International research has actively explored and analyzed the implementation of e-learning platforms by libraries in response to the advancement of online learning models. In contrast, within Korea, while the significance and necessity of online library services and education are acknowledged, there remains a paucity of studies providing detailed methodologies for their implementation. This study aims to propose a practical e-learning platform for public libraries, detailing design guidelines and developing a prototype. Utilizing the Rapid Prototyping methodology, this study reviewed theoretical backgrounds and prior research, selecting Moodle LMS for initial design guidelines. The validity and reliability of the evaluation were assessed by experts and users. Based on the evaluation results, the final design guidelines and prototype of the e-learning platform for libraries were established. The final guidelines consist of four main functions, nine detailed functions, and forty specific instructions.

Paradigm shift in government services means the evolution to the service with active participation based on information technology. Opening public information proceeds to an extent that private sector participation can be a basis and driving force, and extends to a stage that free and practical use is possible for private sector. Therefore, the government is preparing for legal and institutional foundation for various fields. The government needs to build open network from user-oriented point of view rather than provider-centric point of view, improve communication, and change the way of working due to the fact that flexible and rapid business process is required. It is time to prepare development plans for public the functions of platform-type government that public sector can participate in the role of government, create new value, and give rise to innovation in order to change the functionality of the government and meet the new needs of citizen. This study tries to analyze platform-type government and to study efficient role allocation for sharing resources including informant and system between the government and the private sector, focusing on innovation of public information sharing.

본 논문은 열악한 환경의 중소기업들이 제품개발에 있어서 쉽게 접근, 활용할 수 있는 중소기업 기술지원 서비스로써 소셜매뉴팩처링플랫폼 구축을 위한 공공 서비스디자인에 관한 내용이다. 중소기업들이 안심하고 편리하게 구축된 각종 인프라들을 활용하여 글로벌 시장을 선도할 수 있는 혁신제품을 개발할 수 있는 환경을 제공하는데 그 목적이 있다. 특히, 중소기업이 가장 어려워하는 부분인 상용화 아이템 발굴, 제품디자인 및 시제품제작, 시험 검증 등을 지원하는 크라우드소싱 기반의 소셜매뉴팩처링플랫폼 등을 활용한 토털솔루션으로 기업기술지원용 공공 서비스 디자인 모델을 제시한다. 본 논문은 고객의 관점에서 사용자 친화적인 경쟁력을 갖도록 고객의 요구사항이나 행동패턴을 관찰, 분석하여 미래에 일어날 수 있는 서비스 형태와 기능을 디자인하여 고객 및 제공자에게 효율적이고 매력적인 서비스를 제공하도록 하였다.

최근 사회구조의 복잡화, 산업구조의 다변화, 기후변화 등에 의해 자연재해 및 산업재해, 도시재난이 급증하고, 그 규모 또한 대형화하고 있다. 이로 인해 에너지, 통신, 교통, 금융 등 공공 인프라의 피해가 급증하면서 작은 재해도 큰 재난으로 변하는 예가 늘어나고 있다. 한편 현대사회에 대한 IT의 관여도가 급속도로 늘어나면서 IT 서비스의 궁극적인 형태이자, 모든 산업을 수용하는 개념의 플랫폼(Platform)이 IT를 넘어서 글로벌 사회의 절대적 지배자로 등장했다. 또한 전 세계 유저들의 관점에서 보면 개개인들이 손에 든 스마트폰이 생활의 모든 분야에 걸쳐 소통, 정보, 쇼핑, 제보, 오락 등 모든 활동의 수단으로 절대적 가치를 창출하고 있다. 이는 스마트폰이 가진 스마트 데이터 생산 및 공유 기능에서 비롯된다. 이처럼 스마트 데이터를 기반으로 한 IT플랫폼이 중요한 위치를 점하지만, 아직 재난관리 분야에서 이를 본격적으로 도입, 활용하지 못하고 있다는 점은 큰 문제이다. 국내의 사정을 보면 다행히 벤처기업들을 중심으로 이 같은 플랫폼 구축 움직임이 시작되었으며, 여기에 활용될 데이터 자원을 창출할 수 있는 솔루션 및 특허기술들 역시 속속 등장하고 있다. 시민들이 재난현장을 스마트폰으로 실시간 공유하면 이 스마트 데이터들이 이미지 및 음향정보, 위치기반(GPS)정보, 시각정보, 3D정보, 빅데이터 정보, 센서정보 등으로 분류되어 플랫폼 안에서 인공지능(AI) 딥러닝 방식에 의해 분석되고, 이를 즉시 재난당국 및 시민들에게 재난긴급문자 등 자동으로 경보로 전해주는 것이 이 플랫폼의 핵심 기능이다. 몇몇 벤처기업이 보유한 특허기술을 기반으로 공공자본이 투입되어 이러한 플랫폼이 구축될 경우 국내 재난관리 수준의 획기적 발전은 물론 전 세계를 시장으로 한 플랫폼 수출 또는 글로벌 재난정보 수집능력에서도 엄청난 힘을 발휘할 것으로 기대된다.

