Under "Emergency Doctor Security Act of 2007", Japanese government focuses on relocating doctors in medically underserved areas and matching supply and demand of manpower in order to resolve the ubiquity of specific treatment departments. Particularly, there are two alternatives to secure the number of local physicians and avoid the regional shortage of doctors in the short term. Firstly, the government attracts existing physicians to the region. Secondly, the government increases the capability of regional clinical training system to prevent the influx of doctors to the larger cities. Also, it seeks solutions from various perspectives, such as cultivating manpower to work in vulnerable areas through the regional frame system and autonomous medical college. This study introduces the case of Japan as a benchmark and suggests that policymakers should focus on the recent conflict between the government and the medical consultation. More specifically, this study provides policy implications on the alternative measures for securing the manpower of regional doctors.

The purpose of this study is to discuss about the current status and problems of 24 public libraries in Daejeon metropolitan city and to suggest strategies for the development of public library system in Daejeon. For this purpose, first, this study investigates facilities, human resources, collection, and budget in public libraries in Daejeon metropolitan city and compares to the standards in "The Third Comprehensive Library Advancement Plan(2019-2023)", "The library Act" and "Korean Library Standards". Secondly, this study analyzes administrative organization system. Finally, suggested are both strategies and methods for continuous construction of new public libraries, librarian recruit, collection increase, better service for older adults, budget increase, organization exclusively responsible for library policy.

The objective of this study was to evolve development strategies used as primary resources for the development plan establishment of public libraries in Yongsan-gu. To reach the aims of this research, this study examined precedent studies related to the status of domestic libraries operation and development plan. This research derived integral factors such as regional characteristics, library facilities, human resources, collections, and budges to be considered for analysis of the current situations. By using in-depth interviews with librarians and professionals, the operational and development plans of public libraries in Yongsan-gu were explored. The findings presented in this study suggested development strategies such as an expansion of library infrastructure and reading culture and development of regional specialization programs and redesign the management system.

It was found to have hacking attempts totaling 115,000 to target the public sector since 2011 to 2015. National Intelligence Service was conducting survey information security management states of a wide range of national-public institutions up to 800 including government agencies in the 2012, while instructing to complement shortcomings. However, there is still going to occur invasions, such as Korea Hydro & Nuclear Power hacking. Even though KHNP's security personnel was only 53 people, in the total 20,000 workforces, got the almost perfect score in the 2013 and 2014 related to information security personnel. Through them, we can confirm that between the organizational response to information security incidents and something theoretical is very far. In this paper, we suggest solutions not using the professional staff management but the non-professional staff management to upgrade the level of public agencies information security.

There have been constant requests for urgently recruiting professionals in the archives to establish archival management systems by reflecting public institutional feature as well as reinforcing expertise and independence of them. However, it is true that some even adequate professional manpower haven't been secured at each level of public institutions due to ambiguous standards for the placement of professionals in the field of records management followed by the current [Public Records Management Act]. Thereupon, this study is to create records management task model for the archival management institutions with the workload of records management induced by the model, and to present reasonable scale of workforce to deal with the assignment. Moreover, here is shown which professional staff should be allocated for better efficiency and systems to carry out the task of records management in each relevant institution.

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

본 연구는 코로나19 발생 전·후 공공의료를 둘러싼 사회적 인식변화를 뉴스빅데이터를 통해 파악하고자 시도되었다. 뉴스빅데이터는 코로나19 확진자가 처음 발생한 2020년 1월을 기준으로 나누었으며, 코로나19 발생 이전(2018년 1월~2019년 12월, 총 24개월) 40,834건과 코로나19가 발병 이후(2020년 1월~2021년 12월, 총 21개월) 61,761건이었다. 수집된 빅데이터는 R 4.1.1 for Windows를 활용하여 단어 빈도 분석, 연관규칙분석을 실시하였다. 연구결과, 코로나19 발생 전후 뉴스기사에서 공공의료를 둘러싼 핵심어를 비교할 때 코로나19 발생 후에 발생 전보다 큰 폭으로 상승한 단어는 '확산'(664%), '대응'(658%), '의사'(518%), '상황'(504%), '공공병원'(486%), '의료진'(455%), '확충'(324%), '인력'(305%), '어려움'(272%), '정부'(247%)순으로 나타났다. 코로나19 발생 전후 공공의료를 둘러싼 키워드의 연관규칙 분석을 통해서 의료의 패러다임이 일자리 산업에서 감염증 대응을 위한 보건의료로 전환되는 것을 알수 있었다.

This study aim was to revitalize young adults' programs in public library. For this aim, the study conducts a questionnaire survey to the young adults & the young adults' program librarians on the current state of the young adults' programs. Based on the survey results, the study suggested preparation of young adults' reading room, young adults' programs development, young adults' web site, young adults' librarian for young adults' programs revitalization in public library.

The author explored the survival and prosperity strategies for Korean public libraries in the age of information technology. She reviewed that public libraries can perform these strategies or not. On the basis of the review, she identified 5 problems of public libraries : shortage of libraries and collections, staff inefficiency, inadequate services, inefficient design of library facilities. And then she proposed solutions to improve the present state of public libraries in Korea ; campaigning for constructing libraries, increasing the materials budget, turning nonprofessional work to professional work of staff, and constructing libraries for safety and preservation.

Objectives: This study, as for activating measures for capable medical physicians to penetrate into the public health sector, is to provide a basic informations which are used for the enlargement of human resources of physicians in the public health sector, by investigating the perception of physicians, who are now working in the public health center, on the training and development of physicians in the public health sector. Methods: The subjects of this study were 126 individuals. The data was analyzed by frequency analysis using SPSS ver. 17.0K. Results: According to the investigation of 'how to support physicians in public health sector', the necessity of almost questions is considered to be important. Especially, regarding to investigation on 'obstacles of physicians' entrance to public health sector', 'relatively low salary' and 'lack of promotion chances' were thought to be considerable. The most significant education programs to work for public health sector is to improve the ability of health administration planning and service performance. Conclusions: The important methods to reinforce and easily obtain the human resources of physicians in public health sector are not only to improve the penetration of physicians to public health sector, but also to enhance the ability of present physicians, even though sufficient recruitment of physicians is essential.
