A Study on Cyber GIS education for Local Government Officers (GIS 사이버 교육에 관한 연구 : 공무원을 대상으로)

  • The Ministry of Construction and local governments have spent lots of money to construct 1: 1,000 scale digital topographic map. However the digital map is used only in facility management departments and the department in charge of GIS. In local governments, almost 70 ∼ 80 % of data are related with maps, which represents GIS technique and the digital maps could be used 70 ∼ 80 % of local government tasks. In this circumstances, it is necessary to spread out GIS usage through GIS education. However, there are lots of limits in GIS education such as number of people which can take classes at one time, physical location and size of classroom, and curriculums etc. To overcome these limits, cyber GIS education is becoming more important. This study presents how the cyber GIS education should be composed for the local government officers. For this purpose, this study accomplished followings ; grasp current GIS education status, analyze the needs of GIS education for local government officers, propose cyber GIS courses and curriculums according to the level of officers.

Effect of perceptions of attributes of Cyber Education on the adoption decision (사이버학습 속성인식이 학습참여결정에 미치는 영향 분석)

  • By entering the information society, the trend of increasing use of the cyber education to deliver high-Quality educational programs is likely to continue. For instance, supported by the government agencies, central officials training institute is expending vast amounts of money for the installation of cyber education programs. However, much of the research that has been done concerns the discrepancy between the potential and the actual use of technology in the field of education and training. The intent of this study was to identify the decision of the adoption of cyber education among national officials who had just peceived the existence the cyber education programs which would be used for their professional training and development, and to investigate the relationships between the Rogers' five attributes of innovation (relative advantage, compatibility, easy of use, observability, trialiability) and their decision of adoption. The results of the study generally concurred with Rogers diffusion of innovation theory revealing that perceived compatibility, easy of use, and observability of cyber education are significant predictors of decision to participate in cyber education.

  • The gender equality consciousness of public service workers is important since it is not only existed as attitudes and behaviors but also utilized as a policy tool. Therefore, it should be developed to improve practical abilities which enable them to analyze and integrate their own works based on gender perspective. This study examined the experiences and attitudes toward gender egalitarianism education, based on a survey of public service workers in Daejeon city(699 men and 457 women). The results can be used for desirable changes of gender egalitarianism education. We can see that the will of men to participate in the gender egalitarianism education is lower compared to it of women. To expand gender egalitarianism education, the motivation and legislation for participating in education, and the development of various education programs according to gender, age and positions are needed.

A Study on the Effects of Personality Characteristics of A New Public Official on Academic Burnout (신임공무원의 성격특성이 학업소진에 미치는 영향에 대한 연구)

  • Public officials are volunteers for the people, and the police are in charge of the safety of the people. In particular, the marine safety of Korea, which has three sides of the sea, is very important. The education of maritime police is a very important factor due to the specificity and risk of the sea. In particular, since the new curriculum is linked to the job while in office, factors related to educational performance are more important. In this study, the relationship between personality characteristics and academic burnout was examined for 200 new maritime police officials. Among the five factors of personality characteristics, extroversion factors, neurotic factors, and emotional exhaustion factors were extroversion factors, neurotic factors, and cynicism factors, and extroversion factors, neurotic factors, and integrity factors. In particular, the five factors of personality characteristics that have the greatest influence on academic burnout were neurotic. For the educational satisfaction and effectiveness of the new maritime police officer, it is necessary to minimize the psychological margin and stress of the new maritime police officer.

