At the conceptual phase of a construction project, estimated construction cost is very important as it significantly influences the owner's decision-making. Accurate cost estimating, in the early stage of a public construction project, serves as a critical factor because initial decision-making effects the final cost of a construction project. However in the cases of Korean public apartment projects, excluding a few of the public owners, there is a problem in properly estimating construction cost due to the lack of construction cost estimating system. Thus, this research developed a public apartment cost estimating system using case-based reasoning that was suggested by a previous research with 66 cases of Korean public apartment projects. Based on the system experiments involving 19 public officers and 10 cases of Korean public apartment projects, the effectiveness of the system in terms of estimation accuracy and user-friendly was confirmed. As a result, the developed system has an error range of 1.47% to 13.74% and mean of 6.15%. In addition, the system was evaluated that it could greatly improve the current estimation task of public officers. Consequently, the results of this research can be used as a foundation for a technological advance in estimating construction cost and improving the accuracy and consistency of construction cost estimation.

The public employers are faced the mounting importance of decision process to settle the optimum VE delivery system of such public facilities buildings and etc. The elements of decision process of the public employer are formed in the various relationships of the concerned and when the projects are coming into effect, the decision process in the VE delivery method and the selection of contractor will be the name of the game. The decision process in the VE delivery method and the selection of contractor are created a case to be one and the same as well as initiates a consistency for the performance. However, the function and role of the public employer are projective accordingly to the organization of employer and the employer especially no system is equal to the capability of perfect evaluation and verification of the ability of the employer. Especially the lowest bidder policy that started with justification to increase the competitiveness and technical capability of the contractors through the completion in between contractors has been providing the hotbed for insolvency, irregularity and irrationality as a result. From this point of view it is declared that the buildup the edifice of supporting system in the process of decision to recover the mutual trust and respect of the concerned in the VE delivery system with the technostress and the systematization based on drawing the elements which affect the decision process of public employer.

This study investigates the space, use, and procedural aspects that should be considered in securing the publicity in space renewal of unused lands by analyzing the characteristics of relevant projects conducted by The Korea Academia-Industrial Corporation Society, a party representative of a public agent. The findings reveal the following conclusions. 1. There should be a required procedure that guarantees the adequate qualities of public organizations or publicity for projects run by KAMCO. 2. When the public agent plans a project, there should be an effort to clarify the profit limitations and adequate guarantee of consigned fees charged by the consigned organizations in an attempt to ensure that certain proportions are used to enhance the public goods. 3. There is a need to diversify the ways KAMCO discloses information. A professional organization and separate budget should be required to assess the autonomy of KAMCO to guarantee publicity.

데이터베이스지식정보시스템 DBGuide.net이 1년여라는 준비기간을 거쳐 드디어 오픈됐다. 모든 사이트들이 그러하듯 DBGuide.net 역시 개발 과정에서 크고 작은 우여곡절을 겪었고 그 가운데에는 프로젝트를 접어야 할 지도 모를 만큼 중대한 사건도 있었다. 그러한 우여곡절과 고군분투 끝에 사이트 개발은 어느 정도 마무리됐지만, 정작 운영과 운영 기획 또한 만만치 않은 일이었다. 공공기관 사이트의 운영은 국민의 세금으로 운영되기 때문에 일반 민간기업과는 또 다른 문제들이 도사리고 있기 마련이다. 이 글에서 그러한 문제들을 모두 밝히기는 어렵겠지만 몇 가지 예를 들며 공공기관 프로젝트와 DBGuide에 대해 간략하게 설명해 보도록 하겠다

대부분의 빅 데이터 분석 결과는 문장으로 다듬어진 보고서로 결과를 제시하기보다는 비주얼라이제이션으로 결과를 보이고 보는 사람이 갖고 있는 배경지식과 통찰력에 따라 의미 있는 내용을 도출할 수 있도록 한다. 본 고에서는 공공 데이터와 비주얼라이제이션의 중요성을 알리기 위한 국회의원 투표 성향 분석 프로젝트를 소개한다. 우리나라 국민이라면 누구나 관심을 가질만한 국회의원의 성향을 파악하는 것을 세부 목표로 하고 18대 국회의원의 본 회의 회의록으로부터 투표 데이터를 수집하여 유사한 투표성향을 가진 국회의원을 가깝게 배치하여 누구나 쉽게 의원간의 유사성을 알 수 있도록 하였다. 데이터 수집부터 분석모델 개발과 웹 페이지를 만들기까지의 프로젝트 진행과정에서 모델의 수정이 필요했으며 왜 그러한 선택을 했는지를 설명한다.

