Public-Private Collaboration Process for Planning Phase of Urban Renewal Projects (도시환경정비사업 계획단계 민.관 협의 프로세스 도입 방안)

  • In the planning phase of domestic urban environment maintenance and improvement projects, a particular problem is the increase in service expenses and project cost with the establishment of plans under circumstances that exclude the residents or have incomplete consent from them and the public organization. This delays the promotion of the project. This study aims to resolve such problems by proposing a measure to introduce a privatepublic consultative body for residents and the relevant departments of the public sector, to encourage them to participate and establish plans together from the beginning. This is expected to contribute to the smooth promotion of the project, as it would remove the conflicting factors that are expected to be generated in the project implementation phase before they could emerge.

Consumers' Willingness to Pay for Renewable Energy (신재생에너지 전력에 대한 소비자 지불의사)

  • Although renewable energy sources are more environmentally friendly than fossil energy sources, they are far more costly and hard to survive in the electricity market. For a competitive renewable electricity, the government should take 'visible' actions to compensate higher production costs. Popular policies, such as Feed-In-Tariff and Renewable Portfolio Standards, are financed by an undifferentiated increase of electricity bills (a collective financing mechanism) but are occasionally confronted with the opposition of the electricity consumers. This paper discusses the consumers' willingness to pay for renewable energy in order to back up the voluntary financing mechanism, the Green Pricing. The Tobit analysis of a consumer survey shows that the consumer's WTP is positively influenced by his environmentally friendly activities under both financing mechanisms. The knowledge on renewable energy is statistically significant only under collective financing mechanism.

  • BTL projects, which has been 3 years since it was carried out in 2008, trigged the controversy on the adequacy in the calculation of disbursement for Government due to such problems as low earning rate and the burden of service level compared with the project suggestion. Thus, the purpose of this study is to offer a suggestion on the calculation system for the purpose of the standardized - expense appropriation by item and database including the antecedent study on the finance model and the feasibility in BTL projects. The system is composed of 4 steps - project management, basic database, an analysis on expense by item and the result, and an analysis on sensitivity, and it is possible to carry out a comparative analysis on single and multi alternatives by variable change along with the ground on expense calculation.

  • In Korea mobile phone subscribers exceeded 1 million people in 1995, and ten million people in 1998. Prevalence of the mobile phone increased dramatically over 110% compared to the population. And all family members including children and students use one or two mobile terminal. Mobile phone is obviously necessary good more than washer, vacuum cleaner, passenger car. Our daily life with mobile communication are conveniently positioned, but communication related costs including the price of the device has become a big burden on the household. But the government does not seem to do the right role at the right time to prevent the failure of the market to further maximize consumer welfare and social welfare through fair competition. This principal-agent problems exist especially in perspective of joint use of the mobile communication network, number portability, separation of phone distribution and phone service and network neutrality among in mobile communication policies since the early 1990s up to now.

Utilization of Medical Assistance Patients in Nursing Hospital (의료급여환자의 요양병원 이용에 관한 연구)

  • The purpose of this study is to analyze the use of hospital, hospitalization, medical service, discharge and power of medical care patients who are concerned about moral hazard. We conducted focus group interview with 3 medical care patients and their families and 5 workers who had worked for more than 4 years in a nursing hospital. The main results and implications are as follows. First, admission to nursing hospitals was mostly based on the linkage between the medical institutions and the competition to attract the patients rather than the choice of the patients. Second, the main cause of the long-term hospitalization of medical assistance patients was the lack of social protection measures such as absences of residence and care giver, although there are factors that cause moral hazard such as low self-pay. Third, most of the patients were in need of treatment, but they were admitted to the hospital even though their needs were not higher than those of the health insurance patients. Fourth, the rehabilitation service is the mainstay of the medical service of the nursing hospital, and the roles of nursing staff and care givers are important. Fifth, medical care patients are paying medical expenses for nursing hospitals due to cost of living and family support, but they are exempted from the hospital expenses or the burden of their own expenses in the hospital. Sixth, public institutions and social welfare institutions have not managed continuously since commissioning patients to nursing hospitals and have neglected the connection with community services after discharge.

A survey on mathematics teachers' conception of after-school mathematics education (방과후학교 수학교육에 대한 수학교사들의 인식)

  • In this paper we carried out a survey targeting 185 elementary, middle and high school mathematics teachers to identify their conception, satisfaction, requirements of after-school mathematics education. The survey results show that we need to develop newer programs, reduce teachers' task, build a more effective system for supporting and researching after-school mathematics education, and so on. Using these survey results we understand the facts of existing after-school mathematics education and provide preliminary data for discussing how to invigorate and advance the after-school mathematics education.

