디지털 기술의 급속한 발전으로 시간과 공간의 제약이 없는 인프라 환경이 구현되면서 더욱 더 유연하고 빠른 적응성에 대한 요구가 정치, 경제, 문화 전반에 확산됨에 따라 IT 기술을 통해서 이러한 요구를 충족시킬 수 있는 서비스로 대두되고 있는 것이 바로 클라우드 서비스이다. 이러한 클라우드 서비스 시대의 개막은 관련 기업뿐만아니라 공공기관, 개인에 이르기까지 모든 영역의 서비스 이용자들의 삶에도 큰 변화를 가져오고 있다. 본 연구에서는 더욱 더 사회적 이슈가 되고 있는 고령화 사회에 대응하기 위한 클라우드 서비스 비즈니즈 모델을 개발하기 위한 프레임워크를 제안하고자 한다. 이를 위하여 고령화 사회를 정의하고 변화를 분석하고 클라우드 산업 비즈니스 모델 구성요소를 찾기 위한 시장 다이나믹스 분석을 통해 클라우드 비즈니스 모델에 영향을 주는 시니어 마켓 변화 동인을 확인하고 시니어 마켓을 활성화하기 위해 고령층의 니즈를 분류한다. 그리고 고객니즈 변화 분석과 가치사슬분석을 하여 나온 고객니즈와 제공하는 기능을 축으로 비즈니스 모델을 설계한다. 또한 시니어 마켓 변화 동인에 따른 환경변화 속에서 성장을 지속 가능하게 하는 비즈니스 모델 진화를 분석한다. 마지막으로 변화하는 비즈니스 모델을 평가하기 위한 프레임워크를 제시하여 기업 상황에 맞는 비즈니스 모델을 선택하는데 도움을 두고자 한다.

Information Technology (IT) has contributed much to Korea's economic growth and has helped the innovation of social paradigm. It helps the improvement of productivity, efficiency, convenience and communication, and also helps the critical changes of life style. IT convergence with other technologies or industries has appeared and it promotes new changes and innovations. In major countries, including Korea, the resources and capabilities has focused selectively into this new industry. In this paper, we try to develop advanced national strategy for this new industry. Finally, we suggest some Empowerment Factors of IT Convergence industries in Korea based on experts' survey results.

본 연구는 IT 기업의 R&D활동의 성과를 파악하는 것을 목적으로 한다. 공공 R&D의 성과에 대한 연구는 상당부분 진척이 이루어졌으나, 경제의 주체인 민간기업의 R&D 활동에 대한 연구는 부족한 실정이다. 이 연구목적을 위하여, 기업의 재무자료를 이용하여 R&D투자액을 집계하였으며, IT기업의 경영성과도 분석하였다. 분석한 결과를 간단하게 요약하면, 다음과 같다. 첫째, IT기업은 대기업의 R&D투자 비중이 $93.6\%$에 달한다. IT R&D 투자 상위 10개 기업이 IT 산업에서 매출액의 $71\%$, 종업원의 $61\%,$ R&D 투자의 $87\%$를 차지한다. 둘째, 기업의 투자활동은 선택과 집중의 원칙에 따라 R&D 투자에 주력하는 경향이 강해졌다. 유형자산투자는 급격한 감소를 보이는 반면, R&D투자는 증가하고 있다. 셋째, IT 중소기업의 R&D투자는 한계가 있을 수밖에 없다. 본 연구에서 나타난 분석결과의 시사점을 보면, IT 중소기업의 R&D 투자는 한계가 있을 수밖에 없다. 따라서 중소기업의 R&D투자의 효율성을 높여주는 한편, 미래성장의 seed에 대한 준비와 단기 개발연구를 통해 기업의 수익에 기여할 수 있도록 해야 할 것이다. 또한 IT 대기업과 중소기업의 R&D에 대한 효율적인 네트워크를 구축하는 것도 IT기업의 활성화를 위해 요구된다.

This paper compared the performance of the parametric method and the nonparametric method when estimating the distribution for the tail of the distribution with heavy tails. For the parametric method, the generalized extreme value distribution and the generalized Pareto distribution were used, and for the nonparametric method, the kernel density estimation method was applied. For comparison of the two approaches, the results of function estimation by applying the block maximum value model and the threshold excess model using daily fine dust public data for each observatory in Seoul from 2014 to 2018 are shown together. In addition, the area where high concentrations of fine dust will occur was predicted through the return level.