  • 본 연구는 국가중요시설의 청사 내에 근무하는 청사보안과 안전유지, 질서유지를 담당하는 방호직 공무원에게 발생하는 다양한 민원인 불량행동의 유형과 국가중요시설에서 일어나는 각 유형에 맞는 민원인 불량행동에 대한 개선방안을 효율적으로 제시하는데 그 목적이 있다. 이에 인터뷰를 통해 국가중요시설에서 근무하는 방호직공무원이 느끼는 민원인 불량행동이 어떠한 유형으로 있는지 조사하였고 개별면담을 통해 나타난 대표적인 민원인 불량행동의 유형들은 첫째, 국가중요시설 내에서 큰 소리를 지르고 욕설을 하는 언어폭력형 둘째, 각 국가기관 및 지자체의 국가중요시설에서 서비스 업무수행 과정 중 다른 타 민원인이 있음에도 본인 자신의 이익과 편의를 위해 행해지는 행위를 하는 이기주의형 셋째, 각 국가중요시설의 규정 및 내규가 있음에도 규정된 규칙을 무시하고 따르지 않는 규칙위반형 등이 있다. 이에 따라 각 유형별 민원인 불량행동에 대한 개선방안 항목들로 첫째, 방호직공무원 교육의 체계화, 둘째, 민원인을 응대할 수 있는 기관의 내규 및 규칙, 셋째, 민원인에게 겪는 스트레스를 해소할 수 있는 환경을 제시하였다.

Big Data Education Contents for Healthcare Officials (보건의료담당 공무원을 위한 빅데이터 교육콘텐츠)

  • Big data technology has been rising as a leading technology in the healthcare paradigm. As a world-class big data nation including National Health Insurance data, Korea has been focused on health policies and sustainability through database forecasting and policy establishment. So the need for education of big data by public officials in healthcare sector is increasing. However, there has not yet been National Competency Standards(NCS) or education modules, in this study, healthcare big data education module and content have been developed for the public servants with confidence.

The Meditating Effects of Public Employees Professionalism on the Relationship between Public Occupational Ethical Awareness and Organizational Commitment (공무원 직업윤리의식과 조직몰입의 관계에서 직업전문성의 매개효과)

  • Occupational ethical awareness is a system of norms and standards of behavior and an important component of professionalism that affects organizational performance and commitment. The purpose of this study is to examine the mediating effect of professionalism on the relationship between job ethics and organizational commitment of civil servants. A survey was conducted on 300 central government officials with more than one year of employment. 261 copies were used for the final analysis. The results are as follows. First, the vocational ethics of civil servants had a significant effect on professionalism. The higher the years of service, the higher the level of ethics. Second, the work ethic of public officials had a significant effect on organizational commitment. These results can be interpreted as the internal commitment of civil servants to the state of work ethic. Third, the mediating effect of professionalism was verified in the relationship between public morality and organizational commitment. Based on these results, the public ethics of public servants are the basis for accepting public values and goals. Vocational expertise with embedded codes of conduct and value systems influences organizational commitment. As a practical implication for improving the ethical ethics of public officials, education programs for improving ethical consciousness according to job titles and duties were provided, and the ethical ethical competence was presented.

Knowledge and Attitudes about HIV/AIDS among Health Care Officers in S. Korea (보건복지 공무원의 에이즈에 대한 지식과 태도에 대한 연구)

  • Objective: This study explores the level of knowledge and attitude towards HIV/AIDS and the relationship between knowledge and attitude among social workers and nurses working in the public sector in Gwangju, S. Korea. Methods: The sample was composed of 121 nurse and 124 social workers. For the purpose of this research participants completed a questionnaire designed to assess their knowledge and attitudes about HIV/AIDS. The data was collected between December 2008 and January 2009. All data was analyzed using SPSS WIN version 12.0 for technical statistics. t-Test, ANOVA and multiple regression analysis was employed. Results: First, the result of this research showed that the level of participants knowledge on HIV/AIDS was 85.9%. The nurses score was significantly higher than social workers on knowledge. Second, the outcome also showed that nurses generally had a more positive attitude about HIV/AIDS patients than social workers but it was not significant. Third, participant's attitudes towards HIV/AIDS was significantly influenced by the level of knowledge and previous education about HIV/AIDS. Fourth, the results also showed that knowledge on HIV/AIDS is the most important influencing factor towards the participants attitude. Conclusion: This result has important implications for future education programs designed for health care professionals including nurses and social workers. Given the importances of the role of public officers as practitioners and policy makers on HIV/AIDS, the education program should not only focus on lectures but also include a sharing of practical experience and knowledge.