  • Construction uncertainties are frequently exposed to the claims. In most cases, an interpretation of the claims is based on the construction contract. Therefore, the key points of contract negotiation are how to fairly distribute the contract risks to the client and contractor. For these, a FIDIC that is considered as an international standard contract form would be a good reference to decide reasonable contract risk distribution. In order to find out any unreasonable and unfair contract clauses at the general conditions of contract applying generally to public construction project in Korea, this study surveys, analyses and evaluates the general conditions of contract based on a FIDIC, and then proposes a risk mitigation methodology to response those clauses' risk factors reasonably.

  • Whenever several natural disasters hit Korea with huge damage of property loss and death toll, government spends huge sums of money for rehabilitation of devastated areas every year. It's time to discuss about a natural disaster insurance, which is a long-term as well as precautionary measure. It is advisable to discuss government involvement through the natural disaster insurance, implementation of countermeasures against natural disasters. The natural disasters insurance have to executed as follows, 1) introducing natural disaster insurance with characteristics of social welfare, which makes fast recovery and anxiety reduction in the low-income bracket. 2) advisable to mix the methods of microinsurance including the natural disaster and index insurance.

  • 중앙정부나 지자체를 중심으로 지리정보체계(GIS)구축사업이 광범위하게 추진되고 있는 지금, 지리정보구축에 소요되는 비용에 대한 부담으로 인해 각 기관들에 산재된 지리정보의 공동 활용이 매우 중요시 되고 있다. 이에 따라 지리정보 생산 및 관리의 효율성과 이용의 활성화를 도모하기 위하여 '지리정보목록의작성및관리에관한지침'이 2002년 제정되어 시행되고 있다 현재 국가지리정보유통망에서의 활용을 위해 유통용 메타데이터 표준이 제정되어 있지만, 지리정보관리기관의 효율적인 지리정보 관리를 위해서는 부족한 부분이 많은 실정이다. 본 연구에서는 동 지침에 의거하여 ISO 19115에 부합되는 새로운 통합 국가메타데이터 표준(안) 개발을 목적으로 메타데이터 표준화 연구를 수행하였다. 국가메타데이터 표준(안)은 유통용 메타데이터 표준을 모두 수용하고, 기존 메타데이터와의 비교분석을 바탕으로 효율적인 지리정보 관리를 위한 관리용 메타데이터 항목을 추가하여 총 13개 섹션으로 설계되었다. 본 연구에서 제시된 국가메타데이터 표준(안)을 통해서 우선 사용목적에 맞는 다양한 지리정보를 검색하고 활용하기 위한 표준화된 기반이 구축되어 공공부문 및 민간부문의 GIS 활성화를 위한 커다란 초석이 마련될 것으로 판단된다.

  • 본 연구에서는 사회적기업육성법에 의해 인증 받은 한국의 사회적 기업을 대상으로 사회적 기업 운영자 및 주요 경영진의 마케팅 지향성((1) 고객지향성, (2) 경쟁자 지향성 (3) 부서간 유효성)이 기업의 경영성과((1) 재무성과 (2) 사업성과 (3) 조직효과성 )에 미치는 영향을 고찰하고자 한다. 사회적 기업은 수익성과 공공성을 동시에 추구하는 목적을 가지고 있기 때문에 일반적 의미의 기업이라 보기 어렵다. 무엇보다도 이윤의 극대화가 제한되기 때문이다. 또한 현재 사회적 기업에 대한 접근이 복지적 측면에서 많이 이루어지고 있는 것도 사실이다. 그러나 현대적 의미의 사회적 기업은 일정부분 일반기업과 경쟁해야 하기 때문에 스스로의 경쟁력을 갖추어야만 지속성을 유지할 수 있으며 사회적 비용을 절감할 수 있다. 사회적 기업이 일정한 수익성을 지속적으로 추구하지 못하는 경우 정부의 재정 부담이 증가하여 사업의 지속성이 어려움에 빠지게 될 수도 있다. 따라서 본 연구에서는 사회적 기업의 마케팅 지향성에 따른 경영성과를 실증 분석해 봄으로써 사회적 기업이 가져야할 무형자산인 마케팅지향적 사고 및 행위에 대한 시사점을 도출해 보고자 한다.
