행령 시행규칙이 개정, 2008년 12월 31일 공포되었다. 이번에 개정된 건산법 시행령은 ${\bullet}$원도급자의 공사금액 조종사유 통보 내용과 절차 구체화 ${\bullet}$소규모 공사의 건설기술자 중복배치 허용 현장 수 확대, 건산법 시행규칙은 ${\bullet}$건설공사 하도급계약통보서 및 건설공사대장에 4대 보험료 등의 내용 명시 ${\bullet}$건설업 양도 공고절차 간소화 등의 내용이 개정되었다. 개정된 건산법 시행령은 오는 7월 1일부터, 시행규칙은 오는 4월 1일로부터 시행된다.

Recently, there are many roundabouts installation works which are ordered to provide convenient transportation to road users as well as to eliminate traffic accidents and traffic delays. This study propose an approximate construction cost estimation model for early stages of roundabout construction. The model is designed considering the conditions of the early stage roundabout construction sites in Jeju. The regression equation of approximate construction cost was derived through regression analysis of 25 design data of roundabout construction in Jeju, and it was analyzed to have a high prediction accuracy. Finally, results verifies high prediction accuracy of the derived regression equation. Difference between the estimation cost and the design cost was only 2.3%, 3.7%, and 5.8% that verifies the high accuracy of the proposed approximate construction cost estimation model.

조달청은 지난 11월 15일 혁신적인 입찰제도 개선 내용들이 들어있는 $\ulcorner$부실방지 및 입찰질서 확립제도 개선방안$\lrcorner$을 발표, 앞으로 이 제도의 시행을 위해 법제화를 건의할 방침이다. 본고는 부대입찰공사에 대해서는 원도급자의 낙찰률과 관계없이 하도급은 공사예정금액의 85$\%$ 이상에 주도록 법제화하기로 했으며, 부대입찰로 계약된 하도급부분은 해당공사 대금을 하도급자에게 직불하도록 하는 등의 주요내용이 들어있는 조달청이 발표한 $\ulcorner$입찰제도방안$\lrcorner$을 전면 게재한 것이다.

민간건설공사 대금 지급보증제 도입과 불공정 특약 규정 무효 등을 주요 내용으로 하는 개정된 건설산업기본법이 지난 8월 6일 개정되어 내년 2월 7일부터 시행된다. 개정된 법률에서 계약금액 및 기간 변경 불인정, 계약체결 전 예측이 어렵거나 구체적으로 정하지 않는 내용의 책임 전가 등 건설공사 도급계약 내용 중 계약당사자 간 현저하게 불공정하고 불평등한 특약은 효력을 잃는다. 또한 민간건설공사에서 수급인은 계약이행보증에 대응하여 발주자에게 공사대금지급보증 또는 담보제공 요구를 할 수 있게 되며, 계약당사자가 대등한 입장에서 공정하게 계약을 체결하도록 표준계약서 사용이 권장된다.

국내 최초로 ESCO사업에 의한 열병합발전시설이 호남석유화학 여수공장에 들어선다. 고밀도 폴리프로필렌과 폴리에틸렌 등을 주력 생산품으로 하는 이 공장은 올 연말에 준공완료를 목표로 지난 5월부터 약 520억원 규모의 집단에너지공급시설 설치공사가 한창이다. 8년동안 자금이 회수되는 이번 공사는 금액상으로도 단연 국내 최대규모다.

Providers haven't recently had a flexible construction cost estimation system to meet various needs of consumers about public housing. So the subject of this study is to estimate construction cost reasonably in early project stage of public housing and then develop reliable means which is able to support construction cost management and establish a adequate funding investment plan as a provider. In this study, Regression analysis was performed by the case on 20 public apartment complex which were designed from the first half of 2007 to the first half of 2008. A total construction cost of construction, civil engineering, machinery, elevator, land scape, electricity and communication work was used as one sample for increasing explanation and representativeness of the case. In addition, The total construction cost which is devided into design, contract and completion cost was variously analysed for increasing relevance of model and actual utilization. The result of estimation model based on a total construction cost set up completion and design cost showed that error rate is within 2%, which is a excellent result. The estimation model of the construction cost developed by this study is expected to estimate approximate construction cost which is adjacent real construction cost in early stage of the project by using some data.