정부 R&D성과의 질적 수준을 제고하고 중장기 국가 재정사업의 효율성을 높이기 위한 각 연구 기관의 시도들이 있어 왔다. 연구사업의 발굴, 기획 및 수행에 있어 효과적인 정부 R&D 예산의 배분, 우선순위를 도출, 기술개발 전략 수립을 하는 것이 매우 중요해지고 있다. 정부 재정사업인 국가 R&D사업은 국가 기간산업을 활성화하고 경제발전을 수반할 수 있는 중요한 모멘텀으로서의 역할을 하고 있다. 또한, 국가 R&D사업의 한 축인 거대과학은 최첨단 기술의 개발과 미래성장동력의 발굴이라는 대명제로 그 중요성이 강조되고 있다. 거대과학 연구는 그 분야의 특수성으로 인해 대학의 과학자, 공공 연구기관의 연구원, 기업의 엔지니어가 함께 참여하여야 하고 대규모 국가 예산을 동원하는 과학 연구 사업이다. 이는 대규모 예산을 기반으로 하고 있기에 집중적 투자가 수반된다면 단기적으로 기초과학의 발전을 이뤄낼 수 있다. 이것은 산업발전에 밑거름이 되어 그 분야 자체로 하나의 산업생태계를 구성하고 요소 기술들의 응용으로 파생기술이 전파된다면 새로운 신산업 창출 등 국가산업에 많은 혜택을 줄 수 있다. 하지만 많은 인력과 대규모 투자 그리고 중장기 프로젝트라는 특성으로 인해 실패 가능성도 높아 전략적 선택 및 추진이 필요하다. 따라서 본 논문에서는 거대과학의 기술개발전략의 수립을 위하여 중이온 입자가속기 핵심부품 국산화 전략수립 사례를 중심으로 효율적인 R&D추진 방안을 도출해보고자 한다. 또한, 논문, 특허를 기반으로 한 3P분석을 통하여 중이온 가속기 핵심부품의 국산화 전략을 제안하고, 추진 우선순위 및 전략을 제시하고자 한다.

It may be summarized to four kinds of innovation through global convergence, and the convergence of adjacent areas according to mega-trends in medical services market and actively introduced ICT technologies, public and private partnership. Health care is no longer a local industry, it is becoming Global Convergence. In the case of developed countries, it is increased to income levels, the development of new medical technologies, while the increase in specialized medical services and need of aging population. It increases migration of foreign medical personnel, geographical proximity and choice of the best medical technology, regardless of the cost. The increasing demand for high quality yet relatively low foreign prices of medical services. Hospitals are especially spread of international certification such as the US JCI standards. Hospital exports are being evaluated and opened the way for the export industrialization as ICT convergence hospital that can be exported to the fusion-related technologies more efficiently. Current local hospital has already reached saturation, globalization of Korean hospital is being the time necessary. Thus, unlike a strategy for each country, as well as technology transfer it is also possible, such as total exports provided the building, medical equipment procurement, local medical personnel (doctors and nurses) selection and training, PR and marketing. In the current medical law and need to be revised prospectively maintained for publicity and abroad, there is a need for further legal dragons and actively support a more flexible policy on the application of national law overseas medical services.

Personal Information Article2 defines personal authentication information, secret information, bio information for personal information and it is stipulated under article29 that the one who have duties must take adequate technological, administrative, physical measures to prevent from illegal reading and sneaking. Also it is stipulated under information communication network law28(1), enforcement regulation9, Korea Communications Commitee notice. To satisfy this, the one who have to take security actions of personal information are required to take technological measures and establish positive measures to continuously manage it.The insurance of technological security is possible by encryption of personal information, secure management and operation of encryption key,taking personal information security level of providin access control of personal information reading and audit.In this paper, we will analyze various technologies of personal information encryption which are essencial component in technological security measuresof personal information. This paper will help choose which technological measures you should take in personal information security.

It is crucial In decision making to select a project delivery system (PDS) adjusted accordingly to the project characteristics. Furthermore, selecting a tendering system is the kernel in the process of selecting PDS. In October 2007, the Ministry of Finance and the Economy of Korea launched two new project delivery systems, "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" by revising enforcement ordinances of "Act on Contracts to Which the State is a Party" to provoke the tendering systems. In order to support the proposed purpose, this research developed a selection model for suitable tendering system, which helps a public owner select a tendering system appropriate to the project characteristics. First, the framework of the model was set throughout analyzing previous researches and interviewing relevant experts. Additionally, by analyzing the survey result from 265 experts engaged in architectural and civil engineering business, the relative weights of the selection factors and the effectiveness values of the alternatives were suggested as the quantitative evaluation references. Finally, the practical guideline was suggested to apply this model to three public projects scheduled to be delivered. The result of applying the model to three case projects showed that further researches were needed to make the selection process logical and to suggest the standard weights and effectiveness values according to project type.

In this paper, we developed a multi-view video content based on real-world technology and a pilot using the production technology, and provided realistic contents production technology that can select a desired direction at a user 's view point by providing users with various viewpoint images. We also created multi-view video contents that can indirectly experience local cultural tourism resources and produced cyber tour contents based on multi-view video (realistic technology). This technology development can be used to create 3D interactive real-world contents that are used in all public education fields such as libraries, kindergartens, elementary schools, middle schools, elderly universities, housewives classrooms, lifelong education centers, The domestic VR market is still in it's infancy, and it's expected to develop in combination with the 3D market related to games and shopping malls. As the domestic educational trend and the demand for social public education system are growing, it is expected to increase gradually.

On December, 1996, Construction Management(CM) was introduced in Korean construction industry due to its managerial efficiency proven in the international construction industries. However, It have had serious problems with many regulations, standards, manuals and details of practices considering its constituents and industry conditions. Especially, there were controversial points in the CM fee estimate; difference between the fee on the owner's view point and that from contractor's that impedes appropriate CM services. Therefore, this paper is to analyze public construction projects into Cm fee calculation such as fee as a percent of construction cost, cost plus fixed fee and contract price, and analyzed what is irrationality and why irrationality is made. So it makes a contribution to a study on standards for paper CM fee calculation.
