몬테카를로 최소자승법을 이용한 확률론적 기술가치평가 모형 연구

  • 기술거래 시장의 활성화에 대한 연구개발서비스 분야 종사자들의 관심이 높아지고 있으며, 특히 공공 및 민간 분야의 휴면 기술(특허)에 대한 이전 거래를 통해 불필요한 특허유지 비용을 줄이고 부가적인 기술료 창출 효과를 거둘 수 있다. 본 연구에서는 현재까지 기술이전(거래), 현물출자, 기술금융(융자, 담보대출) 등 다양한 목적으로 실무에서 활용되어 온 기술가치평가 모형의 한계점을 고민해 보고, 이에 대한 개선방안으로서 몬테카를로 최소자승법 기반의 확률론적 가치평가 모형을 제시한다. 기존의 가치평가 모형은 평가산출을 위한 입력변수의 확정적 값들에 기반하여 가치액이 산출되었으나, 대표적 기법인 현금흐름 할인법이나 로열티공제법의 경우 미래의 수익예상기간, 예상매출액 등에서는 불확실성(uncertainty)가 내재되어 있다. 따라서 특정 분포(distribution)에 대한 확률론적 가능성을 가정하고 이에 대한 수학적 최적화 논리로부터 몬테카를로 최소자승 관게에 의한 변수결정 및 가치평가액 산정을 할 수 있는 평가모듈을 개발한다. 향후 연구에서는 기 평가된 사례결과를 딥러닝(deep learning) 방식으로 학습하여, 발생가능성 높은 각 변수값의 범위들을 산출하고 이로부터 기술가치 범위를 추론하는 시스템을 개발하는 것도 가능할 것으로 기대된다.

Novel Database Classification and Life Estimation Model for Accurate Database Asset Valuation

  • In the future knowledge society, the importance of business data is expected to increase, and it is recognized as a raw material for companies to manufacture product or develop service. As the importance of data increases, methods to calculate the economic value of database assets is being studied. There are many studies to evaluate the value of database assets, but the characteristics of database assets are not fully reflected. In this study, we classified database assets into revenue-type, non-revenue-type, and public-type database assets by considering the characteristics of database assets. In addition, focusing on the fact that revenue-type database assets can be valued similarly to existing technology valuation, we developed a method for calculating the life of database assets that includes risk-adjusted discount rate.

  • LED light has various advantages such as an energy saving effect of over 80% compared to existing lighting and environmentally friendly characteristics; however, there has been no affordable market for LED lighting because of its expensive price. This study discussed the validity of the expansion of distribution of LED lighting through an assessment of economic efficiency concerning LED lightening in order to analyze its efficiency in terms of energy savings and maintenance and repair, which will be generated as a result of the change from existing incandescent bulbs to LED lighting in the public sector. As to the target of analysis, the paper reviewed the validity of change to LED lighting as a result of the elimination of existing incandescent bulbs, by referring to 'the current incandescent bulb use and elimination performance' published by the Ministry of Knowledge Economy based on the "Elimination management system" executed by Korea Energy Management Corporation. The paper considered expenses for change, annual power savings amount and electric charges savings amount, repair and maintenance cost, $CO_2$ reduction volume, and the profit from the sale of CER (certified emission reduction). As a result of analyzing economic efficiency, when the discount rate during the change of existing incandescent bulb lighting to LED lighting is 3.26%, the profit was 8,648,400,000 won. Accordingly, NPV was analyzed to have a 'positive (+)' value, which means that this change is profitable.

The Voice Quality Improvement by Bone Conduction Feedback Compensation in Mobile Phone (골전도 피드백 보상에 의한 휴대전화 음질 향상)

  • Today, people are exposed to the various noisy environments, such as in the buses, subway and supermarkets where there are a lot of people. The noise issue is getting more serious as people want to use portable sound equipment and mobile phones even under this noisy condition. People want to use the portable equipment to exchange the information freely and they set the volume as 15dB higher than the noise around them, which almost reach at 110 dB. That amount of sound can cause noise induced deafness to the users and another issue to the others as additional noise source. A Bone-conduction system can be a solution to reduce noise and enhance voice signal of mobile phone. In this paper, we propose the way of cancelling noise and enhancing speech signal of mobile phones, by installing bone-conduction feedback system with ordinary mobile phones. With this system, we can reduce the environment noise and enhance the voice quality of mobile phones. Using this method, we can enhance the signal by around 17 dB.

International Comparison of Fare Policy in Urban Metro (도시철도 운임정책 국제비교)

  • Recently, as various metro lines have been constructed and connected to other lines the rate of utilization has also been increased. However, the existing fare policy which the government does still stick to causes not only inappropriate action to the demand pattern but aggravation of the profit of the operation company. This study reviewed rail fare policy of major countries such as Japan and U.K etc. to improve the rationality of fare policy in Korea. In order to systematical analysis of fare policy, such viewpoints as of fare decision method, the card fare discounting system, the structure of fare, and the government subsidy policy were reviewed. Based on the results from the review, various problems and improvement plans were drawn. Through this study, appropriate fare systems to urban railway users could be given to improve the chronic deficit problem of urban railway operators.

