The government has conducted a management evaluation for business management and main business to establish autonomous responsibility management system of public agencies. And many public agencies build and operate EA for alignment of strategy and technology, information resources management, IT standardization. There are many similarities between management evaluation and EA, such as BSC-based performance management, based on the PDCA management procedures can improve, etc. This paper analyzes the similarities and relationships between the two institutions, research ways to apply to management evaluation in the EA in terms of resource management, strategic management, and performance management. Through this expanded utilization of EA and propose a ways to systematically preparing management evaluation and to operating the performance-based management system.

공공부문의 정보화 사업의 중요성에도 불구하고, 공공기관의 정보시스템을 효율적으로 발주 ${\cdot}$ 관리할 수 있는 체계가 정립되어 있지 못할 뿐만 아니라, 정보화사업은 계획 ${\cdot}$ 심의 ${\cdot}$ 사업기획 ${\cdot}$ 사업발주 ${\cdot}$ 사업관리 ${\cdot}$ 성과평가 동의 일련의 발주체계의 전문성 미흡으로 발주자의 사업수행상의 어려움뿐만 아니라 이를 실질적으로 수행하는 수주업체에도 커다란 영향을 미치고 있어 발주기관과 수주업체간의 절차상의 문제발생 사업결과에 대한 책임 한계 불분명 둥으로 법적인 문제가 발생되고 있다. 또한, 국가, 공공기관 등은 모든 사업의 절차가 법과 제도에 근거하여 수행되고 있는데 소프트웨어 등 지식기반사업의 경우에는 법과 제도가 사업의 특성을 반영하지 않아 S/W사업 수행에 어려움이 상존하고 있어, 기술적인 발주 ${\cdot}$ 체계 개선과 더불어 법 ${\cdot}$ 제도의 개선이 요청되고 있다.

올해 초 한국 전자정부가 유엔에서 연속 세계 정상수준으로 평가 받았다. 이는 지난 20여 년간 약 20여조의 예산을 정보화 부문에 투자한 결과라 해도 과언이 아니다. 다른 한편에서는 그동안 국가정보화를 추진하면서 기투자한 정보자원에 대한 운영부담이 가중되고 있다. 이제 정보자원들을 어떻게 관리하고 활용할 것인가는 공공부문에서 중요한 현안이 되고 있다. 이는 주위 환경변화에 따른 정보자원의 의미와 가치를 재점검할 필요성과 바뀐 상황에 맞게 체계화가 필요한 시기임을 시사하고 있다. 본 고에서는 이러한 문제의식을 갖고 공공부분의 정보자원관리에 대한 전반적 상황에 대한 개관과 함께 대응방안을 제시하고자 한다. 이를 위해서 지금까지는 정보자원을 조직 활동을 위한 투입요소의 시각에서만 접근했지만, 향후는 조직 활동 수행에 필수적인 정보자산의 개념으로 접근해야 할 필요성이 있다. 이를 위해 공공부문 정보자원관리에 대한 제반현상을 문서중심으로 조망하고 이에 따른 대응방안을 살펴보고자 한다. 이 연구결과는 정보자원 관리와 관련된 업무 및 연구를 할 때 정책적 시사점으로 참조하거나, 향후 실증적인 관련연구를 위한 기초자료로 활용되기를 기대한다.

Recently EA(Enterprise Architecture) has been receiving growing attentions again from the public sectors. It is because EA maturity result is reflected to the organization's informatization level and EA maturity ratio has been enlarged. There has been more participation from the Chief Information Officers of the public sectors. EA research in the public sectors has influenced IT environment since the research started in late '90, the legislation work done in '05, and the maturity model developed in '06. However, there are some remaining tasks to solve. EA policy is introduction oriented, its contribution to the consecutive the best UN e-Government rank is limited, and its user-friendly responding system is still lacking. Related research outcomes are rather microscopic focusing only on the models and maturity than implicating on the public policy in a macroscopic manner. In this respect, this study will provide the implication on how EA policy should be. Requirements derived from EA stakeholders and the tasks will be arranged in accordance with its domain, then the performance and tasks will be demonstrated. As guiding EA stake holders and information related officers to setup the EA policy with these results, this study is expected to support information the policy drivers.

Korea has won 3 times in a row in the evaluation of e-government services in 2014. And the last year, the government-EA has been awarded the UN Public Service Award. Because of the development and execution of personalized integrated services based on the government-EA, Korea has won the two award from the UN. EA has been selected and proceeded as one of the 31 e-Government projects in early period, in 2005 the law which public sector must adopt the EA for efficient informatization had been enacted. Many public agencies in which actively utilized to derive such as internal and external performance through the EA. On the other hand, in the last 10 years, some public agencies have still been as recognized level of management in the EA. In this study, the main purpose is that to find out what is a major factor for successful use and result of EA, what is the EA success Model and how to examine it. To do that, this study will study the related prior research such as EA services, information systems success factors, performance measures, and develop the success model for EA and then examine the model. This study will contribute great implications in practical and theoretical in EA success model because this is the nation's first research that SERVQUAL model and the IS Success Model(DeLone & McLean 2003) has been combined and examined.

