Rethinking Public Library Director's Duties : A Qualitative Approach (공공도서관장의 역할과 일상적 직무에 대한 질적 분석)

  • There are speculations toward public libraries in Korea including the destructive crisis in public libraries. As leaders in these organizations, the directors of public libraries need to be interested in the subject of leadership. Leadership is a major component of management of an organization in transition. The subject once was a sub-field prospered especially in 1970's and 1980's. Since then the perceptions of researchers and practitioners have changed due to new technologies. Recent literature in the field illustrates wide variety of concerns and issues of public library management. This paper attempts to highlight such issues and perceptions of the real world of libraries, portrayed through a qualitative analysis.

A Study on the Comparison of the Operation of Public Libraries Among Local Governments in Seoul (서울시 기초자치단체별 공공도서관 운영 현황 비교 연구)

  • This study examined whether there is a correlation between the degree of the financial independence and the establishment and operation of public libraries in 25 local governments in Seoul. It was revealed that there is an inverse correlation between them. According to the results, differently than expected, the local governments with low degree of financial independence generally built and operate more public libraries and assign more library budgets than the local governments with high degree of financial independence. It can be concluded that the local governments with low degree of financial independence show more interest in building and operating public libraries.

  • The recent diversification of society surrounding libraries is influencing the services of libraries. This study suggested the directions of public library services from the aspect of the universal design based on the analysis of related systems and cases to provide all users with universal services in accord with the nature of public libraries amid rapidly changing social environment. This study suggests four directions: the "universal design" which is the keyword for pursuing universality of public library services; the pursuit of economic value of public library services based on the universal design; the universal design for the improvement of perception of public library services; change in policies and systems related to public library services through the application of the universal design.

  • This study aims to provide marketing strategies for the public libraries in Korea. For this purpose, this study focused on four public libraries in New York, USA, which have been providing the most excellent library services on the world. And this study examined what efforts these libraries have been making for the development of community and information needs of customers. The data for this study were collected by literature review, participant observation at the public libraries in New York, and gathering law materials. And in-depth interviews with the librarians and related professionals in New York and Korea were also proceeded. As a result, this study suggested marketing strategies for the management of public libraries in Korea.

A Study on the Open Access Policy to Public Funded Research Articles (공공기금으로 작성된 논문의 오픈액세스 정책에 관한 연구)

  • This paper studied on the open access to public funded research articles in Korea. The 18% of articles published in the journals of the Korea Research Foundation was the output of research that received public fund. The field of engineering science had the most number of public funded articles and the most frequently supported funding agency was the KRF. But most of the public funded articles in Korea has been serviced through the commercial DBs, whereas the small number of articles serviced freely through the Korea Research Memory and NTIS. This paper proposed that the KRF will have to develop the open access policy focus on the engineering science.

  • The object of this paper is to observe concepts and forms of public art projects that have been performed so far since 2000 by the domestic Non-Government Organizations (NGO) and the Government. For public art to improve social awareness of practical power to change human life and the environments of social, political, cultural and economic by providing a smooth communication flow to the community and help them reach a new level. Therefore, in this paper, we try to find out the status and diagnosis of domestic public art projects and make recommendations that public art should focus on community not itself for the future direction.

  • Recently many countries have established open government data platforms to disclose government or government controlled entities-owned data that can be freely used, reused and redistributed by anyone. Open government data can help you to make better decisions in your own life, or enable you to be more active in society. Open data is also making government more effective and transparent, which ultimately also reduces costs. This paper explains the open data concepts and circumstances in Korea, and also suggests detailed invigorating strategies such as data quality policy, data unification and standardization policy, open data service platform, and integrated support plan of big data and open government data.

  • This study analyzes the general status and major activities of the Friends of the Libraries, volunteers, and Library Foundations in the areas of the County of Los Angeles areas, including Los Angeles City areas, with a special regard to the participation of human resources outside from the public libraries themselves. It based on the researcher's visits to the public libraries and their branches and their friend groups in the areas including those of Los Angeles Public Library, La Crescenta Public Library, Glendale Public Library, and Library Foundation of Los Angeles; related materials given from those libraries and groups upon his visits; and other additional information from their homepages. It finalizes with some suggestions for the Korean library community related to the areas.

  • Cultural programs in public libraries are on the rise in Korea. In this regard, this study attempts to investigate the current situation and limitations of cultural programs in public libraries in Busan metro area. This paper also suggests future strategies in order to improve the quality of such programs and to cope with changes of user demands and future trends. Data were collected from 29 public libraries in Busan Metro area. Supplementary data were also collected through qualitative interviews and brain-storming discussions with public librarians who are in charge of cultural programs in public libraries. Cases from other countries were also analyzed in terms that they might be adopted for cultural programs in public libraries in Korea.

  • Internet Website has become part of daily life. The public library tends to use the website for the information service and the public relations as well. This study aims to evaluate the Web Accessibility for improving universal services in five public libraries website, Seoul Area. Accessibility testing are used two method, that is A-Prompt analysis and HTML Validation Evaluation. The results of evaluation showed that they have been in error. Finally this study well be used for web accessibility in library website.
