A Study on the Affecting Variables on the Organizational Commitment of Public Librarians (공공도서관 사서들의 조직몰입에 영향을 미치는 요인에 관한 연구)

  • The purpose of this study is to closely examine the factors affecting the organizational commitment of Public librarians. To do this, I have classified the factors related to organizational commitment into personal circumstantial factor. role factor, job factor, and organizational climate : and tried to explain the difference in organizational commitment according to each specific factor and which factor most heavily affected the organizational commitment. To do this I have conducted document studies and surveys. As the result of the study I have analyzed that the job factor effect the organizational commitment of public librarians the most among the four factors; personal circumstantial factor, role factor, job factor. and organizational climate. In succession. organizational climate, personal circumstantial factor was next in line. And the role factor was analyzed as the factor that least affected the organizational commitment of public librarians.

Effect of Professional Competence of Public Institutions on Service Quality: Focused on Housing Welfare Service (공공서비스 조직의 서비스역량이 서비스품질에 미치는 영향관계 연구 : 주거복지서비스를 중심으로)

  • As the public sector has been facing many challenges arising from the global economy and experiencing major changes, public services are redefined and various modes to improve their quality are applied to the customer service area. This research addresses whether and to what degree the professional competence of public institutions affect the customer service, in particular the quality and delivery of housing welfare services. With the institutional competences consisting of three elements - customer centric culture of service delivery, information sharing, and service delivery channels, this study utilizes a questionnaire survey, and the collected data are analyzed by using the inferential statistics. The findings show that customer centric culture of service delivery and information sharing have positive impacts on the quality of housing welfare services while service delivery channels don't have any influence on it. The research results imply that the institutional competence in the public sector is critical in the quality and delivery of the housing welfare services.

Antecedents of Job Satisfaction and Perceived Job Performance in Public Organizations (공공기관 조직 구성원의 직무만족과 인지된 직무성과의 선행요인에 관한 실증 연구)

  • As the level of people's demand for service quality provided by public institutions increases, interest in improving organizational effectiveness of internal members is increasing. In this context, this study aims to identify the predisposing factors affecting the job satisfaction and perceived job performance of public institution members. In this study, public service motivation, work autonomy, and person-system fit were presented as antecedents to verify the organizational effectiveness, and the results were tested by regression analysis. As a result, all three antecedents have significant effects on job satisfaction and perceived job performance. Public service motivation, work autonomy has a relatively higher impact on job satisfaction. On the other hand, person-system fit has a relatively higher influence on perceived job performance. In particular, the results of this study confirmed that PSM theory is consistent with the main trends and is significant in organizations created through artificial integration. This result suggests the need to maintain the effectiveness of the public organization in the future due to the change of integration of public organizations.

A Study on the Characteristics of Learning Organizations in Public Libraries (공공도서관의 학습조직 특성 연구)

  • This study analyzed the characteristics of the learning organization according to its characteristics, the operation method and size of each public library. In addition, the service quality of public libraries was investigated so that it was also analyzed the correlation between the characteristics of the learning organization and the quality of the service. To achieve the research objectives, 83 librarians and 343 users across seven public libraries in South Korea's metropolitan areas were surveyed. The investigation covered various dimensions of learning organizations: creating continuous learning opportunities, promoting inquiry and dialogue, encouraging collaboration and team learning, creating systems to capture and share learning, empowering people toward a collective vision, connecting the organization to its environment, and providing strategic leadership for learning. Also it was investigated aspects of service quality: affect of service, information control, and library as place. As a result of the study, for the learning organization characteristics, more than 3.4 out of 5 were qualified to have foundation of learning organizations. One attempted to categorize according to its operational method and size and compare learning organization differences between public libraries, however it was not easy to see the clear differences. Therefore it was judged that there might be another unidentified factor which gives an affect on learning organization. Furthermore, it was found that there was a positive correlation between learning organization traits and service quality. This study might signify by looking into how the learning organization, which is one of the post-bureaucratic organizational traits, appears in public libraries.

  • In order to reconstruct the concept on the public relations of public libraries, this study builds a theoretical background on the public relations of public libraries and tries to systemize the public relations of public libraries utilizing the Linkage System by Grunig & Hunt. Emphasizing the importance of the communication between the organization and its environment, Grunig & Hunt theoretically systemized the Linkage System of the organization. Adopting the Linkage System, this study tries to conceptualize the subjects, objects, directions, contents, and methods on the public relations of public libraries.

