미국을 비롯한 GIS 선진국에서는 GIS 데이타베이스를 사회기반시설(National Spatial Data Infrastructure)로 간주하였으며 Internet을 통한 공간정보의 유통을 이미 계획 추진하고 있다. 본 연구는 외국의 공간정보유통체계에 대한 사례연구를 바탕으로 우리나라 국가 GIS 데이타베이스(Things : 실체)가 구축 후의 효율적인 활용을 위해 어떠한 유통과정(Process : 흐름)이 있어야 될 것인가를 살펴본다. 여기서는 제도적으로 공간정보유통이 가장 활발한 미국과 기술적인 방법으로 공간정보유통을 추진하는 카나다의 사례를 중심으로 우리나라의 현황을 비추어 보고자 한다.

Recently, tthe general users' demand on utilizing spatial information and the establishment of national spatial data such as land cover map are increasingly growing. But the lack of spatial information service for the general public is making it difficult for them to use spatial information and services. In this study, spatial information service strategies based on the concept of atlas, which is familiar to us through the student atlas, were proposed to promote the public users' utilization of land cover map. For this purpose, I reviewed current domestic status and overseas cases of land cover map service and proposed the future direction of spatial information service for land cover map in terms of contents, users, and system. Finally, I defined the basic concept, characteristics and functions of the Atlas Information System and recommended strategies for environmental spatial information service. The results of this study can be applied to various national spatial information as well as land cover map and contribute to the increase of general public users' utilization of national spatial data.

Local governments' spatial information policies are very important in that it can increase the relatedness to upper policy regarding the share, openness and converged utilization of spatial information and contribute to voluntary participation and creative uses linked to big data. However, local governments' spatial information policies require enhancement since it need to update framework spatial data, to derive spatial information service and to share the data. In this research, we compared the spatial information policies and related systems of central and local governments, and analyzed the local governments' spatial information policy enforcement plans and the Seoul metropolitan government's utilization survey on 32 spatial information systems. In the result, for the improvement of local governments' spatial policies, on-demand updating of base map using the as built drawings linked to field work departments, securing up-to-date public domain spatial information through the NSDI system, sharing of spatial information based on the spatial information platform and benchmarking of best practices related to the spatial information based policy participation are suggested.

As Geoweb is continuously developing, today it is possible for the public to utilize geospatial information technology, whereas only a few experts could apply this technology in the past. The examples that utilize the geospatial information technology creatively in the field of education have been increasing. Google, USGS and NASA, etc. presented various strategies to attract participation from people as they construct the related web-sites and suggest practical examples so that the existing spatial data in public institutions can be utilized in the field of education. In this study, we presented the strategies that converged education and exploratory learning can be vitalized on the primary, middle and high schools by using geospatial information technology. We took a literature review of researches that geospatial information technology had applied in the field of education according to the changes of schools' environments, analyzed internal and foreign web-sites which applied geospatial information technology to the field of education, and finally presented the strategies for application of geospatial information technology in the field of education. The strategies we presented are divided into four parts: 1) construction of course modules, 2) construction of educational database based on geospatial information technology, 3) construction of authoring environments for course modules, and 4) provision of supporting services for vitalizing the education based on geospatial information technology.

In order to advance forest resource management, it is necessary to solve problems such as the aging of forest-related industry workers and the field investigation system centered on manpower. Therefore, in this study, the trend of establishment and utilization of overseas forest geospatial information applied with the latest technology for scientific forest resource management was investigated to identify the domestic application plan. Overseas, photogrammetry and LiDAR technologies were being used to construct and utilize forest geospatial information. In the case of photogrammetry, it was used to measure the volume of vegetation, diameter, and tree height. And LiDAR technology has been applied to the measurement of diameter, and tree height. Through the analysis of overseas cases, it was identified how to construct forest geospatial information using photogrammetry and LiDAR, and it was found that LiDAR showed higher accuracy than photogrammetry. In the future, if the construction of forest geospatial information using various LiDAR sensors are performed and the accuracy and work efficiency are analyzed, it will be possible to present the possibility of using new technologies in the construction of forest geospatial information in Korea.

The spatial information recently observed by various sensors and platforms has been provided by national portals through the establishment of a database over a number of time periods, with easy access to various types of information. Therefore, it is possible to analyze the changes in the national territory space according to time. This study is intend to analyze forest changes based on a case of some areas in Heongseong and Wonju using the various spatial information observed in many ways, such as aerial photographs, ortho photos, digital topographical maps, DEM and DSM. DSM created by the airborne lidar and the aerial photos was able to analyze forest change areas more effectively than DEM of topographical maps. Also, forest management and analysis could provide basic data for efficient preservation and management of forests using spatial information.

Prior to the concrete and practical use of closed schools, this study was designed to identify trends in the use of closed schools, and the possibility and direction of the library's use of closed schools based on the status of closed schools and use cases. As a result of the case analysis, the building of libraries using closed schools can be reborn as libraries with different characteristics from general public libraries, such as providing complex cultural spaces, eco-friendly spaces, and local community places. In addition, based on the results of the study, future direction of library closure is suggested as follows: Provide local economic contribution and local revitalization opportunities, life-friendly and friendly space for local residents, recycling space linked with elderly welfare, care service, urban to rural Immigrants, creation of added value and creation of local business using closed schools, environment-friendly space, recycling as a complex community center, recycled into a space that meets and complements local needs.

문서량의 폭주는 유통과정에서 문서분실, 보관과정에서 문서분실과 파손, 보관공간의 낭비, 활용방법의 곤란으로 문서의 사장화 등 많은 문제점을 제기한다. 우리는 이러한 문제점 해결을 위하여 문서정보유통시스팀을 구성하여 문서의 전자화를 시도하였다. 이러한 목적을 위하여 본글은 첫째, 문서정보유통시스팀을 소개하고 둘째, 이를 활용한 응용사례를 소개하고 셋째, 일본 NTT에서 개발하고 있는 시스팀과 우리의 문서정보유통시스팀을 비교분석하였다.

국내에 다수의 공동주택이 건설되고 있거나 공사중에 있으며 그 수요 또한 향후 지속적으로 증가할 예정이다. 그러나 이러한 증가추세의 공동주택 중 대피공간 규정이 신설된 1992년 이전에 시공된 건축물은 현재에도 대피공간 및 피난시설이 부재한 상황이다. 또한, 현재 계획 및 시공, 준공된 준초고층의 공동주택에 설치되어 있는 대피공간 및 이에 준하는 시설은 사생활 침해 및 타 용도 공간 활용 등으로 기능이 상실되어 있다. 이에 따라 공동주택 피난 및 대피공간에 대한 실효성을 검토할 필요가 있고 타 시 도의 선진사례를 분석하여 정책적 제안을 마련할 필요가 있다. 본 연구는 공동주택 피난시설의 효율성 강화를 위해 광주광역시의 공동주택 관련 현황 및 사례 조사와 관련 법규 분석을 통해 피난시설 및 대피공간의 문제점을 검토하고 효율성이 높은 대피시설 등을 활용할 수 있는 정책적 제언 및 인센티브 제도, 가이드라인 등 정책 대안을 제시하였다.
