  • Standing to sue has become one of the most important and controversial issues in suits between the press and the victims injured by the press reports. Even thought Korean law was patterned after the European legal system, there is no denying that the Korean Constitution was influenced by that of the United States. The judicial system was also influenced by its counterpart in the United States. The doctrine of standing to sue has plagued the U.S. Supreme Court for several decades. The traditional test of standing in the federal courts was, at the beginning of the century, whether the interest asserted by the plaintiff amounted to a 'legal right', entitled to the protection of the common law. In recent years, the Supreme Court seems to have settled on a two-tiered method for determining whether a plaintiff has standing to sue in federal court. The first level of inquiry is the constitutional core, and the second is the judicially imposed prudential limitations. The purpose of this study is to find out the doctrine of standing in the legal proceedings caused by the press reports. The press needs to internally transform as well to prevent legal dispute, enforcing confirmation when collecting news materials and building up the device for pre-examining the news. The press is also requested to help sincerely the victim recover, realizing that they waste their reputation and credit not to mention a lot of time and monet during the legal dispute.

And then, verified through site investigation and interview of operation managers. We found out that the high level operating elements are 'Co-working management', 'Membership management' and 'Supporting management' And the low level elements of Co-working management are 'Relationship facilitation', 'Networking event & Party' and 'Community & Communication', Membership management's are 'Service diversity & Price plan', 'Promotion & PR' and 'Alliance & Partnership', Supporting management's are 'Space & Interior', 'Facility & Device, Solution' and 'Mentoring & Education'. And the questionnaire was designed and conducted to Co-working space operators through the AHP method. As a result of the collected data analyzing, the highest priority was the operational element 'Community & Communication', and 'space and interior' is next, 'Service diversity & Price plan' is the third. The results were discussed with the relevant experts and it presents the following operating strategies. First, to create an environment suitable to voluntary coworking is the most important element. In particular, good management of 'Community & Communication' should be considered as a high priority operations strategy in a coworking space. Second, interior and space utilization helps in making the environment and atmosphere conducive to coworking. Office devices and facilities such as IT infra, printer, fax, scan, paper...etc are also important elements. But the reason why these necessary items are given a low priority is that these items don't need any special strategy. Third, in order to create a stable profit, 'Service diversity & Price plan' should be the characteristics of each coworking space because it will attract and secure enough customers. This study is valuable, it could be a great guideline for coworking space in an early stage to adopt operating model and strategy

Second, the library public relations media which PWDs utilized the most were the Internet, library bulletin boards, banners, ARS services, and podcasting, in that order. However, satisfaction with promotions appeared below average(3 points or less). On the other hand, interest in public relations media was very high. Third, it appeared that library users with disabilities most frequently use the websites of their school library, the National Library of Korea, and public libraries in that order. However, the usage rate of services and users' satisfaction with them were very low. Finally, a high demand for facilities with accessibility to PWD users emerged as a result of this study. Therefore, this study recommends greater accessibility, convenience, and ease of facility use for persons with disabilities.

The Professional Identity and Work of Culture and Education Program PD's of KBS-TV in the 1970's: Formation of Broadcasting Speciality, New Technologies, and 'Production Spirits' (1970년대 KBS 텔레비전 교양 피디의 직무와 직업 정체성: 방송 전문성 형성과 신기술, 그리고 '제작 정신')

  • This study explores the formational process of KBS PD's professional identity in the 1970's, focusing on everyday work and workplace for program production. In terms of salary and social-cultural status, a television PD was not a desirable occupation in the 70's. Since the beginning of radio broadcasting, production of culture and education programs had been sub-categorized under Programming Division. Also, it has been claimed in several researches that in the 70's, the production of education and cultural programs had visibly grown owing to the political necessity of policy PR and campaigns, and the introduction of new broadcasting equipment and technologies for producing the mentioned political campaign programs. However, this study argues that the main force that led to such developments was the cultural practices and the production spirits of the KBS PD's. These PD's trained themselves in production workplace from the bottom by assisting film directors and learning from cameramen about the film making and post-production process. Moreover, in the transitional phase from film to magnetic tape recorder, they established themselves as main subjectivities of production by developing Division of Culture and Education as a specialized and independent sector. The "program production spirit and DNA" that evolved from the experiences of working in poor production environment served as a force for developing professional and self identity. However, the culture and education PD's of the 70's were still tied down to the limited roles of simply providing technological and productional 'professionalism' within the hegemonic structure of the strong state. As with the members of any other social domain at the time, PD's had restricted roles to play and putting in effort and competing to create better programs was the only 'freedom' that was allowed. This study argues that under such condition, KBS PD's implemented two strategies to construct their own professional identities: one was to distinguish themselves from official broadcasters, and the other was to distinguish themselves from commercial broadcasters. Unfortunately, ethical practice as a professional became nothing more than an issue of personal morality and broadcasting's public responsibility was lost under the shadows of commercial broadcasting.
