Study on Changes of the Regional Innovation Paradigm & the Structure of Regional Innovation System - Focused on Removal of Public Organization - (지역혁신 패러다임과 지역혁신체계의 변화에 관한 연구 - 공공기관 지역이전을 중심으로한 변화 -)

  • The public organization in the metropolitan area moved to regional province by Regional Innovation Policy in South Korea. This policy was settled to solve the problem of concentration in metropolitan areas and underdeveloped regions caused by industrial development strategy for 40 years from 1960s till 2000s. Government decided the plan under the judgement that moving public organization (or institutions) is one of National Innovation Strategy for balanced development. Furthermore, Central organizations/institutions were to be the subject of regional innovation by leading the regional innovation and building a new regional innovation system. The Purpose of this study is finding out the new direction of regional innovation paradigm and a new regional innovation system to be changed after previous public organization moving from metropolitan area to region province. And this study pointed up the problem between plan and process of Organization Removal, suggested the topics for success of New RIS, and prepared more details methods in future study.

Directions of Public Institution Innovation in Participatory Government (공공기관의 경영혁신방향)

  • Public institutions guaranteed exclusive position of core business are likely to be inefficient in management. Past governments made various efforts to innovate public institutions. Participatory government drove innovation of public institutions through Ministry of Planning and Budget, and this innovation policy had problems as followings: shortage of common sense of innovation, lack of understanding of innovation, gradual execution of innovation instead of system innovation for business innovation, lack of consideration of characteristics of various public innovation, overlapping of evaluation system, and nonobjective design of evaluation indicator. MB government has diverse assignments for improvement of these problems as followings: transformation of business mind, voluntary participation of employee, improvement of management system of public institutions, reform of business evaluation system, promotion of internal competition, and construction of performance based business system. What is the most important point for successful reform of public institution is to achieve the support of general public with effective action plan and substantial programs.

  • The purpose of this study is to develop the management innovation scale for public institution and apply scale through examination of relationship between management innovation and innovation performance. As a result, we developed management innovation scale with 7 categories and verified its validity and reliability. Also we found positive effect of management innovation on innovative performance. Based on theses findings, implications of the research findings are discussed, and recommendations for future research are provided.

A Study on the Effects of Job Characteristics and Public Service Motivation of Records Managers on Their Innovative Behaviors (기록연구사의 직무특성과 공공봉사동기가 혁신행동에 미치는 영향에 관한 연구)

  • This study aims to examine the effect of job characteristics of records managers within the public sector on innovative behavior, focusing on the mediating role of public service motivation. To this end, an online survey was administered to records managers employed in public institutions, using 137 copies of the collected data for the final analysis. The results of the study are as follows. First, it was found that the job characteristics of records managers had a significant influence on innovative behavior and public service motivation and that public service motivation had a significant influence on innovative behavior. Second, as a result of examining the mediating effect of public service motivation in the relationship between the job characteristics of records managers and innovative behaviors, it was found that they were partially mediated. These findings confirmed the job characteristics of archival researchers, comprehensively verifying the meaningful relationship between public service motivation and innovative behavior.

A Study on the Effects of Librarians' Innovative Work Behavior on Service Quality in Public Libraries (공공도서관 사서들의 혁신행동이 서비스 품질에 미치는 영향 연구)

  • This study aimed to analyze the impact of public library librarians' innovative work behavior on service quality, which is an indicator of organizational performance. To achieve this goal, the study surveyed both librarians and users of seven public libraries in the Seoul metropolitan area and assessed 77 cases of librarian data and 309 cases of user data. The innovative work behaviors of librarians and the quality of service provided to users were examined. The analysis showed that idea realization, the final stage of innovative work behavior, was beneficial for information control. However, idea generation, the initial stage of innovative behavior, adversely affected the affect of service and information control dimensions. The situation where the process stalled at the idea generation stage without progressing to the next stage (idea promotion or realization), was interpreted as leading to decreased service quality. The significance of this study is that it applied the concept of innovative work behavior to public libraries and suggested the impact of public librarians' innovative work behavior on service quality using an empirical method.

