The purpose of this study is the issue of public institutions and the financial metrics improve enforcement, public institutions through an integrated management plan for the research is to increase the efficiency of public finances is the purpose of this study. In this paper, the financial operations of public institutions in the five issues (evaluation index system, financial management control framework, Private/Public Sector management, public finance law/institutions, government budget support management) is presented. Issues and a variety of public agencies on how to improve this, this paper proposes the following. the participation of Congress Control Tower(Public Finance Policy Committee )is installed.

The public library as a public institution, funded by the public, is accountable to provide community based services. Those services can be developed through identifying community needs and implementing proper planning process to satisfy the identified needs. Under budget pressure, public libraries have changed their emphasis from the provision of the standardized services to the establishment of specialized services to reflect the differing characteristics of the community and the community members each public library serves. This paper reviews the research in this area since 1970s and suggests guidelines for the enhancement of community based public library services.

Objectives: Nuclear security and atomic energy industry have always been the domain of political and economical diplomatic affairs. The issue of nuclear proliferation must be resolved politically or militarily given the importance of the problem, the impact it has on global security, the influence of major powers, and non-proliferation regimes. Considering scope of the budget, manpower, and scale of the project, the atomic energy issue was also viewed from an economic perspective. Therefore, the goal of this study is to depart from the conventional viewpoint and investigate if public diplomacy may be extended to a new issue domain of nuclear security and atomic energy. Methods: In order to determine whether there are any areas that overlap, the uniqueness of Korea's position in the nuclear security and atomic power domains is evaluated and compared with the traits of public diplomacy. Results: It seems plausible to broaden the scope and function of public diplomacy in that field given Korea's uniqueness in nuclear security and atomic energy issue and overlap with public diplomacy. This is especially true given that the state must take the leading role and that ongoing policy demands are made in light of Korea's security and economic structure. In reality, it is assessed that the Summer Fellows Program, run by the KAIST Nuclear Nonproliferation Education and Research Center (KAIST NEREC), has had a considerable impact on public diplomacy in the area of nuclear security and atomic energy. Conclusions: Nuclear security and atomic energy issues have traditionally been handled from the perspectives of political diplomacy, summit diplomacy, and economic diplomacy. However, this paper evaluate that the possibility of enhancing the role of public diplomacy in this issue area is high and underscore that the budget support, programs, and manpower for similar public diplomacy activities are needed. Through this, South Korea's nuclear security policy and atomic energy industry could be supported from international community and it will advance national interest.

최근 중국은 공공도서관의 규모, 예산, 인프라 면에서 괄목할 만한 성장을 보이고 있다. 중국에서 공공도서관은 공공문화서비스체계의 중요한 요소로서 국민들에게 다양한 서비스를 제공하고 있다. 이러한 서비스의 하나로서의 문화프로그램에 대한 중국 청년들의 인식을 탐색하는 것이 본 연구의 목적이다. 이를 위해 중국 청년들을 대상으로 심층면접을 실시하여 그들의 도서관과 문화프로그램에 대한 인식을 검토한다. 또한 그러한 인식에 영향을 미치는 요소와 한국 이용자의 인식과의 공통점 및 차이점을 살펴본다. 이를 통해 문화프로그램의 지향점을 모색하고자 한다.

In most countries the public library run as a public institution and a symbolic icon for a democratic society. Therefore public library's publicity is absolutely essential value and profit should not be made on their maintenance. More recently, as the government's budget spending increase, however, many local governments contract out to manage an entire library or new library system. Three main reasons could be identified. Firstly, alternative solutions for maintenance were supposed to save money. Secondly, contracting out provides an opportunity to improve the quality of service delivery. Thirdly, central government and some local authorities had very strong ideological reasons for contracting out of the public libraries. However, nothing proved that alternative maintenance had caused lower cost and better services in Korea. In this paper, the reasoning of a move from the traditional form of public library governance is discussed, as well as the advantages and disadvantages contracting out of the public libraries, and suggested various practical solutions in Korea.

한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.

Gannam-gu established 'school digital libraries' in 15 of their elementary schools between September 2001 to October 2002, and now offers library services to both students and residents All expenses and human resources for these libraries are provided by the Gannam-gu and schools provide only their vacant classrooms. This is a good example of combined school-public library The type of combined school-public library can be a useful suggestion for our educational situation. So the purpose of this study is to reveal the actual condition and the efficiency of the library established by Gannam-gu, a well-known case of a combined school-public library.

This study investigates the space, use, and procedural aspects that should be considered in securing the publicity in space renewal of unused lands by analyzing the characteristics of relevant projects conducted by The Korea Academia-Industrial Corporation Society, a party representative of a public agent. The findings reveal the following conclusions. 1. There should be a required procedure that guarantees the adequate qualities of public organizations or publicity for projects run by KAMCO. 2. When the public agent plans a project, there should be an effort to clarify the profit limitations and adequate guarantee of consigned fees charged by the consigned organizations in an attempt to ensure that certain proportions are used to enhance the public goods. 3. There is a need to diversify the ways KAMCO discloses information. A professional organization and separate budget should be required to assess the autonomy of KAMCO to guarantee publicity.

It is thought that the various PRs of public library are the PR within the jurisdiction. outside the jurisdiction, by print media. by audio-video media. by fixture. by event. by media outlet. by campaign, through cyber space. and through associated organization. But the strategy of PR from this study is followed. First. the team for PR should be organized. Second. the librarian for PR should be distributed. Third, the budget for PR should be raised. Forth. the organizations of community should be made the full use of for PR. Fifth, the media outlet of the community should be made the best use of. Sixth. the news letter published by public library should be utilized. Seventh. the internet homepage of public library should be made good use of.
