The exercise of police power for danger prevention gives top priority to the prevention of injury occurrence. However, the controversy over the concept of danger has hitherto focused on the limit establishment, namely which scope is to be a target of prevention in the danger prevention area of the Police Law. After all, the police's duty for maintaining public peace and order is forced to be performed through individual measures for danger prevention, and the preventive police action, which aims at the prevention of danger against the protection interest in the Police Law, can be performed on the premise of a precise understanding of danger in order to carry out a legitimate preventive police action. In addition, it examines the legal meaning in each constitution element by dividing the minimum common components of danger into loss, sufficient probability and time accessibility, and the interpretation problem of danger as uncertainty concept.

For the past 66 years, the Korea-U.S. alliance has been a typical asymmetric alliance in which the U.S. supports South Korea's security during the Cold War and South Korea gives some of its policy autonomy to the U.S. But Lee Myung-bak government military alliance the 'comprehensive strategic alliance' of the character, 'value of alliance', Park Geun-hye ' a global, 'Frontier of cooperation', the government.'reciprocal, comprehensive alliance' Moon Jae-in, the government and partnerships developed with ' euroui the development of national security strategy said. The purpose of this study is to explore ways to build a reciprocal and comprehensive Korea-U.S. alliance for the development of the Korea-U.S. alliance policy in order to ensure South Korea's policy autonomy following changes in the Trump administration's alliance policy. The results of the research show the need for Korea to participate in the U.S.-led 'India-Pacific Strategy' continue diplomatic efforts for the mutual economic benefits of the two countries and strengthen public diplomacy in order to build the Korea-U.S. alliance in a reciprocal and comprehensive manner.

This study aims to analyze the importance of key elements and clauses of the preliminary ethical guideline for Automated Vehicles(AV) using the Analytic Hierarchy Process(AHP). Reflecting previous researches on AV ethical guideline, we developed the questionnaire for the AHP survey. According to the AHP results of key elements and detailed clauses, Protecting human dignity and life are most important as a top priority in overall clauses. Also, clauses related to the user's liability are high priorities, but clauses related to the administrator's liability are low priorities. These results implied that the government should enact a law and draw up an ethical guideline in a neutral attitude to respect the private areas and enjoy the public interests. In order to declare Korean ethical guidelines and improve social acceptance, it is necessary to conduct a seminar and make an educational program, also gather the opinions of citizens and experts.

The purpose of this study was to explore the direction in applying platform business model to the site to facilitate the growth of a private security guard service according to the development phase of economy, The directions of platform business application to be suggested through the study method are as follows. First, ensuring publicness. It should be able to integrate the government's and private sector's ability to collect and impart information. Second, securing self-regulation. Self-regulation should be guaranteed in the limit not to abuse or misuse others' information in re-producing and using information on private safe management and public order. Third, ensuring access. Past safety management has been controlled by public order power such as nation, military and police power, but access should be made to be convenient between suppliers and demanders. Fourth, securing profitability. In conclusion, those supplying and consuming private security guard service should be able to get their wanted value and share economic profits.

With Recently in art and culture domains, there's rising controversy over shared economy and public domain works. The government is introducing institutional measures such as Gongumadang and KOGL(Korea Open Government License) program to expand the grounds for public domain works. In order to promote and facilitate the use of public domain works, it is imperative to understand how the providers who create and provide the public domain works, as well as the users, perceive shared economy and public domain works. However, preceding studies usually put emphasis on the meaning and significance of the shared economy and show limitation of not discussing providers' perception on shared economy and public domain works. Therefore, this study examines to see if there's a difference of perception between the consumers/users and the providers who owns the copyright of public domain work.