지역 R&D 생태계 활성화와 지역공공 R&D조직의 역할 -한국기초과학지원연구원 지역센터 발전방안을 중심으로 -

  • 지역 R&D 혁신생태계를 조성하고자 정부는 부처별로 다수의 지역 공공 R&D조직들을 다투어 구축하고 있다. 현재 지역 공공 R&D조직은 그 역할과 기능이 명확하지 않고, 지자체는 지역 실정에 맞는 지를 따지기 보다는 "일단 유치하고 보자"는 인식이 강하다. 조직의 구성원은 중앙정부 공공 R&D조직문화 및 운영방식에 익숙해져 있어서, 지역 공공 R&D 생태계와 상호작용, 협력메카니즘 구축에 여러 가지 어려움이 있다. 한국기초과학지원연구원은 지역연구자들에게 근거리 연구지원을 위해 전국에 9개의 지역센터를 운영하고 있다. 지역 R&D 혁신생태계 중 기초과학지원이라는 중요한 영역을 맡고 있다. 하지만, 현재 지역센터는 분석수요 대비 지역센터의 인력 및 인프라 미흡, 유지비용 부족으로 성장의 한계에 부딪힌 상황이다. 현재 지역센터의 역할 재정립에 대한 요구가 크다. 본 연구에서는 기초과학지원연구원의 지역센터에 대한 인터뷰 및 설문조사를 통해 지역 공공 R&D 조직의 역할과 기능에 대해 짚어보았다. 우선 지역센터의 현황과 문제점을 종합적으로 살펴보았다. 그리고 지역센터의 역할과 기능, 지역내 포지셔닝을 살펴보고, 실질적인 운영방안검토 및 새로운 역할과 발전전략에 대해 검토하였다. 본 연구는 앞으로 기초과학지원 연구원의 지역센터를 비롯한 지역공공 R&D조직은 국가차원의 당위적 수직적 역할 외에도 지역차원의 수평적 협력적 역할에 대해 새롭게 조명하고, 지역 관점에서 지역 공공 R&D 생태계와 지역산업까지 그 성과가 이어질 수 있도록 역할전환이 필요하다는 점을 제시하였다.

Analysis of the Firm Support Effects of the Innovation Procurement Policy Using Propensity Score Matching and Difference in Differences (성향점수매칭(PSM)-이중차분(DID) 결합모형을 이용한 혁신조달 정책의 기업지원 효과 분석)

  • The Innovation Procurement Policy was introduced as part of the strategic public procurement policy to improve firms' innovation capabilities and enhance the public sector's ability to solve social problems by designating and purchasing so-called 'innovative products.' The pilot procurement project for innovative products was first introduced in 2019, and the policy system for designating and discovering innovative products by government departments, as well as the priority purchase system, was established in 2020. Hence, this study conducted a quantitative analysis focusing on the effectiveness of the innovation procurement system in supporting firms after it was fully implemented. For this purpose, corporate financial and employment data from 2017 to 2021 were used, and propensity score matching(PSM) and difference-in-difference(DID) methods were utilized as analytical tools. The study found that the innovation procurement system contributed to corporate growth and employment and created additional public and private sales channels. Moreover, it is necessary to enhance the innovation procurement system, such as matching innovative product-producing companies with existing SME support policies, for companies to become self-sustaining after the innovative product designation ends.

  • As innovative capabilities of private and public sector in Korea has increased, the innovation system faced with the necessities for transition from imitation oriented approaches to post catch-up approaches. Particularly, public research sector has pressure for the supply of generic technological knowledge from private sector. It needs the transformation of research question setting, organizing research activities and new trajectory for commercialization of research output. This paper analysed the characteristics of post catch-up activities from the case study of Daeduk Innopolis where most of public research institutes are located.

The Effects of Emotional Leadership on Innovative Behavior in Public Organizations -The Mediating Effect of Job Engagement- (공공조직에서 감성리더십이 혁신행동에 미치는 영향 -직무열의의 매개효과를 중심으로-)

  • This study investigated the relationship between emotional leadership with innovative behavior and job engagement, and verified the mediating effect of job engagement in order to facilitate theoretical and practical development of emotional leadership. For empirical analysis, data were collected from the sample of 260 employees of public institutions. The data collected were analyzed using SPSS 23.0 and AMOS 23.0 to verify the hypothetical relationship. Results showed that emotional leadership was positively related to job engagement but not innovative behavior. Job engagement was positively related to innovative behavior. And further, job engagement is found as playing as a positively full mediator on the relationship between emotional leadership and innovative behavior. These results confirmed that the job engagement of the members formed by emotional leadership in public organizations, such as general companies, has a positive influence on innovative behavior. Finally, limitations were indicated and some possible directions for Innovative behavior and its relationship were suggested for future studies.

Participation in public procurement and firm growth : Focusing on the moderating effect of firm age (공공조달 참여와 기업성장: 기업연령의 조절효과를 중심으로)

  • The importance of industrial policy and innovation policy perspectives on public procurement has recently been highlighted. In particular, there have been discussions and studies on whether public procurement directly affects the growth and innovation of SMEs. As an extension of this study, this study analyzes whether the age of a firm moderating the effect of public procurement on growth among the characteristics of firms participating in public procurement. The analysis data was constructed by matching the financial data of about 1,247 firms designated as excellent products by the Public Procurement Service(PPS) from 2006 to 2017 and the public procurement sales. As a result of analysis through the panel regression model, firms with a greater degree of public procurement showed a higher growth rate, and this relationship was stronger with younger firms. This result not only contributes to the existing academic discussion on the effectiveness of public procurement, but also has significance in the establishment of public procurement policy.
