공공정보시스템에서 외래어 표기법에 어긋나는 귀화자 성명이나 브랜드명(법인명)을 사용할 경우에, 비표준 확장한글을 인식하지 못하여 성명이나 주소를 포함하는 글자가 "?"로 표시되는 깨짐현상이 발생하여 공공서비스 이용에 많은 불편함을 초래하고 있다. 그 원인으로는 첫째로, 외래어 표기법을 준수하지 않았다는 것, 두 번째로는 기존에 구축된 공공정보시스템 대부분이 'EUC-KR' 인코딩 방식을 사용하고 있으므로 비표준 확장한글을 표현하지 못하고 있기 때문이다. 이에 본 논문에서는 기존의 운영환경을 그대로 유지하면서, 비표준 확장한글을 지원할 수 있는 시스템 운영방안을 제안하였다. 연구결과는 실제 공공정보시스템 운영시에 적용할 수 있으며, 사용자에게 보다 나은 서비스를 제공할 수 있다.

본 연구는 공공도서관 사인시스템을 조사하고 그 결과를 토대로 실무에서 사용할 수 있는 공공도서관 사인시스템 체크리스트를 제시하는 것을 목적으로 한다. 연구의 배경은 공공도서관 사인시스템의 현황과 도서관 사인의 지속적인 활용에 있다. 이에 따라 공공도서관 현장 조사와 문헌 조사를 통하여 공공도서관 사인시스템 체크리스트를 제시하였다. 본 연구의 공공도서관 사인시스템의 체크리스트는 사인 유지 보수 및 관리인 실무적 측면과 사인 기능 별 측면을 고려하여 작성되었다. 도서관 사인 관리자가 도서관 사인을 구축하고 관리할 때 효율적이고 지속가능한 도서관 사인을 구축할 수 있도록 하였다.

The purpose of this study is to investigate the implications that GIS(Geographic Information Systems) can have in public library collection selection and service development from a marketing perspective. GIS is a computer system capable of assembling, storing, manipulating, and displaying geographically referenced information. Through the understanding and utilization of GIS, we can collect geographical, transportation, political, legal, demographic, economic, social, cultural, educational, and recreational information of the community. Public libraries can utilize GIS for market research, including customer analysis to select library collection and develop library service based on library users' needs. As a result, public libraries can find a way to make a lasting relationship with users which is the final goal of marketing activities.

Consumer health information is receiving more attention than ever before. This growing attention can be linked to the Internet and to people seeking more information on health topics. The purpose of this study is to suggest a design of the Knowledge management system for medical information services in a public library. As theoretical backgrounds, it discusses the issues regarding to the medical information services in a public library, knowledge management and knowledge management system. After that, 12 medical information sites are analyzed then the planning and the main menu of a medical information site for a public library are described. Finally, the model of the knowledge management system for a public library with 5 sub-systems are suggested: 1) knowledge creation system, 2) technology support system, 3) training system, 4) community service system, 5) knowledge sharing and network system. This system based on knowledge management will help provide the users high quality of medical information.

A public information system is being expanded, along with the advance of information technology, to strengthen national competitiveness and provide people with better services. And there also is a growin need for the better performance of that system, as a tremendous amount of public financial resources is invested in that. To address that need, it's required to make an evaluation of its efficiency on a regular basis to identify its problems and make it work better. The purpose of this study was, accordinglu, to examine the quality of data and services provided by the Work-Net, a Web-based public employment information system. The subjects in this study were 102 users of it, and the system was evaluated in terms of content, accuracy, timeliness, display format, ease of use and customer support. For data analysis, t-test and one-way ANOVA were implemented to find out the general characteristics of the users, and to see Whether or not their view was different according to the type of information they searched for. The findings of this study are expected to lay some foundation for intensifying the efficiency of the public and private employment information systems.

국내의 정보시스템 감리가 공공기관의 정보시스템에 개발감리 위주로 도입된 지 20 년 가까이 되었으나, 운영부문에 대한 감리는 일부만 시행되고 있다. 최근 국내에서는 정보시스템 운영감리의 중요성을 인식하여 운영감리지침 제정 등 운영감리를 위한 준비를 하고 있다. 본 연구에서는 공공기관의 정보시스템 운영감리 시 감리인의 기술적 특성과 관리적 특성이 운영품질에 미치는 영향을 분석하였다. 공공기관의 정보시스템 담당공무원을 대상으로 설문조사를 통해 분석하였다. 감리인의 기술적 특성이 감리인의 관리적 특성과 정보시스템의 운영품질에 유의한 상관관계가 있는 것으로 나타났다. 특히, 감리인의 기술적 특성이 정보시스템의 운영품질에 유의한 영향요인으로 나타났다.

