공공기관에서는 인터넷 방송 서비스를 통해 문자, 그림, 사진, 영상, 음악 등 다양한 멀티미디어 정보를 제공하고 있다. 일반 지상파 tv방송과는 달리 공공 인터넷 방송은 양방향으로 커뮤니케이션이 가능한 웹 미디어 플랫폼을 통해 실시간으로 정보를 주고 받을 수 있을 뿐만 아니라 이용자가 원하는 정보를 주문하고 서비스를 받을 수 있어 공공기관과 이용자간 소통수단으로 활용되고 있다. 그러나 공공 인터넷 방송의 시청률과 참여하는 양방향 콘텐츠의 다양성 측면을 분석해 보면 예상과 달리 이용실적이 저조한 것으로 나타나고 있다. 이러한 문제의 주요한 원인으로는 근래에 들어 확산되고 있는 스마트 모바일 환경에 실시간으로 대응하여 공공미디어 서비스를 제공하지 못하는 공공미디어 접근성의 한계와 인터넷이라는 양방향 미디어 플랫폼을 지향하면서도 제공하는 공공콘텐츠는 공급형 중심의 콘텐츠 성격을 벗어나지 못한다는 점을 들 수 있다. 본 논문에서는 이러한 공공 인터넷 방송의 문제점을 사용자 접근성과 양방향 콘텐츠 활성화라는 측면에서 분석하였다. 그 결과 공공 인터넷 방송 플랫폼의 개방성이 필요한 것으로 나타났으며, 다양한 스마트 모바일 환경에서 공공콘텐츠의 생산, 게시, 공유가 자유로운 공공 미디어 플랫폼 형태가 필요한 것으로 나타났다. 이를 바탕으로 HTML5, SNS플랫폼 연계 등이 포함된 개방형 공공 미디어 플랫폼 모델을 정의하고 이를 기반으로 양방향 공공콘텐츠를 활성화 할 수 있는 공공 미디어 서비스 모델과 이를 구현한 구축 사례를 제시하였다.

미래창조과학부는 공공기술 기반 기술창업을 가속화 하기 위해 2016년부터 '연구소기업'의 설립을 촉진하고 이에 대한 지원을 강화하고 있다. 이에 본 연구는 공공기술 기반 기술창업 활성화의 문제를 진단하고 이에 대한 글로벌 관점의 성공기술창업플랫폼을 제안하는 것이 목적이다. 본 연구는 공공기술 기반 기술창업의 성과 창출궤적으로 제시되고 있는 공공기술-제조- -BtoB-글로벌의 라인 중 글로벌 관점에서 공공기술 기술창업기업의 성과창출을 도모할 수 있는 방안에 대해 전문가 인터뷰조사와 사례조사등을 통해 연구를 수행하였다. 연구결과, 공공기술기반 기술창업인 연구소기업등은 질적인 성과 즉 성공적 회수사례를 창출하기 위해서는 현재의 양적인 성과에서 벗어나 창업초기 신규창출형 연구소기업에 대한 민간벤처투자가 활성화되고, 혁신적인 사례창출을 다수하기 위해서는 글로벌 성과창출이 요구됨을 도출하였다. 특히 본 연구는 이에 대해 공공기술 기술창업의 문제를 배태한 성공창업 솔루션 플랫폼으로"Inbound" 글로벌플랫폼을 제안하고 있다.

According to the public open data policy, the government established the demanders-oriented and customized open data plan and allowed people to use plenty of public data free. There are, however, few geospatial information systems to maximize its usability. For the purpose to make the effective geospatial information services, this study examined how data was linked between the public data portal and open platform first. And then this proposed the interface server model to support the data link between these systems technically.

The purpose of this study is to propose the performance measurement model for open big data platform. In order to develop the performance measurement model, we have integrated big data reference architecture(NIST 2018) with performance prism model(Neely et al. 2001) in the platform perspective of open big data. Our proposed model consists of five key building blocks for measuring performance of open data platform as follows: stakeholder contribution, big data governance capabilities, big data service capabilities, big data IT capabilities, and stakeholder satisfaction. In addition, our proposed model have twenty four evaluation indices and seventy five measurement items. We believe that our model could offer both research and practical implications for relevant research.

