본 연구에서는 정보화사업의 성과는 직접적으로 하나의 효과만을 발생시키지 않고 다양한 단계에서 다양한 형태의 성과로 발생된다는 점에서 정보화사업의 추진단계를 사업추진 전(前) 단계(사전평가), 사업추진 진행단계(진행평가), 사업추진 완료 후 운영단계(사후평가)로 구분하고 각 단계별로 정보화사업의 성과를 측정하기 위한 정보화사업 추진단계별 평가모형을 제시하였다. 각 추진단계별 평가영역 및 평가항목의 개발은 정보화사업 평가항목에 관한 선행연구들에 대한 이론적 고찰과 국내 외 공공부문에서 실제 적용하고 있는 사례를 중심으로 도출하였으며, 특히 본 연구에서의 중점연구대상 정보화사업인 문화정보화사업을 중심으로 제시하였다. 각 단계별 평가영역 및 평가항목으로는 사전평가에서는 사업추진 계획영역의 비용산정적정도, 사업적 타당도, 전략적 타당도, 위험도분석, 추진계획적정도의 5개의 평가항목으로, 진행평가에서는 사업추진 실행영역의 사업추진효율성, 자원관리적정도, 아웃소싱관리적정도 등 3개 평가항목을 제시하였다. 또한 사후평가에서는 정보시스템 구축성과 영역의 경우 시스템품질, 정본품질, IS 서비스 품질을, 정보시스템 운영성과 영역은 시스템의 활용도와 사용자 만족도를, 조직 및 경영성과 영역은 사업적 기여도와 전략적 기여도를 각각 제시하였으며, 아울러 각 평가항목별 세부 평가항목을 함께 제안하였다.

Up until recently, Korea has ranked the first place in UN e-Government Survey for three consecutive years. In keeping with such accomplishment, the size of budget execution has been consistently growing in accordance with Korea's Government 3.0 policy and vision, leading to increase in big-sized informatization projects in the business. Especially in mission critical public sector's infrastructure where it affects many people, growing demand for establishing high-quality information system with new technologies being brought to attention in order to meet the complex needs of citizens. National defense information system, being one of representative domains examples in the concerned area, established high military competency by applying breakthrough technology. Network-oriented national defense knowledge informatization was set as the vision in order to implement core roles in making efficient national defense management; and effort has been made to materialize the vision by making advancement in national defense's information system and its informatization implementation system. This research studies new quality index relevant to test and evaluation (T&E)of informatization business in national defense which is the representative example of mission critical public sector's infrastructure. We studied international standards and guidelines, analyzed actual T&E cases, and applied them to the inspection items that are currently in use, complying with the e-government law (Act No. 12346, Official Announcement Date 2014. 1.28., Enforcement Date 2014. 7.29.) As a result of productivity analysis, based on hypothesis in which suggested model was applied to T&E of the national defense informatization business, we confirmed the possibility of enhancement in the T&E productivity by assessing reliability, expertise, and safety as evaluation factors.

As a society of knowledge and information has been developed rapidly, because of changing from web environment to ubiquitous environment, a lot of countries across the world as well as S. Korea for national information with electronic Government have a variety of changes with big data. So this study is about development for national information and e-government of S. Korea with public data as big data analysed by the application of scenario planning. And then this research focused on the strategy consulting of national information with e-Government of S. Korea for utilization of public data as big data analysed by the application of 'scenario planning' as a foresight method. As a result, the future policy for utilization of public data as big data for national information with electronic government of S. Korea is to further spur the development of technology for linked data with semantic web for 'understanding of machine' than 'understanding of man'.

This paper explores how the provided information from Enterprise Architecture (EA) affects the activities to for performing IT projects. The IT projects analyzed in this paper are projects to for developing and maintaining Korea Customs' UNI-PASS. This research was conducted based on surveys to demonstrate the effects of the information from EA on activities for IT projects. Information from EA is categorized into propriety, sufficiency and consistency. Activities for IT projects are defined as management, participation, communication, requirement management and human resource. Correlational analysis is used to measure the effects of the inf ormation on the defined activities. The analysis, which verifies the provided information by EA, does not have meaningful correlation with project management nor human resource. For public officials in charge, Sufficiency of the information produces a positive effect on decision making. For operation company, consistency of the information encourages utilization of the resources required for the project. This research suggests that strategies for performing IT projects with EA information that can support the verification of characteristic environments of each project and performance of vital activities required by the participants' roles will ensure the success of government IT projects.

정부의 공공데이터 활성화 전략에 의해 행정기관과 공공기관의 정보공개 및 재이용이 활발해 지고 있다. 이러한 분위기와 함께 민간에서의 공공데이터 활용이 점점 늘어나고 있다. 하지만 당초 기대치에 못 미치는 성과와 공공데이터 개방하는 기관에는 정보화시스템을 운영하는 비용은 증가하였다. 따라서 상대적으로 민간에서 선호하는 문화관광 공공데이터를 통해 공공데이터의 효율성을 분석한 후 시사점을 도출한다.

정보화시대에 접어듦에 따라 많은 공공기관에서 고령층을 위한 정보화교육을 실시하고 있다. 대부분의 공공기관에서 정보화교육을 신청하기 위해 회원가입 또는 본인인증을 요구하고 있고 회원가입을 위해서는 본인인증이 본인인증을 위해서는 본인명의의 휴대폰 또는 아이핀이 필요하다. 하지만 휴대폰을 이용한 본인인증의 경우 본인명의의 휴대폰이 없을 경우 본인인증을 받을 수 없고 아이핀 발급의 경우 고령층 사용자가 발급하기에는 복잡한 것이 사실이다. 따라서 본 논문에서는 비회원 신청을 기반으로 신규 신청자와 재신청자를 구분하여 본인인증정보를 관리하는 시스템을 설계 및 구현하였다. 신규 신청자의 경우 휴대폰인증, 아이핀인증, 방문인증 중 인증방법을 선택할 수 있으며 추첨 시 선정자의 성명, 생년월일, 성별을 조합하여 인증코드를 생성하여 저장 후 재신청시 해당 인증코드를 확인하여 본인인증 없이 교육신청이 가능하도록 구현하였다.

본 연구는 공공부문의 정보화사업 추진 시 발생되는 다양한 위험에 대해 발주자 입장의 의사결정자, 관리자 및 개발자 등의 세분화된 관점을 정의한다. 이를 기반으로 위험식별과 위험대응, 위험대응과 정보축적을 하나의 흐름으로 관리하여 고품질의 정보가 축적되고 정보 그 자체가 자산화 되어 재활용되는 폐루프 시스템(Closed Loop System)을 구축함으로써, 정보화 사업에 발생되는 많은 위험 요인을 효과적으로 식별하고, 효율적으로 대응할 수 있는 정보인프라를 구축하고 축적 및 공유하여 많은 위험요인에 대해 제한된 정보자원으로 효과적인 대응이 가능한 정보화 사업에서의 위험관리 방법을 제공하는데 있다.

2007년부터 공공분야 일정 금액 이상의 정보화 사업은 정보시스템 감리를 의무적으로 시행해야 한다는 관련 법안이 2005년도 12월 말에 공포되었고, 시행령 및 시행규칙도 조만간 공포될 예정으로 알고 있다. 그리고 이는 정보화의 제일선에 있는 필자와 IT 관련 종사자에게는 기회인 동시에 위기로 작용할 것으로 본다.