최근 공공기관 및 금융권에서는 경쟁력 향상을 위한 정보시스템의 통합으로 프로젝트 규모가 대형화되고 또한, 프로젝트 수가 증가하고 있어 적절한 소프트웨어 프로젝트 관리 방안이 필요하다. 그러나 프로젝트 관리 영역간의 미치는 영향에 대하여 체계적인 연구가 미흡하였다. 따라서 선행 연구를 통하여 프로젝트 관리에 중요한 영역을 도출하였고, 도출된 "범위, 일정, 품질, 인력, 위험"의 각 영역들간의 상호 미치는 영향도의 분석과 각 영역의 진행 상태를 "계획, 실행, 완료" 단계로 구분하여 수행도를 분석하였다. 분석된 영향도와 수행도의 결과를 종합하여 프로젝트 관리 수준을 평가하는 모델을 제시하였다. 본 연구는 IT 분야의 전문가 그룹을 통해 프로젝트 관리 영역들간의 영향 분석이 실증적으로 연구가 이루어졌고, 또한 각 영역의 진행상태를 측정 함으로써 실무적인 측면에서 더욱 체계적이고 균형 잡힌 프로젝트 관리와 감리 수행 시에 활용할 수 있을 것이다.

Open source software when promoting development in R&D has many advantages and is becoming an open software - based R&D projects continuously created in a number of countries. However, there are still limits to the creation of effective performance in R&D projects, as well as difficulty of the project implementation because it not yet established an appropriate management plan for the open source R&D projects in the public sector. Therefore, through investigating a number of previous studies and practices, we intend to enhance the effectiveness of the system by suggesting concrete measures for promoting and managing open source nature in a preperiodic point of view on the public sector open source software R&D projects.

프로젝트에서 리스크 관리란 프로젝트 진행 시 발생가능성이 있고, 프로젝트에 긍정적 또는 부정적 영향력을 가진 이슈를 미리 발굴하여, 효과적으로 관리하기 위한 기법이다. 이런 점에서 리스크 관리는 프로젝트 목적 달성 즉 성공을 위한 수단이며, 예기치 못한 사건에 대한 사후대책 보다는 사전대책의 특성을 가지고 있다. 이러한 리스크 관리에 대하여 건설, 금융, 국방, 공공 분야의 프로젝트에서는 그 중요성을 인식하여 다양한 분야의 연구가 활발히 진행 중이고 현장에서도 활용하고 있으나, 소프트웨어 개발 프로젝트에서는 아직 그 중요성에 대한 인식이 부족하고, 현장에서의 활용도 저조하다. 반면 소프트웨어 개발 프로젝트에 대한 고객의 요구사항(비용절감, 일정 단축, 품질 향상, 신기술 적용등)은 점점 복잡해지고, 정교해지고 있어 제한된 리소스로 개발을 진행해야 하는 프로젝트 팀 입장에서는 프로젝트 성공에 대한 부담감이 점점 증가하고 있다. 본 연구에서는 리스크 관리를 수행한 프로젝트와 그렇지 않은 프로젝트의 사례를 비교하여 리스크 관리가 프로젝트 성공에 미치는 영향에 대해 연구하였다.

The purpose of this study is to find methods for building the community in poor residential environments. We analyze the public art project, "The Rose of Sharon Blooms," in Daejeon. To understand the project we interviewed artists, curators, local residents, and visitors, about three aspects of public art: visuality, speciality, and communication with citizens. These stakeholder interviews yielded valuable knowledge and insights: First, artworks created from the residents' recycled junk effectively harmonizes and unifies the citizens and their environment. Second, managing a gallery in the neighborhood symbolically values and explicates the public art project and thus enhanced the local identity. Third, public workshops in the neighborhood provide a venue for local citizens to communicate with visitors about the public arts, which eventually led to the welcoming atmosphere of the community. However, we found relatively little awareness of the need for partnership aspects among our interviewees, which suggests the importance of ongoing cooperation with other arts institutions and researchers to build vital cultural linkages and introduce varied art forms.