  • The high commitment of a revenue officer makes to raise efficiency, can be directly related to task result and validity. The fundamental process through trust in superior, consisting the core of tax execution, needs to be studied significantly. This study is proposed to verify the practical influence of trust in superior with respect to productivity, participation in decision-making, and concentration. These factors are important prerequisites with respect to task processing of a tax revenue officer. As the result of analysis, the more trust in superior effects on the statue of productivity, participation in decision-making and concentration. It is the proof that the trust in superior procedure contributes in the aspects of productivity, participation in decision-making and concentration through the process of encouraging organizational validity.

A Study on the Effects of Bureaucratic Characteristics on Librarians' Organizational Commitment in Public Libraries (공공도서관의 관료제적 특성이 사서의 조직몰입에 미치는 영향 연구)

  • This study aims to examine the effects of bureaucratic characteristics, which are the most common in modern library organizations among organizational characteristics of public libraries, on the organizational commitment of librarians. Doing this analysis, 185 librarians from 20 public libraries in the Seoul metropolitan area of South Korea were surveyed to look into the bureaucratic and post-bureaucratic characteristics of each library, such as specialization, hierarchy of authority, system of rules, integration, and participation, and the three dimensions of organizational commitment of affective commitment, continuance commitment, and normative commitment. According to this analysis, the hierarchy of authority had a negative effect on affective and normative commitment, while integration had a positive impact on affective and continuance commitment, and participation had a positive effect on affective and normative commitment. The findings, therefore, show that a combination of bureaucratic and post-bureaucratic characteristics, which reduces the hierarchy of authority and strengthens integration and participation, would increase organizational commitment. This study is meaningful in that, through empirical research, it suggests organizational bureaucratic characteristics that would raise organizational commitment in public library organizations.

  • 본 연구의 목적은 공공도서관 직원의 독서활동이 직무만족도와 조직몰입도에 어떠한 영향을 미치는지를 분석하는 것이다. 이는 기업에서 직원의 독서활동을 활성화하여 조직의 경쟁력을 높이는 경영기법인 독서경영과 문화경영이 직원의 직무만족과 조직몰입을 높인다는 선행연구들의 결과를 기반으로 하였다. 이에 서울시 동북부 지역 지자체 운영 공공도서관의 직원을 대상으로 설문조사를 실시하였으며, 신뢰도 분석과 다중회귀분석을 통하여 데이터를 분석하였다. 분석 결과, 공공도서관 직원의 독서량, 독서시간이 직무자체 만족도에 유의한 영향을 미쳤으며, 이용자 독서모임 참여 기간이 사회적 인식 만족도에 영향을 미치는 것으로 나타났다. 조직몰입에 대해서는 독서시간이 정서적 몰입도에, 이용자 독서모임 참여 기간은 지속적 몰입도와 규범적 몰입도에 유의한 영향을 미치고 있었다.

  • The purpose of this study is to increase the perception of publicness and service quality on nursing facility for the elderly.The care wokers are core human resources in elderly care work practices and their perception of their publicness are likely to on effect service quality. This survey was conducted 318 care workers in nursing facility for the elderly. Research method used multiple regression analysis. Result indicated that care worker's perception of publicness level and service quality is above the ordinarly. And care worker's perception of publicness had positive effect service quality.

The Effects of Emotional Leadership on Innovative Behavior in Public Organizations -The Mediating Effect of Job Engagement- (공공조직에서 감성리더십이 혁신행동에 미치는 영향 -직무열의의 매개효과를 중심으로-)

  • This study investigated the relationship between emotional leadership with innovative behavior and job engagement, and verified the mediating effect of job engagement in order to facilitate theoretical and practical development of emotional leadership. For empirical analysis, data were collected from the sample of 260 employees of public institutions. The data collected were analyzed using SPSS 23.0 and AMOS 23.0 to verify the hypothetical relationship. Results showed that emotional leadership was positively related to job engagement but not innovative behavior. Job engagement was positively related to innovative behavior. And further, job engagement is found as playing as a positively full mediator on the relationship between emotional leadership and innovative behavior. These results confirmed that the job engagement of the members formed by emotional leadership in public organizations, such as general companies, has a positive influence on innovative behavior. Finally, limitations were indicated and some possible directions for Innovative behavior and its relationship were suggested for future studies.
