This study was to elucidate the theoretical backgrounds and realities of consumer health information services from a review of the literature, to manifest the actual conditions of consumer health information services by domestic hospital libraries and public libraries, and then to activate library services at least to meet the needs of the services by enhancing their role for consumer demand for health information. This paper propose to activate consumer health information services, as follows : First, librarians both in hospital and in public libraries cognize that consumer health information services really are needed. Furthermore, they expect that when consumer health information services are implemented, the function of the library would be expanded even to the realm of preventive health medical care for consumers and as well as to the patients' right to know. Second, it is recommended that hospital libraries should actively perform their consumer health information services, along with the active collection of health information and materials and develop related bibliographies for hospital libraries to provide patients and their families with medical information. Public libraries also are required to actively collect, maintain and manage health information and to equip themselves with special books in their reference rooms. Third, it is recommended to launch such a cooperation network with a subsystem of MEDLIS as CHIN or CHIPS in the United States of America, to construct an integrated database of consumer health information and materials, an interlibrary system, a reference room service system as well as a cooperation network among hospital and public libraries.

새로운 정보환경과 기술변화로 도서관 시스템에도 많은 요구변화가 생겨나게 되었다. 이와 같은 변화의 대안으로 나타나고 있는 것이 오픈소스 소프트웨어(Open Source Software)다. 해외에서는 도서관 오픈소스 소프트웨어의 필요에 의해 현재 발전.보급되고 있는 실정이다. 본 연구에서는 국내 관종별(공공, 대학, 전문)도서관의 도서관 시스템 현황과 해외 오픈소스 소프트웨어보급 및 판매 현황을 조사하여 분석하였다. 현황조사와 분석결과를 통해 국내 도서관의 오픈소스 소프트웨어 도입의 필요성을 제기하고자 한다.

The purpose of this study are to analyze tasks of the public librarians through Job Analysis ('DACUM') and to survey the demands of professional librarian (professional librarian types), As the results, In public libraries, technical services (classification, cataloging etc.,) is reduced, while reading, culture (continued education), and information service are increased. Also, we identified 5 types of professional librarian which is composed 4 function oriented types, and 1 user oriented types, is suggested : reading coach, cultural service librarian, external work librarian, computing support librarian, children librarian.

The purpose of this study is to present a plan to simplify the issuance of public library loan membership cards for children under the age of 14, and to devise measures to promote the convenience of using public libraries and to promote their use. To this end, related laws and systems, related services, and systems were analyzed. The issuance cases for each type were derived and analyzed by thoroughly investigating the procedure for issuing loan membership cards for children under the age of 14 in 1,211 public libraries nationwide, and focus group interviews were conducted. Based on this, the "double diamond model" was employed among service design methodologies to propose step-by-step guidelines for simplifying the procedure for issuing public library loan membership cards for children under the age of 14, as well as improving the environment, such as the roles of stakeholders, laws, and systems.

공공도서관은 환경과 유기적인 상관관계가 큰 조직으로 기준설정이 필요하고 따라서 효율적인 봉사를 할수있다. 본 연구는 기준이 가지는 특성과 설정과정을 분석하고 질적인 수준을 위한 이용도 조사와 봉사정신에 입각한 시스템기준 설정을 시도한 논문이다. 본 연구의 결론은 설치기준: 일인당 면적기준보다 시스템 단위의 지역기준, 장서기준: 참고서적 우선의 장서구성과 최신성을 위한 정간물 구입, 직원기준: 업무분석을 통해 전문직과 비전문직의 구별과 전문성 향상, 시설기준: 일인당 좌석, 면적기준보다 봉사형태에 따른 다양한 시설, 봉사기준: 이용행태분석을 통해 봉사정신에 입각한 프로그램 설정.