정부 주도의 대규모 개발사업은 개발과 환경보전이라는 가치관의 차이, 개발로 인한 공익과 환경 파괴로 인한 환경이익 침해와 같은 공익 간의 상충, 사업으로 예상되는 국익과 개인의 재산권 침해 등과 같은 문제를 초래하는 경우가 많았다. 그럼에도 불구하고 정부는 개발정책과 계획을 수립하고 개발사업을 집행하는 과정에서 발생되는 자연훼손이나 환경파괴, 경제적 타당성, 사회적 문제 등을 객관적이고 과학적으로 조사하거나 제대로 검증하지 않아 갈등이 빈번하게 발생하였다. 이러한 갈등을 해결하기 위한 기존의 연구는 대개 갈등의 원인을 이해관계, 가치관, 사실관계, 제도 측면에서 규명하고 해결방안으로 주로 주민참여와 거버넌스, 전략환경평가, 사회영향평가 등을 제시하였다. 본 연구에서는 한국에서 1980년대 중반이후 주요 개발갈등사례를 개발사업 종류, 갈등당사자, 갈등 쟁점, 갈등 원인, 선거공약 여부, 소송 여부에 따라 정리한 후, 갈등 예방과 해소를 위한 법과 제도를 고찰하였다. 그리고 선거공약 또는 개발정책 및 계획안 구상단계, 개발정책 및 개발계획 수립 단계, 개발사업 시행단계, 갈등 분쟁 발생단계 등으로 구분하여 갈등예방 및 해소방안을 제시하였다. 선거공약 단계에서는 공직선거법상 선거공약서 규정에 국가재정법상 예비타당성분석을 도입하고, 개발정책 및 개발계획 수립단계에서는 전략환경평가와 갈등영향평가의 연계, 전략환경평가과정에 사회영향평가 및 주민참여의 강화, 환경계획과 개발계획의 연계 등을 제시하였다. 개발사업 시행 단계에서는 환경영향평가 과정에서의 주민참여를 강화하고, 개발사업 시행단계에서 갈등이 발생하는 경우 거버넌스 구축과 환경분쟁조정법, 공공기관의 갈등예방과 해결에 관한 규정 등을 근거로 하는 갈등해소방안을 제시하였다.

Business consignment using personal information is increasing for the operating profit and work efficiency of Internet companies. If the personal information leakage accident occurs at the consignee, the consigner who provided personal information will be damaged greatly. The purpose of this study is to analyze the business attributes of consignee using consigned personal information and present a model that can be used to select companies with high risk of personal information leakage by considering the importance of the involved personal information. For this, personal information consignment relations, consignment services, and personal information items used were analyzed. Social network analysis and cluster analysis were applied to select companies with high network centrality that are advisable to obtain information security certification. The results of this study could be used to establish information protection strategies for private or public enterprises that manage companies using personal information.

This paper purposes to identify who is/are in charge of KBS broadcasting programming in view of freedom of broadcasting and interest of audience under the circumstance that Blue House put pressure on KBS to refrain from reporting Sewol Ferry disaster. For this purpose this study has reviewed prior theses, books, journals, laws, and cases, etc. It is analyzed that principal agents in charge of freedom of broadcasting journalism and programming are KBS employees in charge of producing broadcasting programs and KBS chief programming officer, who is appointed by KBS CEO. KBS CEO, who can easily be influenced by governmental pressure in terms of KBS structure, should avoid interfering with programming and producing directly or indirectly for freedom of the press and public interests.

With the dawn of society where individuals or enterprises based on data generate infinite profits, the significance of database operation management is growing centering on data quality. However, there are not many South Korean public or private entities managing them systematically. Against this backdrop, this study sought to investigate the current status and problems and explore how to improve from the perspective of auditors. To implement this study, audit checklist was improved and, based on it, auditors and IT experts were surveyed. The final data were analyzed to test the study hypotheses empirically. As a result of the analysis, it was found that the auditors had been highly satisfied with all of the items on the improved audit checklist for data quality-based database operation management. Moreover, non-auditors were also found to regard them within their acceptable range. This study is expected to help improve information system operation audit and enterprises data operation management.

Construction work has character which claim or dispute is frequently raised. This means that each construction project has it's own contract documents due to the difference of environment and time. Therefore to overcome the associated risks, domestic contract rules and acts should be reformed. Several well-recognized contract documents developed by FIDIC, AlA, CMAA and general conditions of the contract is investigated and analyzed. Based on the research outcomes the direction of reformation is suggested.