본 연구는 정보시스템의 평가영역 및 평가지표를 개발하기 위한 것으로 선행연구에 대한 검토를 통하여 정보시스템의 주요 평가영역을 시스템영역, 사용자영역, 조직 및 경영영역, IS의 전략적 기여도 및 IS의 자원관리 적정도의 총 5개 영역으로 범주화하고 각 평가영역별 세부 평가지표를 개발하였다. 본 연구에서 제시한 평가영역 및 세부 평가지표의 타당성을 검증하기 위한 실증분석 자료는 25개 정부기관에서 현재 운영중인 65개 정보시스템들을 대상으로 수집하였다. 분석결과 공공부문 정보시스템의 평가영역은 시스템영역, 사용자영역, 조직 및 경영영역, IS의 전략적 기여도, IS의 자원관리 적정도의 5개의 영역으로 이론적으로 도출된 가설적 모형과 동일한 것으로 확인되었으며, 세부 평가항목에 있어서도 시스템영역의 경우에는 시스템의 질, 정보의 질, 서비스의 질로 구성되는 것으로 나타나 가설적 모형과 일치하였다. 그러나 사용자영역은 원래 2개의 평가항목으로 즉, 인식된 유용성과 사용자 만족도로 구성되는 것으로 당초 추론하였으나 1개의 평가항목(사용자 만족도)으로 통합되는 것으로 나타났다. 아울러 조직 및 경영영역은 내부업무효율성, 고객만족도, 조직혁신, 정보화역량 향상도의 4개 평가항목을 포함하는 것으로 확인되었다. 각 평가영역 및 평가항목을 구성하는 평가지표는 요인분석과 더불어 기준 타당도 분석과 신뢰도 분석을 통해 총 57개의 평가지표가 유의적으로 도출되었다.

In this days, information resources are very important in the organization. So, firms and public department eager to management and use the information resources. Our country is surveyed on Information Resource status from 1997 in the public sector. Information Resource survey contributed to check the status. But, the survey has some weakness. thus we have to redesign the Information Resource survey. In this paper, we analyzed the IRM researches, checked the IR survey's weakness, and studied the improvement methods.

정보기술에 대한 투자규모는 날로 증가하고 있다. 국내 공공 부문의 경우에도 전자정부 구현 등을 위한 다양한 사업으로 인해 투자가 지속적으로 증가하고 있다. 이런 정보화 투자의 증대에도 불구하고 정보화의 효과에 대해서는 아직도 많은 의문이 제기되고 있다. 특히 S/W 취약성으로 인해 보안 침해사고가 발생하고, 정보화 관련 법제도 미흡으로 보안강화 노력이 강구되지 못하였으며 국가정보화의 새로운 틀이 마련되는 시점에서 법제도의 정비가 필요해졌다. 이러한 부분을 보완하고자 정보보호관리(Information Security Management : ISM)라는 제도를 분석한 프레임워크가 개발되었고, 본 논문은 이를 활용하여 국외 정보보호관리 제도 및 정책을 분석하고자 한다. ISM은 주체별로 역할과 책임을 명확하게 하고, 정보화의 목표를 조직목표에의 기여로 정하여 체계적으로 추진하되, 정보보호 보안 프로그램의 적합성과 구현 및 평가/개선을 하려는 핵심추진 노력이 필요하고, 아울러 이런 노력은 현재의 모습에 만족하지 말고 보다 나은 대안과 효과적 수단을 지속적으로 강구하려는 자세 등이 주요한 특징에 속한다. 본 논문을 통하여 분석된 국외 정보보호관리 제도 및 정책은 향후 우리나라의 정보보호관리 제도 및 정책에 상당한 영향을 미칠 것으로 기대된다.

Today, a corporate and the government is making significant investments in informatization in order to enhance competitiveness however, question on the outcome of information-oriented investment has continuously been posed and in order to resolve such problems, the technique of Enterprise Architecture (EA) Despite such fact, in the case of the central administrative institute, even if the EA maturity standard has continuously improved through continuous investment when compared to the past without deviation between institutes, the establishment of EA and the work utilization of EA compared to the management competence still is analyzed to be relatively weak. This study completed the preliminary feasibility study in 2012 for Korea Customs Service which has been appointed as the representative institute that best utilizes EA in the field of information operation and evaluation field in the 2010 EA Maturity Evaluation and it can become a case study that can contribute to more continuous development and improvement of other public institute EA by introducing the performance of EA-based 4th Korean National Customs Information Network which has entered into total reconstruction in 2013 and by identifying the implications of EA performance arising from such.

Information Technology(IT) was introduced to the business as a means of improving operational efficiency. Nowadays, IT has become an essential component of an organization's survival. Almost no operations of an organization can be performed without IT. The benefits of using IT in organizations can not be underestimated. Some organizations have flourished because of the competitive advantages derived from the IT systems they have developed. Most IT systems, however, have been extended, changed and integrated with ad-hoc and makeshift solutions without thinking long-range view. It results in high maintenance cost and uncontrolled system for managing information resources. Especially, public institutions under the Project-Based System (PBS) have some problems in keeping a good management systems for information resource, because they are usually operated for a set period. Therefore, we propose the framework how to efficiently manage the IT assets and resources based on the Information Technology Architecture (ITA) that is introduced for the overall optimization of IT investment, change management and inter-operability.