It is important to verify the validity of indicators assessing PMIS(Public Management Information System) effectiveness in academic research as well as practical affairs. As people invest in the field of Information Technology(IT) or IT system, private corporations are interested in investment in IT and it's business value. Moreover, the need of evaluating effectiveness on the investment in IT with the limited national budget are on the increase in public sector. Therefore, it is necessary to define the construct of PMIS(Public Management Information System) effectiveness so that we systematically compare and measure performance of public informatization project processed by each public organizations. It needs to develop indicators and verify the construct validity of them. we verified the construct validity of indicators assessing PMIS(Public Management Information System) effectiveness on the Administration DB Construction Projects.

본 논문에서는 공공기관에서 안전보건경영시스템으로 KOSHA-MS를 구축하여 유지하고 있습니다. 2022년 1월 27일 시행된 중대재해처벌법에 대한 준비와 대책을 수립하고 있으며, 공공기관 안전활동 수준평가, 공공기관 안전관리등급제 등 여러 평가를 받고 있습니다. 이에 안전보건경영시스템(KOSHA-MS) 규정에 중대재해처벌법과 관련법규의 연계와 공공기관 안전활동 수준평가, 공공기관 안전관리등급제까지 연계 방안을 연구하였다.

본 연구는 최근 공공부문에 급속히 확산되고 성과 관리시스템을 수용하는데 있어 사용의도에 영향을 미치는 요인들을 실증분석으로 검증하기 위한 연구 이다. 정보시스템 형태로 구현된 BSC(Balanced Scorecard)기반의 성과관리시스템을 수용대상으로 하고 있어 Davis(1986)의 TAM (Technology Acceptance Model)을 기본 틀로 Venkatech et al.(2003)의 UTAUT(the Unified Theory of Acceptance and Use of Technology)를 접목하여 연구모형으로 활용하였다. 설문조사는 BSC시스템을 도입하여 사용 중인 공공부문 기관(회사)을 대상으로 251부의 유효표본을 확보하였다. 구조방정식 모형의 경로분석을 통한 가설검정 결과 13개의 가설 중 9개의 가설이 채택되었다. 교육훈련, 정보시스템 지원, 최고경영자지원, 개인의 혁신성은 노력에 대한 기대에 영향을 미치는 것으로 나타났다. 이는 사용 자들이 새로운 기술 수용에 있어서 보다 쉽게 사용 할 것으로 기대하는데 교육훈련, 정보시스템 지원, 최고경영자지원 등 조직차원의 다양한 지원과 사용자 개인의 혁신성이 요구되는 것으로 해석된다. 성과에 대한 기대의 경로분석 결과 BSC시스템 수용 요인들 중에서 최고경영자지원과 개인의 혁신성만이 영향을 미쳤다. 이러한 결과는 공공부문의 실제 BSC시스템 구축에 대한 사례연구들에서도 지적된 사항이기도 하다. 한편, 노력에 대한 기대는 성과에 대한 기대에 영향을 미치는 것으로 나타났다. 기존의 TAM 관련연구들의 결과를 지지하는 것으로 공공부문 BSC시스템 수용에 있어서도 노력에 대한 기대가 높을수록 성과에 대한 기대가 높은 것을 보여준다.

본 논문에서는 공공자격처리시스템의 관리 효율성을 극대화하기 위한 지침서의 신개발 사양으로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 모델을 개발하고 실제 운영시스템에 적용한다. 모델의 개발은 정보기술자원과 정보를 공공자격처리시스템 개발 전략과 목표를 기준으로 일반적 사항인 계획, 조직, 도입에 대한 사항의 상위개념으로서 구축, 운영, 지원, 모니터링 등에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 기술 분야의 세부사항을 자세하게 중점적으로 적용하는 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 관리자 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 2개의 대규모 개발 시스템으로 분류하고 각각 7가지의 분야에 대하여 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT 거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.
