A Study on the Impact of User Service-related Items for the Public Library Evaluation (이용자서비스 관련 항목이 공공도서관 평가에 미치는 영향에 관한 연구)

  • Recognizing user services as one of the most important and essential part in the public library, this study focuses on seeking for innovative ideas for the improvement of user services. Data analyses is based on the written survey submitted by public libraries throughout the nation. Questions related with user services are analyzed. and some influential factors in relation with the selection of superior libraries are compared with those of public libraries as a whole. Active library services for the users are revealed as the most important factor to be included in superior library group.

A Study on the Decline of Provincial Government Office of Jeollabuk-do in Modern Era (근대기 전라북도 지방관아의 쇠퇴에 관한 연구)

  • This study constitutes an inquiry into the decline of Government Office(官衙) facilities carried out intensively during modern era, focusing on provincial government offices of Jeollabuk-do. There have been several studies of changes in provincial government offices till now, but there have been few studies of government offices of the counties and prefectures(郡縣) during the period of the Japanese Resident-General of Korea and after the National Liberation, temporally and there have still been lacking studies on Jeollabuk-do, spatially. Thus, this study attempts to empirically prove the reasons and the time of the decline of provincial government offices in Jeollabuk-do and the characteristics in the process of decline focusing on modern era. As a result of the study, four factors: demolition, abolition, appropriation and disaster had the most decisive impacts on the decline of government office facilities. Demolition refers to the destruction of government office facilities, and abolition, to the decline and the discontinuation of the operation of the facilities. Appropriation refers to conversion to facilities to meet public functions, and disaster, damage from a typhoon or fire. These factors had already been started from the 1900s, and by the 1930s, most of the government office facilities came to lose their original looks and functions. In the meantime, there was an essential purpose in demolition, the most direct factor in the destruction of the government office facilities in terms of function: that is new construction of public facilities necessary for administration and rule. The existing government office facilities were appropriated, sometimes, but behind that, many cases of demolition of the government office facilities for the new construction of public facilities are found. The appropriation of the government office facilities is divided into educational, administrative, financial and security facilities, and generally, Gaeksa(客舍) and Dongheon(東軒) were used respectively as educational and administrative facilities while their attached facilities were used as financial and public order and security facilities in general. Especially, some government office facilities were utilized as distinctive facilities such as housing or hospital. In the process of appropriation, a lot of modification occurred inside and outside the government office facilities, due to which, the government office facilities gradually declined losing their traditional styles.

  • All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services, focusing on vulnerable cities and counties in the Chungnam region.

  • The objective of this paper is to understand the present status of public library space management through research on the actual condition and obtain/indicate preliminary data on public library building program. For this purpose, questionnaires were sent to 524 public libraries in Korea, and 167 cases(31.87% of them) answered were analysed. It was revealed that insufficiency of space, services/facilities for information disadvantaged groups and services/facilities for community center and location requirements for libraries have a lot to be improved.

  • The purpose of this study is to identify the concept and current status of resolving the gap in knowledge and information provided as a new role of public libraries. We have examined what kind of role public libraries has to play, and have analyzed the relationship of financial independence of public libraries and local autonomous entities, the use of public libraries and the social class vulnerable to knowledge and information by utilizing existing statistical data. Through this, We have presented a basic point in question needed in searching for a way to strengthen the role of public libraries in resolving the gap in knowledge and information..

  • This study investigates the participants' perception and satisfaction score for culture and education programs operating in public libraries and culture & art centers in Daegu Metropolitan City. Attendees of the public libraries' programs have higher overall satisfaction, customer loyalty on the contents of the program and lecturers than those of the culture & art centers' programs. Attendees of the culture & art centers' programs rated staff supports and services, facilities and educational equipments higher than those in the public libraries' programs. This study calculates the LCSI score in public libraries(78.02) and culture & art centers(77.22).

  • With the advent of uniquitous life, changes of users' demands make a public library accomplish roles and functions of a complex service center providing information, education and culture service. As a multi-function center, a public library provides various services based on physical and digital space in ubiquitous environment. Information commons is a basement of physical space in an u-Library. Especially, with the advent of ubiquitous environment, design and use of physical space will be a critical issue for a public library to perform its role and function as a multiple complicated space. This study derives facilities and components for designing and implementing information commons in a public library as a physical space. To perform the goals, this study focuses on the newest trends and requirements through literature study, case study and survey. As a result, this study proposes components of facility and principles of design to implement information commons as a physical space in a public library.

  • The purpose of this research is to analyze the trend and performances of contracting out the management of public libraries in Korea, in order to help promote the effectiveness and efficiencies of their operations. In this research, Investigated in detail are the following issues: First, the need for and background of contracting out public library services and their present state in Korea; Second, the pros and cons of contracting out public library services; and finally, based on the aforementioned findings, a future model of 'contracting out' public library services is proposed in order to further the effective management of public libraries in Korea.

  • Recently there have been an increase in number of new library buildings and its users due to the demand of lifelong learning and cultural experiences of the local community and also the extension to their opening hours. At the same time there have been a growing number of problem users in local libraries. This seems closely associated with an increase in number of unemployment rates and their mental health issue. This causes a great challenge to the local libraries. in particular, to the front-line librarians. If these challenges are not dealt appropriately at all levels within the library organization the overall quality of services is likely to degrade leaving the general users dissatisfied and the staff adversely affected. Therefore in this study we propose a charter of library service and a library code of conduct to meet the aforementioned challenges and enhance the overall quality of library services.
