Technology Commercialization Model of Public R&D Based on Living Labs (리빙랩을 활용한 공공연구개발의 사업화 모델 도출)

  • This article suggests Living Lab approach as a technology commercialization model of public research and development (R&D) projects. Living Lab is a model for end-users, private companies, research institutes, and public organizations to develop technology in a living space which works as a laboratory. Unlike the dominant technology commercialization model which focuses on private enterprises, a new living lab model discusses end-user centered commercialization. Based on general living lab model, three types of technology commercialization model are suggested. The 'Demand exploring type living lab' and the 'Problem solving type living lab' are project-based living lab. The other type of living lab is 'Living lab platform'. The projectbased living lab can be utilized as modules when promoting R&D projects. On the other hand, the living lab platform is infrastructure to provide living labs services to companies, public institutes and municipalities.

A study on prioritizing the application areas for business development of IoT(Internet of Things) (사물 인터넷의 사업화 영역에 대한 우선순위 선정에 관한 연구)

  • This study aims at identifying and prioritizing the application areas for business development of IoT(Internet of Things). In specific, we collected the opinions of the experts on IoT in Korea through the survey based on pairwise comparison, and then we analyzed them using AHP(analytic hierarchy process). As a result, we found that 'Public Safety & Security', 'Automotive & Transportation', and 'Utility & Energy' are the most promising area in realizing IoT-related businesses. Also, we found that the experts had different views according to the positions of their industry in IoT value chain. The analysis showed that the device industry prioritizes 'Public Safety & Security', whereas the network industry does 'Automotive & Transportation'. The experts from the service industry were found to regard 'Utility and Energy' as the most promising commercialization area of IoT.

Data-Driven Technology Portfolio Analysis for Commercialization of Public R&D Outcomes: Case Study of Big Data and Artificial Intelligence Fields (공공연구성과 실용화를 위한 데이터 기반의 기술 포트폴리오 분석: 빅데이터 및 인공지능 분야를 중심으로)

  • Since small and medium-sized enterprises fell short of the securement of technological competitiveness in the field of big data and artificial intelligence (AI) field-core technologies of the Fourth Industrial Revolution, it is important to strengthen the competitiveness of the overall industry through technology commercialization. In this study, we aimed to propose a priority related to technology transfer and commercialization for practical use of public research results. We utilized public research performance information, improving missing values of 6T classification by deep learning model with an ensemble method. Then, we conducted topic modeling to derive the converging fields of big data and AI. We classified the technology fields into four different segments in the technology portfolio based on technology activity and technology efficiency, estimating the potential of technology commercialization for those fields. We proposed a priority of technology commercialization for 10 detailed technology fields that require long-term investment. Through systematic analysis, active utilization of technology, and efficient technology transfer and commercialization can be promoted.

  • This study is public R & D institutions report to verify what the impact factors on the course of progress of industrialization based on technology companies who previously received prior to the developed technology, what policies and plans for the next requirements based on this by offering the implications for business rate was to contribute to the improvement of the public research institution technology transfer. In this study, the influence factors on technology commercialization derived through the analysis of existing and previous studies, the characteristics of the previously received corporate environmental characteristics and previous technologies through a survey of the company received a technology transfer from public research institutions commercialization decisions and contributions, including sales and commercialization of the results were analyzed by logistic regression analysis demonstrated how to have relevance. Analysis, and linkage with high production company has an existing case of IT technology transfer, commercialization of higher technical success rate was higher compatibility. On the other hand, were observed and expected success rate were higher when a rather commercialized technologies independently be earlier than if participating in joint research in the development of the technology, unlike previously, completeness of the prior art did not significantly affect. This study has the following policy implications. Public research institutions have developed technologies are commercialized to figure out what the requirements of the technical aspects of consumer technologies in order to create economic wealth. And for technology commercialization for enough technical competencies to absorb the technology, and that the technology and considering the link between business and technology commercialization success to be applied. This study has some limitations. First, the sample size was not sufficient. In relation to the presence and participation of corporate success and commercialization of the R & D process, with many previous studies are needed more in-depth analysis by leading research in the sense that different results are obtained. Also did not reflect the will or the corporate culture, management and organizational skills and belongs to the external environment and internal corporate enterprises industry characteristics affecting the success of corporate management of the business. And lacked sufficient consideration of the various technical characteristics present in the form of joint research and industry. Finally, there is a limit of generalizations about other industries.