Currently, collections with public libraries are evaluated only on the basis of simple data, such as the use volume of collections with individual libraries, and interlibrary lending (ILL) results. To promote the ILL of regional libraries and raise the use of collections, however, the evaluation of collections should be expanded from individual libraries to regional libraries. This study aims to propose user-oriented methods for evaluating the library collections within a regional library system by using four kinds of data: collection, acquisition, circulation, and ILL application data. The results of this study show that the proposed method can reveal the positions of each library within a regional library system, and also the characteristics of a library's collections and users' needs more precisely.

The purpose of all public libraries is to provide knowledge and information services for the intellectual and reading activities of local residents, program services that provide opportunities for cultural enjoyment and lifelong learning, and third-party spaces and facilities that contribute to the development of the community. To this end, social needs must be reflected in a timely manner with the establishment of a sound infrastructure as a prerequisite. This study analyzed the current status centered on key indicators of the public libraries in Daegu City and presented policy issues that need to be improved through a survey. The key indicators in Daegu City, compared to the national average, were not only significantly weak for the 3rd largest city but also showed considerable variation among local governments. While Daegu citizens valued public libraries in their daily lives, the dissatisfaction rate was high in the order of transportation inconvenience, lack of necessary materials and desired programs, and various regulations. Therefore, Daegu City should focus on increasing the acquisition budget, strengthening the development of new book collections, expanding the number of librarians, expanding the construction of public libraries to address service disparities among local governments, improving accessibility, and addressing factors that hinder usage. In addition, with the establishment and operation of the Daegu Library in 2024, efforts should be made to establish an operational system for public libraries, expand the scope through collaborative partnerships with other knowledge and cultural institutions, and enhance knowledge and cultural services for the Daegu citizen.

As today's information environment changes rapidly with the development of information technology, users expect a variety of the library services that meet their emerging needs. This paper reports the concept of reciprocal borrowing and analyzes the cases of reciprocal borrowing programs in the US. Particularly, this paper introduces (1) three cases of state-wide library cards such as Georgia's PINES card, Maryland's MPower card, and Michigan's Michi card. (2) Public library systems in the U.S. also are introduced as a type of reciprocal borrowing. Another type of reciprocal borrowing mentioned in this paper was (3) an mutual agreement between and among libraries. The author sought the deeper understanding of reciprocal borrowing by mapping the cases described in this paper into three models of reciprocal borrowing Kwak et al.(2010) suggested. This paper concludes with a few important considerations in implementing reciprocal borrowing services in Korea.

This study will explore the possibility of applying process innovation as a public library for business innovation. In order to do this, the study defines the concept of process innovation through the literature review. According to survey and focus group interviews with librarians working for public libraries, this study will organize work done at libraries into the following categories: acquisition, resource management, user management, user services, programs, volunteer management, marketing, library computerization system, facility management, general affairs and statistical management. In addition, through face-to-face surveys with librarians working for public libraries it is confirmed that there are issues within acquisition, user management, and applied process innovation. In response to these issues a new process has been developed. Using this new approach, book contract procedure and requests for book related work could be improved and optimized. In the user management section, the study analyzes the requirements and subscription procedures for members through a website survey of 30 public libraries in the United States and then provides an improved system through process analysis of the membership process of Korean public libraries. It is expected that the new system will contribute to improvements in user satisfaction as well as improvements in library workflow.

This study analyzes the effects of community-level socioeconomic deprivations (SED) on public libraries' book circulation in the Seoul metropolitan area. The study design draws upon the theory of local information landscapes, which explains the relationship between community characteristics and information behavior. Using four-year (2015-2018) open government and public library circulation data, we constructed a socioeconomic deprivation index by adjusting a multi-dimensional deprivation index and generated other variables. Multi-level robust linear regression models were used to examine the relationship between SED and public library circulation. In addition, we tested the moderating effects of the library collection size and the number of libraries per unit area, respectively, on library circulation. The results show that there is a significant negative relationship between socioeconomic deprivation and library circulation rate. Also, we found that the size of the library collection negatively moderates the effects of SED in areas with a large number of books, and the number of libraries per unit area was positvely related to the library book circulation, not moderating the effects of SED. These findings suggest that public libraries and policymakers should consider community characteristics in designing strategic plans for public libraries.