국/내외의 공공 데이터 공유 개방 흐름에 힘입어, 데이터기반의 다양한 비즈니스 기회가 창출되면서, 데이터를 효과적으로 공유 관리하기 위한 오픈 데이터플랫폼이 공공, 과학기술 분야를 중심으로 확산 발전하고 있다. 공공분야에서는 공공데이터 공유를 위한 CKAN, Socrata 등의 플랫폼이 있으며, 연구분야에서는 DSpace를 기관 데이터 공유 레파지토리(repositories)들이 있다. 국내외에 이러한 플랫폼을 이용하여 데이터를 공유하거나, 분야별로 데이터 저장소들이 증가일로에 있다. 나아가, 최근 단순히 공유하는 것을 뛰어넘어 사용자들에게 데이터 분석을 용이하게 하는 분석 개발 서비스환경을 제공하는 시도가 MS, Google, AWS등에서 보이고 있다. 본 논문에서는 이러한 일련의 플랫폼 개발 동향 및 그들의 특징을 살펴보고, 현존하는 분석형 데이터 플랫폼이 지향하는 기능들에 대해 살펴보기로 한다.

This study aims to conduct the classification of Government as a Platform (GaaP) in a situation where the concept of GaaP can be diversely recognized. This is because inclusiveness and ambiguity in the concept of GaaP can hinder policy enforcement by working-level officials in the public sector. It drew the criteria for classification for GaaP based on literature and cases for GaaP. In the technical aspect, considering data as an overarching factor, the integrated system platform integrating the information system or websites of the public sector and the data platform as a single portal for open data to external stakeholders were sorted. In the governance aspect considering stakeholder as an overarching factor, the communication platform utilized for interaction between public and private sectors and the co-creation platform that encourages public-private partnership to create innovative outcomes were sorted. It suggested an actual implementation case and the policy implication according to each type of GaaP. Additionally, according to the classification of GaaP, it conducted contents analysis as to which type of GaaP the domestic Digital Platform Government belongs to based on its detailed assignment. Based on the classification of GaaP, it drew balanced implementation for various types of GaaP, plan for promoting the participation and collaboration of stakeholders, and necessity of restructuring and reinventing of the public sector as policy implications for the domestic digital platform government.

최근 공공기관의 공공데이터 제공이 활성화 되고 있으며, 이를 활용한 응용서비스에 대한 요구도 증가하고 있는 추세이다. 현재 교통정보예측 플랫폼은 실시간 교통정보 또는 과거 교통정보이력을 분석하여 미래의 교통량이나 도착시간정보를 제공하고 있으나 날씨, 사고 등과 같은 미래 교통정보에 즉각적인 영향을 줄 수 있는 요소를 배제하고 있어 높은 신뢰도를 확보하기 어렵다. 본 논문에서는 교통정보예측에 영향을 주는 요소인 기상, 사고, 교통정보와 같은 공공데이터를 효율적으로 수집 저장 처리할 수 있는 저장방식 및 신뢰도 높은 교통정보를 예측할 수 있는 예측기술이 포함된 b-Traffic 서비스 플랫폼을 제시한다.

The purpose of this study is to analyze measures to promote a private finance initiative aimed at public facility regeneration in the midst of sharp increase in local financial burden due to the low birthrate and rapidly aging population. In particular, the study looked at the case of promoting a private finance initiative through a local platform aimed at public facility regeneration in Narashino, Japan. The study is based on the relevant systems and policies, and government documents and statistical data on the Narashino case. The results show that the local platform helps the local government and participants share business expertise and experiences, leading to improvements in their expertise and business capability. The local platform allows them to identify and discuss potential business ideas in advance, which in turn encourages private investment business.

자율운항선박, 스마트 해상물류 등 미래 해상환경의 패러다임 변화에 대응하여 항로표지 현장시설을 고도화하고 신해상교통인프라 지능화 및 정보서비스 개발을 위해 스마트 항로표지 및 연계기술 개발 사업을 수행하고 있다. 본 사업의 1단계 연구 성과로 스마트 항로표지 통합플랫폼과 항로표지 서비스 성능시험환경이 구축되는데, 본 연구에서는 스마트 항로표지 통합 플랫폼에 설치된 각종 센서에서 수집된 정보를 육상의 성능시험환경으로 연동 시험에 관한 시나리오를 설계하였다. 스마트 항로표지 통합 플랫폼 및 장착되는 센서에 사전에 설계된 해양자원명을 부여하고 항로표지 정보관리시스템의 등록하는 절차를 제시하였고, 실시간으로 수집되는 항로표지 정보를 연동하여 빅데이터 분석 플랫폼으로 저장하고, 저장한 정보를 항로표지 서비스로의 적용과 활용에 관한 시나리오 설계 결과를 검토하였다.

According to broad spread of smart phone, interest for LBS is increasing. but the marine alert system for providing public LBS service. the practical use of LBS is weak because the range of tracking location is from 200M to 1KM in korea. This study try to research the methods for setting up LBS high definition open platform system, good operation of LBS system and improvement of public use of LBS.
