Pre-compensation and post-construction policy'(PCPC) is a part of $\ulcorner$public project performance improvement policies (PPPIP)$\lrcorner$ whose purpose is to reduce the construction project cost by $20\%$. This research focuses on measuring the quantitative and qualitative impacts of PCPC public construction project. The evaluation of PCPC was conducted using five performance indices which are measuring performance improvement in terms of project cost and schedule. The analysis results show that implementation of this policy reduced $4.8\%$ of public construction project budget while playing a positive role in shortening the project schedule.

본 논문에서는 공공기관에서 안전보건경영시스템으로 KOSHA-MS를 구축하여 유지하고 있습니다. 2022년 1월 27일 시행된 중대재해처벌법에 대한 준비와 대책을 수립하고 있으며, 공공기관 안전활동 수준평가, 공공기관 안전관리등급제 등 여러 평가를 받고 있습니다. 이에 안전보건경영시스템(KOSHA-MS) 규정에 중대재해처벌법과 관련법규의 연계와 공공기관 안전활동 수준평가, 공공기관 안전관리등급제까지 연계 방안을 연구하였다.

민간 택지 개발 활성화 차원에서 최근 시행에 들어간 민간.공공 아파트 공동 택지 개발 사업 제도가 별다른 호응을 얻지 못하고 있다. 건설사들이 임대 의무화와 복잡한 절차 등의 문제 때문에 사업을 기피하고 있기 때문이다. 그 개선 방안에 대해 알아본다.

본 연구는 VTS 업무 현장에서 발생할 수 있는 여러 딜레마적 상황에 대한 실제 예를 통해, 그 당시 실제 대처했던 방안에 대해 설명 후, 그 상황에서 가장 최선의 선택과 판단이 무엇인지에 대해 논의하였다. 더 나아가 '마이클 센델' 교수의 저서 '정의란 무엇인가?'의 내용을 기초로 하여, VTS 업무에서의 정의가 무엇인지에 대한 근본적인 질문을 고찰하여 보았다.

특수선(FPSO, Drillship)의 거주구역이나, 대형 여객선(크루즈선) 공간의 70% 이상을 차지하는 수용시설(accommodation) 즉, 객실, 라운지, 공공장소, 창고 등은 24시간 사람이 상주하는 구역임으로 화재로부터 완벽하게 보호되어야 한다. 이를 위해 국제해사기구(IMO)에서는 SOLAS II-2 Reg. 10.6과 FSS code Ch. 8에 적합한 미분무수 소화설비를 설치할 것을 강제화하고 있다. 이러한 미분무수 소화설비는 미분무수 노즐, 압력용기, 섹션밸브, 펌프유닛 등으로 구성되는데 특히 핵심부품인 미분무수 노즐은 IMO Res. MSC 265(84)에 따라 노즐성능시험 및 화재진압성능시험을 통해 형식승인을 득해야 한다. 본 연구에서 이러한 기준에 만족하는 미분무수 노즐을 개발하고자 선실 및 복도에 대한 화재시험에 이어 공공장소 화재시험을 수행하였으며, 두 가지 천장 높이에 대한 화재진압성능을 평가하였다.

Although there were many activities to provide FMC (Fixed Mobile Convergence) service by several foreign countries such as United States, FMC service could not make a good success for a number of reasons for example, customers indifference and lack of needs. On the other hand, recently FMC is showing its good progress at B2B market in foreign government such as in Germany and US satisfying e-government and BYOD (Bring Your Own Device) needs. This paper studies FMC service of foreign countries and as a result makes a analysis presenting issues for Korean e-government service. Also, we make several suggestions to energize FMC service success.

This study investigates the space, use, and procedural aspects that should be considered in securing the publicity in space renewal of unused lands by analyzing the characteristics of relevant projects conducted by The Korea Academia-Industrial Corporation Society, a party representative of a public agent. The findings reveal the following conclusions. 1. There should be a required procedure that guarantees the adequate qualities of public organizations or publicity for projects run by KAMCO. 2. When the public agent plans a project, there should be an effort to clarify the profit limitations and adequate guarantee of consigned fees charged by the consigned organizations in an attempt to ensure that certain proportions are used to enhance the public goods. 3. There is a need to diversify the ways KAMCO discloses information. A professional organization and separate budget should be required to assess the autonomy of KAMCO to guarantee publicity.

한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.

The purpose of this study is to recommend practical guidelines for developing and operating makerspaces in public libraries. Using the results of prior research, this study examines eight public library makerspaces across key elements, including space, size, staff, equipment, programs, and budget. This study finds that public library makerspaces should be built according to the library's size, budget, and purpose, and should also employ sustainable operating strategies. On that basis, this study suggests three models of guidelines for implementing and developing makerspaces in public libraries: the "craft" makerspace at the basic level, the "studio" makerspace at the intermediate level, and the "platform" makerspace at the regional level.

This study analyzes the effect of applying hyperbolic social discount rate onto the results of benefit-cost analysis of environmental public investment projects in Korea. In order to check the application possibility to the actual feasibility study, the discount factors generated by hyperbolic function, rather than traditional exponential one, would be applied to the benefit and cost data from the pre-feasibility studies which peformed for environmental public investment projects. The results of this study shows that using hyperbolic social discount rate is effective for enhancing test results, only under the condition of which the full expansion of the time periods of analysis is satisfied. According to the simulation results of this study, to achieve higher benefit/cost ratio by using hyperbolic social discount rate, the period should be increased up to 120 to 150 years at least.