Industry's Perception of Construction Technology Policy for Public Sector Projects (공공건설사업 기술정책 인식도 분석)

  • The Ministry of Construction and Transportation(MOCT) announced the General Policy for Effective Implementation of Public Construction Projects(the Policy) in 1999. Fifty two regulations were amended to embody the Policy between 1999 to 2001 Then MOCT performed the analysis to show the quantitative performance of the Policy. However, there has been no effort to evaluate the degree of implementation and effectiveness of the Policy so far. Therefore, this paper was initiated to perform the survey on industry's perceptions, implementation degree, effectiveness, and satisfaction of the Policy. The result shows that most policies were implemented in the construction industry but some policies were little adopted. Therefore, this paper proposes to update the Policy based on the survey results to effectively implement public sector projects.

  • Public research institutes in Korea have been criticized for attaching great importance to developing new technologies than actively moving them to the industry. Despite the various effort to enhance the technology transfer and commercialization by Korean government and government-funded research institutes, the gap between R&D outcome and real world application does not seem to be reduced. In this context,this study investigates a successful case of TT by a research institute. The aim of this study is to draw the factors of successful and TT which may be applied to other government funded research institute. The finding suggest marketability of technology, commercialization-oriented attitude, technology complementary assets and technological absorption capacity, matching of goals between the partenars and finally the timely utilization of public support program of commercialization are important factors.

  • 본 연구는 공공서비스의 지역특화발전특구를 위한 사전연구로서, 지역특화사업의 공공서비스 특구지정을 위한 논리적인 근거를 뒷받침하기 위하여 기존의 지식체계와 지역특구의 규제특례 실태 등을 분석해서 보령머드사업을 위한 정책 방향을 제시하는 데, 연구의 주목적을 두고 있다. 연구결과, 국가균형발전전략 패러다임의 변화 속에서 공공서비스로서의 보령머드사업은 공공성과 기업성, 지역성이 조화되는 지방공기업이나 공익사업 형태로 경영수익사업을 영위하는 것이 바람직하다. 또한 지역특화산업으로서의 지역성에 기반을 둔 산업단지 조성 등 인프라의 구축과 특색이 있는 지방화 및 세계화의 대응에 기여할 수 있는 보령머드특구 계획 수립을 제안하고 있다.

  • This paper is aimed at surveying the method that supports logical and theoretical back grounds of the public service incorporation, to compare and analyze the existing systems of knowledge and to find out any problems which may cause while incorporating "Mud Management Industry Official in Boryeong City Hall(MMIO)", ultimately coming out with systematical answers to them. The major findings of this study can be summarized as follows. First, the goods MMIO produces and supplies belong to public service. Second, it is desirable for a MMIO to take the form of public enterprise or public utility, harmonizing entrepreneurship with publicness and locality. Third, the most desirable system of management for the incorporated MMIO seems to be indirect one. Fourth, This study also presents the ways of complementing or overcoming every problem caused when we choose, as the management control system.

Influencing Factors on the Likelihood of Start-up Success of Researchers in Public Research Institutes: Using PLS and fsQCA (공공연구기관 연구자의 창업성공가능성에 미치는 영향 요인: PLS와 fsQCA 활용)

  • The purpose of this study is to analyze the net effect and the combined effect of the determinants of the likelihood of start-up success of researchers at public research institutes. Based on the existing literature, the determinants of the researcher's likelihood of start-up success were reviewed, and a conceptual relationship between the determinants of the likelihood of start-up success was established. Data collection was conducted through a survey targeting researchers at public research institutes, and a total of 114 data were collected. The partial least squares (PLS) analysis method was used to analyze the net effect of the likelihood of start-up success determinant, and the fuzzy-set qualitative comparative analysis (fsQCA) was used to analyze the combined effect of the likelihood of start-up success determinant. In the PLS analysis results, it was found that technology commercialization probability and creative self-efficacy had a significant positive effect independently on the likelihood of start-up success. In the fsQCA results, we found a combined effect of increasing the likelihood of start-up success when the technology commercialization probability, technology commercialization capability, and creative self-efficacy were high. These research results provide academic implications for understanding the determinants of the likelihood of start-up success of researchers in public research institutes.