This study explored the sustainability of a blockchain-based cultural art performance video platform through the construction of Gyeonggi Art On, a new media art broadcasting station in Gyeonggi-do. In addition, the technical limitations of video content transaction using block chain, legal and institutional issues, and the protection of personal information and intellectual property rights were reviewed. As for the research method, participatory observation methods such as in-depth interviews with developers and operators and participation in meetings were conducted. The researcher participated in and observed the entire development process, including designing and developing blockchain nodes, smart contracts, APIs, UI/UX, and testing interworking between blockchain and content distribution services. Research Question 1: The results of the study on 'Which technology model is suitable for a blockchain-based performance video content distribution public platform?' are as follows. 1) The blockchain type suitable for the public platform for distribution of art performance video contents based on the blockchain is the private type that can be intervened only when the blockchain manager directly invites it. 2) In public platforms such as Gyeonggi ArtOn, among the copyright management model, which is an art based on NFT issuance, and the BC token and cloud-based content distribution model, the model that provides content to external demand organizations through API and uses K-token for fee settlement is suitable. 3) For public platform initial services such as Gyeonggi ArtOn, a closed blockchain that provides services only to users who have been granted the right to use content is suitable. Research question 2: What legal and institutional problems should be reviewed when operating a blockchain-based performance video distribution public platform? The results of the study are as follows. 1) Blockchain-based smart contracts have a party eligibility problem due to the nature of blockchain technology in which the identities of transaction parties may not be revealed. 2) When a security incident occurs in the block chain, it is difficult to recover the loss because it is unclear how to compensate or remedy the user's loss. 3) The concept of default cannot be applied to smart contracts, and even if the obligations under the smart contract have already been fulfilled, the possibility of incomplete performance must be reviewed.

Since the specifications of public services in broadcasting-telecommunication convergence environment are not standardized, the public services should be developed and presented by each IPTV service provider, and therefore it is worried that public organizations and IPTV service providers may invest in the public services redundantly, which are managed inefficiently. To resolve those problem, in this paper, the service and network interfaces among multiple public organizations and multiple IPTV service providers and the interactive VOD-type public service providing system of one source multi-use based on ACAP-J are proposed. The proposed system can be utilized in the standard platform of the evolved new public services. And the used technologies can be utilized as a guide for the development of new services.

This study is based on the 'National Pilot Project on Digital Signage in Sejong Special City', one of the pilot projects initiated by the Ministry of Public Administration and Security. This project was an attempt to present the digital signage as a 'public service content platform' integrated with smart technologies. This study suggests that the planning strategy for placing public service contents on digital signage platform should focus on interests of local communities or users rather than high-tech suppliers of digital signage. In consideration of growing needs for smart technology-based public service, this study concentrates on the strategy for developing 'public digital signage services'. In addition, 'digital signage service tools' were designed to easily establish or execute the strategy. The aim of this study is developing the strategy to make digital signage a public cultural service platform as well as a digital advertisement tool. The final goal of this study is to demonstrate public value creation performance of the 'Revitalisation Project of Sejong City's Commercial Districts', which was possible thanks to the proactive involvement of citizens coupled with progressive utilization of interactive media.

As the viewpoint of data evolves from business resources to value resources, the focus on the data processing is rapidly shifting from the cartesian (alphanumeric) to the contextual. In response to this trend, the government is actively promoting the utilization of public data by the private sectors. With a focus on the fact that the mainstream of public data users is the crowds, this study, therefore, seeks to identify differences between the members and the crowds from information processing view, followed by presenting directions and main points for the design of data platform. This study is perhaps to be a starting point for finding practical alternatives for creating 'collective intelligence ecosystem' and to be a basis for building a big data base in response to the opening of public data.

우리 사회는 산업혁명, 정보화혁명을 거쳐, 모든 것이 인터넷과 연결되는 사물인터넷(Internet of Things) 기반의 초연결 혁명 진행 중에 있다. 이에 정부는 사물인터넷을 공공, 산업, 개인 등 국가사회 현안 해결의 수단으로 활용하여 산업경쟁력 강화 및 창의적 IoT 서비스 제품 창출과 중소 중견 전문기업 육성을 시도하고 있다. 이에 본고에서는 사물인터넷의 핵심인 단말 플랫폼기술에 대한 글로벌 기업 및 프로젝트들의 하드웨어와 소프트웨어 융합기반 사업화 동향을 분석하고, 국내 단말 플랫폼의 개발현황 및 문제점을 살펴본다. 뿐만 아니라, 향후 사물인터넷의 단말 플랫폼 경쟁력 확보 및 생태계 구축을 위한 단말 소프트웨어 플랫폼과 하드웨어 플랫폼 구축방법으로 개발자 지향 개방형 SW-SoC(System on Chip) 융합을 통한 인프라 구축방안 제시하고, 사물인터넷 서비스의 확산을 위해 산 학 연 협력기반 기술개발 로드맵 방향을 제시한다.
