A Study on Public Characters : focused on Site-Specificity (장소특정성(Site-Specificity)을 중심으로 한 공공캐릭터에 관한 연구)

  • With the development of the domestic character industry, the interest in public characters has also been increased as like the characters of industrial contents. The public character is a non-commercial character implicitly expressing the symbolism shared or directed by members of the specific region, organization, organization, organization, or event. It has been distinguished from commercial design, aiming the profit for a specific person or group, and it has been given the role coincided with the purpose of public design, pursuing social value such as citizens' happiness, happiness in the subject and object, aiming value and role of design. Public characters has been grown around the local government character development, but most of the characters were not practically utilized. However, as interest in public characters has been increased, those have been received worm welcome again as a means of expressing the uniqueness and identity of the region. In this paper, we have tried to study the expression of identity of public character by substituting the site-specificity. The site-specificity is referring the art of the time that focuses on the region in contemporary art, a work in which the meaning is created by a specific region and situation. Currently, as a main role of public character is representing the region or the institution, its identity and value can be judged by the community it belongs. Through this, it is intended to study the social meaning of the character in the region as a public design.

Since the late 1960s, the world has undergone many political and social changes, and social movements have been active to protect the socially underprivileged, including women, children and workers. This phenomenon led to the diversification of the collection of the general public, the community, and the minority, and the expansion of the artist's political remarks and themes in the art world. , completed in conjunction with these social issues, surveyed and recorded the reality of workers in a factory in London and produced it as a artwork. is a collaborative work of three artists, a record of workers in the 1970s, and a record of the labor situation, factory, and even the history of the region. Therefore, this study examined the methods and features of , which dealt with the lives of women workers in the 1970s, based on social conditions.

  • The purpose of this study is to find out what the implications for communication in the Untacted era are through interpretation of works created by researchers for communication and relationship using traditional Hanji materials as a new communication method to cope with the situation of Corona 19. This work uses an in-depth interpretation of the motivations, intentions, and meanings of researchers who are challenged with their experience, knowledge, and intuitive insights. The works and interpretations that were originally exhibited for the purpose of human relations and communication using Hanji materials representing traditional Korean beauty are as follows. First, creative activities that utilize traditional materials for human relations and communication through overcoming the limitations of the untact era, such as Corona 19, are helpful for mutual understanding and finding meaning. Second, the use of traditional materials for the formation of relationships and communication between people in the same ethnicity, language, and space can be a medium for forming a common perception. The findings will provide motivation for the use and expansion of human relationships and communication in disaster situations as basic data.

Possibility to Develop the Green Tourism in Conjunction with the Image of the Local Community: the case of Daejeon (지역 공동체 이미지와 연계된 녹색 관광 개발 가능성 연구 : 대전지역 사례)

  • The purpose of this study is to look into whether there is a possibility to develop the image of the local community in conjunction with green tourism, thus to explore the concrete ways to vitalize local community with diversified green tourism programs. In the pursuit of relating the research of community image-building with comprehensive local characteristics, this study selected the case of Jung Bang I village near Daejeon and analyzed the case through both written materials and on-site investigation. As a result of analysis, first, it was found that community image-building contributed positive effects in terms of the commercialization of the local community and its revitalization. Second, it was observed that community image-building led to form a "green route" that played a role as a passage to link townspeople to the country. It was also verified that those country villages that succeeded in image-building provided the places where people could experience the country and arts, which showed the potential of their roles as educational opportunities. In conclusion, this study will be able to suggest the direction to where the green tourism and image-building projects of the small communities near towns should go, and also provide a substantial guideline to related people regarding how to operate and maintain the local community.

  • Religion is the symbolic form and action, linking the ultimate condition of life with human beings. Religious idea grasps the world through symbols and gives birth to the action through symbols. This research put its purpose in elucidating the effect of religion on the costume and its mechanism. It's focus is centered on Buddhism, Hinduism, and Islam which are among the world high religions. Part of this research also examines the mechanism in which several composing factors are expressed with rituals and manifested with costumes, this process was diagrammatized and suggested. The composing factors of religion such as belief system, experiences, community, and rituals are closely related. Ritual especially, is the symbolic action, practice, and the way of rescue, expressing religious meaning. Religious rituals such as imitative rituals, positive or negative rituals, sacrificial ritual, and rites of passage have been expressed with religious music or figurative art such as costume, construction, and art as well as religious ritual like ancestral rites. Religion has had a great effect on the overall culture including costume as a belief system by lightening the meaning of life and suggesting the solutions to the human problems such as anxiety or conflict.

  • Now, our urban space is composed of all kinds of sculptures that lost its individual charm in trend flows and street furniture standardized by the integrated design of standardized franchises and similar architectures per each region and autonomous districts. This study was to introduce the concept called the 'community furniture' in the urban environment that there is no an identity of the regional culture and a sense of place because of the mostly similar street environment. The purpose of this study is to propose the concept called the 'community furniture' referred to as public facilities that imply specific identities of some regions that have became the community art expanded into necessary facilities of urban composition as bus shelter's universal convenience and functionality have been preferentially handled and its regional identities are reflected. For doing this, this study fulfilled application alternatives of community furniture design's basic principles after examining the storytelling process of local cultural heritages and analyzing domestic and foreign cases of bus shelters. Results of this study are as follows. First, convergent synergy effects in information and culture and art sectors could be expected as bus shelters visually deliver storytelling factors that imply locally related images. Second, space and place's characteristics and sustainable design concepts embody local characteristics. They can suggest directions for vitalizing urban environment designs by being in harmony with surrounding environments. Third, it is expected that realizing distinctive places is possible as bus shelters with local communities' aesthetic consciousness and regionality are composed of new street spaces.

A Study on a Democratic Records Management System in Korea (자율과 분권, 연대를 기반으로 한 국가기록관리 체제 구상)

  • We have innovated the records management since 2004. So, We innovated the electronic records management, transparency, and accountability. From these results, we could mark a turning point to plant the democratic values in the government It is very surprising, but it is fact that there are the estrangement between the high level institutionalization and low level records cultural soil. But after starting new government, things have been going backward. We have experienced the hyper-politicized problem, shrinking governance problem, regressive personnel policies in the National Archives of Korea. 'New Innovation Model' has resulted the shrinking democratic values, and the growing the bureaucratism. At this point of change, it will be meaningful to review the future of records management. First, we should make the more archives to realize the self-control decentralization model. It means that all local governments has the duty to build the archives, and to operate it with a principle of autonomy. Second, We should start the culture movement to build the more archives, the small archives in private sector. Archives are necessary in the NGO, Universities, firms, art, media, etc. And the small archives are necessary in the various communities, which enhance the rights of minority. All these will spread the democratic values in our society. Third, right democracy system should be operated for the political neutrality, independency. This problem is not prohibited within the national archives innovation model. So, we should transfer the powers of government to local government, and we should re-innovate the National Archives Committee will have the role to make the important records management policies. In short, Unless going to forward with the more democratic values, it would go backward 'records management without democracy'.