  • Nowadays, as construction projects become bigger, the probability of construction accidents is higher than any other day. When construction accidents break out, we may suffer from the loss of life and property. For preventing these damages, there is lawed that some public constructions have to insure Contractor's all risks insurance policy (CAR), However, CAR is used to preventing the insured from the loss of construction accidents, it is debated that the premium rate of CAR is not fair to the insured (contractors) The objects of this thesis are as follows Firstly, the fairness of the premium rate of CAR is reviewed, and then the amount of risk of the insured evaluates and applies to the premium rate. Secondly, the development direction of components for evaluating the amount of risk of the insured is presented in the research. Lastly, how to use the team which assesses the risk of the insured and construction works is proposed for deciding reasonably the premium rate of CAR

Feasibility Study of small hydropower at a municipal wastewater treatment plant by model analysis (모델분석을 통한 하수처리장 소수력발전 경제성 평가)

  • 본 연구는 경기도 용인시에 위치한 공공하수처리장을 대상으로 소수력발전 성능특성을 예측하고 경제성을 분석하여 소수력발전소의 건설타당성을 제시하였다. 방류구에서의 수준측량 조사에 따르면 실제 유효 낙차는 4.3m로 나타났다. 최근 5년간 방류량 자료를 살펴보면 일평균 실제 처리량은 약 $30,000m^3/day$로 나타났으며, 우수 유입과 물 사용량이 증가하는 여름 및 가을에 처리량이 증가하였다. 설계유량은 유량변화에 따른 누적 확률밀도와 유량지속곡선에 근거해 산정하였으며, 시간빈도로 보았을 때 17%의 유량이 지속되는 $0.35m^3/sec$가 설계유량으로 나타났다. 예상되는 수차 발전용량은 11kW급이며, 시스템 가동율은 74%, 그리고 계통선에 송출될 수 있는 연 전력생산량은 71.3MWh로 나타났다. 경제성 평가는 신재생에너지 경제성 분석 도구인 RETScreen 프로그램을 사용하여 B/C ratio, IRR, 개발투자비 등의 경제성 평가지표들을 산정하였다. 편익(Benefit) 산정시 전력기준단가는 133.67원/kWh, 할인율 7%를 적용하였으며, 비용(Cost) 산정시 유지관리비는 초기 건설비의 1%, 사용연한 30년을 적용하였다. 경제성 분석결과 기흥레스피아의 소수력발전소 건설시 초기 건설공사비가 $165,000 일 때, B/C 1.0, NPV $3,534, 투자회수기간 15.1년으로 산정되었고 따라서 초기 건설비용이 $165,000 이하일 때 가장 경제적인 것으로 파악되었다.

  • This study examined the feasibility on the construction of a wood industrialization service center for a wood industry cluster establishment in Jeollanam-do. Construction of the wood industrialization service center is based on a discount rate of 3.5%, an investment period of 4 years, a business operations period of 16 years and an investment cost of 24600 million won; the total amount of the net present value, the cost-benefit ratio and the internal rate of return were assumed to be 2.579 million won, 2.51%, and 10.1%, respectively. In addition, the production inducement coefficient, the induced production effect, the income-induced coefficient, the income inducement effect, the employment inducement coefficient, and the employment inducement effect were estimated 1.4345, 35287 million won, 0.1655, 4000.7 million won, and 0.4665, 1,145 people, in the effects of the wood related industries using the multi-regional input-output model, respectively. Financial independence of operating income to cover its own costs incurred in accordance with the operating project might be practicable.

A Study on the Prediction for Apartment Sales Price: Focusing on the Basic Property, Economy, Education, Culture and Transportation Properties in S city, Gyeonggi-do (아파트 매매가격 예측에 관한 연구: 경기도 S시 아파트 기본속성과 경제·교육·문화·교통 속성을 중심으로)

  • In Korea, despite much interest in real estate, it is not easy to predict prices. Because apartments are both residential spaces and investment materials. Key figures affecting the price of apartments vary widely, and there are also regional characteristics. This study was conducted to derive the factors and characteristics that affect the sale price of apartments in S City, Gyeonggi-do. In general, people diagnose that better subway accessibility leads to higher apartment sales price. Nevertheless, in the case of S City, the price was slightly lower as it was closer to Line 1, but the higher the subway accessibility at Shinbundang Line, the higher the price. The five-year average of government bonds and the price were inversely related, and it was found to be proportional to the M2 balance and the price. The floor area ratio and the total number of parking lots had a great influence on the price, and the presence of department stores and discount marts within 1.5 km were the most important factors in the area of cultural aspect.

Unfair Restrain on Competition in Air Cargo Fuel Surcharge Case (공정거래법상 부당한 경쟁제한의 의미 - 항공화물 유류할증료 담합사건을 중심으로 -)

  • On May 16, 2014 the Supreme Court of Korea rendered its decision with respect to litigation filed by All Nippon Airways Co., Ltd. ("ANA") for revocation of an order of correction and payment of a penalty imposed by the Korea Fair Trade Commission ("KFTC"). On or around September 2002, ANA and various airlines operating air cargo service from Japan to Korea were allegedly to have agree to introduce of fuel surcharge into their rates on cargo fares in an attempt to recoup falling profits from rising of oil price. As this hard core cartel was per se prohibited under Korean competition law (The Monopoly Regulation And Fair Trade Act), KFTC began an investigation and consequently with fruitful results imposed an amount of penalty and issued an order of prohibition. ANA protested against this imposition by filing suit against KFTC under the reasons that (1) their agreement was simply pursuant to the relevant laws and regulations including Air Transport Agreement between Korea and Japan, (2) there was an administrative guidance from Japanese government to allow this agreement, (3) extraterritorial application of Korean competition law to the agreement in this matter was improper as it was made within Japan and targeted only for the shipment from Japan to Korea: accordingly there is not a direct and serious effect between the agreement and any result of anti-competitive. This article aims to review ANA's allegation and the judgement delivered by Korean court under some issues respectively; (1) whether there is an effectively actual anti-competitive cartel between airlines including plaintiff, (2) whether filed rate doctrine is reasonable and applicable in this case for precluding wrongfulness, (3) what is the reasonable limitation of boundaries in extraterritorial application of Korean competition law. Additionally, this article also suggests to concern particular features of air transport business as an regulated industry in judging the unfair restrain on competition.
